지역성 구현을 위한 집합주택 원형 주거동의 표현 특성 연구 (A Study on the Circular Multi-Family Housing for Designing Local Identity)

  • This study was aimed at determining the characteristics of circular multi-family housing under the assumption that the shape of a residential building affects local identity. A total of six case studies were included in this study, three case studies on idle historical industrial facilities turned into residential buildings and another three on multi-family housing located in newly developed residential complexes. The study drew its conclusions as follows. First, the design of circular multi-family housing was intended to maximize security and defense from the outside in older times. This was later developed as the terrace house style with geometric urban squares designed under the urban planning of the Baroque period. This evolved high-density housing with a courtyard in the center offering a green open space, with the aim of restoring a sense of humanity. Second, the six case studies on circular multi-family housing were analyzed from the viewpoint of each factor of local identity, including historical and cultural, landscape, and community. Third, the historical and cultural elements of circular multi-family housing are found in some unused historical industrial facilities remodeled into residential buildings. They provide new capabilities and shapes desired by society at a given time, while maintaining familiar styles and elements of history, integrating a legacy of the past into the present. Fourth, circular multi-family housing with unique shapes and structures often become landmarks of a region with their distinctive appearance against a uniform urban environment and the monotonous scenery of residential complexes. They also show a high level of visual awareness with the distinctive shapes made possible when new elements are added to a historical exterior. Finally, circular multi-family housing with courtyards in the center prompt social contact between inhabitants, especially with dormitories and rental houses for the low-income bracket, which provide a small individual units with high use common space. Circular multi-family housing are planned in a manner similar to a small village or a city. They are designed to enhance sense of community, allocating various public amenities and provide cultural and commercial spaces on the ground floor and courtyard areas.

  • 국민들이 무료로 이용할 수 있도록 점진적 확대된 무료관람정책은 문화시설 이용의 장벽을 낮추고 관람객 수요도 크게 증진시키는 효과를 가져왔다. 하지만 각 시설들이 공개하고 있는 연간 관람인원은 집계 대상에 대한 기준이 상이하고, 측정된 값이 정확하지 않으며, 관람객 '수' 라기 보다 '빈도'에 가까운 수준에 그치고 있는 실정이다. 특히 인원을 계수하는 기존의 기기들은(피플카운터) 모두 중복으로 집계되어 관람인원이 과대추정되고 있다. 따라서 본 연구의 목적은 문화기반시설의 이용객을 정확하게 파악하고 집계하는 방안을 마련하는 것이라고 할 수 있다. 첫 번째로, 모호하게 측정되고 있는 관람객에 대한 정의를 명확하게 함으로써 비교 가능한 관람객 수를 측정하여야 한다. 두 번째로, 현재 가장 문제점으로 대두되고 있는 '중복 집계'의 문제 해결이 필요하다. 세 번째로, 양질의 서비스제공을 위해서는 '관람객 행태 분석'이 선행되어야 하는데, 이를 위해서는 무엇보다 이용자들의 이동동선이나 체류시간과 같은 다양한 행태를 파악하여야 한다. 이러한 문제를 해결하기 위해 새로운 측정 방안을 제시하고자 한다. 이를 위해 최신의 기술을 활용한 무선신호기반 측정방식(해당 방식은 스마트기기의 고유신호값인 MAC address를 수집함으로써, 중복을 제거한 측정이 가능하며, 또한 관람객의 이동동선, 체류시간, 재방문율 등의 파악이 가능하여 다각적인 관람객 행태 분석도 가능)을 제안하며, 이를 활용한 측정 실험을 통해, 해당 측정방식의 가능성과 실효성을 진단하고자 한다.

북경 소재 예술박물관의 외부환경 구성요소에 관한 연구 (A Study on the Exterior Components of the Art Museums in Beijing)

  • Beijing, the capital city of China, has gradually increased its amount of culture space and has also introduced a diverse range of cultural facilities to improve the satisfaction of its citizens lives. In particular are its art museums, which are a symbol of the urban culture and enrich the cultural life of its citizens and are also expected to play a role as a psychological pivot point. However, in comparison with the characteristics of various ethics, local, and the influence on the museums of China, studies which analyze the exterior of the art museums are not sufficient. This is because previous research has focused too heavily on the interior of the art museums. This paper aims to derive distinction through the analysis of the exterior of several art museums and present design factors and application methodology. This research looks at art museums in China and analyzes the current state of the art museums that have been developed based on the culture of Beijing. Through analyzing the case study of five art museums that have been selected in Beijing we can improve our understanding of Chinese culture space and derive distinct design factors. Distinct factors in the exterior of art museums include connection, culture, geographic features, public, and creation. This study is expected to contribute to that exterior of the art museum will be as a contact zone to form a spatial connection and a cultural symbol that can reflect Beijing's unique culture characteristics.

새만금 사업 지구의 방문객 인식 조사 (Visitor perception survey on the Saemangeum reclamation district)

  • Main objective is to examine visitors the image, awareness of Saemangeum to examine its image, awareness, expected projects, and areas of improvement. This can establish measures for publicity and nation-wide participation. Main results are as following. First, visitors are broadly distributed to all age groups. Majority of visiting is travel and rate of returning visit is high as well. Second, the Saemangeum project is positively recognized and it is expected to be a prime development of the west coast in the future. Third, TV has significantly contributed to the visit to Saemangeum but the internet has larger effects in younger generations. Furthermore, rest and experience facilities, accommodations, and food items are major areas of improvement. Fourth, visitors have high expectations for tours, leisure, and ecosystems. Therefore, efforts should be made to become the Mecca of greed-development and cultural tourism. Fifth, many people replied that Saemangeum is an assistance to the national development but water quality management should be continued. In addition, the public participation should be made centrically cultural and economical participations.

개정 문화재보호법 해설 -'99년 1월 ~ 2001년 9월 기간 개정사항- (Explanations of the Revised Protection of Cultural Properties Act)

  • The purpose of this document is to explain the revisions of the Protection of Cultural Properties Act and its sub-laws which have been mad from Jan. 1999 to Sep. 2001. The Protection of Cultural Properties Act and its sub-laws have been revised three times from 1999 to 2001, before and after the Office of Cultural Properties was raised to Cultural Properties Administration on May 24, 1999. The main points of the revisions are as follows. First of all, the role of the local autonomous entities has been increased. The governor of the local autonomous entities is entitled to announce administrative orders related to the preservation of State-designated Cultural Properties. Also, the local autonomous entities has the authorities to examine whether the construction work which will be made in the outer boundaries, which is provided by regulations, of the protected area of the cultural properties might have any effect on preservation of cultural properties or not. Second, preventive actions to protect the cultural properties have been strengthened. If the scale of construction work is more than some scale, the preliminary survey of the surface of the earth to confirm the existence of buried cultural properties and their distribution is obligated. One who is promoting the development plan more than some scale must discuss the plan with the Administrator of Cultural Properties Administration in the process of planning. These actions would be effective to prevent the cultural properties from being damaged because of the development. Third, relaxation of the restrictions has been proceeded. On the basis of regulations which specify the actions to affect the preservation of cultural properties, negative system that does not limit the actions which are not specified in the regulations is introduced. The appropriateness of both protected structure and area should be regularly reviewed and adjusted. Also, most of the restrictions which was made only for administrative convenience and over-regulated the people's living have been revised. Finally, the number of cultural properties to be protected has been increased. Besides the State-designated Cultural Properties, the other cultural properties which are worthy to be protected as City-or-Province-designated Cultural Properties can be designated provisionally and protected. The system of registration and maintenance of the buildings and facilities which are not designated as the Modern Cultural Heritages is established. The penalty for damaging and stealing the cultural Properties which are not designated to be protected was strengthened. Even a dead natural monument can be acknowledged as an natural monument and it is limited to make a specimen or stuffing of the dead natural monument. All of these actions are fit to the high level of understanding of the public about the cultural properties and as the result of these actions, the number of cultural properties to be preserved has been increased. To sum up, the directions of revisions of the Protection of Cultural Properties Act and its sub­laws which have been made from Jan. 1999 to Sep. 2001. are the localization of the protection of the cultural properties, the strengthening of protective actions, the relaxation of various regulations and the increasing of the number fo the protected cultural properties. Also, various problems raised in the processes of implementations of the laws have been reviewed and revised.

충북지역 매장문화재 보존조치 유적의 현황 및 보존방안에 관한 연구 (A Study on the Present Condition of Conservation Measures for Buried Cultural Heritages in Chungbuk Area and Preservation Plan)

  • 발굴 조사 된 매장문화재는 학술적, 역사적 가치에 따라 문화재청장이 보존조치를 결정하지만, 이전·복원 후 관리, 보존, 활용은 체계적으로 이루어지고 있지 않고 있다. 또한 보존유적 및 보호시설의 손상으로 보존방안과 활용도에 대한 문제점이 발생되고 있다. 이에 충북 지역 보존유적에 대한 현황을 조사하여 보존방안 및 활용방안에 대하여 제시해 보고자 하였다. 충북에는 총 43개의 보존유적이 있었으며, 관리주체의 명확성 여부를 떠나 대부분 체계적인 관리는 이루어지고 있지 않았다. 잘못된 보존처리와 재료의 선정 등으로 인해 유구 및 보호시설이 훼손 되어지고 있는 상태로 확인되었으며, 보존유적의 훼손으로 전시, 교육, 체험 등 활용성에서도 문제점을 확인하였다. 이러한 문제점 해결에는 법적·제도적 장치의 개선, 예산·전문 인력 확보. 표준화 매뉴얼 개발 및 적용, 지속적 모니터링, 예방보존, 이전 지료 및 방법 연구, 목록화 작업, 전문 박물관 및 복합 테마 파크 조성 등 중·장기적인 계획이 세워져야 할 것이다. 또한 조사된 보존유적에 맞는 보존방안을 제시하고, 이를 기반으로 보존·관리가 이루어지면 보다 체계적·과학적으로 보존·관리되고 교육, 전시, 홍보 등 다양한 목적으로 활용될 수 있을 것으로 판단된다.

문화재 현상변경 인·허가 검토기준 마련을 위한 실태분석 연구 - 최근 5년(2015~2019)간 국가지정문화재(사적)의 허가신청 안건 처리결과를 중심으로 - (A Status Analysis for the Standards on Permission of Altering Cultural Heritage's Current State Focusing on the Results of Handling Application Cases on Permission of State-Designated Cultural Heritage (Historic Site) for the Last Five Years (2015~2019))

  • 2006년, 「문화재보호법」 개정을 통해 현상변경 등의 허용범위 고시가 의무화된 이래, 행정 효율 제고를 위한 노력이 다각도로 시도되었으나, 문화재 및 개발행위 유형의 다양성 등으로 인해 행정의 일관성 확보에 한계가 있어왔다. 이에, 문화재청은 2015년에 문화재 유형별 검토기준을 마련하고, 중점관리지표를 적용한 허용기준 재조정 사업을 추진하여 규제면적을 조정하여 왔다. 그럼에도 허가신청 빈도변화는 상대적으로 미약하여 보다 적극적인 개선노력이 요구되고 있다. 따라서, 본 연구는 현상변경 안건처리결과에 대한 실증적 연구를 통해 관리실태를 면밀히 파악하고, 허가신청 빈도가 높은 행위의 유형적 특성을 살펴봄으로써, 인·허가 행정의 실무적 참고자료를 제공하고자 추진되었다. 대상적 범위는 사적으로 설정하였다. 사적은 수량은 많지 않으나, 모두 허용기준 작성대상으로 다양한 문화재유형 및 입지특성을 지니고 있으며, 다수가 도심에 면단위로 분포하고 있어 전체 허가신청 안건의 과반 이상(51.4%)을 차지하고 있다. 분석결과, 총 5,243건의 사적 관련 인·허가 신청내역을 확인하였다. 구체적으로 유형을 살펴보면, 문화재(보호)구역은 문화재와 연관성이 높거나 지역 대표 행사·축제의 신청 빈도가 높고, 관급공사 비중이 높아 허가율이 상대적으로 높게 나타났다. 한편, 역·보지역은 민간의 건축물·시설물 설치·증설 행위 비중이 현저히 높았는데 특히, 고층건축물 등의 면단위 밀집시설이나 유사시설의 난립이 우려되는 경우에는 부정적 판단이 다수를 이루었다. 이러한 분석내용을 종합한 바, 총 78개의 유형을 확인하였는데 특히, 문화재(보호)구역과 역·보지역에 공통적으로 나타나는 인·허가 유형을 10개의 특성으로 구분·정리하였다. 이상의 연구결과를 향후, 문화재위원회의 의사결정 시 참고자료로 활용하여 허가행정의 일관성 및 형평성을 높이는 한편, 행정 효율 증진을 통한 규제행정에 대한 대국민 만족도가 제고될 수 있기를 기대한다.

전라북도 가로시설물의 디자인 제고를 위한 연구 (A Study on the Design Improvement of Street Facilities in Jeollabuk-do Province)

  • This study reveals the absence of standard design guidelines by region through investigation and analysis centered on public design cases by region in Jeollabuk-do and design elements that can reflect the integration, identity, and diversity of public design in each region by five regions. Through this, the following conclusions could be obtained. First, to improve the quality of street facilities in Jeollabuk-do, the design elements (design motif, color, pattern) applicable to the standard design were analyzed by dividing them into five regions. As a design motif, it was possible to extract patterns containing straight lines, sophistication, dignity, and smartness. In the Northeast region, it is comfortable with the motif of the mountain ridge reflecting geographical characteristics, and it can be extracted elements that contain warm and natural colors. In the southeastern region, patterns that reflect design elements were extracted by applying safe, lively, and peaceful colors with the design motif of curves that blend nature and agriculture. In the southwestern region, design pattern elements that highlight nature, history, and culture were extracted with various cultural assets and natural greenery as motifs. Lastly, in the Saemangeum region, the ocean flow and greenery could be used as a design motif to reflect a positive, clear, future-oriented image in the design spot zones by region. Second, based on the standard design elements (design motive, color, pattern) by region extracted for the standard design development of street facilities in each region in Jeollabuk-do, an integrated zone(Form, structure, material, color, functional element) to which regional design guidelines can be applied. Third, an integrated zone (form, structure, material, color, functional elements) was composed. In addition, design spot zones (patterns and colors in city and county units) that can contain the diversity and identity of each region were designated. 효율성과 형평성을 고려한 공공시설 입지분석에 관한 연구 - 금산군 문화시설을 대상으로 - (A Study on the Location Analysis of Public Service Facilities Considering Spatial Efficiency and Equity)

  • 본 연구는 공공재 성격을 가지고 있는 공공시설의 입지선정에 관한 연구로서, 공공시설 입지시 효율성뿐만 아니라 형평성을 고려한 입지선정 모델을 구축하고, 보다 실세계를 반영할 수 있는 공간분석방법을 사용하여 충청남도 금산군 문화시설의 최적입지를 분석하는데 목적이 있다. 연구방법으로 첫째, 입지결정인자를 선정하기 위하여 전문가 설문조사를 실시하고, 상대적 가중치를 적용하기 위해 AHP를 적용하였다. 둘째, 위성영상을 이용하여 시가화 구역을 추출함으로써, 실세계를 모델에 반영하였다. 셋째, 공공시설 입지분석을 위해 입지배분모델을 사용하였으며, 분석시 불균등한 인구분포를 모델링에 구현하였다. 이를 통하여 기존의 일반적 입지분석 기법인 그리드 분석과 네트워크 분석 두 기법을 동시에 적용하여, 보다 정확하고 실세계를 반영할 수 있는 공간분석을 하였다.

자살예방을 위한 주거환경 계획요소 및 실태 분석 - 공공임대주택을 대상으로 (Design Elements of Residential Environment of Multi-family Housing for Suicide Prevention and Empirical Analysis - Focused on Public Rental Housing)

  • Purpose: The purpose of this study is to derive the residential environment design elements that affect suicide, and then analyze the actual situation in terms of suicide prevention and suggest implications. Methods: The study was conducted through literature analysis, field surveys, and interviews with stakeholders. Results: As a result of extracting the variables related to the residential environment that affect suicide suggested in a total of 18 papers, 15 variables were extracted and organized into major categories such as housing type, health and welfare facilities, leisure and cultural facilities, and living environment. Next, we selected a public rental housing complex with a relatively high suicide rate among multi-family housing as the case, and conducted a empirical analysis. It was investigated that the facilities were insufficient, and apart from the quantitative satisfaction of the rest, various problems were exposed, such as the classification of users according to age and insufficient management in terms of the actual use of residents including suicide attempters. Implications: First, it is necessary to search for the design direction of the residential environment for suicide prevention. Second, it is necessary to find a way to solve the exclusion phenomenon that appears in space and programs. Third, when planning a space for suicide prevention, understanding of the behavior of high-risk groups should be reflected.
