The international oil price have being fluctuated due to the exhaustion of fossil energy problem became big social issue. Rural villages are relatively sensitive to the energy problem, reflecting the characteristics of rural sustainable and stable introduction of renewable energy sources that are available is essential. In addition, through the influx of young workers in rural areas to regain vitality, efforts to improve rural living environment has been under the rural newtown project. In this study, a survey aimed at rural dwellers through the AHP, interview to report of realization about renewable energy and review the current policies. The results of realization survey though AHP are as follows, (1) the advantage of the natural environment (2) the superiority of government supporting policy and being economic, (3) easy to use, (4) ecologically stable, and (5) policy stable, respectively. In addition, renewable energy sources among the inhabitants of rural areas by solar energy was the highest score. The impact of regional characteristics compared with other energy sources receive little, easy to apply and has already been considerable technological development is considered.

How to compare the environmental damage caused by vehicles with different foe]s and drive trains\ulcorner This paper describes a methodology to assess the environmental impact of vehicles, using different approaches, and evaluating their benefits and limitations. Rating systems are analysed as tools to compare the environmental impact of vehicles, allowing decision makers to dedicate their financial and non-financial policies and support measures in function of the ecological damage. The paper is based on the "Clean Vehicles" research project, commissioned by the Brussels Capital Region via the BIM-IBGE (Brussels Institute for the Conservation of the Environment) (Van Mierlo et at., 2001). The VriJe Universiteit Brussel (ETEC) and the universite Libre do Bruxelles (CEESE) have jointly carried out the workprogramme. The most important results of this project are illustrated in this paper. First an overview of environmental, economical and technical characteristics of the different alternative fuels and drive trains is given. Afterward the basic principles to identify the environmental impact of cars are described. An outline of the considered emissions and their environmental impact leads to the definition of the calculation method, named Ecoscore. A rather simple and pragmatic approach would be stating that all alternative fuelled vehicles (LPG, CNG, EV, HEV, etc.) can be considered as ′clean′. Another basic approach is considering as ′clean′ all vehicles satisfying a stringent omission regulation like EURO IV or EEV. Such approaches however don′t tell anything about the real environmental damage of the vehicles. In the paper we describe "how should the environmental impact of vehicles be defined\ulcorner", including parameters affecting the emissions of vehicles and their influence on human beings and on the environment and "how could it be defined \ulcorner", taking into account the availability of accurate and reliable data. We take into account different damages (acid rain, photochemical air pollution, global warming. noise, etc.) and their impacts on several receptors like human beings (e.g., cancer, respiratory diseases, etc), ecosystems, or buildings. The presented methodology is based on a kind of Life Cycle Assessment (LCA) in which the contribution of all emissions to a certain damage are considered (e.g. using Exposure-Response damage function). The emissions will include oil extraction, transportation refinery, electricity production, distribution, (Well-to-Wheel approach), as well as the emission due to the production, use and dismantling of the vehicle (Cradle-to-Grave approach). The different damages will be normalized to be able to make a comparison. Hence a reference value (determined by the reference vehicle chosen) will be defined as a target value (the normalized value will thus measure a kind of Distance to Target). The contribution of the different normalized damages to a single value "Ecoscore" will be based on a panel weighting method. Some examples of the calculation of the Ecoscore for different alternative fuels and drive trains will be calculated as an illustration of the methodology.

This study shows the first output of the three-year project (2021-2023) to develop a Smart Water City (SWC) Global Standard and Certification Scheme ley by K-water, International Water Resources Association (IWRA) and Asia Water Council (AWC). There are three major parts in the first year. In Part 1, it investigates the essential features of cities today and details the water challenges currently faced and likely to be confronted in the future. It also investigates the functions that water fulfills in the urban environment, and how ICTs can contribute to improving those functions by each Urban Water Cycle. A definition of a Smart Water City is proposed following a discussion on the meaning of "smart development". This part of the report also presents different city cases from countries around the world to illustrate the urban water challenges and the technological and non-technological solutions that cities have put in place, including national and/or local policies and strategies. In Part 2, it defines what global standards indicators and certification schemes are and identifies their characteristics. Especially, it analyses in detail eight relevant standards and certification schemes measuring sustainable development and/or water resources management in urban settings. Standards elaborated by international organizations are distinguished from those developed by the private sector, non-governmental organizations, and by academia. Finally, this study suggests the right direction to develop SWC global standard frameworks and certification schemes. And then, it shows the main tasks for the Stage 2 (second year) project. Basically, the framework for a future SWC standard (consisting three main pillars: Technical, Governance and Prospective pillars) will be fully defined in Stage 2.
This study analyzed a characteristic by types of urban regeneration helping the establishment of urban identity under social condition change. It will be foundation of sustainable urban development with strategy that secures world-wide competitive power. For this, sample cases that established identity from urban regeneration were reviewed about the main subject and the supporting subject in business side and hardware, software, system, and finance in design factors. 4samples each in inheritance intensification type and change creation type were selected and analyzed. The result said it is most effective to establish urban identity when inheritance intensification type is the private-centered for urban regeneration. And it is better to do the project that the main subject and the supporting subject are taken by the private or the private-leading partnership. It is necessary to manage the region and plan events with software design factors more than hardware design factors. In addition, for urban identity, it was found to be desirable to utilize and preserve fully current resources such as historical scenery and activate the communities than making new facilities. On the contrary, the project based on change creation type needs to be under the public management with innovative idea. Also, when it comes to design factors, facilities related to culture and art and community spaces should open and run actively. It is important for the region to improve its image by New design style such as TOD. In software side, it is important to manage the region by monitoring about urban regeneration business and solve social mix and employment problem. On the other hand, in terms of system and administration, both types don't show a difference in urban identity establishment, since it is same that both should make partnership and get a support of subsidy to be most effective.

In the fast growing digital environment, assuring continued authenticity is an essential and intransigent preservation consideration for digital data and records. Several key issues need to be addressed, including: What are electronic records and data?; Which intellectual and technical elements of data and records are essential for assuring authenticity in electronic format?; How should these be maintained and preserved over time?; How are authentic data and records used in various systems of practice?; and What are the best strategies of preserving authentic electronic records and data?. There have been many research projects to answer these questions to date. This paper discusses the characteristics of electronic records in light of preservation consideration and reports the activities and findings of some of the research projects in brief. This paper focuses on explaining the InterPARES (International Research on Permanent Authentic Records in Electronic Systems) Project, which is defining requirements for authenticity that can help develop strategies for long-term preservation in electronic records. To identify those requirements, more than thirty case studies have been conducted with government agencies, academic institutions, and various organizations in America, Canada, Europe, Asia and Australia and models developed for appraisal, preservation, and strategies in relation to the management of electronic records. The paper also suggests research questions and implications for preserving authentic electronic records as well as the encouragement for Korean research on digital preservation.

In order to develop practical indicator that can diagnose the regional conditions and characteristics of fishing villages, this study reviewed domestic and foreign researches and selected the diagnostic indicator of fishing villages by spatial unit. The major categories are divided into population and society, economic conditions, and living conditions. The middle categories consists of population, household, industry, tourism, settlement, environment, safety, health and welfare, education, and culture and leisure. The indicator were selected with reference to the existence of statistical data officially provided according to the spatial range(Si/Gun, eup/myeon, village). Based on the selected indicator, the test evaluation was conducted in Jindo-gun, Jeollanam-do by applying data that can be obtained from KOSIS and web GIS. It is judged that the diagnostic indicator developed through this research can be used in various ways from the planning stage to the implementation stage of the regional development project, such as grasping the current conditions, setting improvement targets, promotion and evaluation/monitoring of the project. In addition, it is expected that it will be possible to carry out regional diagnosis for each spatial unit and to plan and implement regional development projects by giving priority to areas where the level of each department is insufficient.

The knowledge-based 21st century requires lifelong education for the development of qualification of man's life and self-development. Schools are considered a place of lifelong education due to easy access to human resources as well as facilities. Furthermore, schools need a more multi-functional openness in order to lead lifelong education of the local society. Jeju schools are in the early stages of creating multi-functional facilities to meet to the needs of the knowledge-based 21st century. In order to bring change into the local school s, this needs to be solved. therefore, the purpose of this research is to complement the elements to needed to open schools, project, management, and operation of multi-functional facilities, so that schools can play a role In lifelong education. To achieve this purpose, this research examined programs and the area of lifelong education at schools through investigating documents on the definition of local society and lifelong education, and analyzed the relationship of schools and local society, and public access of schools' facilities. The results of this study are summarized as follows; 1) Comparing to traditional middle and high school facilities, it occurs various types of plane and the area is somewhat expanded in the school with same class size, however, it needs to improve facility standards in its reality to deal with the change of future educational environment actively. 2) Spatial composition of educational facilities should functionally designed considering that the characteristics of design process mood. In facilities arrangement of middle and high schools, it shows diverse forms of arrangement from existing uniform straight type, however, most of schools do not being against the simple in their external space. Therefore, it requires an expansion of space size and facilities for the change of school life outside class.

It is essential to understand the hydraulic characteristics in accordance with the changes in the river environment and operating hydraulic structures for increasing flood-control capacity. The objective of this study is to analysis the effect of dredging and operation of weirs on hydraulic characteristics in Nakdong River(Seongju~Imhaejin). HEC-RAS model has been used to examine the hydraulic characteristics with considering the flow transition through the unsteady flow analysis and the information about the specifications of multi-functional weirs. The relationship between Manning n and roughness height k, the effect of weir installation and operation on the flow and stage, and the bed change resulted from the river treatment project have been examined by steady and unsteady flow analysis. It is expected that the result from this study can be the basic data for the river treatment and management.

The IT services industry is considered as the leading industry of the ubiquitous age that raises a nation's overall productivity and efficiency. Therefore, it is receiving increasing attention as the industry that can bring about economic takeoff and successful overseas market entrance for the next generation. In order to achieve successful development, the industry should be competitive and armed with strategies that well demonstrate the characteristics of IT services. Therefore, it is important to explore the competitive factors of the industry for its qualitative development from the perspectives of IT services industry policies and as well as IT services companies. This study categorized IT services into three types-system integration, IT consulting, and IT outsourcing- and then examined the competitive factors of each service type and their relationships with financial and non-financial performances. In conclusion, the current competitiveness of domestic IT services industry is attributed to institutions environment rather than its competitive advantages in technology, quality, know-how, and highly qualified human resources. In order to facilitate the sound growth of the IT industry and seek reasonable market competition, the environment that puts its priority on the improvement of institutions environment and the ability to carry out a project needs to be established. In all, this study can be utilized as an important knowledge for the establishment of polices to foster IT services industry and of strategies that raise competitiveness to maximize the performances of companies.
This study was carried out to measure atmospheric environmental improvement effect and estimate its social benefit of thermal power plants through Environmental Impact Assessment (EIA) for quantitative analysis about operational performances of EIA. In this study, 'EIA outcome' is defined as whether or not the system is implemented, therefore, environmental standard to be followed by each project and consultation contents were compared. In total 60 cases of thermal power plant construction projects that have been consulted over the past 10 years since 2010, major air pollutants have been significantly reduced after the implementation of EIA. The $PM_{10}$ reduced annual 3,745 tons, $NO_2$ by 74,569 tons, and $SO_2$ by 37,647 tons, which were estimated at approximately 240 billion won~5 trillion 967 billion won per year for social benefit. This means the total cost of power plant operations will be cut to 7 trillion 192 billion won~178 trillion 994 billion won over a 30-year period. The reduced amount of air pollutants emitted by energy generation facilities across the country is worth 50%, and its economic value is larger than the annual Current Health Expenditure in Korea. This is meant by the fact that all projects are subject to uniform criteria under the existing relevant regulation, but that each project plans are optimized according to the characteristics of target areas and projects through the process of EIA.
