This study was performed to evaluate the working conditions In construction workers through measurements of working environments and to improve the working conditions and to design the appropriate environmental and health management system. The results of measurement for working environments in construction work are as following: 1. The excess rate of noise and dust concentration in express highway construction, road construction, building construction and interior painting was 28.6% and 24.5% respectively. 2. The excess rate of mixed organic solvents concentration in interior painting was 39.3%. 3. The chain type bulldozer has the highest level of vibration; the excess rate was 85.7%, and among the vibration instruments, the level of left hand's vibration of all vibrators exceeded the criterion and in the case of drilling all the level of vibration exceeded the criterion in both hands. On the basis of the results in this research the environmental and health management system for construction workers must be considered. Therefore, it is necessary to be introduced the special medical examination and measurement of working environments in construction industry. In defining "the working place" of Article 39 of Enforcement regulations of industrial safety and health act, the word "indoors" should be deleted. Then the eligible industry for measurement of working environment must be extended. And it is also necessary for construction industry to be performed group health management service by agencies such as other manufacturing industry.

Chemicals are an indispensable element of modern society to the extent that more than 15 million species are commercially available worldwide. However, among them are chemicals whose toxicityposes a threat to public health and the environment, as illustrated by past cases of chemical accidents, which revealed their danger to human life. Chemical accidents can spread and cause huge damage in a short time because of their characteristics. Therefore, it is important to do as much as possible to prevent them in advance and to respond promptly after an accident. The legal system pertaining to domestic chemical substances is the "Toxic Chemical Control Act", which is made up of the "Act on the Registration and Evaluation of Chemicals" and the "Chemical Control Act" since 2015. Under this law, the Comprehensive Chemical Information System and Chemical Substance Data Processing system were established and are still operating;however, chemical accidents are still occurring. These systems are comprehensive information systems aimed at providing chemical information rather than acting as chemical response systems, which has limited the effectiveness of accident response. This study is intended to analyze the information management systems, response management systems and the basis of chemical substance management support for hazardous chemicals and suggest ways to improve the legal system for developing and operating chemical response systemswithin a municipality.

Objectives: This study aimed to assess the exposure levels of tollbooth workers to diesel particulate matter using black carbon (BC) and to find the correlations among variables associated with BC using the motor vehicle management act regulated by the Ministry of Land, Infrastructure and Transport. Methods: This study was performed over 14 days at a university in Seoul. BC levels were monitored using an aethalometer and were conducted around the breathing zones of the workers. There were three sampling locations: inside the tollbooth (front gate and rear gate) and an office as a control group. T-test, correlation, and multiple linear regression analysis were performed using SPSS. Results: The geometric mean (GM) of BC30min concentrations in the exposure group was 2.44 ㎍/㎥, approximately 1.4 times higher than the control group (1.75 ㎍/㎥). The GM of BC30min concentrations was 2.75 ㎍/㎥ during the heavy traffic time (9-10 am) and 2.30 ㎍/㎥ during non-heavy traffic times (p<0.001). The multiple linear regression analysis shows that the number of all types of vehicles and PM2.5 concentrations in the atmosphere were factors increasing the GM of BC(ln(BC30min)) concentrations (adjusted R2=0.42, p<0.001). The workers were constantly exposed to low concentrations (GM of BC30min=2.44 ㎍/㎥), but they were exposed to peak concentrations instantly (BC10sec=3545.04 ㎍/㎥). When the GM of BC30min concentrations was momentarily represented as high, it was identified that a vehicle mainly using diesel fuel or an aging vehicle had passed. Conclusions: A ventilation system should be installed in the closed tollbooth or aging vehicles should be controlled so as not to pass tollbooths.

To obtain the useful information for the status of working environment and health management of workers in manufacturing industries, comparision of results on the status of working environmental and health management of workers for 32 manufacturing industries in Chunan area from 1988 to 1989 was carried out. The results were as follows : 1. The rate of over-PEL (Permissible Exposure Limit) to for hazardous factors decreased significantly 23.5% in 1988, 18.3% in 1989 (p<0.05) and, the highest rate of over-PEL was the stone and sand handling industry, the highest rate of over-PEL was the dusty workplace as 38.5% in 1988, 35.2% in 1989. 2. The rate of workers exposed to hazardous factors in 1988 and in 1989 was 22.4% respectively, the rate of workers checked up special health examination was 40.1% in 1988, 75.3% in 1989. In stone and sand handling and medicochemical industries, none of workers exposed to hazardous factors was subjected to special health examination in 1988, but 75% of workers exposed to hazardous factors had checked up in 1989. 3. The 6 industries appointed as part-time factory physician among 17 industries which were supposed to have factory physician according to the Safety and Healthy Act of Korea, 6 out of 24 industries only appointed industrial hygienist, furthermore 4 out of 6 hygienists had another duty in addition to occupational hygiene itself.
The purpose of this study is to comply with the operation and management of medical image information in PACS, the necessity of anonymizing the patient's personal information and the management status of the medical image information related to the personal The purpose of this study was to raise, discuss, and suggest the need for unification and coherence of the law by studying the content of the issues related to information related laws. In order to utilize information related to medical image information, it is necessary to unify the "Medical Act" or the "Bioethics Act" for clear legal application and consider the legal system's consistency. Since there is a possibility of conflict due to issues that are not yet established, systematic coherence of the law is required to find the basic common denominator for the utilization and use of medical image information and to harmonize the law. In addition, the necessity of enacting the "Medical Information Protection Act" that can be practically applied and easily practiced by medical personnel and managers in the clinical field so that sensitive matters of medical image information and personal information can be protected and managed in a specific and systematic way.

Objectives: This study was conducted to evaluate the task-specific hazards of chemicals used by nail technicians in Daegu Metropolitan City. Materials: A total of 30 nail shops located in Daegu City were surveyed to investigate the major tasks and practices performed by nail technicians and the ingredients listed in nail care products used in shops. We also collected instructions for use and material safety data sheets(MSDSs) of nail care products and compared CAS Nos. of ingredients with the lists of chemicals regulated by the Industrial Safety and Health Act(ISHA) and Chemical Substances Control Act(CSCA). Results: A total of 125 chemical ingredients were found in 468 nail care products used at the 30 nail shops. The most frequently found ingredients were ethyl acetate(72%), followed by n-butyl acetate(71.8%), isopropanol(56%), benzophenone(51.1%), nitrocellulose(46.4%) and ethanol(45.3%). Comparing six tasks, the task of manicuring used the most products at 222 products containing 91 ingredients. Among the 125 ingredients, there are 31 chemicals with occupational exposure limits(OEL) designated by the Ministry of Employment and Labor(MoEL), eight categorized as carcinogens, one mutagen and two reproductive toxic chemicals. In terms of carcinogens, formaldehyde was identified as the only confirmed human carcinogen(1A). We found that there was one chemical with a permissible limit, one special management substance, 18 workplace monitoring substances and ten special health diagnosis substances regulated by ISHA. For CSCA, nine poisonous substances, six substances requiring preparation for accidents and one restricted substance were identified. Conclusions: Based on these findings, formaldehyde was identified as one of the chemicals that should most strictly be controlled for the protection of the health of nail technicians and customers. At the same time, it is necessary to distribute materials with detailed hazardous information of nail care products for nail shop technicians.
Objectives: The Korea National Health and Nutrition Examination Survey (KNHANES) is a national surveillance system that has been assessing the health and nutritional status of Koreans since 1998. Based on the National Health Promotion Act, the surveys have been conducted by the Korea Centers for Disease Control and Prevention (KCDC). Methods: An oral examination as part of The National Health and Nutrition Examination was proposed to calculate the sample design and survey participation. The surveying system was presented by classifying the measurement environment, screening, and survey items by year, and the merits and limitations of using the data were suggested by examining the status of survey quality management and the process of disclosing raw data. Results: This nationally representative cross-sectional survey samples approximately 10,000 individuals each year and collects information on oral examinations and oral health interviews. Data for the oral health component of KNHANES was obtained to assess the oral health status of Koreans and determine the prevalence of dental caries and periodontitis. The oral health data quality control of KNHANES was composed of three parts: "Education Program" and "Field Training Program" for quality control of oral health examiners (dentists) by the professional academy, and "Data management" by the KCDC. After completion of the three-step data check, the indicators of dental caries, periodontal disease, and oral health behavior were published in the National Health Statistics. Conclusions: To achieve the goals of oral health indicators, we will continue to monitor so that we can use it as basic data for oral policies and carry out various linkage analyses related to oral diseases.

After Canada has struggled with a radioactive waste problem over for 20 years, the Canadian government finally found out that its approach by far has been lack of social acceptance, and needed a program such as public and stakeholder engagement (PSE) which involves the public in decision-making process. Therefore, the government made a special law, called Nuclear Fuel Waste Act (NFWA), to search for an appropriate nuclear waste management approach. NFWA laid out three possible approaches which were already prepared in advance by a nuclear expert group, and required Nuclear Waste Management Organization (NWMO) to be established to report a recommendation as to which of the proposed approaches should be adopted. However, NFWA allowed NWMO to consider additional management approach if the other three were not acceptable enough. Thus, NWMO studied and created a fourth management approach after it had undertaken an comparison of the benefits, risks and costs of each management approach: Adaptive Phased Management. This approach was intended to enable the implementers to accept any technological advancement or changes even in the middle of the implementation of the plan. The Canadian PSE case well shows that technological R&D are deeply connected with social acceptance. Even though the developments and technological advancement are carried out by the scientists and experts, but it is important to collect the public opinion by involving them to the decision-making process in order to achieve objective validity on the R&D programs. Moreover, in an effort to ensure the principles such as fairness, public health and safety, security, and adoptability, NWMO tried to make those abstract ideas more specific and help the public understand the meaning of each concept more in detail. Also, they utilized a variety of communication methods from face-to-face meeting to e-dialogue to encourage people to participate in the program as much as possible. Given the fact that Korea has been also having a hard time in dealing with spent nuclear fuel management, all of these efforts that Canada has made with a PSE program would give good lessons and implications to the Korean case. In conclusion, as a deliberative participation program, PSE could be a possible breakthrough approach for the Korean spent nuclear fuel management.
Objectives : This article reviews a solution preventing the illegal distribution of herbal medicine in common use for food and medicine and risks on public health by conducting safety management of food and medicine. Also, this article would like to contribute to improvement of public health treating diseases in compliance with accurate diagnosis and prescription of Oriental Medicine Doctor("OMD")'s. Methods : An approach in this research can be categorized into two : first, to examine the current administrative situation and problems of herbal medicine in common use for food and medicine based on policy documents of Ministry of Health and Welfare and Korea Food and Drug Adminstration("KFDA") and academic articles of the herbal medicine;second, to find reasonable administrative solutions to solve the problems. Solutions : A solution is to strengthen the management level of herbal medicine in common use for food and medicine by selecting 117 items as target items requiring concentrated management. In case herbal medicine is imported for food, KFDA strengthens the quality management level of herbal medicine by making use of inspection frequency at random, collecting and verifying herbal medicine on the market. However, KFDA decides to maintain current different quality specification system of food and medicine reflecting a civil complaint that quality specification of food and medicine should separately managed according to the purpose of use. Herbal medicine as medicine that is functioned as treating diseases and alleviating symptoms, unlike herbal medicine for food, can cure all kinds of diseases by recovering inner balance of human body, making use of other properties of herbal medicine. Medicine has its own properties. If a doctor uses properties of medicine appropriately, he cures diseases. If a doctor uses herbal medicine inappropriately. he may damage human body. Thus, whether side effects of medicine depend on a doctor who uses herbal medicine. Conclusions : All herbal medicine will be supplied into the market after strict safety control of manufacturers of herbal medicine according to the revised Pharmaceutical Affairs Act, beginning in April, 2012. Thus, people can take safer and more reliable herbal medicine through strengthening safety management of herbal medicine and improving quality and transparency in the distribution system. Herbal medicine should appropriately be prescribed by licensed OMD because herbal medicine is used to treat diseases and alleviate symptoms, unlike herbal medicine for food.
Background: Section 5 of India's tobacco control legislation "Cigarettes and Other Tobacco Products Act (COTPA), 2003"comprehensively prohibits all kinds of tobacco advertisement, promotion and sponsorship (TAPS), but permits advertisments at the point-of-sale (POS) under certain conditions. This provision has been exploited by the tobacco companies to promote their products. Objective: To measure compliance with the provisions of Section 5 of Indian tobacco control legislation (COTPA, 2003) at point of sale. Materials and Methods: A cross-sectional survey using an observation checklist was conducted in 1860 POS across three jurisdictions (Chennai city, District Vadodara and District Mohali) in India. Results: The most common mode of advertisement of tobacco products was product showcasing (51.1%), followed by dangles (49.6%), stickers (33.8%) and boards (27.1%). More than one fourth of POS were found violating legal provisions for displaying advertisement boards in one or other forms (oversized, extended to full body lenth of POS, displayed brandname/packshot and promotional messages). Advertisement boards (16.3%) without health warnings were also found and wherever found, more than 90% health warning were not as per the specification in respect to size, font and background color. Conclusions: Point of sale advertising is aggressively used by the tobacco industry to promote their products. There is an urgent need of effective implementation of a comprehensive ban on tobacco product advertisement, promotion and sponsorship at point of sale.
