The purpose of this Study is to present the tasks and means of improving the operational system of public culture and arts institutes in the future on the basis of the analysis of the effectiveness of operation of public culture and arts institutes. The summary of the results of analysis in this Study is as follows: Firstly, it was found that the factor variables that impart effect on the operation of public culture and arts institutes included (1) artistic value, (2) convenience and (3) organizational management, while the performance variable of public culture and arts institutes was (4) operational performance. Secondly, in the analysis of the structure that explains the operational effects of public culture and arts institutes, convenience and organizational management were found to impart effects on the operational performances. However, artistic value was found to have no effect on operational performances. Therefore, these results of analysis imply that organizational management and convenience, rather than artistic value, need to be fortified in order to elevate the operational performances of public culture and arts institutes.

The purpose of this research is to investigate the mediating role of performance information use in the relationship between result-oriented culture and organizational performance. The data were collected from chief accountants and managers working in public-sector organizations in Vietnam. The analysis was based on the 197 completed questionnaires by using Partial Least Squares Structural Equation Modeling (PLS-SEM). For the test research model and hypotheses, the supporting tool is SmartPLS 3 software. Research findings show that result-oriented culture is positively associated with organizational performance, and that performance information use is a mediating mechanism that explains how a result-oriented culture leads to higher performance in public organizations. The findings of this study suggest that the results-oriented culture, not only directly improves organizational performance, but also indirectly does so by the use of performance information. This study provides evidence for theoretical understanding of the impact of result-oriented culture on the performance of public-sector organizations through performance information use, and suggests practical implications for public organizations in applying result-oriented culture to foster using performance measurement and improve organizational performance. In order to achieve good performance, public-sector organizations need to create and spread result-oriented culture and enhance the use of performance information for decision-making.

The goal of this study is to propose the contribution strategies of public library as cultural infrastructure to local cultural development in Korea. For this goal, researcher evaluated how public libraries contribute to the local cultural development in terms of interdependence of public library and local culture. Then, the researcher divided into the local culture to knowledge culture, reading culture, learning culture, living culture, and leisure culture, and suggested six contribution strategies(improving core competencies including the collection development and user service, strengthening education and support for digital information literacy, reading promotion and base expansion for everyday life, optimization of lifelong learning & culture program services, increasing openness and friendliness of the facilities and space, expansion of cooperation with relevant agencies) of public library for their development and promotion.
The purpose of this study is to investigate the effect of organizational culture on organization and organizational performance, and it was targeting for 350 public officials (local governments, foundation under local governments, public corporation) who research work and consulting were implemented for. When it comes to the response to questionnaires, 313 copies out of 350 were verified on the research hypothesis of the research model by using statistical package programs of SPSS 20.0 and AMOS 20.0. Results of the research hypothesis on research model show that firstly, regarding the research hypothesis 1 that the organizational culture of public organization will have a positive (+) significant effect on learning organization, the organizational culture recognized by the organizational members of public organizations showed a positive influence on the learning organization. In other words, it showed that the organizational culture recognized by the organization members of public organizations is a major factor in building a learning organization. Secondly, regarding the research hypothesis 2, the result of the relationship between organizational culture and organizational performance, that the organizational culture recognized by the organizational members of the public sector showed a positive influence and it implies the importance of recognizing and transforming the organizational culture of public organizations to improve organizational performance of public organizations. Thirdly, regarding the research hypothesis 3, the organizational culture recognized by the organizational members of public organizations showed an influence on organizational performance and also showed apositive(+) influence on organizational performance through learning organization. As the organizational culture recognized by the organization members in the public sectoris influencing the organizational performance through the learning organization, various implementation plans are required to improve organizational culture, improving learning organization, and improving organizational performance in accordance with the characteristics of public organizations.

Purpose: This study examines how the types of organizational culture at a public health center affect job satisfaction and organization commitment of nurses. Method: The study selected 139 nurses from six public health centers located in G city, J province as subjects. The data was collected from April 1 to May 31 in 2008. Result: In regard to type of organizational culture had significant correlation with both job satisfaction and organization commitment, job satisfaction and organization commitment also showed high correlation. Concerning type of organizational culture, two variables of affiliated culture and innovative culture explained 26.3% of job satisfaction and 29.3% of organization commitment. Conclusion: The job satisfaction and organization commitment of nurses varied according to types of organizational culture of a public health center, and showed high correlation. The more affiliated and innovative the organizational culture was, the higher job satisfaction and organization commitment turned out. Therefore, it is advisable to develop a strategy that systematically creates a affiliated and innovative organizational culture that pays attention to goal achievement of the nurse.

The purpose of this study is to present an activation model of the culture program and reading activity at public libraries in Seoul City. For this purpose it is to review theoretical basis on public library culture program and reading activity, and to analyze the present status of them and then to introduce the case of Nowon Children's Library Culture Program and Reading Activity as a form of the characteristic program of public library supporting the culture and reading activities in Seoul City.
Today, modern society pursues the paradigm of creative city and regeneration. Cultural regeneration of revitalizing locality by utilizing culture catches attention, is a major approach. Public arts is considered as a catalyst of cultural regeneration, and it inspires vitality to declined districts. Gamcheon Culture Village, Busan has accelerated propagation of revitalization only in recent couple of years, and it has been developing with residents' participation continuously. The purpose of this research is to analyse the revitalizing effects of public arts introduction to Gamcheon Culture Village regeneration. In specific, social, cultural, economical, physical and environmental revitalization effects of the village were defined. The research method is questionnaire survey and 320 reponses from residents and visitors were collected. Data were statistically analyzed with SPSS18.0. The effects of public arts introduction to Gamcheon Culture Village regeneration are positive overall. However, according to the districts of the village, having diversity of art projects in both quantity and quality, the perceptions were different. Regeneration with utilizing public arts for revitalizing declined district, the Gamcheon case shed light on the future. The research indicated the value of public arts and some strategies of allocating art projects.
This paper examines theoretical trends and policy issues concerning science and public. The dominant perspective about it was changed from “popularization of science” to “public understanding of science (PUS)”. PUS pays attention to active roles of public in the understanding of science based on the contextual model. And recently various concepts are attempted to complement PUS such as “heterogeneous PUS”, “quantitative PUS”, “public understanding of research”, and “public participation in science”. PUS related activities in Korea can be analyzed using the concept of “science and technology culture system”. The characteristics of science and technology culture system in Korea can be summarized as follows: Its purpose is confined to support existing national innovation system; Its constituents have been unevenly and separately developed; Its material and institutional infrastructure is not sufficiently prepared; Its organizing mechanism is strongly influenced by government's execution power.
The current state of performance halls in South Korea is closely related to the performance art and culture of the nation as the culture of putting on and enjoying a performance is deeply rooted in public culture and arts halls representing each area at the local government level. Today, public culture and arts halls have multiple management purposes, and the subjects of their management are in the public domain including the central and local governments or investment and donation foundations in overwhelming cases. Public culture and arts halls thus have close correlations with the institutional aspect of cultural policies as the objects of culture and art policies at the central and local government level. The full-blown era of public culture and arts halls opened up in the 1980s~1990s, during which multi-purpose performance halls of a similar structure became universal around the nation. Public culture and arts halls of the uniform shape were distributed around the nation with no premise of genre characteristics or local environments for arts, and this was attributed to the cultural policies of the military regime. The Park Chung-hee regime proclaimed Yusin that was beyond the Constitution and enacted the Culture and Arts Promotion Act(September, 1972), which was the first culture and arts act in the nation. Based on the act, a five-year plan for the promotion of culture and arts(1973) was made and led to the construction of cultural facilities. "Public culture and arts" halls or "culture" halls were built to serve multiple purposes around the nation because the Culture and Arts Promotion Act, which is called the starting point of the nation's legal system for culture and arts, defined "culture and arts" as "matters regarding literature, art, music, entertainment, and publications." The definition became a ground for the current "multi-purpose" concept. The organization of Ministry of Culture and Public Information set up a culture and administration system to state its supervision of "culture and arts" and distinguish popular culture from the promotion of arts. During the period, former President Park exhibited his perception of "culture=arts=culture and arts" in his speeches. Arts belonged to the category of culture, but it was considered as "culture and arts." There was no department devoted to arts policies when the act was enacted with a broad scope of culture accepted. This ambiguity worked as a mechanism to mobilize arts in ideological utilizations as a policy. Against this backdrop, the Sejong Center for the Performing Arts, a multi-purpose performance hall, was established in 1978 based on the Culture and Arts Promotion Act under the supervision of Ministry of Culture and Public Information. There were, however, conflicts of value over the issue of accepting the popular music among the "culture and arts = multiple purposes" of the system, "culture ≠ arts" of the cultural organization that pushed forward its establishment, and "culture and arts = arts" perceived by the powerful class. The new military regime seized power after Coup d'état of December 12, 1979 and failed at its culture policy of bringing the resistance force within the system. It tried to differentiate itself from the Park regime by converting the perception into "expansion of opportunities for the people to enjoy culture" to gain people's supports both from the side of resistance and that of support. For the Chun Doo-hwan regime, differentiating itself from the previous regime was to secure legitimacy. Expansion of opportunities to enjoy culture was pushed forward at the level of national distribution. This approach thus failed to settle down as a long-term policy of arts development, and the military regime tried to secure its legitimacy through the symbolism of hardware. During the period, the institutional ground for public culture and arts halls was based on the definition of "culture and arts" in the Culture and Arts Promotion Act enacted under the Yusin system of the Park regime. The "multi-purpose" concept, which was the management goal of public performance halls, was born based on this. In this context of the times, proscenium performance halls of a similar structure and public culture and arts halls with a similar management goal were established around the nation, leading to today's performance art and culture in the nation.

This study aims to investigate the relationship among public service motivation, hospital organizational culture type, job-esteem, and turnover intention of public hospital nurses. A cross-sectional study was conducted on 124 nurses at four public hospitals in the Gyeonggi Province (Icheon, Anseong, Suwon, Paju). Data were analyzed using descriptive statistics, t-tests, ANOVA, and Pearson correlation coefficient. Mann-Whitney U test and the Kruskal-Wallis test were used with the Bonferroni test for post hoc comparison when the data were not normally distributed. The turnover intention of the subjects was public service motivation (r=-.30, p<.001), affiliative culture (r=-.28, p=.002), innovative culture (r=-.34, p< .001) and task culture (r=-.30, p=.001) were negatively correlated. Study findings suggest that public service motivation must be increased to reduce the turnover intention of nurses in public hospitals.
