Over the last several years, Korea has increasingly adopted design-build for public construction projects. There is a much greater awareness of the need to change to a system based on 'Value for Money', which is high on the government's agenda. A whole life performance bid evaluation model is proposed to aid decision makers in the selection of a design-builder. This is based on the integration of a framework using an analytic hierarchy process, as the bid awarding system is being changed from one based on the lowest price to one based on best value over the life-cycle. Key criteria such as whole life cost, service life planning and design quality are important through the key stages of the evaluation process. The model uses a systematic and holistic approach, which enables the public sector client to make better decisions in design-builder selection, which will deliver whole life benefits based on long-term cost-effectiveness.

New and Renewable eco-friendly energy technique can be to enable rational use of resources, as well as securing economic efficiency. Therefore, most of the public facilities must apply eco-friendly energy systems. In this study was applied the solar light energy system to the construction projects. As a result, the proposed system was implemented various effect such as the power cost savings in public facilities. In addition to, the proposed system was improved functional aspects such as improving space utilization.

The public rental housing policy aims to provide the housing to the vulnerable class who do not have enough credit to own houses. The Korean government introduced new policies for housing supply to improve the availability of new houses. However, it is difficult to expand the supply because of the accumulated deficit of public rental housing. In this study, the economic feasibility of long-term public rental housing reconstruction projects was examined to ensure the economic and sustainable growth of public rental housing. The research found that the compensation for the accumulated deficit is needed. Also the research analyzed and identified the factors affecting the economic feasibility of reconstruction projects. The significant factors identified in this research are: the supply price of pre-sale/rental housing in the reconstruction project, total cost of the reconstruction project, and total floor area of the reconstruction project. According to the analysis results, it is necessary to increase the rent of existing long-term public rental housing, expand the government subsidy, increase the supply price of pre-sale/rental housing, and reduce the total project cost. However, there are limitations. For example, the fluctuations of construction market, residents' burden of housing costs, and the limit of the budget of the public housing authority. The increasing total Floor Area Ratio(FAR) limitation of the reconstruction project would be the realistic solution to the problem because it gives incentives to the reconstruction project.

Since 1990s, increasing number of public arts have been installed in housing projects in Korea. Most of them were made of granite, bronze and stainless steel and were sculptures as well. Then it resulted in monotony. New technology and community need various Dials in material and genre of Public art. The author wonders if people really want granite sculpture, so started the study of public arts in housing projects. Unfortunately most of people related public art wanted granite sculpture. But there were some hope in survey. They wanted the other genre and material like ceramic wall, art fountain and landmark tower. This means that they care about real world like vandalism and Product Liability, but also want more fantastic and beautiful world in the second step. Recently, the facades of apartments are changing rapidly as more diverse materials in their forms, textures, and colors. And landscape designs are changing their clothes in every second as well. According to these flows public arts in apartments needs more diversified trial within genres and materials to avoid monotonous outdoor.

공공건설사업을 수행하기 위해서는 건설 하도급은 필수적인 사항이다. 건설공사의 하수급인은 발주자와 직접 계약을 체결하지 않고 원수급인과 계약을 체결하기 때문에 발주자와 원수급인의 계약에 큰 영향을 받고 있다. 하수급인을 보호하기 위해 공정거래법이 제정되고 건설공사의 표준하도급계약서가 운용되고 있지만 발주자와 원수급인과의 관계를 다루는 국가계약법령체계에서는 하도급계약이 제대로 반영되어 있지 못하다. 특히 하도급계약에서 설계변경이 발생할 경우 금액에 따라 다양한 절차를 거쳐야 하지만 이러한 절차 등이 건설공사 표준하도급계약서에 제대로 반영되지 않고 있으므로 공공건설현장에서는 어려움을 호소하는 경우가 있다. 이에 본 연구에서는 공공건설사업현장에서 설계변경이 이루어질 경우 하도급계약의 제도개선 방향을 다음과 같이 제시하였다. 첫째, 국가계약에서 하수급인의 원수급인에 대한 권리를 강화해야 한다. 둘째, 정보비대칭성을 해소하기 위해 하수급인이 하도급계약과 관련한 정보에 접근할 수 있도록 해야 한다. 셋째, 공공공사의 원도급계약체결시에는 하도급계약의 특성을 반영하여 하수급인의 지위를 보장해야 한다. 넷째, 하도급거래 공정화를 위해 분쟁처리방법을 소송보다 조정이나 중재를 우선하도록 해야 한다.

In January 2005, the BTL private investment project was introduced in the Korean construction market as part of the plan to provide high-quality public service and expand the required facilities in a timely manner. Nonetheless, problems such as the low earning rate at the beginning of the business, burden of service compared to the cost of the proposed business, and limitations of the local small and medium-sized companies in relation to their participation in the project arose. The LCC analysis system for the BTL projects was developed as part of efforts toward efficiently investigating the investment eligibility. Specifically, methods for LCC analysis were selected for each stage of the BTL project in relation to the requests of experts for military residential facilities and public educational facilities. Variables were then extracted to derive an accurate analysis value, LCC for the 5 cost items (initial investment cost, operating expenses, maintenance expenses, energy cost, and disposal cost), analyzed, and system enabling comparative analysis for single and multiple initiatives by year and item, developed. Thus, we have to clearly require the accumulation of data to examine the appropriateness of the results of LCC analysis based on data and results.

국내에 대규모 거점 공공 체험시설이 건립된 이래로 최근 공공 체험시설 건설사업은 지방자치단체 또는 지방교육청이 단독 발주하거나, 협약하여 공동 발주하는 형태로 변화하고 있다. 특히, 발주 빈도가 적고, 건설사업관리 전문조직을 보유하지 못한 발주기관의 특성상 특화된 발주 프레임워크 개발과 함께 강화된 공공 발주자의 역할이 필요하다. 이에 본 연구에서는 국내의 공공 체험시설 건설사업 발주현황 및 운영실태를 조사하여 현행 공공 발주자 역할의 문제점과 개선방향을 도출하였다. 또한, 사업특성의 영향요인 및 속성정보를 반영한 추진단계와 기능별로 구성된 공공 체험시설 공공 발주자 역할 개선안을 제안하였다.

발주방식은 프로젝트 참여자들의 관계, 역할, 의무 등을 정하는 것으로, 프로젝트를 성공적으로 수행하기 위해서는 적정 발주 방식을 선정하여 적용하여야 한다. 현재까지 국내에서는 주로 설계시공분리방식에 의해 대형공공공사를 수행해 왔지만, 정부에서는 일괄입찰이나 대안입찰방식을 점차 확대하려는 정책을 추진하고 있다. 그러나 발주방식은 정책에 의해 결정하기보다는 사업목적 당해 프로젝트의 물리적인 특성, 사업수행환경 등을 종합적으로 고려하여 결정하여야 한다. 본 연구에서는 사업결과에 상당한 영향을 미치는 적정 발주방식을 결정하기 위한 객관적인 발주방식 선정기준과 더불어 정량적으로 발주방식별 성능을 비교ㆍ평가할 수 있는 적정 발주방식 선정절차모델을 제안하였다. 발주방식 선정기준은 프로젝트 특성, 발주자 특성, 사업수행환경으로 구성되어 있으며, 발주방식 선정모델은 발주방식 선정 체크리스트, 발주방식 선정 매트릭스, 발주방식의 적정성 판단의 3단계로 구성되어 있다.

현행 공공건설사업의 타당성조사 결과가 객관적 중립적으로 이루어지지 않는 다는 지적에 따라 정부는 이에 대한 개선방안으로 타당성조사 시행 전에 $\ulcorner$예비타당성조사$\lrcorner$를 새로이 도입하였다. 이 예비타당성조사는 크게 도로, 철도, 항만, 공항문화 관광 등으로 구분되는데 이중 문화 관광사업의 경우, 주5일 근무제의 확산 및 지방문화 시대의 돌입 등으로 인하여 그 성격과 기능이 나날이 복잡 다양해지고 있으며 다른 부분의 사업에 비해 경제성분석의 분석 항목인 편익과 비용의 구조 또한 복잡하다. 이에 본 논문에서는 문화 관광부분사업의 예비타당성조사의 수행 실태를 파악하고, 경제성 분석 항목 중 비용항목에 대해 검토하여 분석모델을 설정하고 문제점을 도출하여 이에 대한 개선방안을 제시하였다.

우리나라 해외건설 누적 수주 금액은 2012년 6월을 기준으로 5,000억 달러를 달성하였으며 더 나아가 2020년 1조 달러를 목표로 하고 있다. 또한 국내 건설기업들도 해외건설시장 진출을 목적으로 여러 전략을 구상하고 있다. 특히, 해외건설시장 진출을 위해서는 시장에 따른 경쟁력을 가져야 할 것이다. 따라서 본 연구에서는 경제 성장과 더불어 정부의 인프라 시설 확충 및 개발 부문의 투자가 증가하고 있는 캄보디아 건축시장의 진출 경쟁력 분석을 연구의 목적으로 한다. 캄보디아 건축시장 진출을 위해 사업유형별 필요 경쟁역량을 IPA기법으로 분석하였다. 분석결과 도급사업에서는 발주정보 및 글로벌 공급역량이 필요한 경쟁역량으로 나타났으며, 투자사업에서는 시장정보, 사업타당성 조사를 포함한 설계이전 단계의 역량 및 글로벌 네트워크가 필요한 경쟁역량으로 나타났다. 본 연구의 결과는 우리 건설기업들이 향후 캄보디아 건축시장 진출 시 필요한 기초자료로 활용되기를 기대한다.
