Background: The advancement of information and communication technology acts as a key driver in the implementation of smart cities. Smart Public Facilities leverage this technological progress to innovate urban operations, optimizing various city functions, enhancing the quality of public services, and improving citizens' accessibility and convenience. These Smart Public Facilities are introduced for the sustainable development of cities and the enhancement of citizens' quality of life. Method: This study systematically analyzed the public design policies of local governments and examined the use cases of Smart Public Facilities domestically and internationally to evaluate their functions and roles. Through this, the effectiveness and sustainability of public design policies were comprehensively reviewed, and the impact of Smart Public Facilities on urban operations and citizens' lives was analyzed from multiple perspectives. Results: The introduction of Smart Public Facilities significantly enhances the implementation and efficiency of public design policies, playing a crucial role in sustainable urban development and improving citizens' quality of life. Furthermore, positive impacts were observed in various areas such as energy management, transportation systems, and environmental monitoring. Major challenges included managing technological changes, ensuring data privacy and cybersecurity, and strengthening citizen participation. Conclusion: Smart Public Facilities serve as essential infrastructure for improving urban efficiency, sustainability, and citizens' quality of life. Successful implementation and operation require systematic management and citizen participation. Through this, Smart Public Facilities will support sustainable urban development and play a critical role in responding to environmental changes. To ensure that Smart Public Facilities function effectively as urban infrastructure, it is necessary to comprehensively evaluate their impact on the efficiency of public design policies, sustainability, citizens' quality of life, and the local economy, and to suggest concrete measures for their introduction and operation.
This article surveys the current international law with respect to RPAS from both the public air law and private air law perspectives. It then reviews current and proposed Australian domestic RPAS regulation while emphasizing the peculiar risks in operation of RPAS; and how they affect concepts of liability, safety and privacy. While RPAS operations still constitute only a small portion of total operations within commercial aviation, international pilotless flight for commercial air transport remains a future reality. As the industry is developing so quickly the earlier the pursuit of the right policy solutions begins, the better the law will be able to cope with the technological realities when the inevitable risks manifest in accidents. The paper acknowledges that a domestic or regional approach to RPAS, typified by the legislative success of the Australian experience, is and continues to be the principal measure to deal with RPAS issues globally. Furthermore, safety remains the foremost factor in present and revised Australian RPAS regulation. This has an analogue to the international situation. Creating safety-related rules is imperative and must precede the creation or adoption of liability rules because the former mitigates the risk of accidents which trigger the application of the latter. The flipside of a lack of binding airworthiness standards for RPAS operators is potentially a strong argument that the liability regime (and particularly strict liability of operators) is unfair and unsuited to pilotless flight. The potential solutions the authors raise include the need for revised ICAO guidance and, in particular, SARPs with respect to RPAS air safety, airworthiness, and potentially liability issues for participants/passengers, and those on the ground. Such guidance could then be adapted swiftly for appropriate incorporation into domestic laws bypassing the need for or administrative burden and time it would take to activate the treaty process to deal with an arm of aviation that states know all too well is in need of safety regulation and monitoring.
The $4^{th}$ Industrial Revolution, symbolizing the explosive innovation of digital technologies, is expected to have a great impact on labor relations and produce a lot of contested issues. The labor-management issues, created by the $4^{th}$ Industrial Revolution, are as follows: (1) employment restructuring, job re-allocation, and skill-reformation, driven by the technological displacement, resetting of worker-machine relationship, and negotiation on labor intensity and autonomy, (2) the legislation of institutional protection for the digital dependent self-employed, derived from the proliferation of platform-mediated labor, and the statutory recognition of their 'workerness', (3) unemployment safety net, income guarantee, and skill formation assistance for precarious workeforce, (4) the protection of worker privacy from workplace surveillance, (5) protecting labor rights of the digital dependent self-employed and prcarious workers and guaranteeing their unionization and collective bargaining. In comparing how labor unions in Western countries have responded to the $4^{th}$ Industrial Revolution, German unions have showed a strategic approach of policy formation toward digital technological innovations by effectively building and utilizing diverse channel of social dialogue and collective bargaining, while those in the US and UK have adopted the traditional approach of organizing and protesting in attempting to protect the interest of platform-mediated workers (i.e. Uber drivers). In light of the best practice demonstrated by German unions, it is necessary to build the process of productive policy consultation among three parties- the government, employers, and labor unions - at multi levels (i.e. workplace, sectoral and national levels), in order to prevent the destructive damage as well as labor-management confrotation, caused by digital technological innovations. In such policy consultation procesess, moreover, the inclusive and integrated approach is required to tackle with diverse problems, derived from the $4^{th}$ Industrial Revolution, in a holistic manner.
This study examines the effect of residential and neighboring environment on the residents' social exclusion in Daejeon Chokbangchon, the city's slum area. Based on GIS methodology with residents' addresses and other characteristics, this study finds out the feminization and the ageing trends in the central part of this area. Besides, longitudinal data between 2007 to 2016 shows this area's depopulation resulting in people's spread into other parts of the city. This study took pictures of 252 images of in the streets and indoors, analysed them and defined the problems of residential and neighboring environment. According to this picture analysis, the predicaments of this area was categorized into 4 types such as appearance-hygiene, narrowness-lack of residential functions, safety-privacy violation and stigma. This area ranging 1 km from north to south adjacent with Daejeon railway station was divided into 4 sections with different main problems. The follow-up survey for residents living in each section showed each section was different in work state, neighbor satisfaction, stigma and social exclusion. Finally, residential satisfaction was found to be the most important affecting factor on social exclusion. Based on these results, this study suggests government's housing policy on this area to be more enthusiastic and specific to cope with each problems of sections.

The Internet is now an integral part of the everyday lives of a majority of people. They are demanding web sites that offer credible information - Just as much as they want sites that are easy to navigate. But the online reality today is that few Internet users say they can trust the web sites that have products for sale or the sites that offer advice about which products and services to buy. Users want the web sites they visit to provide clear information to allow them to judge the site's credibility. Users want to know who runs the site; how to reach those people; the site's privacy policy; and how the site deals with mistakes. In the eyes of users all sites ate not equal. Users have different credibility standards for different types of sites. For news and information sites users want advertising clearly labeled as advertising. And users want the site to provide a list of the editors responsible for the site's contents, including the editor's email address. For e-commerce sites, user expectations and demands are just about as high as they can be. They say that it is very important that these sites provide specific, accurate information about the site's policies and practices.

Recently, Hospital information systems have the large databases by wide range offices for hospital management, health care to improve the quality of care. However, hospital information systems for information security measures are insufficient. Therefore, when we construct the hospital information system, we have to audit the information security measures for them, and we have to manage the ISMS(Information Security Management System) to maintain the information protection level through the risk managements. In this paper, we suggested the hospital information security audit model for the protection of health information privacy by the current hospital information systems, information security management system(ISMS), and hospital information security requirements and threats. We derived the check items compared with ISO27799 reflected the characteristics of the hospital. We classified the security domains as the physical, technical, administrative domain, and derived the check items for information security. We also designed the check lists by mapping the ISO27799 risk management process to improve the security and efficiency simultaneously. Our model by the five-point scale survey of IT experts was verified the suitability with the average of 4.91 points.
One of the recent important issues in IT fields is the convergence. It had been simply focused on functional convergence of technologyies. However the convergence in terms of businesses or services also has been made in recent years. The convergence between broadcasting and telecommunication industries can be possible because the e-transformation of broadcasting industry based on digital technology such as multimedia and multi-channel, can be combined with the high speed telecommunication network. It is giving a birth of various convergence services such as IPTV. IPTV is a kind of new service that is combined with the convergence of network, contents, and device. Nevertheless the controversy about the scope and the value of this new convergence service has constantly been raised; for example, what is the difference between IPTV and Internet TV? or what are the benefits that customers can have? This study measured the expectation level and the cognitive level of users before and after using the service and analyzed the gap between the importance and the satisfaction of the service. From this study, we proposed the priority of each function by analysing Importance-Performance Analysis(IPA) method to suggest required functions of IPTV service based on N-Screen technology. This study will identify the gap of awareness level between service providers and end users for the functions of broadcasting and telecommunications convergence service and suggest a solution enhancing user satisfaction.

The advancement and the spread of information and communication technology (ICT) changes the way we live and act. Computer and ICT devices become smaller and invisible, and they are now virtually everywhere in the world. Many socio-economic activities are now subject to the use of computer and ICT devices although we don't really recognize it. Various socio economic activities supported by digital devices leave digital records, and a myriad of these records becomes what we call'big data'. Big data differ from conventional data we have collected and managed in that it holds more detailed information of socio-economic activities. Thus, they offer not only new insight for our society and but also new opportunity for policy analysis. However, the use of big data requires development of new methods and tools as well as consideration of institutional issues such as privacy. The goals of this research are twofold. Firstly, it aims to understand the opportunities and challenges of using big data for planning support. Big data indeed is a big sum of microscopic and dynamic data, and this challenges conventional analytical methods and planning support tools. Secondly, it seeks to suggest ways of visualizing such spatial big data for planning support. In this regards, this study attempts to develop a dynamic visualization model and conducts an experimental case study with mobile phone big data for the Jeju island. Since the off-the-shelf commercial software for the analysis of spatial big data is not yet commonly available, the roles of open source software and computer programming are important. This research presents a pilot model of dynamic visualization for spatial big data, as well as results from them. Then, the study concludes with future studies and implications to promote the use of spatial big data in urban planning field.
This cross-sectional study examined the differences of the human rights sensitivity changes between freshmen and seniors of nursing and non-nursing Students. The data for this study were collected using a human rights sensitivity questionnaire developed by Moon answered by 178 nursing and non-nursing students from five South Korean universities. A t-test, chi-square test were performed on the collected data. There were no significant differences in the human rights sensitivity scores between freshmen and seniors in nursing and non-nursing students. There were significant differences in the human rights sensitivity scores in the right to privacy of the psychiatric patients and the environmental rights among nursing students. There were significant differences in the human rights sensitivity scores in the disabled person's physical liberty in non-nursing students. The results of this study suggested the direction of educational curriculum revision about ethics and development of educational programs to improve the human rights sensitivity.
This study examined the consumer response of the current O2O service between service types. Previous studies mainly focused on the quality factor of O2O service or Technology Acceptance Model or extended TAM, This study is different from the fact that there are differences in factors that consumers consider important and consumer reactions by service type. It is also significant that we compared between representative food delivery services and car sharing services that are actively used among O2O services. As O2O service is closely related to consumer's life, this study chose three factors that the issue of personal information security and trust of intermediary platform companies, and finally subjective norm based on individuals and groups who are aware of new O2O service. To test hypotheses, data were collected and analyzed for 301 samples, focusing on delivery and car sharing service, As a result, the delivery service among the O2O services was more positive to attitude toward service in the consumer group with lower personal information security, trust in platform, and subjective norm than car sharing service. Based on these results, implications and future research directions were presented.
