This study investigates the characteristics and implications of the newly emerging socially-oriented innovation policy. The socially-oriented innovation policy has systemic views on the evolution of socio-technical system and innovation policy. It's ultimate goal is the transition toward sustainable socio-technical system and it takes "strategic niche management" approach for the transition policy. The governance structure of the policy is more open to the public actors, such as social service organizations and public institutes. As a case study, "the Technology-based Policy for the Enhancement of Quality of Life", which is the first comprehensive socially-oriented policy of Korea, is examined and it is suggested that the policy has some limitations because of the path dependency of targeting-oriented and catching-up style innovation policy of Korea.
This study analyzed all medical institutions located in the Yeongbuk area of Gangwon Province by dividing the use of medical institutions by "including nursing hospitals" and "excluding nursing hospitals" from 2003 to 2017. As a result, high blood pressure, dementia, musculoskeletal diseases, small-scale mechanical diseases, and other diseases were accounted for in the use of hospitalization for the elderly (including nursing hospitals) in the Yeongbuk region. In the case of hospitalization use of the elderly population (excluding nursing hospitals), blood and circulation machine diseases, digestive and urinary system diseases, mental diseases, and other diseases, including high blood pressure, were shown in the order. Therefore, the treatment and health care of the elderly are very important, and the expansion of public health organizations is necessary to establish governance with local medical institutions, organizations, universities, etc. Based on this, health projects should be carried out at a preventive level to maintain a healthy life for senior citizens in Yeongbuk, Gangwon-do.
Background and Aim : Health care and cosmetics as well as quality of life is now a matter of concern and many categories of complementary and alternative medicine fall into the territory of the medical practice of Korean medicine. Accordingly, penalties are being taken for unlicensed medical practices of Korean medicine in so called complementary and alternative medicine area. There is a possibility of violating the law for the public part because it is not clearly stipulated in the law as to what is a licensed medical practice. Materials and Method : The significance of the Medical Service Act and the Act on Special Measures for the Control of Public Health Crimes were reviewed, and the related supreme court cases were discussed upon the legal aspect of processing the unlicensed medical practice of Korean medicine. The legal information was provided from the National Law Information Center of the Ministry of Government Legislation, and the information websites of the Supreme Court and the Constitutional Court. Results : The concept of medical practice, which is essential in judging the case of unlicensed medical practice, is 'prevention and treatment of diseases through diagnosis, examination, prescribing, medication, or surgical procedures based on medical expertise', and the 'acts that may result in harm and injury of health unless performed by a medical person'. With respect to the medical practice of Korean medicine, the concept includes 'prevention and treatment of diseases using the principle of traditional Korean Medicine'. Conclusions : The concept of medical practice should be clearly stipulated in the law for the control over the unlicensed medical practices of Korean medicine. And it is important to move from the current concept of medical person-oriented medical practice emerging from the national system of healthcare control, to a concept that can accept the era of health managing-oriented medical environment and the co-governance of the healthcare providers and consumers for the future.

Nowadays more and more attention is paid to digital technologies, digitization, and the digitization of public services in particular. Progressive countries aim to build "digital" governance and a digital economy. In this aspect, the international experience of using digitization in the field of public administration, including in local self-government bodies, plays an important role. Therefore, it is important to analyze the international legal experience of the functioning of local self-government in the conditions of digitization. The purpose of the work is to study the international legal experience of the functioning of local self-government in the conditions of digitization. The object of the study is local self-government in the conditions of digitization through the prism of international legal experience. The subject of the study is social relations that arise, change, and cease during the implementation of digitization in local self-government in Ukraine and foreign countries. The research methodology consists of such methods as the method of philosophical hermeneutics; dialectical method; classification method; comparative method; target method; method of documentary analysis; generalization method. Research results. As a result of the conducted research, the international experience of the functioning of local self-government in conditions of digitization was analyzed. In particular, the impact of digitization processes on the course of the decentralization reform in Ukraine is summarized. Also, from the analysis of international experience, a conclusion was made about the potential possibility of reducing the existing gap in the process of communication between the central government and united territorial communities thanks to the introduction of the latest technologies in the field of administrative services, to stimulate innovative and economic development of regions, attracting the attention of businesses and potential investors, as well as the functioning of more open local authorities with electronic communication tools.

Objective : Hospital workers' mental health has deteriorated because of the ongoing COVID-19 pandemic. The purpose of this study was to investigate the impact of the prolonged COVID-19 pandemic on the mental health of hospital workers and its determinants. Methods : Two surveys were conducted among employees working in a hospital that received COVID-19 patients from the early phase of the pandemic in South Korea. Data on demographics, perceived threat, workplace evaluation, resilience, and mental health status were collected using the Korean General Health Questionnaire-20 in the initial phase (February 2020) and during the third wave of COVID-19 (December 2020) for 467 and 545 workers, respectively. The mental health of hospital workers in the two phases was compared, and the risk and protective factors during the third wave were investigated. Results : The proportion of patients in the psychiatric high-risk group increased from 2.8% in the initial phase to 11.4% during the third wave. The perceived threat, workplace evaluation, and resilience of respondents deteriorated. Risk factors for mental health during the third wave included the perceived threat items of job stress, loss of control, and considering resignation. Protective factors included presence of children, workplace satisfaction, and hardiness in resilience. Conclusion : Hospital workers' mental health deteriorated as the pandemic progressed. General stress and tension such as job stress, loss of control, considering resignation rather than COVID-19-specific stress had negative effects on mental health of hospital workers. Therefore, care for work stress itself can be helpful to maintain the mental health of hospital workers. Also, governance to improve workplace satisfaction or hardiness in resilience can be a potential protective factor for hospital workers' mental health during the prolonged pandemic.
This review article summarizes the issues around platform business with government regulation. We illustrated types and characteristics of platform business. We examined the current policy tools and government activities for regulating platform business in a digital economy. Policy tools of government regulation for platform business are not suitable or fit at times. We suggest an approach to look at the fit of platform business types and regulation policy tools. We also offer a policy recommendation to define situations whether to focus on minimizing conflicts among stakeholder or invite them to participate in anticipatory decision making process for new technology market.
The purpose of this study is to introduce the concept of community resilience to rural society and build an index suitable for the reality of rural areas. Furthermore, by calculating the importance of evaluation factors, it was attempted to present priorities and alternatives for each evaluation factor. By stratifying the derived indicators, a survey was conducted targeting 20 researchers, practitioners, and public officials, three groups of experts working in rural areas who were well aware of the realities and problems of rural areas. In the survey, a pairwise comparison was performed to compare factors 1:1 to calculate the importance, and for rational and consistent decision-making, decisions were made in the 9-grade section. Using the collected data, consistency analysis that can evaluate reliability in the decision-making process and the relative weight of evaluation factors were calculated through AHP analysis. As a result of the analysis, as a result of examining the priority of final importance by summarizing the importance of all evaluation factors, 'Income creation using resources' > 'Population Characteristics' > 'Tolerance' > 'External Support' > 'Social Accessibility' > 'Physical Accessibility' > 'Community Competence' > 'Infrastructure' > 'Leader Competence' > 'Natural Environment' was derived in the order. In the study dealing with urban community resilience indicators, social aspects such as citizen participation, public-private cooperation, and governance were presented as the most important requirements, but this study differs in that the 'income creation' factor is derived as the most important factor. This can be seen through the change in the income difference between rural and urban areas. The income structure of rural areas has changed rapidly, and it is now reaching a very poor level, so it is necessary to prepare alternatives to 'income creation' in the case of rural areas. Unlike urban indicators, 'population characteristics' and 'tolerance' were also derived as important indicators of rural society. However, there are currently no alternatives to supplement the vulnerability by strengthening the resilience of rural communities. Based on the priority indicators derived from the study, we tried to suggest alternatives necessary for rural continuity in the future so that they can be supplemented step by step.
The North Korean government conducted its first nuclear test in 2006 and more recently the sixth nuclear test on September 3, 2017. In order to identify how North Korea's nuclear tests have affected the environment, a scientific approach is required. Although North Korea's nuclear tests and their environmental destruction are not a severe threat to the environment of the Korean Peninsula at this time, identifying environmental damage and taking countermeasures in advance are essential to minimize their potential threats to the environments. The purpose of this study is to study the environmental impact of North Korea's nuclear tests using Google Earth image analysis. As a method of the study, we compare Google Earth images taken before and after each nuclear test was conducted in North Korea. To overcome limitations of the suggested comparison method, we cross-checked our results with those of previous scientific research. After the 1st-3rd nuclear tests, green spaces were found to be considerably reduced. In particular, when comparing the Google Earth images before and after the second nuclear test, some ground subsidences were observed. Such subsidences can cause tunnels on the mountainsides and cracks in rocks around the mountains, leading to the release of radioactive materials and contaminating groundwater. Besides, after the 4th-6th nuclear tests, decay and deforestation were observed not in the nuclear test sites, but in their surrounding areas. Especially after the 5th and 6th nuclear tests, the topography and the forests of the surrounding areas were severely damaged. In relation to North Korea's nuclear tests and their impact on the natural environment, we need to prepare various policy measures to reduce North Korea's environmental pollution and natural environment destruction. Those policy measures include the establishment of various cooperative governance between the Korean government, the private sector, the academia, NGOs, and international organizations.

Wildfire disasters in the United States impact lives and livelihoods by destroying private homes, businesses, community facilities, and infrastructure. Disaster victims suffer from damaged houses, inadequate shelters, inoperable civil infrastructure, and homelessness coupled with long-term recovery and reconstruction processes. Cities and their neighboring communities require an enormous commitment for a full recovery for as long as disaster recovery processes last. State, county, and municipal governments inherently have the responsibility to establish and provide governance and public services for the benefit and well being of community members. Municipal governments' comprehensive and emergency response plans are the artifacts of planning efforts that guide accomplishing those duties. Typically these plans include preparation and response to natural disasters, including wildfires. The standard wildfire planning includes and outlines (1) a wildfire hazard assessment, (2) response approaches to prevent human injury and minimize damage to physical property, and (3) near- and long-term recovery and reconstruction efforts. There is often a high level of detail in the assessment section, but the level of detail and specificity significantly lessons to general approaches in the long-term recovery subsection. This paper aims to document the extent of wildfire preparedness at the county level in general, focusing on the long-term recovery subsections of municipal plans. Based on the identified challenges, the researchers provide recommendations for better longer-term recovery and reconstruction opportunities: 1) building permit requirements, 2) exploration of the use of modular construction, 3) address through relief from legislative requirements, and 4) early, simple, funding, and the aid application process.
National and local governments around the world have been allowing access to administrative data to increase transparency, motivate civic engagement of citizens, and improve collaboration between the public and the government. This study reviews and classifies existing literature on open government data (OGD). To create a structure to organize the existing studies, the researchers devised a framework based on socio-technical theory and summarized the significance of studies along four major points: (1) readiness, (2) implementation, (3) emerging effects, and (4) actors of open data. Studies in OGD have been growing steadily in the recent years because of the rapid development of adoptable technologies that have enabled easier access to government data. Nonetheless, an examination of existing research not only shows a disparity in research and development of OGD across countries in the Open Government partnership program but also reveals pertinent issues that have arisen in different stages of the OGD initiative. The growing number of studies and expanding body of knowledge show the importance of organizing existing literature. This step is timely and significant to map out the current breadth and depth of OGD research. According to existing research, current open governments fall short in encouraging citizen participation and collaborations among citizens and the government. This study pointed out how studies on OGD actors might be the reason as well as the solution to existing findings. This paper aims to provide a framework for organizing OGD studies, present the status of OGD research, and provide recommendations on current gaps that must be addressed.
