  • Although the mirror has been used for a long time primarily for personal purposes, such as adornment by reflecting feature of mirror, it can also be used to expand from its legacy function to safety and lots of unpredictable applications. However, the mirror can be used as an information or investigation base, it is subject to human beings in the private region, objects and private purpose in the public and industrial fields. This paper suggests the wide usage of mirror equipped with smart technology, considering current Korea domestic regulation by law.

A Study on Vertical Separation Regarding Paperless Trade Infrastructure (전자무역기반시설의 구조 분리에 관한 연구)

  • Recently regarding the ownership and proper operational forms of paperless trade infrastructure has become an issue. In this research the structural separation approach, different from the behavioral regulation approach, has been adopted. Following the structural separation, the core e-trade infrastructure which is separated from a vertically integrated provider, can be operated by three different forms such as a private sector; a public sector; finally a consortium among participants. As another option, the separated whole infrastructure including both core and non-core can be operated by a independent private entity. However, this option is not interesting case to us. As the last option, it can be considered that a new wholesale independent company for the separated core-infra can be set up for running. Additionally, three other alternative ways such as accounting separation, division separation, or corporation separation with keeping same ownership are also demonstrated. However the cautious investigation on cost and benefits of vertical separation are strongly recommended by OECD and agrees with the conclusion of this study.

  • The waste land can be changed to the land that creature can survive by the greening. The studies on the rooftop greening have increased rapidly in number since these studies have made a positive effect on the improvement of the urban ecosystem and the lacking greens environment of the city. However, the majority of research are for rooftop greening system of the public and commercial building. Therefore, the development of easily available rooftop greening system for private residences is required.

Investigation of the Conditions and Evaluation of the Benefits of the Foodbank Program from the Recipients Perspective (푸드뱅크(Foodbank) 사업 수혜자의 실태 분석 및 이용편익 평가)

  • The purposes of this study were to: (a) investigate the characteristics of recipients' of the non-government foodbank program, (b) examine the health and dietary related conditions of them, and (c) evaluate the benefits and effectiveness of the foodbank program from the recipients' perspective. A total of 21 groups (n = 755) and 75 individual recipients participated in the survey. The main results of the study were as follows; (a) Generally, the individual recipients were 74-year-old female, livelihood protectee, and those who received government assistance or funds from private donators as their source of livelihood. (b) The ages of group recipients varied widely, and they also received government assistance or funds from private donators as their source of livelihood. (c) Most of the donated foods were bakery and confectionery Items. rice, and milk and other dairy products. (d) Benefits such as the decrease in the recipients' food expenses and an enhancement of their nutritional statuses were identified. (Korean J Community Nutrition 8(2) : 231∼239, 2003)

  • This research is looking for the private security industry and diagnostic issues and enable our strategy will be presented through SWOT analysis for the management environment of private security industry to ultimately contribute to the private security industry. Along, the purpose of this research is to want to reach key factors which affect the competitiveness of the private security industry. This study was to conduct literature research and surveys. And analyzing literature and data was collected. And determined the status of private security industry by conducted a comprehensive survey with 13 experts is causal. The question investigation hemisphere the question which harmonizes became accomplished in the center. Like this question analyzed the opinion of the identical research participant and 3 times was executed repetitively, and 2 to verify the data through multiple data as a basis for the SWOT analysis of the environment. Accordingly, the following conclusion emerges. First, the private security industry-related legislation will complement the systematic. This is the task of the public security authority and the relationship will be in the direction for improvement. Second, to develop strategies for diversification of products and services through the use of IT. This business what development security services and products based on IT advanced technology can provide a solution to maximize profits to large security companies and to all of the small companies. Third, it should seek ways to make exports that social safety net project based on security technology and capital of Kore for other Asian countries or developing countries in the world.

  • Nowadays contents of crimes are complicated and diversified because of differentiation and specialization of society. For this reason, special judicial police officer system that each special field officers investigate crimes related to their special fields is introduced to produce high quality private law service. Nevertheless, special judicial police officers who deal with fire crimes show many problems because they have less experiences and ability about investigation than general judicial police officers. Then, purpose of this study is deduction problems by analyzing cases of fire crimes and suggesting improvements which are ways to improve special judcial police officers's who investigate fire crimes efficiencies and professionalisms. Problems about investigation of fire crimes are absence of professional investigation agency, a shortage of professional workforce, absence of professional investigation officers education system. Improvements are creation professional investigation agency, securing experts, developing professional investigation officers education system, construction professional techniques manage system, introduction fire crime cases manage system.

  • As crimes have increased to an extent that the police cannot cope with, there have been continuous discussions for the introduction of Private Investigation (hereafter PI) in Korea. However, attempts to legislate for the introduction of PI have failed every time PI bills for the introduction of PI were proposed. This was fundamentally because arguments both for and against the introduction of PI were sharply divided depending on the priorities. However, regardless of those clash of views, an apparent need for the legislation of PI service has arisen. As Korea opens its service market to other countries through GATS and FTAs, currently existing domestic PI law has been found to be inconsistent with international agreements such as GATS and KOREA-US(KORUS) FTA. This paper found that the Act on Usage and Protection of Credit Information which regulates PI service is inconsistent with the Article 12.4(a)(i) and (iii) of KORUS FTA and the Article 7.11 and the Article 7.13 of KOREA-EU FTA. If Korea does not modify the existing laws and establish new laws in relation to PI, such inconsistencies could lead to international trade disputes which could amount to billions of dollars. In this regard, the passage of the PI bill is necessary.

  • With the spread of Personal Computers(PC) in the 1980's, many people started to deal businesses with PC. From late 1990's, the Internet age with PC have started and many people have showed keen interest in cyber-space and now they are utilizing it. Since 2000's the use of cyber-space have skyrocketed and it caused significant changes to humans' life. There was a huge prosperity to us but the new kind of crime, cyber-crime, was raised. Unlike past physical type of crimes, those cyber-crimes take place in the cyber-space and they have special features of non-facing, anonymity, specialty, technologic, repetition, continuation. Those cyber-crimes are continually growing since 2003 and in 2010 it almost doubled compared to 2003. General cyber-crimes like phishing-scam pornography circulation was most of them and notably perpetrators of them are younger generation. Recently cyber-crimes are showing the trend of advancing more and more and cyber-bullying, fraud like phishing scam are on the rise. The police are responding by making 'Cyber Terror Response Center', but it does not work effectively with the problems of breakup of prevention and investigation unit, procedure of investigation and the system itself. So, I suggest practical use of private security to remedy our police's weakness and to prevent cyber-crimes. Preventing solutions of cyber-crime with private security are physical defense of large-scale servers and vital computers, building of Back-up system to prevent vital data loss, and building of cyber-crime preventing system combining software and hardware.

Tuberculosis Surveillance and Monitoring under the National Public-Private Mix Tuberculosis Control Project in South Korea 2016-2017

  • Background: The national Public-Private Mix (PPM) tuberculosis (TB) control project provides for the comprehensive management of TB patients at private hospitals in South Korea. Surveillance and monitoring of TB under the PPM project are essential toward achieving TB elimination goals. Methods: TB is a nationally notifiable disease in South Korea and is monitored using the surveillance system. The Korea Centers for Disease Control and Prevention quarterly generates monitoring indicators for TB management, used to evaluate activities of the PPM hospitals by the central steering committee of the national PPM TB control project. Based on the notification date, TB patients at PPM hospitals were enrolled in each quarter, forming a cohort, and followed up for at least 12 months to identify treatment outcomes. This report analyzed the dataset of cohorts the first quarter of 2016 through the fourth quarter of 2017. Results: The coverage of sputum, smear, and culture tests among the pulmonary TB cases were 92.8% and 91.5%, respectively. The percentage of positive sputum smear and culture test results were 30.7% and 61.5%, respectively. The coverage of drug susceptibility tests among the culture-confirmed cases was 92.8%. The treatment success rate among the smear-positive drug-susceptible cases was 83.2%. The coverage of latent TB infection treatment among the childhood TB contacts was significantly higher than that among the adult contacts (85.6% vs. 56.0%, p=0.001). Conclusion: This is the first official report to analyze monitoring indicators, describing the current status of the national PPM TB control project. To sustain its effect, strengthening the monitoring and evaluation systems is essential.

  • In recent years, the number of unforeseen weather hazards increased significantly, and subsequent financial loss in public and private sector has increased as well. Research has been increasingly focused on the actual damage assessment in the event of a disaster through effective and comprehensive disaster countermeasures to deal with and improve a better anti-disaster strategy. Through investigation of existing domestic and foreign property loss related to current damage analysis, the comparison and analysis in terms of current estimated methodology of the full extent of the damage results is proposed. In this study, a more efficient damage index and natural disaster damage assessment is suggested and more specifically, the basic standards of declared disaster areas and the strength of private property damage index will be also be discussed.
