Issues and Perception on Management Fee and Rental Payment Overdue of Permanent Rental Housing Residents (영구임대주택 입주자의 관리비 및 임대료 체납 실태와 의식)

  • Permanent rental housing, the construction of which was strongly financed by the central government, is regarded as a social housing for those who fall within the lowest income bracket. Differing from "public rental housing", offered to tenants for sale after a five year rental period, this type of housing is intended for rental use on a long-tenn basis. At present, about 190,000 permanent rental housing units exist in Korea. According to a statistics, 15.6% of its residents did not pay their management fee and rental payment in 4 or more months in 2005, which places stress on the housing management. Based on the "eviction condition" stipulated in the tenancy agreement for permanent rental housing, a householder owning assets or a vehicle which is not used as his means of living, who is overdue with his management fee and rental payment for a long time, may be evicted from the house. However, there are many conflicts and problems between administrators/housing managers and residents in the process of enforcing this regulation. The purpose of this study is to explore the key issues associated with the present situation and the reasons why so many management fee and rental payment for permanent rental housing are overdue. For the purpose of research, data were collected from 10,990 permanent rental housing residents nationwide via a questionnaire survey in February 2007. One third of the respondents had an experience of more than 2 months overdue since they have moved in current residence. For further analysis, the respondents were divided into three groups, based on their working ability. The major finding showed that the group of respondents who have working ability required a more practical plan, such as employment, to have a sustainable life, while the other group of no labor force indicated a need for more housing allowance from the government. To suggest more specific alternatives for the subject of housing payment overdue, further comparison study should be performed between the residents of permanent rental housing and other low income tenants in private housing sector.

  • The RR protocole, proposed in IETF mip6 WG and standardized by RFC 3775 at lune 2004, send a message 'Binding Update' that express MN's location information to CN safety and update location information. Standard RR protocole has some problems with initiating the protocol by the MN; it causes to increases in communication load in the home network, to increases communication delay between MN and CN. Also, is connoting vulnerability to against attacker who are on the path between CN and HA in security aspect. This paper proposes doing to delegate MN's location information update rights by HA new location information update method. That is, When update MN's location information to HA, Using MN's private key signed location information certificate use and this certificate using method that HA uses MN's location information at update to CN be. It decreases the route optimization overhead by reducing the number of messages as well as the using location information update time. Also, remove security weakness about against attacker who are on the path between CN and HA.

  • Mobile node has to register its current location to Home Agent when it moves to another network while away from home. However, the registration procedure cannot be completed successfully when Home Agent is protected by the VPN gateway which guards MN's home network and discards the unauthorized packets incoming from outside as a lack of security association(SA) between the Care-of address and security policy of the home network so that the binding registration message without SA is discarded smoothly by the VPN gateway. This paper presents the authentication and key exchange scheme using the AAA infrastructure for a user in Internet to access the home network behind the VPN gateway. By defining the role of authentication and tunnel processing for each agent or relay entity, this paper presents the procedure to register the current location to its Home Agent with secure manner. Performance result shows cost improvement up to 40% comparing with existing scheme in terms of the packet loss cost, the property of mobility and traffic.

  • There are generated the hundreds of tons of waste electric wire per year due to replace for increase transmission capacity and/or replacement of old electric wire by Korea's national power grid and/or private industrial factories. Recently, the wire recycling technologies studied extensively in terms of effieiency by of economic aspects and environment aspects. In this paper, the patents and papers for the recycling technologies of spent electric wire were collected and analyzed. The range of search was limited in the open patents of USA (US), European Union (EP), Japan (JP), Korea (KR) and SCI journals from 1975 to 2011. Patents and journals were collected using key-words searching and filtered by filtering criteria. The trends of the patents and journals were analyzed by the years, countries, companies, and technologies.

  • Technological innovation depends on the quality of workers, whose ability is the key component to raise business competitiveness. Our study evaluates how satisfactory is the training of workers at small and medium sized firms, and suggest how to improve upon it. We show the theoretical framework for the relation between customer satisfaction and their behavioral intent on the one side, and factors of training service quality. Our result show: (1) Factors affecting customer satisfaction are, in descending order of importance, expertise, policy, follow-up service, attitude and behavior, and convenience. (2) Contrary to established views on the service quality, satisfaction for training would not be the prerequisite variable for intent to act, in case of training service quality. (3) Satisfaction level for training depends on the type of organization in charge of training (government, university, or private sector.) It also varied among different types of business (L-type, A-type, and J-type.) Small and medium sized firms find it difficult to commit to training education due to lack of money and manpower. The recent expansion of free training service would address part of this problem. On the other hand, the outfit in charge of training could boost service quality by customizing their training program to the type of business they cater to.

Analysis on Facilities & Basic Equipment of School Foodservice Safety in Pohang area (포항지역 학교급식의 안전성을 위한 학교 급식 조리실의 기본 시설.설비 조사)

  • The purpose of this study was to propose HACCP system implementation properly and to secure the food safety of school foodservices in Pohang city since the proper facilities and equipment should be key factors in food safety and production. So this study was designed to evaluate existing equipment in food production area, receiving and dining area, and employee facilities. Questionnaire was mailed to 107 school foodservice dietitians in Pohang area and 97 were responded (90.7% response rate). Approximately sixty percent of foodservices were not available separate receiving or polluted area, fifty one percent were installed screen door for insecticidal and temperature and humidity control, and these environmental conditions were hard to keep kitchen dry and sanitary condition. Usually public schools were better equipped than private schools. Forty three percent of school foodservice had initial use of non-foodservice, opened before 1994, and thirty three percent of elementary school foodservice. Among employee facilities, hand washing sanitation stand was prepared seventy nine percent (78.9%) of school foodservices. Dietitians chose outworn equipment and facilities (30.9%), difficulties of maintaining standard temperature and humidity for foodservice (20.6%), lacking separate receiving or polluted area (13.4%), indirect contamination of water hoss (10.3%), and lacking employee facilities (10.3%) as critical points to correct in school foodservice. Therefore governmental regulating agencies must review and approval of plans prior to new construction or extensive remodeling of school foodservice facilities. In addition to these requirement, plan must be set-up step by step to implement HACCP system properly.

Socioeconomic Characteristics of Poverty by Types of Household with Children: Comparing Male-headed, Female-headed, and Dual-parents Household (유자녀가구 유형별 빈곤의 사회경제적 특성연구: 남성한부모가구, 여성한부모가구, 양부모가구 비교분석)

  • The purpose of this study is to investigate the economic deprivation of male-headed or female-headed households. Household having children under the age of 18 are categorized into three types according to the gender of household head: male-headed household, female-headed household, and dual-parents household. The findings from data, for this study came from the Korean Labor Panel Study in 2003. The analysis shows that the household's age, education, residence types, etc are key explanatory variables in determining whether to be in poverty. While the public income transfer is most effective in reducing poverty in female-headed households, the private income source is relatively more useful among male-headed families. Since single-household families are particularly at risk, public policy makers should pay special attentions to developing and expanding welfare-to-work programs which provides work incentives to overcome relative poverty and community networks on child care.

  • In most countries, the national archives and universities operate educational programs and training courses for present and future records managers and archivists. In Korea, records management and archival training has been provided by the National Archives of Korea(NAK) and multiple graduate programs in archival studies. Records management and archival training programs in the NAK affect directly on the quality of the records and archives management in the public agencies and further on the records and archives management in general. In this paper, I presented a general overview of the records management and archival training programs in the NAK which focus on continuing professional education for the records managers in the public agencies. While presenting some key issues in the training programs, I also suggested some solutions and alternatives for the improvement and expansion of the training programs of the NAK. I suggested an expansion and diversification of the scope and contents of the training programs which would include training of records creators in the public sector and records managers and archivists in the private sector.

Relationship Between the Changes in Researches about Multi-Family-Housing Community and the Social Background Factors (공동주택 커뮤니티 관련 연구들의 시대적 경향분석과 사회적 배경 요인들과의 관계)

  • The main objectives of this research are to compile all the researches published in the registered academic journals to study the trends of researches and analyze the relationships between research contents and the social factors so that the accomplishments of community related researches and future tasks can be identified. For this purpose, 97 papers published between 1973 and July 2011 were chronologically organized and analyzed in terms of research methods, main contents, and their relationship with social factors. The key findings are as follows; 1) Researches on multi-family-housing community started in 1973 mainly focusing on the social factors of neighbors in a complex; since 2000, however, the researches on physical factors were increased the most followed by psychological and social factors accordingly. 2) The research findings were not fully developed to give a guidance for appropriate space programs or an analysis of residents' preference on facilities. The cause of this shortfall is due to the fact that there was a lack of studies on residents' usage of community facilities based on quantified database. 3) More comprehensive researches should be conducted in the future for vitalizations of community through facility supply system and design guidelines, development and operation of community programs and measures to enhance community awareness targeted on public housing and more diverse types of housing being apart from typical multi-family-houisng provide by private sector.

A Case Study on Business Model Evaluation for Broadcasting Telecommunication Convergence Service (차세대 방통융합서비스 사업모델 평가에 관한 사례)

  • Broadcasting telecommunication convergence service means a service where broadcasting and telecommunication converge. Recently with the advancement of technology, broadcasting telecommunication convergence service has been evolving to provide multimedia contents through various devices including wired and wireless network environment. Up to now, IPTV and smartphone-based convergence services have been dominant, but more developed and evolved technology and media will appear in the future. In order to derive the next generation broadcasting telecommunication convergence service supporting model, this study derives an evaluation model of broadcasting telecommunication convergence service and presents a case of evaluation of 30 demonstration projects supported by the Korean government from 2010 to 2014. In this study, we derive an evaluation model and evaluate the demonstration projects by reflecting the position of the main stake holders of service such as users, experts, and related organizational institutions, away from the existing simple service evaluation method. Expert questionnaire used AHP (Analytic Hierarchy Process) method, and the evaluation results were divided into upper and lower groups to provide key implications by a gap analysis. From this analysis this study suggests guidelines for next generation broadcasting telecommunication service support projects. The next generation broadcasting convergence service business should be based on open platform type in terms of service type. In terms of service media, it should be centered on open devices such as smart phones and smart TVs. In terms of types of business responsibilities, it should be led by public organizations and it is necessary to increase the fund matching ratio by at least 62% when the private sector participates.
