  • While performing the overseas projects in developing countries under EDCF loans with Korean civil design engineers as a project manager, I often used to find out and realize that lots of Korean engineers are not fully aware of what EDCF means and how EDCF funded projects are being implemented in developing countries. This implies that in the past, they have been concentrating on domestic projects only, not to mention have the rare opportunities to work in overseas projects. For these reasons, no wonder they neither pay a careful attention to the unfamiliar terms nor intend to try to realize them, even though such terms are fundamentals and important in overseas design works. With 'something will make it do'-like-attitude in our mind on site, nothing helps us at all. To help those who would like to understand and participate in overseas civil design works in developing countries under EDCF loans either as participants or as a future project manager, I introduce what EDCF means and how the procedure under these loans is being carried out, and they are briefly described herein this paper.

  • The purposes of this paper are to construct the author tools that have influence on system package in EXSYS professional, to design the objects and the roles of development members on the phases of development life cycle, to study on the increase of efficiency in the main phases that have much influence on the efficiency of authoring tool development. The major factors which affect authoring tool are as follow : the size of the product, the individual capability of project personnel, the project period, the complexity of the product, the required level of reliability and the level of technologies utilized.

Policy Suggestions for Fostering Teacher ICT Competencies in Developing Countries: An ODA Project Case in Peru

  • Many developing countries consider ICT as a key enabler to improve their educational systems and teachers are viewed as change agents. This paper aims to present policy suggestions concerning how to foster teachers' ICT competencies in developing countries based on the outcomes of an ODA project case in Peru. This study was conducted through three stages: Literature survey, site visit, and policy suggestions. To draw relevant policy suggestions, we employed the framework of the 'macro-meso-micro' level of teacher professional development. The following policy suggestions are discussed: (a) macro level: to develop the national framework of teacher ICT competencies and competency-based teacher training, (b) meso-level: to promote teacher communities of practices and school-based research programs, and (c) micro-level: to redesign teacher professional development programs to help teachers better understand the complex relationships between content, pedagogy, and technology, beyond learning about basic ICT literacy skills. This study contributes to the understanding of how ODA projects can approach the issue of teacher ICT capacity building at multiple levels.

Suggestion of Challenges and Improvement Direction for the Degree-Linked High-Skilled Professional Course in Accordance with the Full Expansion of the Work-Study Combination PBL (일학습병행 PBL 확대에 따른 학위연계형 고숙련마이스터 과정의 과제와 개선방향 제안)

  • After the work-study combination PBL method was first introduced into the P-Tech type in 2018, it was introduced into the degree-linked high-skilled professional course in operation as a pilot project in 2020, and ever since each department has reorganized the standard completion system to meet the PBL operation regulations and developed and operated PBL-based learning and training courses accordingly. With the expansion of the work-study combination PBL in 2021, the operating regulations were revised more elaborately. This paper examined the characteristics of the work-study combination PBL, the PBL operation regulations for each degree-linked high-skilled professional course, and the most recently implemented PBL operation regulations in detail through literature research. Based on this research, it introduced the development process and the result of the PBL-based standard completion system by the IT Convergence SW Engineering Department of KOREATECH and the result of the survey conducted to verify the suitability of the standard completion system after an operation and presented the challenges and improvements required for the degree-linked high-skilled professional course in relation to the changing operation regulations for the work-study combination PBL. This study is expected to provide universities with a reference to the development of training courses to smoothly apply the work-study combination PBL. It is also expected to contribute to the establishment and steady expansion of a unique PBL system that reflects the characteristics of work-study combination by presenting discourses on how the work-study combination PBL should develop, including high-skilled professional courses.

Analysis of the Changes in the Perceived Important Capabilities of Construction Project Managers after the Global Financial Crisis

  • After the 2008 global financial crisis, the construction environment in South Korea continued change in the construction environment. Construction orders in 2011 have shown a downward trend compared with the previous year. Along with these changes in the construction market, the professional capabilities of construction project managers that are perceived as important also changed after the global financial crisis. Accordingly, this study was conducted to identify the major business capabilities of the current construction project managers and to determine which of these capabilities have undergone changes in terms of the importance accorded to them after the global financial crisis, and ultimately, to derive the construction project manager capability areas that need to be strengthened according to the changes in the construction environment. The capabilities of construction project managers were surveyed at two different time points: in 2007 and in 2010. The results show that the year 2010, after the global financial crisis, an increase in the perceived important capabilities of construction project managers compared with 2007. This results the impact of the changes in the construction environment on the importance of construction project managers. This study derived the ramifications of the early identification of systems and prospects according to the changes in the construction circumstances on more efficient onsite and human resources management, by considering the appropriate capabilities of the construction project managers.

  • "The engineering education program for environmental intention and value creation" has been executed from 2008 to 2010 in Suzuka National College of Technology, which program was promoted as "Good Practice for Education" by Ministry of Education, Culture, Sports, Science and Technology Japan. "Eco-car project" is one of these practical ecology/environment education programs. The project's members have been learning and researching the environmental managements by the process of design, manufacturing, and assembly of solar car, highly effective fuel consumption car (Eco-run car), electric vehicle and fuel-cell car. Also this project was supported by some professional experts of the local industries and community. The students learned the actual industrial technique, the engineering management and the structure of local industries by this project. In this paper, the environmental intention engineering design education with local industry collaboration is introduced.

  • The purpose of this study is to find important factors for establishment of masterplanner operating model in residents' participation regeneration project suitable for small provincial city compared with Seoul city's which were already operated these days. The study showed the following results: 1) Conditions required for masterplanners are professional, regionality, sustainability, balance, independence. 2) Regionality and professionality can be guaranteed by expert-recommendation and perform manual suitable for character of project and regional conditions. 3) Conditions required for masterplanners are applied flexibly depending on the size and duration of project.
