This study aims to confirm the appropriateness of fruit and vegetable sales at military commissaries, with the purpose of enhancing the physical health and morale of military personnel. In order to achieve this objective, we examined the actual conditions of fruit and vegetable sales at military commissaries and analyzed the soldiers' awareness of fruit and vegetable sales through questionnaire surveys. The conclusions of this study are as follows: Firstly, fresh fruits and vegetables were not sold at military commissaries. Secondly, soldiers acknowledged the need for the consumption of fruits and vegetables and strongly expressed the desire for these fresh food products to be sold at military commissaries. Although the ROK Navy privatized military commissaries for the purposes of increasing management efficiency of national defense and strengthening combat power by transferring PX salesclerk soldiers to join combat personnel, this effort produced a negative effect of price increase. The following are proposals for improving this condition: fruit and vegetable products should be introduced to military commissaries through military welfare funds; fresh food markets should be established by closely cooperating with the local community's agricultural producers; processed fruit and vegetable product (dry, frozen, airtight packaged, etc.) sales should be increased; and the privatization of the navy commissaries should be abolished.
Singapore has seen a phenomenal and an unprecedented transformation from a swampland to a high density urban environment since its independence in 1965, made possible largely and single-handedly by the sustained efforts of its government. Indeed, urban space is a key vehicle for achieving urban social, environmental, economic, and cultural sustainability. The dense urban context in Singapore has seen an emergence and increase in elevated spaces in the form of sky-gardens, sky-bridges and sky-courts in a range of building types, seemingly seeking to tie together the different horizontal and vertical components of the city. This paper, therefore, examines the effectiveness of elevated urban spaces and pedestrian networks in Singapore and their ability to contribute to the horizontal to vertical transitions, and consequently to the urban vitality and accessibility. It does this through the analysis of two key developments: Marina Bay Sands and the Jurong Gateway. In particular, it considers the implications of certain constraints placed on urban spaces by their inherent location at height, in addition to the familiar privatization of public spaces, over-management of spaces, and their somewhat utilitarian characteristics. The paper argues that some of these issues may pose detrimental effects on the publicness of these spaces that in turn may lead to such spaces being underused and therefore adding redundancies and further stress to Singapore's urban land. Finally, the paper outlines key strategies that may help overcome the aforementioned issues, including the disjuncture associated with elevated spaces such that they may become a seamless extension of the urban spaces on ground.

Like this, railway had been developed in diverse forms in various countries, and these traditions are preserved well as time passes. Especially in UK, first country to run railway, has various methods to maintain railway cultural heritage. Japan also has organized railway culture protection system due to fast development of railway and many changes through privatization. In this research, railway cultural preservation systems of UK and Japan's are compated and lessons are looked for Korea. This paper chooses comparative and contrast method, and introduces laws, systems, and examples of two countries to find lessons.
Although the supply of public parking lots in major cities is steadily increasing, there is still a shortage of parking spaces that take into account the characteristics of actual available parking spaces. These parking problems are caused by conflicts between users, illegal occupation and privatization of roads, interference with traffic roads, and business stagnation in commercial areas and illegal parking problems. In addition, despite various parking demand management policies and continuous supply of public parking facilities, the solution to the parking problem is uneasy due to increased construction costs and changes in social conditions. In order to solve this problem, it was judged that it would be necessary to utilize the existing public parking lots efficiently. Therefore, we collect the variables expected to affect the turnover, and use multiple regression models. The results are summarized as follows. Firstly, public parking lots can be classified into four types using utilization rate and turnover rate. Secondly, influencing factors are found including index of public transportation usage convenience, index of illegal parking, and land use characteristics in central commercial district. Thirdly, it was shown that there was little impact by the size of public parking lots, separation distance to subway distance, separation distance to bus stops, transfer zone, residential zone, and second-rated lots by parking costs. Finally, it is found that public parking lots can be improved by proving accessibility of public transit, enforcement of illegal parking, active approaches supporting public parking lots. It is also recommended that public parking cost rating system based mainly on land use characteristics should be remedied and rearranged.
The electrical power industry has been recognized as a natural monopoly industry for its technological and industrial characteristics. However, a competitive market system has been introduced to that industry in Europe, North America and Australia to overcome the inefficiencies originated from the monopolistic system for decades. In Korea, the power industry is expected to be placed in a competitive market system within several years after separation and privatization of vertically integrated industry in progress. Hence, there is a need for a research on the increase of customer value in that industry, however, existing studies have little dealt with that problem and there is no research on the price policy to consider churn and retention of customers. Therefore, this study provides a methodology for increasing customer loyalty and lifetime value by presenting the lowest pricing plan which leads to diminishing customers' cost. It is verified through an empirical examination that firms can enhance customer loyalty using a price element in that industry and maximize their profit by finding out customers whose lifetime values would increase.

Government Research Institutes(GRI), together with universities and private research labs, constitute the core of the Korea's national innovation system, The aim of this paper is to analyze the current system of GRIs and the National Research Councils(RC) in Korea, and suggest some policy recommendations conducive to achieving a world class competitive research system. To identify the problems and policy issues, we have conducted interviews (with executives staffs of RCs, GRIs and government ministries) and questionnaire surveys. For benchmarking purposes, we have visited 9 public research institutes in the USA, UK, Germany, and France. From the analysis of the problems revealed from the interviews and questionnaires, 6 policy variables are identified: three of them, which we call systemware variables, are governance structure, resources allocation system, and management control system; and the other three, which we call humanware variables, are visions and strategic goals, leadership, and research manpower, respectively. We have found that 1;he current GRI/RC systems are inefficient mainly due to the rigid and bureaucratic governance structure and inconsistent resource (i.e., government budgets) allocation systems. We reject the idea of replacing the current RC system with such radical alternatives as 're-governmentization'or 'privatization'. Instead we recommend that the government introduce a better system of governance and national budget allocations, which in turn would help induce a better management control systems, clear research visions and goals, strong leadership on the part of the RC chairman, and more creative and motivated researchers. These recommendations may provide opportunities and rooms for chairmen of RCs and presidents of GRIs to exercise more positive leadership in terms of fitting the visions and goal of GRIs to the national R&D strategy and creating a rational management control system as well as motivating researchers in GRIs to be more creative and productive.
Pubilc utility industries including the electric utility industry are facing a new stream of privatization com-petition with the private sector and deregulation. The necewssity to solve now and in the future power supply and demand problems has been increasing through the sophisticated generation expansion plan(GEP) approach con-sidering not only KEPCo's supply-side resources but also outside resources such as non-utility generation(NUG) demand-side management (DSM). Under the environmental situation in the current electric utility industry a new approach is needed to acquire multiple resources competitively. This study presents the development of a modified electric generation expansion analysis system(EGEAS) model with avoided cost based on the existing EGEAS model which is a dynamic program to develope an optimal generation expansion plan for the electric utility. We are trying to find optimal GEP in Korea's case using our modified model and observe the difference for the level of reliabilities such as the reserve margin(RM) loss of load probability(LOLP) and expected unserved energy percent(EUEP) between the existing EGEAS model and our model. In addition we are trying to calculate avoided cost for NUG resources which is a criterion to evaluate herem and test possibility of connection calculation of avoided cost with GEP implementation using our modified model. The results of our case study are as follows. First we were able to find that the generation expansion plan and reliability measures were largely influenced by capacity size and loading status of NUG resources, Second we were able to find that avoided cost which are criteria to evaluate NUG resources could be calculated by using our modified EGEAS model with avoided cost. We also note that avoided costs were calculated by our model in connection with generation expansion plans.

In this paper we present an integrated methodology for strategic planning in telecommunications standardization. Especially this paper focuses on the method of setting priorities for telecommunications SWAs(Standardization Work Areas) and related SWls(Standardization Work Items). To make a strategic plan for telecommunications standardization in which usually includes prioritization, resource allocation, standardization schedule for each SWA is based on prioritization of SWAs. Our methodology integrated various existing methods including the Analytic Hierarchy Process(AHP) and a modified Delphi technique. Recently, rapid technology evolution in telecommunications fields increases the necessity of developing more and more new standards. Also increased complexity of those technologies makes standards more complicated, more specified and more thick than the past ones. As a result, the number of SWAs and SWIs are being increased constantly. Furthermore, rapid telecommunication environment changes such as deregulation, liberalization, privatization, regionalization, and globalization surrounding standardization bring about new challenges and opportunities. Due to all these trends, strategic planning for telecommunications standardization grows more and more important. To cope with these challenges and also to make the more efficient use of the limited standardization resources including time, financial, human resources, we suggest more logical and rational approach that will be a backbone of strategic plan for telecommunications standardization. The telecommunications standardization planning process involves a MCDM(Multi-Criteria Decision Making) process. The Analytic Hierarchy Process(AHP) is a kind of MCDM approaches. Our method is based on a combination of a modified Delphi technique and an application of AHP(Liberator's spreadsheet model). Analyzed data from Delphi technique is used as inputs to ABP. In addition, we also focus on the technique how to combine group judgments and to handle a large number of comparisons. We present analyzed results including Pilot and Full Scale Survey according to the proposed process. The result of this study will be useful input for telecommunications standardization policy making and practical implementation.
