'Information Management'지에 나타난 기록정보관리 분야의 이슈와 동향 (Records and Information Management Issues and Trends Traced from ARMA's 'Information Management')

  • 국제 기록관리자 및 행정가협회(ARMA International)는 기록정보관리 원칙에 대한 교육과 출판을 주도하고 있는 국제기관으로 그 관심사와 활동을 살펴보는 것은 해당분야의 이슈와 고민을 읽을 수 있는 기회를 제공해 준다. 이에 본 연구에서는 해당 협회의 기관지인 Information Management에서 다루고 있는 주제들을 분석함으로써 기록정보관리 분야의 주요 관심사와 이슈의 특징과 동향을 파악하고자 하였다. 또한 다루어진 주제 중 주목할 필요가 있는 정보거버넌스, 이디스커버리, 전자의료기록, 클라우드에 대해서 그 개념을 좀 더 심도 있게 짚어보고 우리나라의 현황과 비교함으로써 향후과제를 도출하고자 하였다. 민간분야 기록정보관리의 필요성이 설득력 있게 제시되지 못하고 있는 우리나라의 현실에서 이러한 해외의 경험과 사례들은 분명한 시사점을 제공할 것이다.

청소년 인터넷규제 개선방향에 대한 제언: 주요국의 청소년 인터넷규제를 중심으로 (Suggestions for Improvement of Youth Internet Regulation: Focusing on Youth Internet Regulation of the Major Country)

  • 발전된 디지털 환경은 생활 편의성 향상 측면에서 상당한 이점을 가져다주고 있지만, 무분별한 정보의 접근은 오히려 새로운 사회 문제를 발생시키고 있다. 특히 청소년이나 어린이 인터넷 이용 인구의 증가로 인터넷 상의 유해 정보로부터 야기되는 부정적인 영향에 대한 우려가 높아짐에 따라, 국제 사회에서는 인터넷 상의 청소년 및 어린이 보호를 위한 정책 마련과 각종 활동의 중요성이 강조되고 있다. 본고에서는 이와 같은 추세를 반영해 해외 주요 국가의 청소년 보호를 위한 인터넷 규제 및 운영 현황을 살펴보고 향후 국내에서 청소년 보호를 위한 인터넷 환경 강화에 필요한 요건을 도출해본다. 주요 국가들은 민간단체들과 긴밀한 협력 구조 구축과 캠페인, 지속적인 교육 등을 통해 자율적인 규제를 유도하며 직접적인 규제를 최소화 하고 있음에도 불구하고, 한국은 인터넷 게임 셧다운제와 같은 직접적이고 강압적인 규제를 시행하고 있으며 사회 인프라 조성 활동도 미흡한 것으로 분석되었다. 따라서, 바람직한 인터넷 환경을 조성하기 위해서는 민간 전문가 및 민간단체 등의 협력 증진과 간접적 규제 기반 조성으로 자율적인 규제를 지향하는 것이 필요하다.

1990년대 대도시의 변화에 관한 시민 의식 연구(1) : 사회 부문별 비교 (Citizens' Consciousness on Urban Changes in Large Cities in the 1990s(1) : A Comparative Study on Urban Social Sectors)

  • 본 논문은 1990년대 우리나라 대도시의 변화(특히 도시의 경제, 정치, 사회문화 부문)에 관하여 서울, 대전, 대구, 광주 시민들의 의식을 조사하여 비교 분석한 것이다. 서구 대도시의 발달을 배경으로 제시된 각 부문별 이론들, 즉 포스트포드주의론, 도시거버넌스론, 포스트모더니즘론, 그리고 지속가능한 발전론 등에 기초하여 설문항목들을 도출하여 설문지를 작성하였다. 이 설문조사를 통해 밝혀진 내용들 가운데 주요한 점들은 다음과 같다. 첫째, 전반적으로 대도시 시민들은 1990년대 도시 변화에서 경제 및 정치 분야보다는 공간구조 및 사회문화 분야의 변화를 더 강조하였다. 둘째, 도시경제분야에서, 시민들은 첨단기술산업의 중요성을 인정하지만, 기존의 지역불균등발전에 따른 발전 저해요인들(대표적으로 지역자본 및 기업본사의 부재 등)이 매우 큰 영향을 미치고 있다고 인지한다. 셋째, 시민들은 도시정치와 관련하여 여전히 중앙집권화된 정치 정당구조를 문제시했으며, 도시발전의 수준이 낮을수록 단체장의 기업가적 마인드의 중요성을 인정했다. 넷째, 시민들은 사회문화 분야에 큰 영향을 미친 요인들로서 정보통신 수단의 발달 자동차의 보급 증대, 신용카드의 사용증대 등의 3대 요인을 지적했으며, 또한 일반적 추정과는 달리 도시축제의 효과에 대해 크게 동의하지 않는 반면 자신들이 살고 있는 도시에 대해 상당한 자긍심을 가지는 것으로 조사되었다.

Relevance of China's Reform Experience to India

  • The aim of this paper is to understand the nature of transformation of the Chinese economy. China's approach to the process of economic development in the aftermath of the reforms in the late 1970's has been a success story and a phenomenon of great significance. It helped millions of people move out of poverty and achieve an acceptable standard of life. The economic policy of China was more effective than India's; we measured this effectiveness in terms of two fundamental approach: first, growth was fundamental for ensuring and increasing the wellbeing as it increases total output in China compare to India; second, growth was pro-poor in China, but not in India, during the period 2000-2011. In this paper, we seek to explain how China reduced extreme poverty through reforms, and this reform experience of China stands out for three reasons. The first is renewed thrust on the rural economy and private sector, second is decentralized planning, and third is investment in human resource development. This experience of China's reform success offers a significant lesson for most of the developing countries, especially India, since India has more similarities with China. Therefore, this experience is particularly insightful for India.

대한민국 근로자의 근로시간 분석연구 (Analysis of Korean workers' working hours)

  • 본 연구에서는 2006년 1차, 2010년 2차, 2011년 3차, 2014년 4차 근로환경조사(KWCS) 결과를 바탕으로 2000년대 중반부터 약 10년에 걸쳐 직업별, 고용계약기간별, 직장 유형별, 최종학력별로 우리나라 근로자의 근로시간이 어떻게 변했는지 살펴보았다. 아울러 우리나라의 근로환경조사(KWCS)와 유럽의 2010년 5차 근로환경조사(EWCS) 결과를 비교하였다. 주당 근로시간의 경우 2000년대 중반부터 근래에까지 줄어들었지만 유럽의 근로시간보다는 아직도 더 길다. 직업별로는 서비스종사자와 판매종사자가 전문가보다, 민간부문이 공공부문 및 비영리단체보다, 그리고 저학력자가 고학력자보다 근로시간이 더 길다.

Poverty Alleviation Efforts through MDG's and Economic Resources in Indonesia

  • The objective of this study is to examine and provide guidelines for regional governments, communities, and the private sector in planning and implementing poverty-reduction activities that are more effective, efficient, and targeted. Besides, this research's specific aims are: 1) increasing the rate of regional economic growth through optimization of potential sources of local income, 2) increasing per-capita income, and 3) reducing poverty, unemployment, and social-economic inequality of the community. The study was conducted in North Morowali District, Central Sulawesi Province, Indonesia, in 2018-2019. The research approach used quantitative and qualitative descriptive analysis. Data sources include sources from the Focus Group Discussion (FGD) and Regional Statistics. The results of this study are based on the Millennium Development Goals (MDG's) indicators that there are four priority scales in poverty reduction, namely, Health and Infrastructure (Priority I), Education (Priority II), Food stability (Priority III), and Population and Employment (Priority IV). Therefore, as a solution to poverty alleviation strategies, the cost approach through regional economic optimization and local income sources and community empowerment factors are essential. Apart from that, the involvement between elements (government, organizations, society, universities, and institutions) is expected to continue as an effort to realize poverty reduction can be optimally overcome.

충남 초·중학생의 무상급식에 대한 인식 및 만족도에 대한 연구 (A Study on the Perception and Satisfaction of Elementary and Middle School Students on Free Food Service in Chungnam)

  • The objective of this study is to investigate the perception and satisfaction of elementary and middle school students on free school food service. We surveyed education related to school food service, concerns about food ingredients, perceptions of free school food service and satisfaction for the quality of the school food service. The investigation is classified into two groups, schools that operate as a food service center or those that do not. Those who are provided food ingredients by school food service centers are educated about the agricultural products' country-of-origin and their environment-friendly food service. The more individuals are educated of the foods' county-of-origin and environment-friendly food service the more they will have a higher concern of the food materials and subsequently a higher satisfaction for the quality of school food service. School food service centers managed directly by the local government would probably receive higher satisfaction than those consigned to a private sector. The results of this study will be meaningful to establish policies on school food service and school food service centers.

가정폭력 관련 기관들의 서비스 연계실태와 관련 요인 (The Study on Factors Affecting Inter-agency Coordination in Family Violence)

  • In the 1990s, with enacting of the laws on the family violence in Korea, agencies such as helpline 1366, counseling center and shelter for the female victims have been rapidly increasing in number. Also police and medical center have been viewed as having major responsibility for delivering services and social workers in community welfare center and public social worker have been expected play a role in community-based delivery systems for the female victims. The purpose of this study is to measure the level of the inter agency coordination and to find out the factors affecting the inter-agency coordination in family violence and to make policy implications for a better delivery system. The data were obtained from a social survey of family violence agencies, counselling center/shelter/helpline 1366, police, medical center, social workers of community center and of public sector in Seoul and Kyeongi area. The major results are as follows: 1) the level of inter-agency coordination is low, specially the referal cases of police and medical center is very poor. 2) The type of inter-agency coordination is referals and information sharing among agencies. 3) the factors affecting inter-agency coordination is agency type, wills and efforts of agency, information sharing, experience of family violence education. The current findings suggest that the delivery system to promote inter-agency coordination efforts and for police and medical center, social worker in private and public agency to respond promptly and properly would be built up.

ETRI AI 실행전략 5: AI 전문인력 양성 (ETRI AI Strategy #5: Nurturing AI Professionals)

  • As artificial intelligence (AI) technology becomes more important, the demand for AI talent is increasing. However, there is a shortage of AI talent around the world, and it is difficult to secure. Therefore, it has become more important to nurture the AI workforce. The private sector and government in Korea and other countries are making an effort to cultivate AI talent, and ETRI has proposed "Nurturing AI Professionals" as ETRI AI Strategy #5 to meet both internal and national demands for AI talent. ETRI has suggested three key tasks to implement AI Strategy #5. The first one is to create a "top-notch AI talent training project: the ETRI AI Academy" to strengthen AI research capabilities. The second one is "nurturing AI engineers specialized in local-based industries: the ETRI AI Business School" to help supply the necessary AI workforce in the industry. The third one is the "contribution to AI education service for people: ETRI AI Literacy" to raise the public's understanding and utilization of AI.

Human Resource Development in Local Governments: Increased Transparency and Public Accountability

  • The purpose of this study is to explore and empirically analyze the factors affecting transparency and public accountability in local government, which have not been sufficiently researched in terms of human resource management, and good governance implementation. In particular, this study intends to examine human resource management activities focusing on the government effectiveness dimension. This study uses a qualitative approach and phenomenological method to examine the phenomenon of participant experience along with documents that are in the setting under study. Participants consisted of nine people from the Regional Government Work Unit of Tasikmalaya City, the private sector, and the community. The researcher divided data analysis into three sub-indicators, including effectiveness and efficiency, responsiveness, and public service. The Results show Regional Financial and Asset Management Agency (BPKAD) of Tasikmalaya City as sufficient in terms of human resources, this can be verified from the number of leaders and staff, which amounts to 58 people, of which 80% are economic graduates. Although the quantity is adequate, the quality of human resources in BPKAD in Tasikmalaya City is still weak. In Conclusion of this study it is inferred that the application of the government effectiveness dimension in BPKAD Tasikmalaya City is not optimal and need adequate training to improve employee performance in financial management.
