The Process Reference Model for the Data Quality Management Process Assessment (데이터 품질관리 프로세스 평가를 위한 프로세스 참조모델)

  • There are two ways to assess data quality : measurement of data itself and assessment of data quality management process. Recently maturity assessment of data quality management process is used to ensure and certify the data quality level of an organization. Following this trend, the paper presents the process reference model which is needed to assess data quality management process maturity. First, the overview of assessment model for data quality management process maturity is presented. Second, the process reference model that can be used to assess process maturity is proposed. The structure of process reference model and its detail processes are developed based on the process derivation approach, basic principles of data quality management and the basic concept of process reference model in SPICE. Furthermore, characteristics of the proposed model are described compared with ISO 8000-150 processes.

  • This study purports to develop a quality assessment tool for the process of health promotion programs at public health centers(PHC). The draft of the assessment tool developed by the literature was distributed to 242 staffs who were in charge of the health promotion programs at PHCs for evaluating the feasibility of the tool on September and October 2002. The major results of the study were as follows; The quality assessment tool developed in the study consisted of four domains: strategic planning, program management, monitoring and evaluation, and resources and information. The strategic planning dealt with the function of the planning staff and committees, community data analysis, the feasibility of the program, and the approach methods for attaining the goal of the program. The program management included the items on the qualification and power of the program staff. The monitoring and evaluation included the items on the reporting and communication among program units, and feed back after monitoring. Finally, the resources and information dealt with community networking, clients' response, and consulting activity of the staff. The validity of the tools was tested and partly supported by both formative and criterion-related methods. The assessment tools developed in this study could be used by health promotion workers in the self-evaluation of the program quality. In conclusion, the quality assessment tool developed in the study will be a good safeguard for assuring the quality of the process of health promotion programs.

Using Fuzzy Neural Network to Assess Network Video Quality

  • At present people have higher and higher requirements for network video quality, but video quality will be impaired by various factors, so video quality assessment has become more and more important. This paper focuses on the video quality assessment method using different fuzzy neural networks. Firstly, the main factors that impair the video quality are introduced, such as unit time jamming times, average pause time, blur degree and block effect. Secondly, two fuzzy neural network models are used to build the objective assessment method. By adjusting the network structure to optimize the assessment model, the objective assessment value of video quality is obtained. Meanwhile the advantages and disadvantages of the two models are analysed. Lastly, the proposed method is compared with many recent related assessment methods. This paper will give the experimental results and the detail of assessment process.

Accurate Camera Self-Calibration based on Image Quality Assessment

  • This paper presents a method for accurate camera self-calibration based on SIFT Feature Detection and image quality assessment. We performed image quality assessment to select high quality images for the camera self-calibration process. We defined high quality images as those that contain little or no blur, and have maximum contrast among images captured within a short period. The image quality assessment includes blur detection and contrast assessment. Blur detection is based on the statistical analysis of energy and standard deviation of high frequency components of the images using Discrete Cosine Transform. Contrast assessment is based on contrast measurement and selection of the high contrast images among some images captured in a short period. Experimental results show little or no distortion in the perspective view of the images. Thus, the suggested method achieves camera self-calibration accuracy of approximately 93%.

  • Recently, as organizational systems have become larger and more complicated, the evaluation for their efficiency and effectiveness has become more difficult but important. It is essential to understand the current strength and weakness of the organizational process. It can be a starting point for improving the efficiency and effectiveness of the organizational systems, because the quality of system outputs depend greatly on the capability of system process. Particularly in such process-based industries as semiconductor, energy or software industries, an assessment of process capability is more highlighted to gain knowledge of the expected quality and reliability of system outputs. As a result, much attention has been given to the issues of process capability assessment in the process-based industries. However, most of the previous research in those industries is based on case studies, a more generalized method for process capability assessment is in need for help more companies improve their processes. Therefore, this study aims to propose a process capability assessment method and apply the proposed method to an energy company. This research argues that the process capability is composed of individual and organizational capabilities of the process. Then, the concept of Capability Maturity Model Integration, which was initially suggested to evaluate the software development process, was introduced to develop the assessment tools and process. Finally, the proposed method was applied to a Korean company in the energy industry sector to verify its utility. The research outputs are expected to help more firms assess their process capability and ultimately improve the process.

  • The ultimate goal of health promotion programs is to improve the quality of life through promoting community health. Since the performance of health promotion programs are greatly affected by the quality of the planning and implementation process of the programs, the proper quality assessment of the program process is very important. According to existing literature, the tool for assessing the quality of the process and implementation as well as the outcome. However, no assessment tool for the quality of the process of health promotion programs has been developed in Korea. The purpose of the study is to develop a quality assessment tool for the process of health promotion programs being conducted at public health centers in Korea. The quality assessment tool developed in the study consists of the following four domains: strategic planning (14 items), program management (11 items), monitoring and evaluation (13 items), and resources and information (15 items). The strategic planning deals with the function of the planning staff and committees, community data analysis, the feasibility of the program, and the approach methods for attaining the goal of the program. The program management includes items on the qualification and power of the program staff. Monitoring and evaluation deals with the planning and education for monitoring, reporting and communication among program units, and feedback after monitoring. Finally, the resource and information covers the planning and activities for obtaining resources and information, community networking, beneficiaries' response, and consulting activity of the staff.

  • The success of a building design team is achieved as a result of a combination of multiple events/factors and interactions, and has a great impact on the quality of the building construction process. While most of previous studies have focused on quality of the construction process, the success of a design team has not been completely investigated. This paper presents the critical factors that impact the success of a building design team and describes an assessment tool to measure the successful performance of the design team with respect to the critical factors. The development of the assessment tool employs the concept of quality function deployment (QFD), a technique to measure the service quality of an organization.

Development of an Nursing Assessment Tool for Emergency Patients (응급환자 간호사정 도구개발)

  • Nurses use a nursing process. that is a scientific approach method. in order to understand the clients' condition and to solve their problems. Professional nurses have accepted the nursing process as a standard framework for nursing activities, and the first step of the nursing process is nursing assessment. The purpose of this study was to develop a nursing assessment tool for emergency patients. Assessment is a first step in the nursing process, and scientific assessment helps to better understand the patients. Thus the development of an assessment tool for emergency patients will improve of nursing quality and advance to efficacy of emergency room(ER) management. The study involved the development of a conceptual framework, preliminary tool, content validity verification process. and reliability verification process. The conceptual framework was developed through a review of the literature. and preliminary tool was developed from the conceptual framework that based on care flow sheet' developed James A. Haley. The preliminary tool was evaluated for validity and reliability by seven experts, one ER nurse manager, two ER head nurses, two emergency medicine doctors. and two ER charge nurses and by ten nurses with one to five year careers in ER nursing. The results of this study was as follows 1. The conceptual framework which was developed was composed of three parts. They were triage criteria, first assessment and secondary assessment. 2. The preliminary tool which was developed had 31 items based on the conceptual framework. 3. To test expert validity a 4-point scale was used. items which had gained 3-4 points from six persons of the seven experts were selected. All 31 items from the preliminary tool were selected. 4. The reliability test was done by ten nurses educated in the use of the assessment tool. Two pairs of nurses simultaneously assessed the same patients. A total agreement percentile was calculated and result was 87.3% agreement. 5. After the validity and reliability testing. the final emergency patient nursing assessment tool was finalized with 31 items. and a check-list for the responses. This study concludes that the tool which was developed is both valid and reliable will advance quality care for emergency patients. This emergency nursing assessment tool was also found to be an adequate tool for assessment of emergency patients.

Assessment Process and Methods of Launcher Vehicle Exterior Designs (발사대 차량의 외형 디자인 평가방법 연구)

  • This paper describes the design guide and its assessment process to be applied to the launcher vehicle exterior design. A launcher vehicle design is required to meet three kinds of design attributes; symbolic quality, usability, and aesthetic quality. The launcher vehicles referred to in this paper are assessed by the elements in the guidelines. A set of assessment process and methods is derived to evaluate how well the three design attributes are applied in the actual launch vehicle design. An example of assessment is shown at the last part of this paper. By this way designers can take various criteria into account integratively and select the final design. High design satisfaction and pride of the operators and the nation can be assured in the end.

  • Environmental Impact Assessment(EIA) is defined as an activity designed to identify and predict the impact on the environment. In the process of an EIA, the quantitative evaluation is generally performed for the air and water quality which have the national environmental quality standards. But the predicted values for the air and water quality are simply compared to the environmental standards. At present, the EIA process of Korea has no consideration for the possible human health risk resulting from the development projects. Environmental Health Impact Assessment(EHIA) is an applied methodology of EIA to estimate the acceptable health risk caused by a specified level of environmental pollutants. Estimating the excessive lifetime risk that is a possibility of dying of a certain disease by environmental contaminants, is useful as an evaluation technique of EHIA. It is recommanded the decision-makers to make efficient use of EHIA not only the development projects but also legislative proposals, policies and programmes in future.
