Softwares in railway system are being used in the area of railway control system, directly associated to safety. Because the instinct characteristic of Software is uncertainty, Software development without safety insurance is very hazardous situation. In order to derive safety certification process in the railway system, certification and approval processes in the nuclear, aviation, and military area are studied. Software quality should be improved by two aspects : one is product aspect, another is process aspect. GS(Good Software) and ES(Excellent Software) certification can be exemplified in a product aspect approach. In those process certification, CMMI (Capability Maturity Model Integration) or SPICE (Software Process Improvement and Capability dEtermination : ISO/IEC15504) is being used as models for assessing process maturity of organization. Following the studies, safety management procedure in the railway system is suggested.

Product Liability(P.L) is designed for system which charge with a compensation for demages that has nothing to do with whether manufacturer make a mistake or not in that case suffer heavy losses anyone of body or property by defect of product. Now and then, most people interest of safety of product and main countries already carry out Product Liability. This paper analyzes newly studied cases by defects, products, countries in Korea and some developed countries (USA and Japan mainly) in order to prepare for Product Liability, which will be enforced on July 1, 2002 in Korea. Before P.L. began to enforce, many cases have happened and resulted in sues. Therfore, each country have revised the current P.L. after many trials and errors. From this respect, the cases of other countries and Korea will be compared and analyzed.

The primary goal of this study is to develop proper indicators for evaluating and selecting an organization that contributes product safety in his industry. The indicators of product safety include input, process, and output in the sequences of product safety activities and systems. The indicators are proposed by the side of measurable and unmeasurable index. In detail, the indicators are consist of 3 parts - product safe management, efforts for product safety and the performance of product safety. The indicators are itemized by size of enterprise (large, medium and small size) due to the difference of their system and management capability of product safety. To get the indicators reasonably, the opinions of experts and VOC of the industrial field are considered. And the indicators are also divided by job position and level(an executive vs. worker). The items of indicators are 20 and the score is 200, that are the same whichever the case may be. The indicators are useful tools for selecting a person who serves the development of product safety in his industry.

This study is to investigate and compare domestic hazardous toys with harmful substances with foreign toys so that we can find out management criteria for in cognitive infants. Actually, commercially used toys have been collected and tested to find out more effective management standard. it is tried to produce evaluation criteria of environmentally harmful substance but variety of product is needed for overcoming actual barrier due to lot of difficulty huge cost, time, objectiveness. Therefore, This study does not cover all the above. Establishment of evaluation criteria for product harmfulness made by Government or Local government should be continued to improve. Foreign reference material for toy product in Europe, USA, Japan have been investigated and domestic product have been collected and tested for containing heavy metals, formaldehyde, phthalate in the study. All the test have been made in accordance with KSM ISO 2124 to measure heavy metal transfer into body. Toy product used for the study have been purchased in the real market and some of them contains harmful elements with over standard. Post management system such as RAPEX to control periodically should be established for plastic toy with low quality product.

Human, physical damage is happened frequently to consumer's safety accident by product defect on modern industrial society. Accordingly, advanced nation including the United States of America enforce product liability law and is protecting consumer more actively from danger of product defect. Our country(Korea) may enforce product liability law since July, 2002, and if business does not grope effective confrontation way about PL, capital strength weak smaller enterprise and venture business corporation's competitive power may affect much corporation's competitive power enfeeblement and survival. This research supplement based on induction and operating QMS in smaller enterprise essential factor that corporations must equip according to product liability law enforcement. And we present integration quality management system model of Product liability to do so that smaller enterprises may can cope effectively at force of Product liability law.

This study analyzed that the standard of school supplies affects the satisfaction of certification. Safety requirements of school supplies in the Republic of Korea is enforced by court duty certification. Therefore, a test was conducted to compare the safety requirements of the United States and Europe and the survey was conducted to know how much manufacturers and importers are satisfied with the certification. To prepare management measures for harmful substances contained in children's product, XRF(X-ray Fluorescence Spectrometry) is utilized to analyze lead(Pb) and cadmium(Cd) in PA(paint), SP(sheet) and PVC(Poly Vinyl Chloride). The results of comparative analysis of ICP(inductively coupled plasma) is analyzed statistically with measured values.

This study analyzed that the infant carrier standard affects the satisfaction of certification. Baby Carrier Safety requirements in the Republic of Korea is enforceable by court duty certification. Therefore, a test was conducted to compare with the safety requirements of the United States and Europe and the survey was conducted to know how much manufacturers and importers are satisfied with the certification. According to the test result, there is a difference between domestic and foreign safety requirements about flame retardancy. As a result of the survey, The satisfaction of the certification is proportionate to the one of product standard.
