Intensive competition in the electricity market and demand for higher quality service force the utilities to change their strategies in setting price and quality combination. As cost-up by homogeneously enhancing the electricity service quality may reduce their competitiveness, differential service is to be taken into consideration. Priority Service, which provides customers with a selection of service options at a range of prices and reliability for all or portions of their loads, has drawn attention from utilities in an increasingly competitive environment. Priority Service is to enlarge service options for customers who have diverse needs for supply reliability. This paper in the light of this point reviews differentiated strategy of power quality in the U.S.A.
Disaster and safety budget can be characterized as a large-scale public asset on which the government has a significant role. It is of a crucial importance to properly allocate the limited national budget to various areas as necessary. Higher investment efficiency of the budget related to disaster and safety management requires distribution criteria based on relevance and efficiency. Currently, the budget related to disaster and safety management is orchestrated through the prior consultation system. However, there is still no clear framework for reviewing the investment direction and setting the priority investment areas by prior consultation. This study analyzes the status and characteristics of disaster and safety management projects by damage type and proposes a structured system for prioritization. This framework can be useful in selecting the areas that need priority investments by damage type of disaster and safety management projects, thereby contributing to improving investment efficiency.

This study aims to provide basic data for establishing strategies for asset management in the future through priorities and influence of the asset management items of public facilities in Korea. To this end, 4 upper items and 20 lower items in priority were selected based on existing literature. The analytic hierarchy process was used to determine the importance of each of the selected items, and the interpretive structural modeling (ISM) technique was used to examine the relationships among the 20 lower items. On this basis, directions for the efficient asset management of public facilities were suggested.

A resource allocation algorithm based on simultaneous wireless information and power transfer (SWIPT) to maximize the system throughput is proposed in orthogonal frequency division multiplexing (OFDM) relay networks. The algorithm formulates the problem under the peak power constraints of the source and each subcarrier (SC), and the energy causality constraint of the relay. With the given SC allocation of the source, we give and prove the optimal propositions of the formulated problem. Then, the formulated problem could be decomposed into two separate throughput maximization sub-problems by setting the total power to transfer energy. Finally, several SC allocation schemes are proposed, which are energy priority scheme, information priority scheme, balanced allocation scheme and exhaustive scheme. The simulation results reveal that the energy priority scheme can significantly reduce computational complexity and achieve approximate performance with the exhaustive scheme.

This paper introduces a method of selecting priority update areas for subdivided land cover maps by training orthoimages and serial cadastral maps in a deep learning model. For the experiment, orthoimages and serial cadastral maps were obtained from the National Spatial Data Infrastructure Portal. Based on the VGG-16 model, 51,470 images were trained on 33 subdivided classifications within the experimental area and an accuracy evaluation was conducted. The overall accuracy was 61.42%. In addition, using the differences in the classification prediction probability of the misclassified polygon and the cosine similarity that numerically expresses the similarity of the land category features with the original subdivided land cover class, the cases were classified and the areas in which the boundary setting was incorrect and in which the image itself was determined to have a problem were identified as the priority update polygons that should be checked by operators.

Background: Selecting priority occupational carcinogens is important for cancer prevention efforts; however, standardized selection methods are not available. The objective of this paper was to describe the methods used by CAREX Canada in 2015 to establish priorities for preventing occupational cancer, with a focus on exposure estimation and descriptive profiles. Methods: Four criteria were used in an expert assessment process to guide carcinogen prioritization: (1) the likelihood of presence and/or use in Canadian workplaces; (2) toxicity of the substance (strength of evidence for carcinogenicity and other health effects); (3) feasibility of producing a carcinogen profile and/or an occupational estimate; and (4) special interest from the public/scientific community. Carcinogens were ranked as high, medium or low priority based on specific conditions regarding these criteria, and stakeholder input was incorporated. Priorities were set separately for the creation of new carcinogen profiles and for new occupational exposure estimates. Results: Overall, 246 agents were reviewed for inclusion in the occupational priorities list. For carcinogen profile generation, 103 were prioritized (11 high, 33 medium, and 59 low priority), and 36 carcinogens were deemed priorities for occupational exposure estimation (13 high, 17 medium, and 6 low priority). Conclusion: Prioritizing and ranking occupational carcinogens is required for a variety of purposes, including research, resource allocation at different jurisdictional levels, calculations of occupational cancer burden, and planning of CAREX-type projects in different countries. This paper outlines how this process was achieved in Canada; this may provide a model for other countries and jurisdictions as a part of occupational cancer prevention efforts.
Background: Breast cancer is the most common malignancy among women in both developed and developing countries. The burden is increasing in low-income and middle-income countries (LMCs) and threatens the public health of such societies. Introduction of expensive monoclonal antibodies to cancer treatment regimens poses a real challenge in the health systems of LMCs. Despite controversy of cost-effectiveness of bevacizumab in breast cancer, some studies indicate gain of patients from this drug. The present study aimed to propose a priority setting model for administration of anti-angiogenic agents in breast cancer via assessment of tumor angiogenesis by the microvessel density (MVD) method and associations with clinicopathological characteristics (including simultaneous mutations of TP53 and HER-2 genes). Materials and Methods: Age, axillary lymph nodes status, tumor size, stage and grade, estrogen and progesterone receptors status, HER-2/neu status (by immunohistochemistry and FISH test), TP53 mutation, Ki-67 (for proliferation assay) and CD34 (for angiogenesis assay) were assessed in 111 breast cancer patients. The molecular subtype of each tumor was also determined and correlations of simultaneous mutations of HER-2 and p53 genes with angiogenesis and other clinicopathological characteristics were evaluated. Results: There were significant associations between simultaneous mutations of HER-2 and p53 genes and all other parameters except tumor size. The degree of angiogenesis in the ERBB2 subtype was greater than the others. Younger patients showed a higher angiogenesis rate rather those older than 50 years. Conclusions: Our results demonstrated that patients with simultaneous mutations of HER-2 and p53 genes, those with ERBB2 molecular subtype and also younger women (often triple negative) seem more eligible for obtaining anti-angiogenic agents. These results suggest a model for priority setting of patients with breast cancer for treatment with anti-angiogenic drugs in LMCs.

This paper deals with technology relevance analysis, which measures technological dependency between needs technology and its component technology as well as between needs technologies. The two-round survey was carried out: In the first round, a wide range of needs technologies in construction and building industry were identified and classified to meet a variety of social needs which were anticipated in the near future of Korea. In the second, relevance between needs technology and its component technologies was checked by some 120 experts. Based on the survey results, the individual relevances among needs technologies were computed. Finally the ranking of needs technologies in construction industry was set according to the degree of technology relevance. This relevance is to be used as one of criteria for the selection of national R&D projects which the Ministry of Construction and Transportation plans to promote in the next five years.

The Korean government has purchased land properties alongside any significant water bodies before setting up the buffers to secure water qualities. Since the annual budgets are limited, however, there has always been the issue of which land parcels ought to be given the priority. Therefore, this study aims to develop efficient mechanism for land acquisition priorities in stream corridors that would ultimately be vegetated for riparian buffer zones. The criteria of land acquisition priority were driven through literary review along with experts' advice. The relative weights of their value and priorities for each criterion were computed using the Analytical Hierarchy Process(AHP) method. Major findings of the study are as follows: 1. The decision-making structural model for land acquisition priority focuses mainly on the reduction of non-point source pollutants(NSPs). This fact is highly associated with natural and physical conditions and land use types of surrounding areas. The criteria were classified into two categories-NSPs runoff areas and potential NSPs runoff areas. 2. Land acquisition priority weights derived for NSPs runoff areas and potential NSPs runoff areas were 0.862 and 0.138, respectively. This implicates that much higher priority should be given to the land parcels with NSPs runoff areas. 3. Weights and priorities of sub-criteria suggested from this study include: proximity to the streams(0.460), land cover(0.189), soil permeability(0.117), topographical slope(0.096), proximity to the roads(0.058), land-use types(0.036), visibility to the streams(0.032), and the land price(0.012). This order of importance suggests, as one can expect, that it is better to purchase land parcels that are adjacent to the streams. 4. A standard scoring system including the criteria and weights for land acquisition priority was developed which would likely to allow expedited decision making and easy quantification for priority evaluation due to the utilization of measurable spatial data. Further studies focusing on both point and non-point pollutants and GIS-based spatial analysis and mapping of land acquisition priority are needed.

Purpose: Although previous studies reported that actual application of research findings into the clinical setting was still poor, research utilization is a major component for implementation of Evidence-based Nursing Practice (EBNP). This study was conducted to identify the barriers to research utilization in clinical nurses. Methods: A descriptive survey design was used. Participants were 392 clinical nurses who were interviewed using a structured questionnaire. Results: Priority factors of barriers were setting, communication, research, and nurses. Five of the top 10 barriers were related to 'setting.' The first barrier was difficulty in the comprehension of statistical analyses. Nurses who worked in secondary hospitals and regularly read research articles perceived significantly lower barriers to research utilization compared with other nurses. There were statistically differences in research utilization among the groups by level of searching skills related to research documents and degree of understanding of EBNP. Conclusion: The study findings identified the top barriers to research utilization and key factors for nursing administrators and educators to consider in developing strategies to facilitate the utilization of research findings in clinical settings.
