RELATIONAL CONTRACTING: THE WAY FORWARD OR JUST A BRAND NAME?

  • Accounts of the development of a successful construction project often stress the importance of team relationship, project environment and senior management commitment. Numbers of studies carried out in the past decades indicate there needs to be a change of culture and attitude in the construction industry. In order for a turn around in the industry, relational contracting approaches have become more popular in recent years. However, not all relational contracting projects were successful. This paper details the fundamental principles of relational contracting. It further reports findings of a research currently taking place in Australia, how effective is relational contracting in practice. The problem addressed in this research is the implementation of relational contracting: • Throughout a range of projects • With a focus on client body staff The context within which the research was undertaken is: • Empowerment, regional development and promotion of a sustainable industry • The participating organisations have experience of partnering and alliancing • Success has been proven on large projects but performance is variable • Need has been identified to examine skill sets needed for successful partnering/alliancing The practical rationale behind this research is that: • Partnering and alliancing require a change of mind set - a culture change • The Client side must change along with contracting side • A fit is required between organisation structure and organisation culture Research Rationale: The rationale behind this project has been to conduct research within participating organisations, analyse, rationalise and generalise results and then move on to produce generic deliverables and "participating organisation specific" deliverables. This paper sets out the work so far, the links between the various elements and a plan for turning the research output into industry deliverables.

Development Study of Capstone Design Matching Platform based on Industry-Academic Cooperation (산학협력 캡스톤디자인 매칭 플랫폼 개발 연구)

  • The purpose of universities is diversifying, such as education and research for the transfer of knowledge and technology, and training talented people with the competencies required in industrial sites. Therefore, universities are attempting various forms of industry-academic cooperation to maintain organic relations with companies and to conduct research activities, technology sharing, technology development, technology transfer, and human resources training. In particular, in the field of engineering education, various industry-academic cooperation programs such as field training, interns, and start-up support are actively developed and operated. Accordingly, the Engineering Education Innovation Research Information Center developed an online industry-academic cooperation capstone design matching platform for engineering education to enable collaboration between universities and companies nationwide. The industry-academic cooperation matching platform was developed under the theme of capstone design. Capstone design is a project-oriented and problem-based learning method that combines the knowledge and experiences acquired by the undergraduate department and designs and produces them. The subject of the Capstone design project was to solve corporate difficulties and allow companies and universities to collaborate. This study developed an online industry-academic cooperation capstone design matching platform according to analysis, design, development, evaluation, and execution procedures. This study is meaningful in that it has developed a channel through which students and companies, who are the subjects of industry-academic cooperation, can carry out projects and communicate organically through an online matching platform.

Prediction of spatio-temporal AQI data

  • With the rapid growth of the economy and fossil fuel consumption, the concentration of air pollutants has increased significantly and the air pollution problem is no longer limited to small areas. We conduct statistical analysis with the actual data related to air quality that covers the entire of South Korea using R and Python. Some factors such as SO2, CO, O3, NO2, PM10, precipitation, wind speed, wind direction, vapor pressure, local pressure, sea level pressure, temperature, humidity, and others are used as covariates. The main goal of this paper is to predict air quality index (AQI) spatio-temporal data. The observations of spatio-temporal big datasets like AQI data are correlated both spatially and temporally, and computation of the prediction or forecasting with dependence structure is often infeasible. As such, the likelihood function based on the spatio-temporal model may be complicated and some special modelings are useful for statistically reliable predictions. In this paper, we propose several methods for this big spatio-temporal AQI data. First, random effects with spatio-temporal basis functions model, a classical statistical analysis, is proposed. Next, neural networks model, a deep learning method based on artificial neural networks, is applied. Finally, random forest model, a machine learning method that is closer to computational science, will be introduced. Then we compare the forecasting performance of each other in terms of predictive diagnostics. As a result of the analysis, all three methods predicted the normal level of PM2.5 well, but the performance seems to be poor at the extreme value.

The Effects of ICT Enhanced Home-visit Nursing in Long-Term Care Insurance on Health-related Quality of Life among Community-Dwelling Older Adults (ICT 활용 방문간호서비스가 재가노인의 건강관련 삶의 질에 미치는 효과)

  • Purpose: This secondary data analysis study evaluated the effects of ICT enhanced home-visit nursing in long-term care insurance on health-related quality of life among community-dwelling older adults. Methods: This study included data of 131 older adults who had experienced a pilot service for ICT enhanced home-visit nursing. ICT enhanced home-visit nursing refers to a method of sharing health records and teleconference between a visiting nurse and a doctor during the home-visit nursing services to community-dwelling older adults. Health-related quality of life and influencing factors were analyzed by t-tests, logistic regression analysis using the Stata 17/SE program. Results: After a pilot service for ICT enhanced home-visit nursing, their health-related quality of life increased. The teleconferencing method had a significant effect on the increase in health-related quality of life. Conclusion: The findings indicate a pilot service for ICT enhanced home-visit nursing can be applied to the domestic community-based healthcare service model in terms of health management. In the future, the advanced service model of a pilot service for ICT enhanced home-visit nursing in which subjects conduct detailed for each health problem, and a well-designed evaluation system should be developed.

Efficient Access Management Scheme for Machine Type Communications in LTE-A Networks (LTE-A 네트워크 환경에서 MTC를 위한 효율적인 접근관리 기법)

  • Recently, MTC (Machine Type Communication) is known as an important part to support IoT (Internet of Things) applications. MTC provides network connectivities between MTC devices without human intervention. In MTC, a large number of devices try to access over communication resource with a short period of time. Due to the limited communication resource, resource contention becomes severe and it brings about access failures of devices. To solve the problem, it needs to regulate device accesses. In this paper, we present an efficient access management scheme. We measure the number of devices which try to access in a certain time period and predict the change of the number of devices in the next time period. Using the predicted change, we control the number of devices which try to access. To verify our scheme, we conduct experiments in terms of success probability, failure probability, collision probability and access delay.

Suggestion on Modified Models of Service Blueprint for Product-Service System (제품-서비스 시스템을 위한 서비스블루프린트 수정모형의 제안)

  • Service blueprint is used to show the interaction between each service element at a glance and to understand the flow of the whole service centering on the customer at the stage of proposing a new service system. It was proposed in the 1980s before online business was developed. However, current services are changing in a way that provides various forms and channels, and the service blueprint seems to be not enough. To reflect this problem consciousness, we selected PSS among diversified service business models and propose a service blueprint type optimized for each business. After collecting 137 PSS cases to be used in the research, we made a business matrix and classified the cases and selected two representative cases to conduct two experiments. As a result, six types of service blueprint corresponding to the matrix could be derived: online service type, online remote support type, self rental type, online order type, traditional type, and offline support type. The validity of the proposed types of service blueprint was verified to confirm the suitability of those types.

CORPORATE GOVERNANCE PRACTICE OF TAIWAN LISTED CONSTRUCTION COMPANIES AND ITS CORRELATION WITH INDUSTRIAL FEATURES

  • Corporate governance is a system articulating the division of responsibilities among different company members, and defining the running rules and procedures for making decisions on corporate affairs. The separation of ownership and management in modern enterprises brings agency problems to the company shareholders, and it is wildly believed that good practice on corporate governance is essential to prevent managers from taking actions by which profiteering their own benefits but compromising the interests of shareholders. This research investigates the level of companies' compliance with the corporate governance codes to find whether significant differences in corporate governance practice exist between the listed construction companies and the national leading companies in Taiwan. Further exploration focuses on the correlation between the compliance level and the industrial features. The investigation finds that: (1)Construction companies display lower levels of corporate governance compliance; (2)Construction companies display lower levels of structural board independence and respect for stakeholders; (3)Compliance levels of construction companies are correlated with the number of employees and the ownership concentration; (4)Compliance levels of the whole sample companies are correlated with the factors representing firm size, such as turnover, capital and number of employees, but are independent of profitability as well as stock price volatility. The above empirical evidence characterizes the features of corporate governance in Taiwan listed construction companies, including: (1)Large companies lurking high risk of agency problems have more willingness to conduct corporate governance and meanwhile can afford higher costs for the conduction, so that their compliance level would be higher than smaller companies; (2)Construction companies in Taiwan have higher ownership concentration, on account of the industrial tradition of family business, and therefore pay less attention to the compliance with structural board independence and respect for stakeholders. However, the conclusions indicate that further studies are essential to clarify whether the above disparities would lead to a negative cycle of corporate governance practice in construction industry. The benefits of corporate governance should unfold more evidently to convince construction companies for improving their investment environment and stimulating their healthy growth.

Azimuth Thruster Cavitation Test Apparatus Development and Cavitation Performance Study (아지무스 추진기 캐비테이션 시험 장치 개발 및 캐비테이션 성능 연구)

  • In order to investigate cavitation performance for the azimuth thruster in Large Cavitation Tunnel (LCT), the cavitation test apparatus was designed and manufactured. Generally the model scale is determined by the pod dynamometer with about 70mm diameter. Recently as ships with azimuth thruster have become bigger, the problem of the model ship installation was occurred. The model ship with pod dynamometer couldn't be installed in the LCT test section. The cavitation test apparatus and technique which can conduct the cavitation test without pod dynamometer were developed. The cavitation tests were conducted in torque identity method instead of thrust identity method. The target ship with azimuth thruster is 18K LNG bunkering vessel. As the full-scale ship test was conducted, the model cavitation tests were conducted at the same operating conditions. The fluctuating pressure levels of the full-scale ship were compared to those of the model tests. Another model cavitation test was conducted in the foreign institute and the cavitation observation results were compared to those of LCT. Through the comparison with the existing results, it is thought that the cavitation test for the azimuth thruster can be conducted in torque identity method.

  • DMAIC is the most familiar problem-solving methodology to battery manufacturing-related engineers, but continuous problems such as task delay, insufficient performance, and partial optimization are occurring due to indiscriminate application to various tasks of battery production system developers. In order to secure an "optimized model for DMAIC methodology" that can effectively respond to battery production system developers' tasks, a three-stage research model was used to derive the required characteristics of the production system developer task methodology, analyze the suitability of DMAIC, and conduct optimization modeling by supplementing the shortcomings. It was confirmed that the DMAIC methodology can be more suitable by applying the "system structural seven-step methodology", which is the result of this study, to developer tasks. It is expected that it will be applied to various industrial fields in the future by making it easier to learn and allowing differentiated operations according to the characteristics of various industries.

A Comparative Study on the Sustainability of Public Pension System: Using Fuzzy-set Analysis (공적연금제도의 지속가능성에 대한 비교연구: 퍼지셋 분석을 중심으로)

  • The aim of this study is to conduct a comparative study on the sustainability of the public pension. While the mainstream view on the sustainability of the public pension presupposes financial sustainability, the original purpose of guaranteeing retirement income has been overlooked. The sustainability of the public pension needs to consider not only financial sustainability, but also various factors such as demographic structure, labor productivity, industrial structure, life cycle of working households, government spending on public pensions, economic growth, and social consensus. With this awareness of the problem, this study conducted a fuzzy set qualitative comparative study in 44 countries, including Korea. As a result of the analysis, it was found that Korea had high financial sustainability for a single year, but relatively low integration related to social consultation and public pension operation, and adequacy such as the degree of guarantee and linkage with other pension systems was also relatively low. The sustainability of the broader public pension should be emphasized not only for financial sustainability, but also for adequacy and integration.
