Study on the Operation and Status of Private Sewage Treatment Facilities (개인하수처리시설 운영 및 실태 연구)

  • As private sewage treatment facilities in Korea are constantly concerned about the distribution and poor construction of defective products, minimum standards for each unit process applicable to the planning and design of sewage treatment facilities are deemed necessary. The problems and requirements of the analysis results of the operation status discussed in this study are as follows. 1) Strengthening education of supervisor of private sewage treatment facility. 2) Poor operation and management of Sewage treatment facilities. 3) A mandatory review of sewage treatment facilities for less than 2 ㎥/day of facilities other than sewage treatment zones. 4) Necessity of management of sewage treatment facility in feedstocks. 5) As a result of the technical review, Improvement plans for Ineligible facility are needed. It is also necessary to prepare a guidebook for design construction and maintenance by investigating and analyzing guidelines and data related to domestic and foreign private sewage treatment facilities.

A Study on the Application of Natural Zeolite as Coagulant Aid for Effluent Quality Improvement in Private Sewage Treatment Facility (개인하수처리시설 처리수의 수질 개선을 위한 응집보조제로서의 천연제올라이트 적용에 관한 연구)

  • The purpose of this study is to solve the problem of nutrient removal due to rapid hydraulic retention time (HRT) variation in small size private sewage treatment facility and to have better effluent quality by using natural zeolite as a coagulant aid. The experiments were conducted by applying different conditions of HRT, coagulant, and zeolite dosages. As an experimental result, $TBOD_{5}$, TSS, and TP removal efficiencies were 64.9%, 94.5%, and 98.8% at co-injection with zeolite. Overall removal efficiencies of $TBOD_{5}$, TSS, and TP have improved 15.7, 28.7, 6.1%, respectively. This result shows that zeolite addition could improve flocculation, increase setting velocity, and thus have better treatment. Therefore the use of zeolite as a coagulant aid can be useful in small size private sewage treatment facility, where especially extra nutrient removal is required to meet the legal standard for discharge.

  • This study was conducted to prepare a plan for the operation and improvement of excretory treatment facilities in Seoul, where the amount of excrement is expected to continue to increase due to the increase in the installation of septic tanks, a private sewage treatment facility. As a result, there are problems due to the lack of treatment capacity and increase in the amount brought in. To improve this, it is necessary to expand the overall excretory treatment facility, adjust the area of some facilities, reduce the amount of excrement through the realization of excretory units, and reduce the amount of excrement due to the change of the type of sewage treatment facility.

Comparing the Inflow Rate of Sewage Treatment Plants Invested by the Public Funds or Public-Private Partnership (PPP) Projects (재정사업과 민간투자사업의 하수처리장 하수유입률 특성분석)

  • The purpose of this study is to figure out the differences of the inflow rates of Sewage Treatment Plants (STP), invested by public fund or public-private partnership (PPP). This paper finds that the average ratio of sewage inflow according to facility capacities (medium and small scale STP) was either nearly below 30% or above 100% in the first year. As the size of STP increased, there was decrease in the accuracy of demand assumption. This was because the operation time when the ratio of sewage inflow was uniform was different according to the size of STP, whereby the time was short when the STP were small. The design average ratio of sewage inflow was 10% larger than the real average ratio; this was considered overdesigned. In the case of a plant built by the PPP scheme, the average ratio of inflow of the STP before an abolition of MRG was larger than after the abolition of MRG. This may be explained by moral hazard from too much reliance on MRG. After the abolition of MRG, the demand risk of PPP was shifted from a PPP project to a conventional project.

A study on the analysis of performance differences according to the operation method of public sewage treatment facility (공공하수처리시설 운영방식에 따른 성과 차이 분석에 관한 연구)

  • This study aims to analyze the differences in performance according to various operation methods (direct management, public consignment, and private agency) of public sewage treatment facilities and derive the most efficient and high level of sewage treatment services to the public based on the research results. To this end, economic performance indicators (sewage treatment cost, sewerage rate) and social performance indicators (water quality, number of civil complaints) were selected, and cross-sectional analysis and longitudinal analysis were used to verify the difference between the averages of three or more groups through one-way ANOVA. As a result of the analysis, cross-sectional analysis, there was no difference in economic performance dimension according to the operating method, but in terms of social performance dimension, it was found that there was a difference according to the operating method. In the case of water quality indicators, the results were superior to those directly managed by public consignment and private agencies in the number of civil complaints. In the longitudinal analysis examining the improvement of performance indicators, there was no significant difference by operation method in most performance indicators. In order to improve the efficiency of public services and improve the service level, various approaches suitable for the characteristics of each service are required in addition to the logic of public consignment or introduction of private agency. In the future, when local governments promote public consignment or private agency, it is necessary to understand and promote the nature of the service, the specificity of each local government, and the needs of service users.

Effect of Process By-products on Food Wastes Treatment Costs (공정부산물이 음식물쓰레기 처리비용에 미치는 영향 분석)

  • The aim of this study was to analyze food waste treatment cost and to estimate effect of by-product, such as wastewater and foreign materials, on amount cost. In cost analysis, man power and facility capacity are fixed, whereas operation cost, by-product treatment and et, al. are varied by treatment methods. The rate of by-product treatment cost in amount cost are between 5% and 39%. The methods which consume large electric power or generate much wastewater showed higher rate of by-product treatment cost in range of 14 to 39%. On the other hand, the methods which have simple process showed lower rate in range of 5 to 11%. Thus, this study recommend that by-products should be treated in sewage treatment facilities or landfill sites to prevent illegal disposal of by-products or to reduce burden of by-product from private sectors.

Design of High Strength Underground FRP Septic Tank Stiffened by Circular Steel Pipe (원형강관으로 보강된 지중매립형 FRP 개인하수 처리시설의 설계)

  • The design of high strength underground septic tank stiffened by steel pipe is presented and the ultimate behavior is investigated according to the full scale experiments for three types of specimens. The limitation of the current design specification are pointed out and the general design procedure of private sewage treatment facility are newly developed considering thickness of FRP shell, types of steel pipe stiffer and diaphragm wall. The direct tensile and bending test for FRP material of septic tank were performed. The increase effect of ultimate strength due to the circular steel pipe are investigated by the full scale field test and compared with the results by the finite element analysis.
