Improving Public Medical and Social Services Market Management: Application of Information Technologies

  • This article examines the features of improving the public management of the market of medical and social services using information technology to improve the efficiency of public activity in modern conditions. The interpretation of the essence of the categories "information technologies" and "information support" is analyzed. The importance of the organization of information support of public authorities in the insurance of the state apparatus of information management for the adoption and solution of state issues of the market of medical and social services has been studied. Issues and system of information support of public management of the market of medical and social services are considered. The stages of the ICT implementation process in the market of medical and social services are described. The tools of state regulation in the market of medical and social services and the introduction of targeted programs for the development of the social sphere and health care are highlighted. Recommendations for improvement are formulated public management of the market of medical services and social way introduction of ICT tools, which provide for the implementation of a set of measures aimed at intellectualizing the entire system public data management spheres. The necessity of development of innovative tools of public management of the market of medical and social services of Ukraine for the purpose of working out of strategies of increase of quality of medical and social services in the XXI century is substantiated. A number of benefits from the implementation of an effective process of application of information support of public management of the market of medical and social services to ensure the efficiency of public authorities of Ukraine. It is proposed to create a "Department of information support of self-government" and electronic health care system (e-Health) to improve the management decision-making process, which will provide an opportunity to accumulate, process, analyze, and as a result, get the expected effect in the form of balanced management decisions by public authorities of Ukraine.

  • The development of IT has contributed a lot to enhancing administrative efficiency. In particular, it enabled administrative agencies to be able to upgrade the effects and efficiency of public services by saving unnecessary time, labor, and equipment that might surely occur in delivering routine services in repetition. As the concept of governance and knowledge-based administration assumes a pivotal value in the 21 century administrative innovation, sharing information among agencies is a key to building effective governance system. However, current extent of sharing information in public agencies is below the level of expectation and thus the need exists for the steps to making information shared more widely and effectively among public agencies. This paper gives a snap shot on the extant status of information sharing among public agencies and seeks ways to facilitate it from the perspective of electrical government.

공공기관의 보상 현황과 개선방향 (The Present Condition and Future Directions of Public Organizations)

  • The problems associated with the excessive compensation of the public organizations in Korea have been presented not only by the press but also by the academic societies, including the management evaluation team of the public organizations, both in Korea and abroad. To analyze whether the compensation is excessive necessitates the empirical study on the present condition of the compensation system of the public organizations. Therefore, the purpose of this paper is to suggest the issues and the future directions of the compensation in the public organizations. The findings from the analysis of the data collected in this research include the expansion of the difference in compensation, the reinforcement of the job and performance-based compensation, the systematization of the model on the base compensation, and the differentiation of the compensation increase based on productivity.

환경영향평가 주민참여의 제도적 문제점과 내용분석 (A Study on Public Participation in Environmental Impact Statement: Focused on Systematic Aspects and Content Analysis)

  • This paper examined public participation in the final Environmental Impact Statement(EIS) in terms of institutional procedures and content analysis. By reviewing EIS Draft Manual and related laws and regulations, seven problems were identified in the system. The content of public participation in 14 EISs were analyzed by a developed protocol, most results of which were similar to the identified seven problems. In conclusion, this paper suggested that the systematic problems should be improved to activate more efficient public participation.

공공의료기관의 품질향상을 위한 정태적.동태적 분석 (Improve the Quality of Public Medical Centers for the Static, Dynamic Efficiency Analysis)

  • The purpose of this study is to analysis relative efficiency and efficiency in process of time. Thus we use panel data of 34 local public medical centers between 2003 and 2005 to use DEA and Malmquist analysis. The result of our this study is as flow; first, The results of static efficiency of 34 local public medical centers show 10 CCR model and 23 BCC model which is difference of efficiency by economic of scale. Second, a cause of increased efficiency is not only change of technology but also change of efficiency to management system index show between 2003 and 2005 by Malmquist analysis and contracting-out is higher than direct management between 2004 and 2005. That means efficiency of local public medical centers is their own effort and innovation not government subsidies.

공기업 녹색성장 정책의 개선방안에 대한 연구 (An Improvement Strategy for the Green Growth Policies of Korean Public Corporations)

  • This study investigates the current status of the green growth policies of Korean public corporations and proposes some potential improvement ideas. A set of twenty global green trends are first elicited by using classified macro trends of environmental changes. The green trends are categorized into four key issues based on which domestic and international research efforts are compared. The management performance reports of Korean public corporations are then throughly analyzed to evaluate the validity of their strategic green tasks in relevant to the global green trends. Finally, we suggest some potential government policies for enhancing the existing green growth businesses of public corporations.

농촌지역의 대중교통을 이용한 공공서비스시설 접근성 분석 (Accessibility to Public Service Facilities in Rural Area by Public Transportation System)

  • Public transportation is public service that is contributed to the convenience of the public. However, opportunity for public services in rural areas is weaker than the chance in urban areas. The purpose of this study is to evaluate accessibility of various public facilities using public transportation. To evaluate the accessibility, we calculate the various time from community center to the nearest bus stop, walking time, riding time in bus, and waiting time for transfer. The results of this study ares as follows; (1) Villages occupy 19.8% in rural areas that walking time from community center to the nearest bus stop takes over 10 minutes in integrated Chungju-si; (2) The average speed is 21.9 km/hr estimated to departure and arrival time of bus route; (3) The accessibility time from community center using the average bus speed takes 15.43 minutes to public facilities, 35.15 minutes to emergency center, 8.70 minutes to medical center, 9.70 minutes to elementary school, 16.26 minutes to middle school, and 22.61 minutes high school; (4) The transfer time of public transportation takes 13.46, 21.96, 10.48, 7.78, 11.11, 16.10 minutes to public facilities, emergency center, medical center, elementary school, middle school, and high school, respectively; (4) Traffic accessibility using bus vehicles in the East and South Chungju-si is lower than areas in the West and North Chungju-si. Some villages surrounding public offices (eup-myeon office) which have a high density of population, indicate a high traffic accessibility.

의사의 공중보건 역량 개발을 위한 교육주제 (Education Topics for the Development of Doctors' Public Healthcare Competencies)

  • Needs for public healthcare have recently increased. This paper proposes education topics for competency development in public healthcare in line with the needs of the times. In Korea, various lifelong education providers have already provided public health-related education. For example, the Research Institute for Health Policy (RIHP) under the Korean Medical Association provided an "executive course for physicians' public health care competencies" in 2019 and 2020. At the end of the course, the RIHP published a comprehensive report, entitled "Curricular development and evaluation for doctors' public healthcare competencies." This article is based on a summary of that report. To develop a curriculum for public healthcare, the RIHP adopted the following methodologies for a needs analysis; reviewing already-existing education subjects, evaluating end-of-course reports, and conducting in-depth focused group interviews and questionnaire surveys with doctors at public healthcare-related institutions. The results from the needs analysis can be categorized into two domains of education topics for public healthcare. The first domain includes education subjects related to the theory and practice of public healthcare, as follows: a general overview, community or population health, organizational administration, planning and evaluation, budget and finance, responses to disasters such as infectious diseases, health policy, and the legal system. The second domain contained education topics related to general professional competencies: leadership, communication, cooperation, teamwork, and professionalism. In conclusion, the curricular content for public healthcare will be an appropriate combination of competencies specific to public healthcare and core competencies for health professionals.

공공서비스 IT수용에 대한 사용자 저항요인 : 고속도로 하이패스시스템 사례 (Why Do Laggards Resist the IT Adoption in Public Service? : A Case of Expressway Hi-Pass System)

  • Purpose: The purpose of this study is (1) to empirically examine why laggards resist IT adoption in public service and (2) to investigate the relationship between resistance and negative behavioral intention. Methods: The questionnaire survey was conducted on expressway users who do not use High-pass system. The collected 232 samples were analyzed using structure equation model method with AMOS 22.0. Results: Resistance is found to be a statistically significant factor affecting intention to reject. Also, incompatibility, privacy concern, status quo inertia and relative advantage are found to be statistically significant factors affecting resistance. Conclusion: Laggards have a tendency to intend to reject IT adoption rather than to postpone. They are affected not by monetary, procedural aspect associated with purchasing or registering OBU(On Board Unit). Incompatibility and relative advantage which are inherent attributes of Hi-pass system are more influential factors than privacy concern and status quo inertia. They make ethical and emotional decision partially affected by public-social factors.

Future of Maritime Sefety and Security Administration in Korea

  • The Ministry of Maritime Affairs and Fisheries embarked on Oct. 8, 1996, incorporating most of the previously fragmented maritime administrations into one single organization But the maritime administrative functions related to safely and security missions have not yet been merged into a synergetic whole, with versatile multi-functional systems working so effectively that better services to the public might be expected. Enhancing administrative capabilities requires that these missions be integrated into one institution and an enterprising management system be adopted to overcome bureaupathologies, such as complacency and inertness of administration.
