Design of Emergency Light - Focusing on Public Facilities (피난유도등 디자인 연구 -다중이용시설을 중심으로)

  • Based on the analysis of fire escape situations in public facility, this study was intended to propose a design of emergency light suitable for fire in public facility. A video analysis was conducted to understand the evacuation situation of public facility because the fire could not be randomized due to the disaster. Through video analysis, we were able to identify inconvenience and necessary needs in avoiding fire in public facility and reflected them in the design of emergency light, etc. As a result of the design of emergency light, the wall type induction lamp had different LED layout structures to minimize the thickness of the product. Ceiling induction lamps have been supplemented for additional installation in corridors of complex structures. The results of this study are designed based on the criteria used in the manufacture of actual emergency light and we intend to explore ways to be practical through further experiment measurements and complementary steps through expert advice.

A Study on the Awareness of Fire Safety and Evacuation Guide System (화재안전의식 및 피난유도 시스템에 대한 연구)

  • The purpose of this study is to find out the most effective evacuation alarm sound which is the one of the most important element of the evacuation guidance system as a fundamental mechanism to minimize the damages of a fire. In this regard, a survey was conducted against the firefighting officers and the general public with questions about the general awareness of fire and their preference to various kinds of fire alarm sounds. The result showed that 1) even though the awareness of the interviewees on fire was improving while there were in familiar places like homes or works. But, when they were situated in unfamiliar locations, the fire safety awareness could not be deemed to be strong. This in turn calls for the education of the public and improvement of the existing policies for the enhancement of the fire related safety awareness in unfamiliar environments. 2) For the question about the possible time they could survive in a fire or the time required for safe evacuation, it turned out that the interviewees were thinking of the time required for evacuation to be short, which calls for proper actions. 3) When the visibility in a fire situation is highly limited, the most preferred answer for the alarm sound was a female voice, saying "The emergency exit is this way," accompanies with flashing lights of sirens for the emergency evacuation guidance.

A Study on the Public Evacuation Time Estimates for Radiological Emergency Plan and Preparedness of Wolsong Nuclear Power Plant Site (방사선 비상계획을 위한 월성원전 주변 주민 소개시간 예측 연구)

  • When an accident occurs at nuclear power plant and radionuclide material is released to the area around the plant, public evacuation is considered as a measure to protect the safety of the residents nearby. This study draws factors required to estimate evacuation time and make estimation of the time to evacuate all residents from the EPZ of Wolsong site in consideration of traffic condition in the neighborhood and on the basis of field data around the site for each factor. The traffic capacity and the traffic volume by season were investigated for the traffic analysis and simulation within EPZ of Wolsong site. As a result, the background traffic volume by season were established. To estimate TGT(Trip Generation Time), the questionnaire surveys were carried out for resident and transient. The TSIS code was applied to traffic analysis in the events of daytime/night and normal/adverse weather under normal day/summer peak traffic condition. The results showed that the evacuation time required for total vehicles to move out from EPZ took generally from 118 to 150 minutes. The evacuation time took longer maximum 17 minutes at night than daytime during summer peak traffic.

  • Thousands of passengers and crews are onboard a cruise ship and there are many cabins and large public spaces such as atria and theaters. Therefore it is easy to cause a huge loss of life and damage to property when accidents happen at sea. To improve the safety of passenger ships, in October 2007, IMO proposed MSC.1/Circ.1238 on guidelines for evacuation analysis and recommended its use. However, this guideline is difficult to apply because ship designers need to get many pieces of information from CAD drawings such as width and length of stairs and corridors and manually calculate the evacuation time. In this paper, for practical application of the guidelines, an evacuation time calculation program is developed using AutoCAD .NET API library and C Sharp language.

A Study on the Fire Protection Safety of the Public-utilization Shops (다중이용업소의 소방안전기준에 관한 연구)

  • This study contains the fire protection safety of the public-utilization shops. The toll of fires in the public-utilization shops is so heavy in spite the less occurency. The shops are mostly compartmented into small rooms by partition wall which hinders the evacuation of the people on fire. This study provides additional requirements on the fire safety of the public-utilization shops needed for human life and property.

  • The basis of modem risk-based safety management is to focus on what might happen and ensure it is designed out of the system by robust hazard identification and risk analysis. However, in the real world things go wrong and it is essential to be prepared for the worst so that the response can minimise harm and loss of property and damage to the environment. Whilst some hazard mitigation measures are aimed at preventing incidents, others are venting escalation. The results of the tests concluded that the most effective means by the control room, both with and without, local station staff assistance using directive public address announcements and CCTV surveillance.

  • The houses are formed in the lower part of the mountain slope face in most agricultural areas of Korea, and old residents accounting for a large portion of the agricultural populations cannot respond to the evacuation quickly when the landslide happens, and the possibility the life damage occurs is high. Therefore, it is urgent to arrange the measure on this. This study is intended to develop the personal disaster evacuation apparatus that can be installed in the house to minimize the life damage by the landslide and to develop the self-initiative evacuation apparatus. This study suggested the load applicable to the personal disaster evacuation apparatus by quantitatively analyzing the effect of the load of rockslides and avalanches caused by the landslide on the structure. Also, the material property of materials was calculated through the tension and bending intensity test after making the specimen of glass fiber reinforced plastic (GFRP) member. The load weight and material property drawn from this study can be used as the basic material for the stability analysis of the personal disaster evacuation apparatus.

  • The purpose of this study is to analyze the social behavior, especially, the evacuation-related social behavior, of the transients in the radiological emergency planning zone(EPZ) of nuclear power plants. So, the meaning and kinds of the evacuation and the significance of the trip generation time(TGT) have been reviewed. The characteristics of the social behavior of the transient around Ulchin, Wolsong and Kori sites was analyzed through field surveys by using the questionnaire. The major findings of this research implications are as follows. First, for securing the safe evacuation, the alternatives to effectively provide the information on the evacuation warning may be prepared. Second, it is necessary to establish the education and training of transient's evacuation. Third, it is needed that the cause and background of the evacuation refusal are identified and the new response plan to secure transient's safety is prepared.

  • In case of a fire in urban large structures such as super high-rise buildings, evacuation guidance must be provided to the occupants in order to minimize human deaths and injuries. Therefore, it is essential to provide emergency evacuation guidance when a major fire occurs. In order to effectively support evacuation guidance, it is important to identify major items such as fire location, occupant position, escape route, etc. Also, it is important to quickly identify evacuation areas where residents can safely evacuate from a fire. In this paper, we analyze the CCTV video and propose a method of measuring visibility of the evacuation zone from the smoke caused by the fire in order to determine the safety of evacuation area. To do this, we first extract the background video from the smoke video to measure the visibility of the specific area due to smoke. After generating an edge-extracted image for the extracted background video, the degree of visibility is measured by calculating the change in the edge strength due to smoke.

  • Recently, due to global warming, it is easily exposed to various disasters such as fire, flood, and earthquake. In particular, large-scale disasters have continuously been occurring in crowded areas such as traditional markets, facilities for the elderly and children, and public facilities where various people stay. Purpose: This study aims to detect a fire occurred in crowded facilities early in the event to analyze and provide an optimal evacuation route using big data and advanced technology. Method: The researchers propose a new algorithm through context-aware 3D object model technology and A* algorithm optimization and propose a scenario-based optimal evacuation route selection technique. Result: Using the HPA* E algorithm, the evacuation simulation in the event of a fire was reproduced as a 3D model and the optimal evacuation route and evacuation time were calculated for each scenario. Conclusion: It is expected to reduce fatalities and injuries through the evacuation induction technique that enables evacuation of the building in the shortest path by analyzing in real-time via fire detection sensors that detects the temperature, flame, and smoke.
