Activation Strategies of the Disaster Public-Apps in Korea (국내 재난관련 공공 앱의 활성화 방안 연구)

  • In recent years, a series of large-scale disastrous accidents have been occurred frequently both in public and private sector. Such disasters become catastrophe due to poor early response and delayed prompt rescue. Damage from catastrophe could have been drastically reduced or minimized with effective response and recovery management. The smart phone-based mobile applications have important potentials in providing solutions for the effective response and recovery management. Mobile applications can greatly improve risk communication in case of disasters by integrating process of exchange information and data on risk among risk evaluators, risk managers, and other interested parties. In this light of potentials, this study investigates the measures and management to better manage early responses and to effectively deal with domestic disaster-related of the status of public applications service, and utilization. This study examines how disaster applications can be better used and how effective information dissemination through applications could help the post-disaster management process. Based on this findings, it proposes a guideline of effective disaster-related applications by public sector for the future development of actual services and activation solutions. The results show that "User Promptness Side" and "Content Believability Side" factors found to be the two most significant factors in the disaster-related applications by public sector. Discussion and implications are discussed.

Simulation Study to Verify Manned-Unmanned Teaming Operations in Indoor Fire Response (실내 화재 대응 시 유·무인 복합운용 검증을 위한 시뮬레이션 연구)

  • In indoor disaster scenarios such as fires or gas leak, prompt rescue operations are essential to minimize expected casualties. This paper proposes a simulation model that applies the concept of Manned-Unmanned Teaming (MUM-T) for effective search and rescue in indoor fires. To this end, we first identify appropriate agents to model search and rescue operations. The proposed agent-based simulation consists of a fire and map model, an occupant model, a drone model for occupants searching, a rescuer model for searching and rescuing occupants, and a control center model that assigns missions to drones and rescuers. The agent models identified according to the MUM-T concept interact with other agents during the fire response simulation. Simulation experiments were conducted for search and rescue operations in three scenarios, one consisting of only rescuers and two with mixed rescuers and drones for MUM-T. The simulation results indicated that a drone applied to MUM-T could replace an average of four rescuers. The simulation method proposed in this study is expected to improve the efficiency of search and rescue operations in indoor disaster situations and minimizing the loss of life.

Improvement Directions of the National Crisis Alert System in Korea (우리나라 국가위기경보체계의 개선방향)

  • The 'alert' is to provide a signal or information beforehand, in order to prepare against situations in which abrupt incidents or disasters are expected. In other words, the purpose of alert is to help people or respondents to take precautions against and quickly cope with disasters or incidents, before those actually occur. This paper draws requirements of alert system from definitions of the alert and cases of it home and abroad. Following requirements of alert system are derived to allow subjects responsible for alert issue to quickly handle changes of situations; 1) identification of subjects responsible for alert issue, 2) use of definite terms regarding alert levels, for prompt actions, and 3) distinct separations among alert levels. This paper suggests improvement directions by extracting several problems of National Crisis Alert System according to such requirements.

  • Ubiquitous computing environment means the computing environment that has taken its position so closely with the ordinary living so much like air or water. In building up the U-Korea, one of the important issues is the social issue from the drastic increase of senior population. The contemporary society has its distinct trend in increase of senior household following the nuclear family orientation, increase of working parents with the advancement of women in society, unable to support seniors for long distance or short distance of business trip and other reasons that the need of senior welfare has been ever more felt. Accordingly, the Ministry of Government Affairs and Home Administration has developed the wireless paging system to make prompt response system for 119 Rescue when the single senior is encountered with emergency situation that is has been widely provided for the socially neglected people such as single senior, the disabled persons and others. Currently, the wireless paging system is operated as the sub-system for emergency rescue information system, but due to the lack of reliability of product, problems of terminal portable transmitter, receptor and others, rejection of beneficiary and lack of knowledge in use, insufficient management and supervision of managing officers, the efficiency has been declined that there is a need of development for the system. Therefore, this study proposes the context aware information structure of the subject of ubiquitous wireless paging system required for the development of the wireless paging system model of ubiquitous environment that improved the problems of currently operated wireless paging system.

Design and Implementation of a Java-Based WAP Transaction Layer with Priority Policy (자바기반 WAP 상의 우선순위 트랜잭션 계층의 설계 및 구현)

  • As the Internet and wireless mobile communication is being widespread, the WAP (Wireless Application Protocol) that merges these two technologies has emerged. Also, the research of the WAP gateway that enables efficient processing of multiple user demands concurrently and prompt response to requests from various wireless devices has been performed in many working groups. The WAP stack is the most fundamental technology among these researches. In this paper, we implement the WAP container utilizing the JAVA's multithreading and applying to the connection pooling technique to manage the available resource in the container efficiently. Also, we design and implement the WTP(Wireless Transaction Protocol) layer and the UDP(User Datagram Protocol) layer based on the priority Policy. Our design and implementation showed the shorter waiting time than that of the existing FCFS(First-Come, First-Served) system in the transaction layer and its efficiency was proved through simulation.

첨단산업과 패션산업의 경쟁전략적 유사성에 관한 연구 : 일본 Y사의 사례 연구

  • The study examines the similarities of competitive strategy between fashion industry and high-tech industry through a case study of a Japanese maker. From the study, some implications are drawn for the Korean fashion industry. It is hoped that this, will help towards establishing a suitable competitive strategy for firms in this industry. In the fashion industry, the product life cycle is so short as to prompt a new product obsolete too quickly, and the extent of product differentiation is remarkably extensive compared to any other industry. Generally speaking, firms in this industry focus more of their resources on product development and marketing rattler than on production and they attempt to maneuver the speed when they are required to enhance their competitive edge. This is enabled through being, as one might expect, information- and technology- intensive as are high-tech industries. In this sense, that of the competitive strategy of a firm in fashion industry to be similar to high-tech industry. The Japanese firm Y has transformed itself a leading firm in fashion uniform segment. The firm could achieve this status by integrating each function needed for creating customer*s value, that is, product development, production and marketing within one Quick Response System. For this purpose, Y introduced a bundle of high-tech communication systems such as SPD, SDS, ATOM, NICS and so on. In this sense it can be said that Y was aware of what sort of competitive strategy was required in the industry. Implications for Korean firms is that, first, the magnitude of understanding the industry specific factors in establishing competitive strategy in the fashion industry, are speed, flexibility and systematic integration supported by high technology which are characteristic of high-tech industries. Secondly, as can be seen in the fact that Y emphasized logistics in its technological transformation, the significance of logistics control is a key to manipulating speed and flexibility in the industry. To sum up, those who have insight into above findings will be likely to keep their competitiveness in the industry not only in the Korean market but also in global market in the near future.

Lagrangian observation and modelling of sea surface wind-induced drift(skin drift) (해양 표면취송류(skin drift)의 라그랑쥐 측류 및 모델링)

  • The drift and movement of oil slick in the sea are closely related to the flows at the sea surface (at 0m depth) because specific gravity of an oil is lighter than that of sea water. As an effort toward a development of realistic model for oil spill drift on the sea surface, a study on sea surface wind-induced drift (skin drift) at 4 coastal regions of Korea was carried out. In this study, skin drifts were inferred from difference between the flow at the sea surface and that in underwater (at 1.5m depth). The average speed of skin drift in our experiments was 2.9% of wind speeds and the average direction of skin drift to wind was deflected to the right by 18.6°. The results of this experiment were used in the modelling of the skin drift as a prompt response of time-variable wind. The modelled skin drift, which corresponds to observed wind, successfully reproduced the observed trajectories of sea surface flows.

A Review on the International Criminal Law of the Murder Case on Board - Focus on the Fishing Vessel "803 Gwang-Hyeon" - (선상 살인사건의 국제형사법적 고찰 - 803광현호 사건을 중심으로 -)

  • It is necessary to respond to criminal cases on board of pelagic fishing boats in the international waters with domestic legal judgement and international legal judgement due to a natural limitation by geographical long distance while it is possible to deal with domestic criminal cases with prompt response by using air crafts or patrol vessels. In other words, according to the flag of the vessel, the legal status of the water where is the crime scene, the nationalities of the victim and the perpetrator, it is required to judge if Korea can exert their jurisdiction and there is an issue if Korea Coast Guard exert their law enforcement effectively with this natural problem. In this paper, I propose a systemic improvement for a swift investigation for henceforth similar case's occurrence by analyzing the jurisdiction, the suspect's handling, the basic cause of the murder on-board which are based on the case of the vessel No.803 Gwang-Hyeon which was happened recently.

Probability-Based Target Search Method by Collaboration of Drones with Different Altitudes (고도를 달리하는 드론들의 협력에 의한 확률기반 목표물 탐색 방법)

  • For the drone that is active in a wide search area, the time to grasp the target in the field of applications such as searching for emergency patients, monitoring of natural disasters requiring prompt warning and response, that is, the speediness of target detection is very important. In the actual operation of drone, the time for target detection is highly related to collaboration between drones and search algorithm to efficiently search the navigation area. In this research, we will provide a search method with cooperation of drone based on target existence probability to solve the problem of quickness in drone target search. In particular, the proposed method increases the probability of finding a target and shorten the search time by transmitting high-altitude drone search results to a low-altitude drone after searching first and performing more precise search. We verify the performance of the proposed method through several simulations.

Development of Model Estimating Fertility Rate for Korea (출산율 예측 모형 개발)

  • This study aimed at developing a model for estimating fertility rates for Korea under some conditions. The model is expected to provide the basic information for establishing and evaluating the polices in prompt and adequate response to low fertility and population ageing. The model was established on the basis of experiences by some OECD countries in Europe, having experienced the fertility increase trend and being economically well-developed, because Korea has never experienced the steady increase in fertility rate since 1960. This study collected about 20 years' time series data for each of selected countries and applied to the regression model, which is called a 'panel analysis' to take into considerations both cross-sectional and longitudinal aspects of fertility change simultaneously. Simulation of the model for Korea and some panel countries showed a very small difference, less than 0.1, between the estimated rate and the observed rate for each year during 2006~2010. Thus, the model, as established in this study, is evaluated as accurate or well-fitted to a considerable extent.
