  • 공기업이 민영화가 이루어졌다고 해서 자동적으로 WTO GPA 양허대상에서 철회될 수 있다는 것을 의미하지 않는다. WTO GPA 양허목록에서 철회되려면 여타 회원국의 동의를 받아야 한다. 그러나 문제는 회원국들로부터 동의를 받기도 어려울 뿐더러, 현재 WTO GPA에는 공기업 민영화에 대한 명확한 기준을 가지고 있지 못하다는 점이다. 따라서 공기업이 민영화가 되었다고 하더라도 민영화에 대한 판단 기준이 없으므로 민영화 이후에도 양허대상에서 제외될 수 없다. 이러한 문제점을 해결하기 위해서는 공기업 민영화에 대한 명확한 기준의 설정이 요구되나, 이러한 판단 기준은 우리나라 독자적인 힘으로는 만들 수 없다. 그러므로 일본, EU 등 민영화 판단 기준에 대한 제안을 WTO에 제출한 회원국들과 협조하여 명확한 공기업 민영화 기준을 설정하는 노력이 요구되며, 이를 통하여 민영화된 공기업이 양허대상에서 제외 될 수 있도록 하여야 할 것이다.

  • The purpose of this study was to determine changes in neighborhoods due to the development of residential districts around Jangchungdan(?忠壇) altar in Seoul from the 1920s to the 1930s. In the Joseon Dynasty, this area was a protected and sacred area to honor the spirit. The reputation of the area, however, turned into the place to play and take a rest and neighborhoods around Jangchungdan altar were developed as high-grade residential districts with the impression of suburbs during the Japanese colonial period. Residential districts were formed with the destruction of the Hanyang City Wall and the privatization of nation-owned forest, which were physical and symbolic boundaries of Seoul in the Joseon Dynasty.

  • Egypt has gone through a major metamorphosis following the Egyptian Revolution that began on 25 January 2011. The aim of this article is to analyze the influence of the aforementioned metamorphoses on the Egyptian Arbitration Law and Practice and to shed light on the recent developments of the latter. Whilst positive legislative amendments have been recently achieved with regards to enforcement of arbitral awards, it is crystal clear that the January 2011 Revolution has negatively impacted the jurisprudence of the Administrative Court of the Conseil d'Etat which has annulled several arbitration clauses enshrined in contracts related to privatization. However, save for disputes arising from administrative contracts, Egypt has been and shall remain a friendly seat of Arbitration as it possesses an arbitration-friendly legislation, its Ordinary Judicial Courts are familiarized with international arbitration practice and it has a prominent and famous arbitration Centre.

Challenges for Public Agricultural Extension Services Response to the Pluralism of Extension in South Korea (농촌지도사업의 다원화에 따른 공적 지도사업의 역할과 과제)

  • The agricultural extension services in Korea have been provided by the Rural Development Administration, a government organization, since 1962. This aims to explore the issues in pluralism of extension worldwide, and to suggest tasks needed to improve public extension in Korea. Based on the review of background, types and issues of pluralism of agricultural extension, the following tasks were suggested for the public extension in Korea; Firstly, need to identify the lessons from the other countries where the pluralism system has been adopted, Secondly, need to compile the inventory about the private extension agencies and to assess their capacities, Thirdly, need to assess the farmers' satisfactory level on the services provided by public and private agencies, and the farmer's willingness to pay, Finally, need to further discussions to promote the partnership between public and private extension agencies.

  • Transmission and Distribution(T&D) pricing has been one of keystones of ongoing deregulation and privatization process in power industries. The electricity markel has been established based on open access and nondiscriminatory use of the T&D assets. As T&D business remains as a monopoly, it is necessary to provide economic regulation. This paper focuses on the distribution pricing methods and the analysis of pricing structure of distribution-retail sale company under power system deregulation.

  • This research put the point on deducing problems of our first-aid system and proposing improvement program. Now first-aid system has lots of weakness, such as short of speciality, limitation to raise finance. To improve these first-aid infrastructure must be expanded and improved, and it also needs enough effort for improvement of quality and arrangement of emergency medical treatment speciality. We should introduce commission to first-aid system so raise fund and make use of speciality. And also we should organize private partnership with hospitals or insurance companies, so that we can construct united system of first-aid system.

  • Recently, the electric power industries around the world are moving from the conventional monopolistic or vertically integrated environments to privatization, deregulation, and competition environments, where each participant is concerned with the maximization of profits in the marketplaces rather than system-wide costs minimization. To reduce difference of viewpoint about power planning between Genco and regulator, adjustment procedures need. This paper presents that game theory can be applied by systematic decision-making means.

  • The objective of this paper is to identify the problems of Korean inland transportation system and suggest the improvement plan for reducing the export logistics cost. The results are as follows: (1) Expansion of logistics hub facilities : Logistics hub facilities- integrated freight terminal and ICD, etc. can shorten the empty leg and reduce the logistics cost. (2) Design for CVO(Commercial Vehicle Operations) : CVO has various functions that improve the efficiency and effectiveness of freight transportation. (3) Rationalization of freight transportation industry : In particular, the deregulation of the motor freight industry and the privatization of the railway industry induce the competition among their firms and undercut the transportation rates in the long run. (4) Use of third-party logistics : The benefits of TPL are system reliability, improved customer service, and more efficient cost performance.

Central Eastern Europe's Pattern of Industrial Development and Regional Structure in Market Distribution

  • Purpose - Transnational corporations (TNCs) have influenced drastic changes (financial services, manufacturing, labor, technology transfer) in Central Eastern Europe (CEE). This paper examines the indirect changes in the CEE pattern of industrial development and market distribution. Research design, data, and methodology - Over 25 years, neighboring (or rival) countries competed to attract TNCs as a double-edged strategy for privatization and debt reduction. Through their experience attracting foreign direct investment (FDI), many countries started to reflect aspects of national capitalism. Countries also began to realize in 2010 that TNCs sought to enter markets with more favorable conditions for export-oriented manufacturing. Results - The analysis reveals that TNC investment strategies were aimed at eliminating local competition to acquire industrial "brown fields" to convert into "green fields." CEE countries have since strengthened their national systems and the support of large-scale state-owned enterprises and small and medium-sized start-up enterprises. Conclusions - CEE has changed based on industrial development and a regional structure of TNC market distribution and associated government policies. The pattern toward flexible markets gives countries the ability to further their economies.

  • Commercialization and privatization of outer space has been developing to the extent that public space law regime established at the UN seems to be somewhat incompatible with the today' s commercial launching services. Thus, this paper analyzes, at first, the UN space treaties to specify the obstacles for promoting commercial use. The necessity of some covert amendment of UN treaties is suggested through the national space legislation. Then three state practices are examined to propose a new concept of the "launching state" including the Sea Launch project, since the concept of the "launching state" is of the major importance to enact an effective national act to better accommodate UN space treaties to the present necessity.
