The basic legislations regulating the private security in Korea are Private Security Business Act and Private Policeman Act. But this dualistic system of private security causes difficulties in unity and efficiency of private security operation and makes it complicated to supervise each personnel with effect. Besides despite similar service and duty, there is all the difference between private security guard and private policeman in regard of social position, pay, authority, and so on. Therefore it is suggested that the two Acts should be unified and the united private security act should be enacted. Legislating new private security act will lead to considering the detail legislative definition on qualification of personnels and business range.
In Korea, Private security companies has steadily grown and amounts to 2,051 places as of November 30, 2002. Private security in korea is carrying out firm name role assignment to have held the police and public peace environment change factors for a standard faithfully, and protects social a little property that is a basic purpose, and it is spare no efforts in loss prevention. In spite of numeral increase of private security companies, private security companies have many problem. Moreover, they mostly did not have any remarkable in-house expertises in their own business under tough conditions. Under the unfavorable circumstances including insufficient investment and education in private security guard, there have been actually little further studies on private security business in practices. So this study mainly focused on addressing the installation security business managed by authorized companies, which amount to 96%(1,963 companies) of total 2,051 domestic security companies. Furthermore, the study formulated and modeled a series of business procedures in private security companies. Private security has the common job characteristics of the police and crime prevention, and is responsible for the safety of our society. However, the hiring process for private security is very different from that of the police. Therefore, in this study, the problems of the private security recruitment process were identified through the police recruitment process and improvement points were suggested. As a result of comparing and examining the recruitment process of the police, the recruitment of private security guards is carried out through education and training, and problems such as the training process and physical strength verification required for security work were investigated. In order to improve the problems in the private security recruitment process, the curriculum of criminal law and criminology, physical examination such as 100m running and left and right grip strength, and practical cases of security work should be added. It is hoped that this study will serve as a basic data for the development of the private security industry along with the recruitment of excellent security guards.
In the early days of the Goryeo Dynasty, the royal guard was comprised of the central regular army in the 2-gun-6-wi system, and Nasungeomgun was in charge of the security inside the palace. However, the military system became disorganized during the period of military rule and the royal guard had to rely on military subjects. The military officials suppressed the civil ministers centering on Jungbang, the guarding organization close to the King to incapacitate the royal authority and control the state affairs. When the rule of the three leaders of the military rule became short-lived and Dae-seung Gyeong is raised to the ruler, he organized a do-or-die squad comprised of a hundred and more people for his personal safety, and this became the first dobang. Dobang was disassembled after Dae-seung Gyeong died of disease, but under the rule of Chung-heon Choe, Dae-seung Gyeong's dobang was revived and reinforced into 'Yukbeon Dobang' to provide the ruler with personal protection and intensify the ruling system, and it was quite a large organization with more refined system. Yukbeon Dobang was expanded and reinforced into Naeoedobang under the rule of Woo Choe, the son of Chung-heon Choe, and it was enhanced even more into Dobang Samsipyukbeon System under the rule of the grandson, Hang Choe. Dobang can be considered as the guard organization in modern sense, and it collected information and surveyed the area where guarding is required and house troops that belonged to Naedobang eliminated the risks that may follow afterwards to make assurance doubly sure for guarding. The Choe's regime established Mabyeolcho as a private guard organization in addition to dobang, and this formed the cavalry and infantry units with dobang. Yabyeolcho organized by Woo Choe in the reign of King Gojong was divided into Joabyeolcho and Ubyeolcho, and later Sineuigun was integrated with them to form Sambyeolcho. Originally, Yabyeolcho was established under the rule of Woo Choe to prevent crime in the evening, but after Sineuigun was organized with the ones who were captured by Mongolian army but escaped, in other words when Sambyeolcho was organized, the organization displayed much broader influence by covering military and police affairs as well as punishment and imprisonment. The guarding organization during the Period of Military Rule in the Goryeo Dynasty did not have strict distinction between official guard and personal guard. The private guard in modern days which is the equivalent of personal guard is characterized by its commerciality, however, house troops and the members of dobang did not seem to pursued profit. The guard organization during the period of military rule started from dobang which was organized for personal safety but gradually developed publicness through the participation of civil ministers and expansion, and later it played the pivotal role for social security serving official purpose up to the level where the distinction between official and private activities was blurred during the period of Sambyeolcho.
The suggestions that follow are about the Qualitative Improvement of private security Industrial. First, in legal and institutional policy, new establishment by law for private security and more support from government is asked. Moreover, the restructuring or M&A between petty companies and the pricing for security service should be performed. Second, in the structural aspect of private security industry, the professional education center for private security guards should be established and the terms of payment and welfare should be improved to the level above standard. In addition, it should be achieved to change the public to have a new and correct understanding of private security and develope the specialized parts suited to the characteristic and ability of each companies. Third, the construction of operating system for private security service should be achieved; recruit system for competent security guards, marketing strategy and enforcement system, widely known confidence to client, normal training system for security guards and post management system for client. This is also to be suited to the characteristic of each companies.
As of entering the 21st century, a trend in the field of a private security industry among the advanced countries have been increased a qualification system and train session to meet the needs of professionalism. Intensifying the professionalism in Korea, education and train system has been initiated to change but the oligopoly market already formulated due to impractical selection standard and management of education system. Issuing certification and offering basic training through a designated institution for the purpose of improving quality of the private security industry worker, its practical effectiveness were lower than expectation. Rather certification-holder or security agency, institution or truster's rent-seeking behavior have been increased by occupational licensing system. The founded results, which were associated to problems in selecting and educating to the private security guard, in this study were that any verification has been initiated towards dual-system in official approval and structural problems in education system, and non-existence of verification for professionalism and management capability to security agency owner and its upper managerial level. Current a dual system in an officially authorized verification system and completion of security guard credential requested change to an unified official qualification verification system to solve those problems. Ranges of an applicant to the unified official qualification verification system should be extend to the whole population in the private security industry. Moreover, minimization of the dead-weigh loss, which is caused by oligopoly phenomenon while using its market-dominant status, increasement number of designated institution, which allows self-regulating competition, and endowment of autonomy, which is in selecting education and agency, were requested to solve the problems in selecting and educating to the private security guard. In order to minimize stated problems while maintaining objectiveness, a new manage and supervise institution, which is called a 'private security industry committee', should be establish. The private security industry committee is a formation of governance network which are participated from professional group to civil organization.
In this study, we tried to find ways to minimize the negative effects of workplace bullying by analysing how workplace bullying affects private security guard's job attitude. The results of survey are as follows. First, as the result of analysis how the guard's workplace bullying affects job satisfaction, one of the job attitude, it showed that relational aggression and workplace bullying have a negative effect on their job satisfaction. In other words, job satisfaction decreases as relational aggression and workplace bullying increase. Second, as the result of analysis how the guard's workplace bullying affects their turnover intention, we found that relational aggression and workplace bullying have an effect on turnover intention, especially, relationally workplace bullying has a more effect on their turnover intention than relational aggression, which Is somewhat different from other studies. Study shows that workplace bullying can cause the guard's negative respond and behavior on their job satisfaction, they have to consider transferring another job. Therefore, increasing their job satisfaction and decreasing turnover intention are very important as we are exposed to crimes these days. In this study, we have come with following solutions. First, to increase job satisfaction against workplace bullying, we have to raise the efficiency of their human resources and reduce work ambiguity of actual work burden caused by positive organizational atmosphere and clear responsibility. Second, it is needed to promote personnel exchange between departments and form partnership through regular meetings by targeting common goals to concentrate same interests. At the same time, we have to improve the guard's welfare and working environment by introducing psychological counselling to the victims of bullying.
The Guard might focus on a king's personal safety in the wake of the system of the Silla and Taebong dynasties until the establishment of the Goryeo Dynasty's unique political system. The purpose of this research is to examine gob characteristics and organizational effectiveness of security guard on martial arts of security service guard. The subjects of this study are private guard as working security companies of Seoul and Kyongi area and 250 persons. It was a method of questionnaire for this study and used a questionnaire developed by Hackman and Oldham(1976) for gob characteristics and used a questionnaire developed by Tymon(1988) for organizational effectiveness that translated and modified from Kim, Ilsoon and measured by 5 point likert. It used to analyze the data for one-way ANOVA and multiple regression analysis. There are conclusions of this study. First, there was a partially difference on god characteristics and organizational effectiveness of population statistical character. Depending on sex, 'female' group was high, depending on the age, '46 year-old+ group' was high, depending on the educational level, 'bachelor group' was high, depending on the income, '400manwon+ group' was high. Second, it becomes positive result to the period, the frequency and the intensity of security martial arts practice. Third, it happened that gob characteristics is increase and organizational effectiveness is also positive way.
In modern society, the enterprises or the public organization have devised consistent means and methods with keen competition in high intelligence, high specialization and high competition for surviving in the struggle for existence. In the rapidly changing modern society like that, guard services are not free any more in the simple business. It will be survived only with consistent self-development and various abilities. Recently, it is on a trend that the enterprise including venture business requires the man of ability having many-sided thought, knowledge and capacity. That is, the era of a man with multi-function has come. The guards engaged in their present posts have to make efforts self-development consistently. And they have to work for self-development with theoretical knowledge acquirement about the expert knowledge escaping from simple function and business. The constitution including universities that train the guard should not adjust to the demand of quantitative manpower required in the enterprise organization with the training of the guard with simple functions only. It needs settlement as a curriculum with technology like ideology and knowledge breaking from short curriculum centered on function only in order to come to stay the recognition about guard services as expert services that the industrial society requires. The education centered on simple function should be replaced in the use of a high school, private academy and special guard institution. In addition, it requires a quality as the auxiliary, division, decision-making and spokesman according to the business role. Also, it requires the martial arts capacity, the communicative capacity, the sports or reports capacity, the guard driving capacity, the policy and assistant capacity and the information and analysis capacity, etc in individual. Lastly, it need each guard's change of cognition most of all. As part of the guard's adaptive plan according to the social change, it was enumerated like the mentioned above. It is important for the guard to prepare for the change of era and to build up quality and capacity before anything else.

The purpose of this paper is to explore security guard's status and roles in society through media reports. Research method is to anlyze security Guard's 'Keyword Trend' and 'Keyword Frequency Analysis' by 'Big Kind' which enables 'News Big Data' analysis. The result came out by the analysis in sectional private security guard's history of settling down, growing up (quantity), and growing up (quality) by separating generations is that there are lots of attention and exposure from media about crime, security guard job, minimum wage, and 'Gabjil', but the images of security guard are recognized as victim of crime and 'Gabjil', and working in poor environment with minimum waged and ambiguous job, instead of people preventing crimes. In the future, stabilizing security guard's social status and work responsibility, and developing job professionalism are necessary to improve the images of security guard.
