민간기업과 공공기관의 정보보호 관리체계 차이 비교 (Comparison of The ISMS Difference for Private and Public Sector)

  • 정보보호 관리체계 구축을 지원하기 위해 민간기업 대상으로는 "정보통신망 사용 촉진 및 정보보호 등에 관한 법률"에 근거하여 한국인터넷진흥원이 인증하는 ISMS제도가 있으며 공공기관 대상으로는 아직 인증제도는 없으나 "전자정부법"에 근거하여 국가정보원이 '정보보안 관리실태 평가제도'를 운영하고 있다. 본 논문에서는 민간부문과 공공부문에서 시행하고 있는 정보보호 관리체계 통제항목에 대한 비교와 함께 그간 실시한 평가 미흡사항을 분석하여 이를 토대로 효율적인 정보보호 관리체계 구축방안을 살펴보고자 한다.

  • 국민경제에 상당한 비중을 차지하는 건설산업에 대하여 적정수준의 경기 유지와 산업의 효율성 개선 및 경제 활성화를 위한 방편으로 민간투자사업이 활성화되고 있다. 최근 민간투자산업이 활성화되면서 민간사업자측에서는 건설사업관리(CM)의 도입을 통한 사업의 성공적 수행을 도모하고 있는 반면, 민간투자사업을 관장하는 주무관청은 민간사업자측에 비해 경험 및 역량이 부족한 실정이다. 이에 본 연구에서는 주무관청의 업무역량을 강화하기 위한 방안으로서 기존의 발주자지원형 CM의 업무확장의 개념으로 기존의 CM의 업무체계를 유지하면서 주무관청을 적극적으로 지원하기 위한 파트너쉽지원관리 (Partnership Support Management; PSM) 방식을 도입하기 위하여 민간투자사업의 추진단계를 사업개발단계, 사업고시단계, 사업평가단계, 사업협약단계 및 변경협약단계의 5단계로 분류하여 PSM 참여가능시점 및 유형과 이해관계자의 상관성을 고려한 PSM 업무수행구조와 업무프로세스를 제안하였다. 본 연구에서 제안된 PSM 업무모델은 주무관청의 업무이해도를 향상하여 업무역량 강화 및 업무 부담을 경감시켜, 민간투자사업의 추진을 효율적으로 수행할 수 있을 것으로 기대된다.

From Excluded Ghettos to Exclusionary Enclaves: A Private Sector Initiative in Guangzhou, China

  • Massive migration is underway in rapidly urbanizing Guangzhou, the south gate of P. R. China. Over half the migrants choose to rent in "villages-in-the-city" in the downtown area because of the low-cost and prime location. The overpopulation and resulting poor environment and high crime-rate turn villages-in-the-city into de facto ghettos. As a result, these ghettos are undergoing a manner of demolition-development, leaving migrants' housing needs unmet. A private-sector initiative-the Tulou Commune-intends to address this considerable market potential. Targeting low-income groups, the Tulou Commune creates a socio-spatially exclusionary enclave. This paper analyzes the Tulou Commune and the implications if more low-income migrants shifting from village-in-the-city (excluded ghetto) to Tulou Commune (exclusionary enclave). This study argues that the intervention of the private sector causes the demographic, social, and spatial similarities and differences of the two living arrangements. Socioeconomic and institutional factors also affect the initiative. This study also provides more empirical evidence in the field of low-cost housing and socio-spatial development in transitional Chinese cities. As the first project of its kind, the analysis of the case can suggest how to improve strategies for accommodating migrants in the future.

  • To construct ligh rail transit, many local autonomous entities investigate the feasibility of project. Especially, many studies attempt to find the probability of private inducement and the method. The purpose of this paper is to develop the light rail transit financial analysis system for private sector, based on the procedure and the method of the financial analysis. This system consistes of the income and cost module. As a result, provide the cash flow, income statement and financial profit statement for the result. We hope that it is contributed to analyze the feasibility of the finance conveniently.

  • Changed the business environment, private sector focuses on the performance management, so to manage the performance he uses BSC that overcomes the limitation of financial indicators. Also, it is getting emphasized to evaluate the performance about services that the public sector provides and obliged for the public sector to be responsible for managing and improving its performance as the private sector has been doing. But lacks of knowledge and experience on performance management and evaluation are blocking the public sector from introducing and implementing new performance management systems. To solve those problems, this study has derived general guidelines and KPIs that public sector should keep in mind when BSC is introduced new management system. This study focused on the public hospital which is the performance management and evaluation system of Government administration.

친환경양식어업육성 민간보조사업의 활성화 방안 (A Study on the Revitalization of the Private Subsidy for Environmentally Friendly Aquaculture)

  • Effective implementation of private subsidy projects requires comprehensive expertise in the aquaculture and construction sectors to be provided to private subsidy operators, local government officials and others involved in budget execution and settlement. Due to the strengthening of laws and systems related to the execution of state subsidies since 2015, the efficient implementation of private-sector grant projects has been difficult for delays in projects, cancellations, and conflicts with local governments from lack of prior awareness and understanding of related regulations. It is expected that the government will be able to activate the project by analyzing the current status and problems of each phase of project implementation for improving quality internalization of the project effects, as well as quantitative growth of the private sector subsidy project for environmentally friendly aquaculture development projects.

일-가정 균형을 위한 지역사회의 지원에 대한 고찰 (A Study on the Service Support Program for the Work-Family Balance in the Community)

  • The purpose of this study was to investigate service support programs for the work-family balance in the community. Service support programs in the community are at beginning stages of development, because it has taken about 10 years to put a self-governing system into practice in Korea. This study concentrates on service support programs developed by various service organizations in the city and does not include any rural districts. First, the developmental process of the work-family balance model and type of the service support program in the community were studied. Next, the situation of care service support was examined based on written articles. Finally, a few suggestions were made f3r work-family balance in the community. The developmental situation of work-flmily balance in Korea is in a stage which is shifting from the company-leading model to a family-company-community model. The most common type of service support program offered in the community until now has been the informal sector through relatives, neighbors or friends. However, service support programs, in the public sector by the government and in the voluntary sector by nonprofit organizations and corporations, has rapidly been growing and the number of services from each sector has also increased. Profit organizations in the private sector, such as medical and care service centers, are also now rapidly increasing. It appears that service support programs contributing to the work-family balance in the community come from a number of sectors, including public, voluntary, private and informal sectors, to suit consumer needs.

A Multi-Group Analysis of Risk Management Practices of Public and Private Commercial Banks

  • The study examines the relationship between credit risk and operational risk (understanding of risk management, risk identification, risk assessment and control, and risk monitoring) on risk management practices followed by private and public sector commercial banks. The cross-sectional data method was used to check the impact of risk management practices. Data was collected from the bank employees and a total of 284 respondents were finally selected for further analysis. Measurement Invariance of Composite Models analysis is used to test the quality of the measurement model for sub-samples, and multi-group analysis is used for path analysis in sub-sample through PLS-SEM. The findings of the study as the total sample show that both types of banks are managing adequate and significant risk management practices. On the other hand, sub-groups' results show private sector banks are more momentous than public sector banks. Risk identification is significantly different at the sub-group level, which shows public sector banks are more concentrating on this type of risk. Understanding of risk management has no significant effect on both types of banks and risk assessment & control for public sector banks, and there is a difference in the risk management practices among private and public sector commercial banks.

Modification of Public-Private Partnership in Japan

  • Procurement system of public construction projects in Japan is changing with diversity in rapid pace. The quality assurance and risk management of construction projects should be more certain as the projects are turning into larger scale and more complexed. The clients in the public sector will want to make the relation of responsibility among the client, the designer (architects and engineers), and contractor clearer in terms of role and risk. Public-Private Partnership (PPP) is one of the methods for collaboration of the public sector and the private sector in public construction projects where the public utilizes the ability and suggestion of the private. Private Finance Initiative (PFI), Design-Build-Operate (DBO), market testing, designated manager system, outsourcing of tasks in local governments are well-known as examples of PPP in Japan. Indeed, there is an obvious trend that Design-Build (DB) is adopted in public construction projects in many countries including Japan. In this paper, the public construction projects in various procurement systems are surveyed and analyzed. They are not limited within the traditional procurement, Design-bid-Build, a separate order system of design and construction. Design-Build or PFI are adopted. In particular, contract by wide range including maintenance of equipment can be found. On the other hand, modification from originally typical PFI is taking place, such as concept design and project finance are removed from the roles and the tasks of the special purpose company (SPC) in PFI. Standard roles and tasks in a construction project are modeled in this paper.

The Prospects of Metaverse in the Public vs. Private Sector by Millennials and Generation Z: Citizen/Customer Relationship Management

  • Purpose: The aim of this study is to examine the factors influencing prospects toward for the metaverse in both the public and private sectors, focusing on the perspectives of millennials and generation Z that were rarely examined in previous studies. Research design, data and methodology: This study employed an online survey as its research methodology utilizing factor analysis, ANOVA, and regression analysis to test the formulated hypotheses. Results: The findings of this study reveal that factors such as citizen/customer relationship management, the application of metaverse in both in the public and private sectors. Moreover, the effect size of applying the metaverse to cities on prospects toward the Metaverse was notably higher in the public sector. The effect size of metaverse management for customer relationship management showed a greater impact in the private sector. Conclusions: The results carry significant managerial and policy implications. They shed light on how millennials and generation Z perceive the applications of the metaverse in relation to cities, products, and brands. Notably, the results suggest that application of the metaverse for cities and management of customer relationships for products and brands emerge as key factors influencing the prospect of the metaverse in the public and private sectors.
