Governance Structures to Facilitate Collaboration of Higher Education Institutions (HEIs) and Science &Technology Parks

  • There are very few studies on governance structure for the collaboration between HEIs and science and technology parks until today. Major activities between science parks and HEIs are R&D activities, collaborative researches, technology transfer, space provision for BIs and Technology BIs in the science parks, provision of technical, legal and financial services for start-ups and venture firms. Governance structure for the collaboration of high education institutes with science and technology parks is the handling of complexity and management of dynamic flows of collaboration between two groups. Three models on the governance structure for the collaboration are suggested in this study. The first model is a governance structure that links R&D system such as universities, public research institutes and private research institutes with industrial production cluster such as a group of companies and industrial parks. The second model is a governance structure that has four layers of hierarchy. This hierarchical governance model is composed of four levels of organizations such as central government, three actors, one center for collaboration and many individual research performers. The third model is a governance structure that networks all the stakeholders horizontally. Under this structure, governance is conducted by the network members with no separate and unique governance entity.

  • In the course of Internet proliferation. many network-related technologies are examined for possible growth and evolution. The use of Internet-based technologies in private networks has further fuelled the demand for network-based applications. The most Promising among the new paradigms is use of mobile agents. It also however, suffers from a major drawback, namely the potential for malicious attacks, abuse of resources pilfering of information, and other security issues. These issues are significantly hampering the acceptance of the mobile-agent paradigm. This paper proposed the design of strong and safe mobile agent gateway that split and merge the agent code with security policy database. This mechanism will promote the security in mobile agent systems and mobile agent itself.

  • This paper discuss secure information flow analysis and its visualization. Information leak is defined as existence of information flow from variables which have user's private informations to variables that anyone can access. Secure information flow analysis has been made to decide of whether the information leak is or not. There are many researches for secure information flow analysis concerning high level programming languages. But actually, programs that user executes don't have program source code represented in high level programming language. Thus there is need for analysis of program represented in low level language. More to analysis, visualization of analysis is very important. So, this paper discuss visualization of secure information flow analysis. In this paper, Mini x86 Assembly Language which is subset of x86 assembly language is defined and secure information flow analysis of program is proposed. In addition, this paper defines transfer function that is used for analysis and shows how to visualize control flow graph.

  • Abundant hard-working and well-educated human resources were the important sources of the spectacular economic success during the last decades. In contrast to the past sources of economic growth during the 1970's when labor and capital along with economies of scale were the dominant factors (the university has played an important role in the national economic success by supplying quality labour and intellectual talent.), the level of science, technological innovation and capital inputs will be of vital importance for future economic growth in Korea. The balance of payments in technology transfer together with the current state of R & D activities has been reviewed and some of the issues and problems underlying the university system that tend to hinder research in collaboration with research institutes and industries have been outlined. Serious imbalance in the allocation of research funds among research sectors was identified as the most serious problem to be fixed. The importance of science and technology education in private universities for the enhancement of the national level of science and technology has been re-examined. Also research and development in engineering and technical services has been emphasized. In conclusion, ways to bolster the role of universities in the research environment in cooperation with industry and research institutes have been suggested.

  • The purpose of this study is to provide some constructing strategies for the effective service of government informations aiming at enhancing the quality of public services and the competitiveness of government in case of Korea. The major suggestions of this study are as follows: First, the constructing strategies for the effective service of government informations should be implemented in the level of national government reforms. Second, the constructing strategies for the effective service of government informations are to drive at linking the related policies and the use of information communication technologies. Third, the constructing strategies for the effective service of government informations are should be based on the information superhighway project initiated in 1994. Fourth, the constructing strategies for the effective service of government informations are to drive at introducing the concepts of IRM(Information Resources Management) and emphasizing the concepts of information transfer. Fifth, the constructing strategies for the effective service of government informations are to drive at adapting the related new information technologies including Internet by a means to full joint utilization of information. Sixth, the constructing strategies for the effective service of government informations are to drive at the policy of full joint utilization of information linking through the private and public sector. Finally, the constructing strategies for the effective service of government informations are to drive at considering the linkage of other countries and international organizations.

  • This article want to discuss on comparative research between CHIPS and Fedwire as the cross-border payment systems which America have and use at present. CHIPS is a New York-based automated private-sector clearing facility for large-dollar transfers. It is a central switch communication and settlement system whose 53 participating banks exchange same-day payment messages over dedicated communication lines linking each one to the CHIPS central computer. On January 22, 2001, CHIPS introduced immediate finality for payment released from the CHIPS queue. Unlike the Fedwire system, The CHIPS system is not a real-time gross settlement system. Instead, CHIPS is hybrid system that uses a computer program to select payment order in a queue for release to the receiving bank. CHIPS are governed by CHIPS Rules and Administrative Procedures. Fedwire system is a nationwide electronic fund-transfer system facilitating same-day transfers throughout the United States. It is a gross settlement system providing immediate credit to the receiving bank's master account. Communicating between a Federal Reserve Bank and Fedwire users can be either on-line or off-line. Fedwire transfers are governed by Subpart B of Regulation J, issued by the Federal Reserve Board, which incorporates U.C.C. Article 4A but preempts or supersedes any of its inconsistent provisions.

  • Typically, economic rationality is too apart from in a public enterprises system is started many cause troubles. The government in that upper management personnel of agencies and politicians who exploit the parachute and coalesce with the labor union as a hotbed of corruption due to inefficiency have bands. Most of peoples need to reform public enterprises and the idea became. The future direction of public enterprise reform is clear. As like Infrastructure industrial sector which is difficult to privatization of government owned and controlled public enterprises to improve efficiency and management systems to build. On the other hand, it is difficult to upset non-public enterprises, private sector efficiency in the transfer of management control to consider the idea of an active policy of privatization conversion is required.

  • This paper deals with the problem of port administration and management of the port of Pusan. As the port of Pusan has been administrated by central government, Efficiency of port is worse than other foreign ports. These include the time-lagged port development, the inconsistent port planning with city planning, the insufficient long-term port development planning, the various operating authorities and the lack of port sales activities etc. To solve the above-mentioned problems, other superior ports are compared. The port Authority is proposed. It takes part in the long term port planning and the planning of financial provision. It designates and supervises the port manager, measures the result of port management and arranges the proposals. The port ownership transfer from Ministry of Maritime Affairs and Fisheries to Pusan Metropolitan. The port management is to be taken by the port authority and the port operation is to be performed by private companies. As a result, it is expected that port productivity increases and marketing power strengthens.

  • The purpose of this study is to analyze the process of lots-subdivision within the block of Gaeksa at Dongnae-bu under the rule of Japanese Imperialism. Gaeksa of the old government office was the sanctuary that symbolized the sovereignty. Therefore it was naturally a main object of demolition and then the site was converted to other purpose. And Gaeksa was not only converted into the elementary school and the public market but the historic site also processed to break down for opening the road through Japanese Occupation of Korea. The main reasons of lots-subdivision were the transfer from state property to private ownership and the urban development project. Needless to say, the particular major reason was derived from the intention of Japanese Imperialism to destroy the traditional urban. As a result, Gaeksa can not be recognized the traces of today and contributes to the demolition of the remaining ancient building. Finally the deformed urban structure was left over from destroyed building.

  • The Yongsan International Business District development work is a 20 billion$ project to raise facilities for national business, trade, residence, and culture. The project site is $566,800m^2$ and it covers the railroad maintenance center and Dongbuichon-dong. Developing railroad station region used to be done by private investment. However, problems existed; simple function as a massive selling market, traffic jam caused by massive market users, inadequacy to transfer to other transportations, interruption of the pedestrian way and separation of zone of life by the station. To solve this problem it is important to consider developing cases of other countries and devise a plan that is applicable to our circumstances. In the study, we compared our station development case with foreign station development cases and analyze the element for the plan what we should consider in our station development. In addition, The results of the study can be used as a preliminary data in the future planning the Yongsan International Business District development.
