PMO 수행체계 적절성의 효과와 영향 요인에 관한 실증연구 (An Empirical Study on Effects of PMO Governance and Its Influencing Factors)

  • PMO has gained much interest as an approach to lowering project failure rates. PMO implementation is, however, not an easy endeavor. Many studies have reported that a significant number of PMOs were seen as contributing little to project performance. Local organizations are more likely to be exposed to the failure risk as they tend to heavily depend upon outsourced PMO services. We believe that it is essential for ordering organizations to collaborate with the PMO service firm to come up with a proper PMO governance prior to its implementation. This study is to empirically investigate the effects of PMO governance upon PMO performance and the effects of ordering organization's project readiness upon PMO governance. The study result shows that a proper organizational structure and a properly defined role and responsibility may enhance the PMO performance. And, a correct awareness about PMO and a project management capability were found to be contributing to the appropriateness of PMO governance.

  • Enormous losses of shareholders and consumers caused by the risks threatening today's business (e.g., accounting fraud and inside trading) have ignited the necessity of international regulations on corporate ethics and internal control, such as Basel II and SOX. Responding to these regulations, companies are establishing governance system, applying it consistently to the core competency of the company, and increasing the scope of the governance system. Recently occurred security related incidents require companies to take more strict accountability over information security. One of the results includes strengthening of legislation and regulations. For these reasons, introduction of information security governance is needed. Information security governance governs the general information security activities of the company (establishment of information security management system, implementation of information security solutions) in the corporate level. Recognizing that the information security is not restricted to IT domain, but is the issue of overall business, this study develops information security governance framework based on the existing frameworks and systems of IT governance. The information security governance framework proposed in the study include concept, objective, and principle schemes which will help clearly understand the concepts of the information security governance, and execution scheme which will help implement proper organization, process and tools needed for the execution of information security governance.

  • In recent years, many leading corporations are actively adopting IT as competitive resources to improve productivity and processes efficiency with strategic alignments. In effect, IT investment also continues to increase. As a vast growth of IT investment, questions and criticism on recent IT investment results are also rapidly being raised. Especially, improper decision making and management on IT investment may cause negative impact on the company's reputation and finances, therefore companies need reasonable and wise investment decision making on new IT projects. This study applies the conceptual framework of IT governance to IT investment decision making cases to examine how IT investment governance influences the quality of IT investment decision making and how business-IT strategic alignment affects the quality of IT investment decision making. This paper contributes to identify the main factors for reasonable and effective IT investment decision making and expected to provide proper guidelines for IT investment decision making.

회재(晦齋) 『중용구경연의(中庸九經衍義)』의 경세론적 이해 (A Confucius Political Economics Based Understanding of the Chungyongkugyongyonui(中庸九經衍義))

  • 이 논문은 회재(晦齋) 이언적(李彦迪, 1491~1553)의 "중용구경연의"를 고찰한 것이다. 주지하다시피 회재는 16세기를 대표하는 사상가 가운데 한 사람으로, 일찍이 조한보(曺漢輔, ?~?) 사이에 벌어졌던 태극논쟁(太極論爭)은 주자성리학(朱子性理學)을 조선에 정착시키는데 큰 역할을 하였으며, 아울러 지치주의(至治主義)의 이론적 체계를 확립한 학자이기도하다. "대학"과 "중용"에 담긴 지치주의 이념을 군주(君主)에게 진헌하고자 저술된 책이 바로 회재의 "대학장구보유"와 "중용구경연의"이다. 회재는 수기(修己)의 도(道)에 속하는 조목에 있어서 "대학"이 "중용"보다 더 체계적이고 자세한 반면에 치인(治人)의 도(道)에 해당하는 조목은 "중용"이 "대학" 보다 더 구체적이라고 하여 '표리(表裏)의 관계'로 파악하고, 이 둘을 함께 보아야만 제왕위치(帝王爲治)의 규모가 갖추어 진다고 하였다. 특히 "중용구경연의"는 송나라 진덕수(眞德秀)의 "대학연의(大學衍義)"와 명나라 구준(丘濬)의 "대학연의보(大學衍義補)"를 모방하여 당시의 군주였던 명종(明宗)으로 하여금 이제 삼왕(二帝三王)의 지치(至治)를 실현시킬 목적으로 저술된 책으로, 이는 퇴계의 "성학십도"와 율곡의 "성학집요"에 많은 영향을 끼쳤다.

Labor Market Governance and Regional Development in The Philippines: Uneven Trends and Outcomes

  • Globalization has fuelled the desire for simplicity and flexibility in rules and processes within nations. de Soto (2000) calls for the simplification of rules to enable people to join the formal economy. Friedman (2005) echoes the need for simpler rules, to attract business and capital. Market-based approaches to governing have been adopted in many nations due to globalization. Recent developments demonstrate that such approaches fail. Globalization may lead to impoverishment in the absence of proper forms of governance (Cooney 2000). That is why it has the tendency to become a "race to the bottom." Regulatory measures can be costly, and the costs of doing business are uneven across nations. This unevenness is being used as a comparative advantage. Others call this regulatory competition (Smith-Bozek 2007) or competitive governance (Schachtel and Sahmel 2000), which is similar to the model of Charles Tiebout. Collaborative governance is an approach that governments could use in lieu of the competitive method. Mechanisms that enable stakeholders to exchange information, harmonize activities, share resources, and enhance capacities (Himmelman 2002) are needed. Philippine public policy encourages a shift in modes of realizing labor market governance outcomes from command to collaboration (Sale and Bool 2010B; Sale 2011). Is labor market governance and regional development in the Philippines collaborative? Or is the opposite - competitive governance (Tiebout model) - more evident? What is the dominant approach? This preliminary research tackles these questions by looking at recent data on average and minimum wages, wage differentials, trade union density, collective bargaining coverage, small and bigger enterprises, employment, unemployment and underemployment, inflation, poverty incidence, labor productivity, family income, among others, across regions of the country. The issue is studied in the context of legal origins. Cultural explanations are broached.

청주 원흥이생태공원 조성과정에서 나타난 거버넌스 의사결정 영향력 변화 분석 (A Dynamic Analyses on the Influences of the Governance Decisions for Cheong-ju Won-heungi Eco-Park)

  • 최근 새로운 도시관리 시스템으로 대두되고 있는 거버넌스의 정착을 위해서는 지역적 상황과 특색에 적합한 Good-Local거버넌스의 바람직한 모델 및 모형의 마련이 시급한 상황이다. 이에 본 연구는 거버넌스의 핵심요소인 의사결정 영향력에 대해 이상적 형태와 실제상황을 비교하는 새로운 방법론을 통해 청주시 원흥이 생태공원 조성과정에서 나타난 거버넌스 참여주체 영향력 변화를 분석했다. 분석결과, 원흥이 생태공원 조성에 따른 지역문제 해결을 통해 거버넌스 참여주체의 의사결정 영향력 수준이 점차적으로 향상되었으며, 운영 관리기에 이르러서는 새로운 지역문제에 대해서 협의형성적인 의사결정을 할 수 있는 Good-Local 거버넌스로 발전했음을 알 수 있었다. 향후 본 연구에서 제시된 분석기법을 다양한 거버넌스 사례에 적용 및 분석을 통해 거버넌스 구성의 핵심요소라 할 수 있는 영향력의 수준을 평가하는 일반화된 모형을 구축하여야 할 것이다.

친환경농업정책 분야의 거버넌스 체계 구축방안 (Schemes for Constructing the System of Environmentally Friendly Agri-policy Governance)

  • Governance systems are basically an autonomous cooperation type among the government, civil society and market, also a new paradigm for efficient and democratic administration of policies. The governance mainly consists of the central operating body, institutions, operating principles and so on. The constituents are the nation(government), civil society(NGO) and market(firm). Institutional conditions are a legitimate base, financial stability and independency. And as a operating principle, governance systems have common goals and issues from a national and social point of view. This governance has been recently emerged due to financial risk of government, diffusion of new liberalism going with the globalization, localization-decentralization, and development of civil society and information-oriented society. We have to grope fur the framework of participatory agri- policy confronting globalization and localization as well as developing our agriculture and rural village. This agri-policy governance should be theoretically focused on policy network or self-organizing network or multi-lateral governance (MLG) based on NPM. Also, it is proper to have connection of nation-central type and civil society-central type. And it is necessary to have a MLG type with local governance corresponding to localization and decentralization. Governance should have the type whose participants have authority and responsibility as well. Basic directions of environmentally friendly agri-policy governance are as follows : first, its purposes are constructing the democratic and efficient framework of participatory environmentally friendly agri-policy based on consensus of all the related groups, embodying environmentally friendly agri-policy adjusted to local field, raising farmer's real interest, and improving their position. Second, its form should have a council or an agreement system, not an advisory or a consultation organ. Thus, public sector(eg. government) and voluntary sector(eg. farmers' organization) jointly execute agricultural policy and are responsible together. Environmentally friendly agri-policy governance is mainly made up of farmers' organization, cooperative and civil society(NGO). And secondary bodies are agribusinesses and academic groups. Government interacts with the main bodies on administrative execution. And environmentally friendly agri-policy governance has MLG type with a central unit, province and county units. Environmentally friendly agri-policy governance has several main functions such as agri-policy partnership, speaking for farmer's rights and interests, investigation and research on domestic and foreign agricultural streams, and etc. Especially, local unit will play roles in activation for regional agriculture, consulting on technique and management, education and training services, services entrusted by government, and so on.

Effects of Corporate Governance and Earning Quality on Listed Vietnamese Firm Value

  • The paper examines the influence of corporate governance (CG) and earning quality (EQ) on corporate value (FV) of Vietnamese enterprises. The study uses GLS regression and linear structure model using data collected from companies listing on the stock market in Vietnam during 2008-2018, with a total of 2,937 observations. The research results indicate that EQ and CG represented by the Integrated Board of Directors and the Integrated Supervisory Board have a positive effect on FV directly and indirectly. The results show that the Integrated Board of Directors has a positive effect on EQ, whereas the Integrated Supervisory Board has a negative effect on EQ. Based on the research results, we suggest that companies need to strictly comply and implement GC, so to bring down the agency cost and consequently to increase performance. The companies also should establish the Board of Director of a proper size, with financial and accounting specialty, and including women board members. The government also needs to improve the management mechanism asking for firms to prepare and publish financial statements with reliable company information, which could be provided to users. These recommendations are a useful basis to help businesses improve FV via changes in the corporate governance factors in each enterprise.

케어팜 거버넌스에 대한 탐색적 연구: 네덜란드와 벨기에 사례를 중심으로 (An Exploratory Study on the Care Farm Governance: Focusing on the Netherlands and Belgium Cases)

  • 최근 치매환자의 돌봄 치료 및 농촌지역 혁신의 일환으로 케어팜(care farm) 활용에 대한 사회적 관심이 커지고 있다. 건강복지관점의 치료와 농촌혁신관점의 농사가 결합된 케어팜은 다른 배경을 가진 다양한 이해관계자들의 상호 협의를 위한 거버넌스(governance) 구축이 중요하다. 하지만 아직 이에 대한 연구가 부족하다. 따라서 본 연구는 케어팜 거버넌스 프레임워크를 설계하여 주요 케어팜 성공 사례인 네덜란드 파라다이스 케어팜과 벨기에 푸른 농장의 거버넌스를 비교분석했다. 분석결과, 네덜란드와 벨기에 케어팜 거버넌스 체계는 제도적, 재정적 지원, 지역특성, 구조, 운영방식과 전략에서 다른 특징을 보였다. 네덜란드 케어팜 거버넌스는 치료중심 정부주도형으로써 사회 지원법 하에 보건복지부 중심으로 환자들을 위한 치료에 집중되어있다. 반면, 벨기에 케어팜 거버넌스는 지자체주도의 농업중심 참여촉진형으로써 지역 내 농업 협동조합, 의료기관들의 자발적 참여를 촉진하는 특징을 보였다. 이러한 케어팜 거버넌스 체계 및 유형 규명은 케어팜 연구에 대한 이론적 토대를 제공하고, 한국처럼 케어팜 활성화에 관심 있는 정부 및 지자체에 케어팜 거버넌스 설계방향의 가이드라인을 제공할 것이다.

지속가능한 사회-기술 전환을 위한 정책 거버넌스 유형에 관한 연구 (Typology of Policy Governance for Socio-technical Transitions)

  • 최근 환경문제에 대한 구조적인 해결책을 찾는 과정에서 사회-기술 시스템이 하나의 핵심적인 분석단위가 되고 있다. 또한 지속가능성이라는 복잡한 도전과제에 대응하기 위해 전환이론에 관한 연구도 활발히 이루어지고 있다. 본 논문은 이와 같은 지속가능한 사회-기술 전환을 거버닝하기 위해 어떻게 접근할 수 있는지의 문제를 정부의 관점에서 다루고 있다. 보다 구체적으로, 전환이론과 거버넌스 이론을 접목하여 사회-기술 전환을 위한 정책 거버넌스를 유형화함으로써, 전환목표 달성을 위한 정부의 역할모델과 전환정책 설계를 위한 실천적 프레임워크를 제시하는 것을 목적으로 한다. 이를 위해 사회적 조정수준과 전환압력이 발생하는 위치를 전환정책 거버넌스를 유형화화기 위한 핵심 맥락으로 설정하고, 주도적 정책 거버넌스, 촉진적 정책 거버넌스, 조정적 정책 거버넌스, 설득적 정책 거버넌스 등 4가지 거버넌스 유형을 도출하여 각각의 특징과 사례를 논의하였다. 이와 같은 접근은 분석적 측면에서 각 유형별로 전환을 촉진하는 정책기능의 차이를 비교할 수 있는 가이드라인을 제공하는 한편, 규범적 측면에서는 정책입안자가 어떻게 효과적인 전환정책을 설계할 수 있을 것인지에 대한 판단기준을 제공하는데 기여할 수 있다. 또한 이론적 측면에서는 혁신정책 관점의 전환이론을 기존의 거버넌스 이론과 접목함으로써, 양 연구의 간극을 줄이고 전환에 대한 거버넌스적 고찰을 구체적인 전환이론과 연계하는데 기여할 수 있다.
