본 연구의 목적은 전자구매시스템의 도입을 통해 구매성과기대에 미치는 영향을 파악하고자 하는 것이다. 선행연구의 고찰을 통해 다음의 가설이 설정되었다. H1 : 근무호텔의 특성(호텔등급, 객실 수, 경영형태, 직원 수)에 따라 전자구매시스템도입에 대한 필요성지각에는 차이가 있을 것이다; H2 : 전자구매 시스템 도입에 대한 필요성 지각은 식자재, 음자재, 객실소모성 및 청소용품, 시설 관련 일반자재 구매에 대한 성과 기대에 유의한 영향을 미칠 것이다; H2-1, H2-1, H2-3, H2-4 : 전자구매 시스템 도입에 대한 필요성 지각이 식자재, 음자재, 객실소모성 및 청소용품, 시설 관련 일반자재 구매성과기대에 미치는 영향에 있어서 직급과 직무는 조절변수역할을 할 것이다. 결과적으로 전자구매시스템도입에 대한 필요성 지각은 구매기대성과에 비례하는 것으로 나타났으며, 직급과 직무의 조절변수역할에 대한 검증은 부분채택 되었다.

Because XML is a W3C standard and has characteristics like platform-independent, it has a critical role in e-commerce. Business rules and procedures should be standardized for efficient B2B integration. But a lot of companies has its own XML documents instead of standard documents. Therefore many organizations try to make standards for e-commerce based on framework. In this paper, n messaging system is designed and implemented. Client request service in a XML and server return response in XML in this system. So we can more easily and efficiently build e-Procurement system based on this XML messaging system.

Recently, the world government procurement market has been greatly opened thanks to the WTO Government Procurement Agreement and FTA etc..In spite of that, many companies trying to export their products into overseas procurement market have been still facing many kinds of invisible barriers and practices for restricting the market access. With the survey results, this study aims to suggest strategic and political implications for the exporting companies in the procurement area for preparing the marketing strategy and introducing the export assistance regime and developing the negotiation position in the concerned FTA. This study has showed some kinds of important implications for the export promotion in the area. Firstly, the companies have to try to increase their products competitiveness, to strength efforts for bids information gathering, to use special program for the foreign companies in some countries. Secondly, the Korean Government also has to try to establish a realistic system for gathering many information about the foreign government procurement market, to assist the companies's export marketing, to introduce the global standards for adapting international technical specifications, and to conclude the FTA agreement with the concerned developing countries in the procurement area etc..

The G2B system is one of the important information systems in the e-government implementation. It is difficult to measure the cost reduction effect of the system introduction because there are many participants in the complex procurement processes. Previous approaches of the performance evaluation of such processes have been based on conducting some surveys and interviews with statistical methods. Therefore there have been some limitations in the verification of feasibility. Therefore this study tries to suggest a case of performance evaluation about the cost reduction in using of the G2B system by analyzing operational DB data from the G2B system. This study analyzed the procurement processes of G2B system according to 'goods' and 'facilities/services' and classified the procurement processes into 12 sub-processes. By developing an evaluation model for the cost reduction of e-procurement, we derived the whole cost reduction effect was 8,000 billon Won for the use of Korea KONEPS G2B system in 2008. Specially the cost reduction in the private sector was 6,600 billion Won. It was mainly due to the decrease of the offline visits to the related organizations to participate a bidding process. Moreover, the cost reduction of using shopping mall was 1,000 billion Won among the total 1,400 billion Won in the whole public sector. The main contribution of this paper is to show the more objective evaluation result of the use of e-procurement, which verifies the necessity of G2B system.

Since the inauguration of WTO system has made borderless competition across the countries, many government should try to find out the harmonious policy paradigm for the check and balance between the globalization and localization. The government procurement market has been considered as one of this kinds of difficult tasks for the local small and medium companies. Many governments should lift the paradigm of the government procurement market toward the conditionally open competitive market. The paper is aimed to find out the sustainable governance of the government procurement policies to protect the local companies. Based on the many international cases, including the Chille-Korea FTA, the paper concludes the sustainable governance of the policies should be focused on the equitability and transparency.

At this research, author discusses about ROK Army military supplies distribution system and suggests a direction of development as follows in order to achieve maximum efficiency. First, Develope a scientific technique to estimate quantity of repair part for futher demanding at the budgetting and procurement planning stage. Second, Introduce an Logistic Revolving Fund in other to reduce the procurement lead time & assure flexible procurement all year round. Third, Reestabilish supply step stages and reduce stock level which is authorized stock amount in logistic support unit. Fourth, Estabilish civilian - military integrated military supplies distribution system to improve the efficiency of logistics.

The aim of this paper is to investigate how the public procurement policy exerts an effect upon the technology innovation of the firm and to make alternative proposals how to reinforce the effect. Although the pubic procurement process based on its monopsonic idiosyncrasy implies the means to lead the firms' supply function, the present system has contributed a little to accelerate the technology innovation. In fact, the system is lacking of the evaluation capability referring to the technological computer among the bidding films. So as to reinforce the function of technology innovation of the public procurement policy, it is necessary to improve the procurement institutions, in particular bidding and contract system. Finally, the paper propose, on the on hand, to enlarge the application range of the total bidding system in order to apply more strictly the technology evaluation standards on bidding, and on the other hand, to multiply the competitive proposal and the incentive contract type.

나라장터 또는 KONEPS (Korean ON-line E-Procurement System)라 불리는 국가종합전자조달시스템은 2002년 개시이래, 대한민국 공공조달의 핵심적인 시스템으로 자리잡아왔다. 본 논문에서는 이러한 국가종합조달시스템의 개시 이후 관련법령의 개정내용과 사용 중 발생되는 사용자 입장에서의 불편과 비효율적인 부분에 대한 실무적 개선방향에 초점을 맞추고 있다. 주요 국가별 정부조달에 대한 사례와 우리나라 국가종합전자조달시스템의 세부 프로세스 및 기능 등을 분석하고, 국가종합전자조달시스템의 개시이후 개정된 조달법령을 확인하였다. 국가종합전자조달시스템 사용자가 조달물품 구매를 위해 종합쇼핑몰에서 온라인 구매를 할 경우, 동일 제품을 일반 온라인 쇼핑몰 구매 시와 비교해 옵션 선택의 불편함과 구매 이후의 사용자 피드백에 대한 부분, 구매절차 일원화에 대해 초점을 두어 분석하였다. 본 연구는 국가종합전자조달시스템에서 구매 및 사용에 이르는 과정에서 발생하는 불편한 점과 비효율적인 부분에 대한 실무적인 개선방안을 제시하고 있다. 향후 본 연구에서 사용된 사례에 대한 연구모형과 조달법령기반 기능에 관한 설문을 토대로 실증 연구 및 공사계약에 관한 연구가 필요하다.

Purpose This paper aims to improve management performance by effectively responding to production needs and reducing inventory through synchronizing production planning and procurement in the aviation industry. In this study, the differences in production planning and execution were first analyzed in terms of demand, supply, inventory, and process using the big data collected from a domestic aircraft manufacturers. This paper analyzed the problems in procurement and inventory management using legacy big data from ERP system in the company. Based on the analysis, we performed a simulation to derive an efficient procurement and inventory management plan. Through analysis and simulation of operational data, we were able to discover procurement and inventory policies to effectively respond to production needs. Design/methodology/approach This is an empirical study to analyze the cause of decrease in inventory turnover and increase in inventory cost due to dis-synchronize between production requirements and procurement. The actual operation data, a total of 21,306,611 transaction data which are 18 months data from January 2019 to June 2020, were extracted from the ERP system. All them are such as basic information on materials, material consumption and movement history, inventory/receipt/shipment status, and production orders. To perform data analysis, it went through three steps. At first, we identified the current states and problems of production process to grasp the situation of what happened, and secondly, analyzed the data to identify expected problems through cross-link analysis between transactions, and finally, defined what to do. Many analysis techniques such as correlation analysis, moving average analysis, and linear regression analysis were applied to predict the status of inventory. A simulation was performed to analyze the appropriate inventory level according to the control of fluctuations in the production planing. In the simulation, we tested four alternatives how to coordinate the synchronization between the procurement plan and the production plan. All the alternatives give us more plausible results than actual operation in the past. Findings Based on the big data extracted from the ERP system, the relationship between the level of delivery and the distribution of fluctuations was analyzed in terms of demand, supply, inventory, and process. As a result of analyzing the inventory turnover rate, the root cause of the inventory increase were identified. In addition, based on the data on delivery and receipt performance, it was possible to accurately analyze how much gap occurs between supply and demand, and to figure out how much this affects the inventory level. Moreover, we were able to obtain the more predictable and insightful results through simulation that organizational performance such as inventory cost and lead time can be improved by synchronizing the production planning and purchase procurement with supply and demand information. The results of big data analysis and simulation gave us more insights in production planning, procurement, and inventory management for smart manufacturing and performance improvement.
