This paper compares long-run buy-and-hold returns of privatization initial public offerings to those of domestic stock markets of respective countries using a sample of 29 privatized telecom initial public offerings from 27 countries. The evidence indicates that the privatization IPOs significantly outperform their domestic stock markets if the returns are equally-weighted while they do not outperform the markets if value-weighted. In addition, this paper analyzes the cross-sectional determinants of long-run buy-and- hold returns of privatized telecom shares. The results indicate that the long-run performance of privatized telecom IPOs is moderately related to the proxies of policy uncertainty or systematic risk while the size of the firm and some market wide variables such as the accounting standard, origin of commercial law, and the corporate governance scheme significantly affect the stock performance of privatized telecom shares.

The Ministry of Environment of South Korea has launched its plan to establish the National Ecological Institute. An International Symposium and Workshop was held at Ewha Womans University in Seoul on Thursday, 30 September 2010, to strengthen international cooperation, networking and partnerships for the conservation of biodiversity. This symposium was attended by experts of many major institutions for biodiversity conservation from South Korea and overseas. At the symposium and workshop preceded by a keynote speech by the renowned primatologist and conservation biologist Jane Goodall the participants discussed a wide range of topics including "biodiversity conservation: in situ and ex situ approaches", "conservation of species diversity and ecosystem management", and "international cooperation for biodiversity conservation and research". As a basis for future discussions, this article summarizes how the National Ecological Institute might contribute most effectively to public life and environmental management in South Korea and worldwide. It addresses the following issues: governance and funding, synergies within Korea, participation in international networks, external advice, a broad view of ecological issues, research agenda, building on identity, public outreach, and training the next generation of scientists.

Electrical product safety certification is for public safety. Korea electrical safety certification (KC) is being tested and certified on the base of Korean electrical appliance safety act and KC scheme. There are operating system and Electrical safety standards in the KC scheme. KC' operating system was adapted from japan operating system of Japan certification scheme. But KC certification' electrical safety standard was adapted from IEC standards of IECEE CB scheme. So There are many problems such as difference of version between KC standards and IEC standards, discrepancy between operating system and standards. Therefore, This paper analyzed the reason of discrepancy and proposed the improved KC certification operating system in order to reduce cost and to save time in the procedure of issuing KC approval for public safety in using electrical products and also for global competence.

The rapid growth and development of ICT (Information and Communication Technology) and internet services has boosted the adoption of Mobile Government services all around the globe. There is a huge increase in the adoption of government services during COVID-19 pandemic. Existing Mobile Government (MG) solutions are not trustworthy and secure. This paper provides secure and trustworthy solution for mobile government, proposes a centralized smart governance architecture which is based on trust manager. Our proposed work has Wireless Bridge Certifying Authority (WBCA) and Wireless Public Key Infrastructure (WPKI) thereby ensuring security and privacy. Our proposed work ensures trust with WBCA as WBCA acts as a Trust Manager (TM). Proposed protocol has less computational cost and energy cost

Assuming that a political party has a strong incentive to gain votes via issue setting as part of its campaign strategy, this study utilized a Web experimental survey to explore the extent to which three issue-related campaign advertising strategies - namely, issue ownership, issue convergence, and issue trespassing - affected voters' perceptions toward parties' issue-handling capabilities. Our empirical results show that issue ownership perceptions exist in Taiwan. In the 2012 Taiwan presidential election, as issue ownership advertisements may reinforce voters' beliefs regarding parties' issue-handling capabilities, issue trespassing advertising may improve a party's image on the disadvantageous issue dimension. At least our data shows that the Kuomintang's (KMT) advertisements have both effects.

The number of people with chronic diseases has been increasing steadily but the indicators for the management of chronic diseases have not improved significantly. To improve the existing chronic disease management system, a new policy will be introduced, which includes the establishment of care plans for hypertension and diabetes patients by primary care physicians and the provision of care coordination services based on these plans. Care coordination refers to a series of activities to assist patients and their families and it has been known to be effective in reducing medical costs and avoiding the unnecessary use of the hospital system by individuals. To offer well-coordinated and high-quality care services, it is necessary to develop a service quality assurance plan, track and manage patients, provide patient support, agree on patient referral and transition, and develop an effective information system. Local governance should be established for chronic disease management, and long-term plans and continuous quality improvement are necessary.

Welcome to Gemini! In this overview, I'll describe the governance, operations, and capabilities of the Gemini telescopes. I'll also describe Gemini's vision and plans for the future. Gemini is very adaptable and has multiple ways to apply for time, multiple ways to collect your data, and multiple instrument capabilities ready for your observations. Gemini also runs a wide-reaching program to develop and improve our instrumentation capabilities. We run an upgrade program for our existing instruments that includes an annual public call for proposals, a visitor instrument program that brings instruments like IGRINS to our telescopes for short to semi-permanent runs, and a facility program that provides entirely new instruments like GHOST and SCORPIO to Gemini for full public use. Through these programs, you can interact with Gemini in a number of ways to support your scientific needs in the most efficient way possible.

Text data mining ('big data methods') is one of the most widely used approaches during the COVID-19 pandemic. In particular, text data mining on Scopus databases or Web of Science (WoS). Text data mining is widely used to collect literature for later bibliometric analysis, and in the end, it becomes a literature review article. Therefore, in this article, we reveal the trend of publication of literature reviews in Scopus journals from Indonesia, Japan, South Korea, Vietnam, Singapore, and Malaysia. This article describes two essential parts, namely 1) a comparison of international publication trends and subject area of literature review publications, and 2) a comparison of Top 5 for Authors, Affiliation, Source Title, and Collaboration Country.

This study is focused on the public developer's role of urban regeneration projects in Japan to derive implications for economy-based-urban regeneration programs by the Special Act on Activation and Support for Urban Regeneration (Urban Regeneration Special Act). 4 case studies; Otemachi 1-1, Shinonome, Shibuya Station and Osiage-Narihirabashi were delivered to review public sectors' roles. Central government, local government and public developer play key roles each step. Urban Regeneration Special Act doesn't set up public sector's role to deliver urban regeneration projects after establishment of master plan. These cases build the governance organization to deliver urban regeneration projects among diverse interest groups including private sectors and landowners. Especially, public developers play a key role as a coordinator and a developer throughout whole urban regeneration projects.
