  • Recently, It is being reduction to market of the domestic construction industry for the instability of the domestic market structure. So it is necessary to plan response measures for to ensure the competitiveness of the construction market of overseas. The purpose of the study is suggest of improvement of the project delivery system for the efficiency of the construction of the unit modular housing of considering the reducing cost and technological competitiveness of the domestic construction industry.

  • Integrated project delivery (IPD) is suggested as an alternative to traditional delivery methods such as design-build (DB), design-bid-build (DBB), and construction management at risk (CMR). Many foreign research studies have approached IPD not only in the contractual aspect but also the work implementation method aspect. However, most research projects in Korea have focused on the contractual aspect of IPD for asserting that the characteristics are the critical matter. The Korean institutional and legal system does not permit the multi-party agreement; therefore, it is difficult to adopt IPD in Korea's construction industry. The researchers do not wait the system to be changed, but we do identify the possibility of adopting IPD in Korea in the perspective of work implementation method, except the contractual characteristics. Thus, the goal of this research is to identify one project that does not include IPD agreement but utilizes other IPD characteristics whose contractual results have similar performance to those that utilize all characteristics of IPD including agreement. This research is expected to enhance performance of the construction project in a Korean construction environment by embracing IPD characteristics as overcoming limits and bounds of the traditional delivery method.

IMPACTS OF DESIGN-BUILD DELIVERY SYSTEM ON THE CONSTRUCTION INDUSTRY IN TAIWAN

  • Although the design-build (DB) delivery system has been taking great strides in the world and relevant researches have also been quite abundant, few studies have dealt with its potential impacts on the construction industry as a whole. This research first identified the potential entry barrier factors, which may hinder the market access, based on the theory of industrial economics and characteristics of DB project. Then through a nation-wide questionnaire survey involving 103 construction contractors and engineering consultants, the influences of each factor on company's competitiveness and corporate strategies were scrutinized, and consequently, the evolution of the construction industry was examined. It is found that as opposed to the traditional design-bid-build delivery system, the DB delivery system elevates competitive advantages of large organizations in terms of the financial capability, working experience, human resource, and administrative strength, and among them, the financial strength was concluded to be the most significant force in differentiating corporate strategies and widening the gap of competitiveness between companies. It is inferred if the government extensively adopts DB delivery system, large organizations that already possess the competitive advantage tend to obtain both design and construction abilities, and dominate the DB market. Small and medium sized companies will find little room to maneuver and be forced to become specialty sub-contractors.

A Study on Improvement Measures for the Design Documents Delivery System in Public Road Construction Projects (공공 도로건설사업에서의 설계도서 납품체계 개선방안에 관한 연구)

  • PURPOSES : This study aims to survey and analyze the status of the design and completion documents output delivery system in public construction projects in order to assess the problems of the Ministry of Land, Infrastructure and Transport (MOLIT)'s electronic delivery system, with a focus on roads and rivers, and to offer improvement measures. METHODS : This study first surveys and analyzes laws and existing study trends with regard to the design and completion documents output delivery system in public construction projects. It further analyzes the status of the output delivery system in public construction projects, including roads, rivers, expressways, water resources, and railroads. In addition, a comparative analysis of the current electronic delivery system of MOLIT and Korea Expressway Corporation in the road field is conducted, and the problems and improvement measures for MOLIT's electronic output delivery system are presented. This study seeks to analyze problems and prepare improvement measures with regard to road and river public construction projects, as ordered by MOLIT's five regional offices. RESULTS : This study sought to prepare the electronic output delivery system with regard to public construction projects and present the analysis of its major problems and improvement measures in four categories: "the preparation of electronic design documents output delivery system improvement measures including inspection and delivery," "preparation of guidelines, systems, etc., concerning electronic design documents," "preparation of improvement measures for the construction project management system and electronic design document support tools", and "linking of MOLIT's electronic output delivery system with relevant agencies and the expansion thereof to local governments." CONCLUSIONS : This study analyzed the current status and problems of the MOLIT's electronic output delivery system in the field of road and river construction projects, and presented corresponding improvement measures. This study is expected to address the problems of the MOLIT's electronic output delivery system, and to provide the foundation for the preparation of an efficient electronic output delivery system for design and completion documents. In addition, this study is expected to boost the quality and utilization of the electronic design documents output, and to exchange, share, and link construction information among relevant agencies so as to prepare the foundation for sharing construction information.

Necessity Review of IPD(Integrated Project Delivery) for Free-Form Building in Domestic (비정형건축물의 IPD(Integrated Project Delivery) 도입 필요성 검토)

  • A lot of very complex free-form buildings such as Seoul City Office and DDP(Dongdaemun Design Plaza) have been recently built nowadays in domestic. However, as construction methods and cost data are decided without enough discussion and collaboration with specialized subcontractors during design stage, construction quality problems and cost overrun of the free-form buildings are thus occurred during construction stage. Therefore design system and process or contract and ordering system should be developed participating the specialized subcontractors during design stage in order to perfect the free-form design and construction. Especially US has thus an effort to apply IPD(Integrated Project Delivery) system which can solve the problems of construction quality, productivity decrease and cost overrun by constructing the buildings based on exact drawings and collaboration as well as activating BIM(Building Information Modeling). Therefore this study reviews cases of the free-form buildings in domestic and then presents necessity review of IPD in domestic.

  • Due to various project delivery methods and the complexity of construction projects in the construction industry, developing the framework of construction management for critical, highly complex projects in the construction industry has become problematic. Currently, a set of construction manuals play a pivotal role in planning and managing construction projects as subcontractors try to complete their scope of work according to the instructions of a general contractor. It is challenging for general contractors to write a construction management procedure manual to cover various types of project delivery methods and construction projects. In construction, the construction procedure manuals describe specific actions to be taken through the project. In reality a few contactors own such manuals and their construction schedules include more construction operation activities. Thus, it is hard to estimate the workload and productivity of construction managers because the manual and the schedule do not present the amount of management efforts required to complete a project. This paper proposes a framework to present construction management tasks according to project delivery methods which can be applied to various construction projects. Actions for management tasks were mapped and were integrated with construction activities throughout the project life cycle. The framework can then be used to give specific instructions to project participants, collect management actions, and replicate management actions throughout the project life cycle. The framework can also be can used to visualize complete construction project to analyze and manage construction management activities in each phase of a project in order to enhance productivity and efficiency. The studies of existing construction manuals were carried out to identify construction managers' responsibilities. An artificial intelligence program, CLIPS (C-Language Integrated Production System) was used to search for appropriate actions for impending tasks from a set of predefined actions to be performed for a given situation. The framework would significantly help construction managers to understand interrelations among management tasks or actions within a project. Furthermore, the framework can be embedded into Building Information Modeling (BIM) or Facility Management Systems (FMS) so that designers and constructors would execute constructability review before construction begins.
