Public-Private Cooperation in the Package Deal for Overseas Energy Resources Acquisition (에너지자원획득을 위한 패키지 딜에서의 민관협력방안연구)

  • The public-private cooperation in package deal has been studied for the overseas energy resources acquisition. The effectiveness of the package deal has not been successful because the deal has led by the government organizations. It is difficult for the plant EPC companies to join the packaged deal due to the lack of the whole responsibility organization to support the participation of the package deal. The followings are suggested as the ways to strengthen of the public-private cooperation in this study. 1) the relevant public enterprise privatization 2) establishment of the joint model for leading the plant EPC companies to the package deal 3) establishment of the whole responsibility organization for the public-private cooperation.

The Effects of Self-Consciousness and News Consumption on Facebook

  • The popularity of social media has led to a variety of communicative behaviors among users. This study targeted Facebook as a representative social medial platform because it has the most subscribers in order to investigate factors that influence Facebook usage. In particular, because a person's behavior is based on how they are perceived by others, self-conscious behavior was examined in the study. Facebook usage and news consumption were examined to ascertain the effects of self-consciousness. An online survey was conducted to examine how private SC and public SC (SCs), affects Facebook usage (profiles and writing posts) and news consumption (clicking "like" and sharing news). 616 participants completed the survey, and results indicated that public SC was positively related to the degree of profile updating and post writing. On the other hand, private SC was positively related to the degree of news sharing. These results suggest that psychological elements significantly predict a user's behavior on Facebook.

Empirical Analysis on the Industrial Productivity in the Electricity·Gas·Water Service Sector

  • The early studies indicated that the firm with monopoly power is likely to engage in X-inefficiency such as a managerial slack. The reflection of the X-inefficiency theory has led to the issue that the public sector may be more inefficient than the private sector. In Korea like other many countries the electricity gas water service which can be considered as natural monopoly have been provided mostly by the public sector. In order to provide the empirical evidence to the argument that the public sector may be more inefficient than the private sector this paper estimated the four types of Solow residual which is called the total factor productivity in the electricity gas water service industry with the associated empirical model and compared its productivity with one in the manufacturing industry. The empirical results do not support the argument that the public sector may be more inefficient or less productive than the private sector.

EVALUATION OF MINIMUM REVENUE GUARANTEE(MRG) IN BOT PROJECT FINANCE WITH OPTION PRICING THEORY

  • The limited public funds available for infrastructure projects have led governments to consider private entities' participation in long-term contracts for finance, construction, and operation of these projects to share risks and rewards between the public and the private. Because these projects have complicated risk evolutions, diverse contractual forms for each project member to hedge risks involved in a project are necessary. In light of this, Build-Operate-Transfer(BOT) model is considered as effective to accomplish Public Private Partnerships(PPPs) with a characteristic of an ownership-reversion. In BOT projects, the government has used such an incentive system as minimum revenue guarantee(MRG) agreement to attract the private's participation. Although this agreement turns out critical in success of BOT project, there still exist problematic issues in a financial feasibility analysis since the traditional capital budgeting theory, Net Present Value(NPV) analysis, has failed to evaluate the contingent characteristic of MRG agreement. The purpose of this research is to develop real option model based on option pricing theory so as to provide a theoretical framework in valuing MRG agreement in BOT projects. To understand the applicability of the model, the model is applied to the example of the BOT toll road project and the results are compared with that by NPV analysis. Finally, we found that the impact of the MRG agreement is significant on the project value. Hence, the real option model can help the government establish better BOT policies and the developer make appropriate bidding strategies.

  • This study aims to establish the regional mix types and models of place marketing strategy. For this purpose, eighty seven cases of place marketing in Gwangju-Jeonnam region during the last two years are reviewed, Twenty seven types of regional mix are abstracted according to space, theme, subject, target, and factor. There are five spatial types(urban mix, zoning mix, zoning urban mix, package urban mix, zoning mix, and space package mix), eight thematic types(culture mix, history mix, tourism mix, industry mix, administration mix, environment mix, transportation mix, and PR mix), five subject types(central government led public mix, local government led public mix, enterprise led private mix, civil society led private mix, and private public partnership mix), four target types(resident mix, tourist mix, enterprise mix, and common mix), and five factor types (organization mix, image mix, point mix, target mix, and channel mix). In the basis of these types, the twenty two primary model of regional mix, and the one hundred twenty six secondary model of regional mix are established.

  • This paper analyzes Japan's consignment management of the Chosun Railway to the South Manchuria Railway. While Chosun Railway was entrusted, its management style differed significantly from that of Japan's direct management. After eight years of trust management, the direct management of Chosun Railway was returned to Japan. This of beyond border trust management is very rare. In addition, the management of Chosun Railway by South Manchuria Railway, which had an operation style similar to that of a private company, led to changes in Chosun Railway. This research analyzes the four key traits of South Manchuria Railway's consigned management. The first key trait is the initial Korean infrastructure and operation separation model. The second key trait is the international transportation and administration segregation. The third key trait is that it expanded the railway related businesses and led to the establishment of private railway companies. The fourth key trait is that the continental linked transportation was activated. Through analyses, it would be to create a comparative study of the resulting East Asian countries' operations. Furthermore, this research will in investigating the nature of Chosun Railway.

  • Private security industry in South Korea has rapidly been growing in recent years. However, such a rapid growth is being criticized for its focus on external results, which has produced a number of problems. The continued growth of private security industry can be only based upon substantive and qualitative development. In this aspect, it is necessary to consider the global trends of the private security industry, particularly the recent trends of the U. S. security industry which has led the global security industry. This is because the recent trends of the U. S. private security industry would guide the future direction of the private security industry in South Korea. The U. S. private security industry has been replacing the role of law enforcement agencies including the police, from crime prevention to investigation and disaster management, not to mention asset protection and loss prevention. The recent trends of the U. S. security industry appears to be summarized by such characteristics as variety, specialty, and integration, which might account for the structural problem of the private security industry in South Korea. In short, the substantive and qualitative development of the private security industry in South Korea should be accomplished by strengthening its specialty and integration, and also widening its variety.

  • A study on the global trend of accreditation for mediators implies many important aspects of controlling of the quality of mediation. Firstly, whether or not having an accreditation system, most European countries and the U.S. have a common understanding on the fact that mediators need to be trained to mediate disputes, apart from their own expertise on the subject matters. Secondly, private-led accreditation has been utilized in countries having a Anglo-American law system such as the United Kingdom and the U.S. a while nation-managed one has been operated in the countries having a continental law system such as Austria, Belgium, Italy and Germany. Thirdly, private mediation service providers (usually institutions or companies) play an active role in the training and accreditation of mediators and further make them act as mediators in the disputes referred to them. Fourthly, the countries having a nation-managed accreditation system usually stipulate a certain mediation training and accreditation requirement by law. Fifthly, there is no uniform trend on the minimum hours of training required for accrediting the mediators. Sixthly, mediation training generally focuses on the practical mediation capacity-building, including mediation theory and role-playing, mediation simulations, peer review and supervision. And finally, the mediation theory mainly includes the role of mediator, mediation procedures, mediation communication, negotiation and communication skills, mediation ethics and mediator's code of conduct, etc.

A Study on the Time-periodic Characteristics of Multi-Family Housing in Cheongju (청주지역 공동주택의 시기별 특성에 관한 연구)

  • The evolution of multi-family housing in Cheongju can be divided by four stages which are a introduction period from 1972 to 1980, a popularization period from 1981 to 1989, a expansion period from 1990 to 1997, and a stagnation period after 1998. In the introduction period, the multi-family housings were mainly low-rise buildings because a government policy which focused on extension of the apartments for the low-income influenced multi-family housing constructions. During the popularization period, the multi-family housings were still low-rise but houses in various sizes were introduced. That was because the Housing Site Developments were started and private companies' participations followed them increasingly. As a result of vigorous participations of private companies and massive developments of housing sites, the multi-family housings in the expansion period started to show constructions of complex and trends of high density and high rising. Finally, in the stagnation period, a rate of the supply of the small houses, whose size was below $60m^2$ of exclusive, area was increased and extreme high-rise apartments emerged. High rising and density were the mainstream of the construction concepts. During this period, the growth of multi-family housing marked low. The reason was that a downturn in economy led private companies to shrink their constructions.
