What and Where for Publications by Cancer Registries in the Asian Pacific? - Roles for the APJCP in the Future

  • The absolute necessity of cancer registration for cancer control planning is well accepted. The registry at the national or local level can provide not only essential data for cancer incidence, mortality and survival but may also point to risk and protective factors and efficacy of interventions by conducting epidemiological research. Timely publication of research findings in PubMed indexed journals is of the essence, especially in examples that allow free access so that the widest dissemination of information can be achieved. The present commentary covers the scope of research in Asia or using Asian data the period 2008-2013, nearly 40% of a total of over 300 papers being published in the APJCP. In order to reach its full potential the registry should incorporate many skills. Cooperation for this purpose, whether it be national, regional, Asia-wide or international, is a high priority and the International Agency for Research on Cancer, together with the National Cancer Institute in Thailand and the APOCP/APJCP are staging an Asian Cancer Network Forum in Bangkok in February of 2014 to allow discussion of ways forward. It is hoped that representatives from all regions of Asia will decide to attend and a l so contribute country reports for publication in a special supplement of the APJCP.

On the Library Administrative Systems and Legislations in Russia (러시아의 도서관 행정.법제에 관한 고찰)

  • The purpose of this paper is to overview the administrative system and legislation of Russia's libraries with priority given to public library. After the breakup of the Soviet Union in 1991, Russia began to set up a new political, legal, and economic system. Russia has about 51,000 public libraries. Most towns and large villages have a public library As a rule, public libraries are unified in centralized systems coincident in their location with administrative regions. The great majority of public libraries are part of a network subordinated to the Ministry of Culture of the Russian Federation. Library legislation is an important guarantee of the success of library service. Two definitive federal laws were enacted in 1994, Library Law and Legal Deposit Copy Law. In 2001, the Russian Library Association adopted the Model Standard for Public Library. It has a recommendatory character and it is addressed to both librarians and local authorities.

Space Syntax-based Application to Recommend Paths for Female's Safe Leisure Life (Space Syntax 기반 여성의 안전한 여가활동 경로 추천 애플리케이션)

  • In this paper, we propose and implement an application that recommends safe paths for outdoor leisure activity of women based on Space Syntax theory. Compared to general navigation systems which focuses on the shortest time or the shortest distance, the proposed application makes safe paths the first priority. It generates path recommendation with regard to accessibility of travel time and correlation of regions and considers various risk factors for searching for the safest path. Concludingly, the employed Space Syntax algorithm enables the women users to select their own customized paths.

  • The main purpose of the article is to study the features of the impact of social and digital changes on the system of government regulation of banking acitivity. The digital economy sets the vector along which socio-economic systems of micro-, meso-, macro-levels will develop in the long term, which necessitates research and a comprehensive analysis of digital transformation processes. Once a priority for individual innovative companies, today digital transformation has become a mass phenomenon, and the corresponding projects are vital for the success of not only individual companies, but also regions and countries. At the same time, this transformation itself is closely connected with the trend of servicing socio-economic systems and is largely implemented on its basis. Moreover, this relationship and the mechanism for its implementation remain insufficiently studied, which necessitates the development of tools for its identification, assessment and management. As a result of the analysis, the key aspects of the impact of social and digital changes on the system of state regulation of banking activities were identified.

Exploration of Community Risk Factors for COVID-19 Incidence in Korea (코로나19 발생의 지역사회 위험요인 분석)

  • Background: There are regional variations in the incidence of coronavirus disease 2019 (COVID-19), which means that some regions are more exposed to the risk of COVID-19 than others. Therefore, this study aims to investigate regional variations in the incidence of COVID-19 in Korea and identify risk factors associated with the incidence of COVID-19 using community-level data. Methods: This study was conducted at the districts (si·gun·gu) level in Korea. Data of COVID-19 incidence by districts were collected from the official website of each province. Data was also obtained from the Korean Statistical Information Service and the Community Health Survey; socio-demographic factor, transmission pathway, healthcare resource, and factor in response to COVID-19. Community risk factors that drive the incidence of COVID-19 were selected using a least absolute shrinkage and selection operator regression. Results: As of June 2021, the incidence of COVID-19 differed by more than 80 times between districts. Among the candidate factors, sex ratio, population aged 20-29, local financial independence, population density, diabetes prevalence, and failure to comply with the quarantine rules were significantly associated with COVID-19 incidence. Conclusion: This study suggests setting COVID-19 quarantine policy and allocating resources, considering the community risk factors. Protecting vulnerable groups should be a high priority for these policies.

Habitat use and preferences of the least weasel (Mustela nivalis) in South Korea

  • Background: The least weasel (Mustela nivalis) holds the distinction of being the world's smallest carnivorous animal, yet its presence in South Korea has remained poorly understood. To address this knowledge gap, this study investigates the habitat preferences and distribution of the least weasel in South Korea. Results: Our study compiled presence data from various sources, including citizen reports, national surveys, and expert observations. The results confirmed the nationwide presence of the least weasel in mainland South Korea, with notable concentration regions such as Gangwon province. Among the various habitats, forest edges and forests emerged as the predominant choice, with over half of the documented locations situated within these environments, particularly in broadleaf forests. Additionally, the data reveal a year-round presence of the least weasel, with recorded cases occurring at varying levels throughout the year. Conclusions: Our research advances the understanding of least weasels in South Korea. Despite the relatively modest dataset, our results provide as a valuable resource for future conservation initiatives, emphasizing the significance of forested landscapes. Additionally, it assists in identifying priority areas for protection and management efforts. To secure the future of the least weasel in South Korea and beyond, further research, including long-term monitoring and genetic studies, is imperative.

Efficiency in the Provision of Employment Services for the Middle-aged: an Application of Spatial Analysis Using GIS (GIS 공간분석을 활용한 중장년 고용지원서비스 공급의 효율성 분석)

  • This study aims to evaluate the efficiency in the provision of employment services for the middle-aged by using spatial analysis in GIS. Based on location information of employment service institutions, we find service areas of the institutions and calculate regional rates of duplication and exclusion in terms of spatial coverage of the employment services. Taking into account potential demand for employment services, the regions with high priority in the provision of the services are identified. Among the regions, those with high exclusion rate of the services are designated as the regions of insufficient service level. Results indicate that Namyangju-si is a representative region of insufficient employment service level. To improve efficiency in the provision of employment services, we suggest to relocate employment service institutions that have been located in a region of high duplication rate such as Siheung-si, Danwon-gu, Gangnam-gu, Songpa-gu into the locality of Namyangju-si.

Directions of Implementing Documentation Strategies for Local Regions (지역 기록화를 위한 도큐멘테이션 전략의 적용)

  • Documentation strategy has been experimented in various subject areas and local regions since late 1980's when it was proposed as archival appraisal and selection methods by archival communities in the United States. Though it was criticized to be too ideal, it needs to shed new light on the potentialities of the strategy for documenting local regions in digital environment. The purpose of this study is to analyse the implementation issues of documentation strategy and to suggest the directions for documenting local regions of Korea through the application of the strategy. The documentation strategy which was developed more than twenty years ago in mostly western countries gives us some implications for documenting local regions even in current digital environments. They are as follows; Firstly, documentation strategy can enhance the value of archivists as well as archives in local regions because archivist should be active shaper of history rather than passive receiver of archives according to the strategy. It can also be a solution for overcoming poor conditions of local archives management in Korea. Secondly, the strategy can encourage cooperation between collecting institutions including museums, libraries, archives, cultural centers, history institutions, etc. in each local region. In the networked environment the cooperation can be achieved more effectively than in traditional environment where the heavy workload of cooperative institutions is needed. Thirdly, the strategy can facilitate solidarity of various groups in local region. According to the analysis of the strategy projects, it is essential to collect their knowledge, passion, and enthusiasm of related groups to effectively implement the strategy. It can also provide a methodology for minor groups of society to document their memories. This study suggests the directions of documenting local regions in consideration of current archival infrastructure of Korean as follows; Firstly, very selective and intensive documentation should be pursued rather than comprehensive one for documenting local regions. Though it is a very political problem to decide what subject has priority for documentation, interests of local community members as well as professional groups should be considered in the decision-making process seriously. Secondly, it is effective to plan integrated representation of local history in the distributed custody of local archives. It would be desirable to implement archival gateway for integrated search and representation of local archives regardless of the location of archives. Thirdly, it is necessary to try digital documentation using Web 2.0 technologies. Documentation strategy as the methodology of selecting and acquiring archives can not avoid subjectivity and prejudices of appraiser completely. To mitigate the problems, open documentation system should be prepared for reflecting different interests of different groups. Fourth, it is desirable to apply a conspectus model used in cooperative collection management of libraries to document local regions digitally. Conspectus can show existing documentation strength and future documentation intensity for each participating institution. Using this, documentation level of each subject area can be set up cooperatively and effectively in the local regions.

A Study on the Current Situation and Resolution System of Labor Dispute in China (중국의 노동쟁의 현황 및 처리제도에 관한 연구)

  • In 1978, Chinese reform and opening caused a big changes in Chinese labor relationship. Through reforming and opening, China gave up part of state ownership system and group ownership system, permitted private ownership system, and also opened the way for capitalists to ride again. Since China was established, the labor relationship ceased for 30 years has been appeared. However because the top priority aim of China's reform was economic growth, the protection of the rights and interests of labor was pushed back on the policy priority list. China takes foreign capitals based on cheap labor force quickly and China come up the worldwide plants. Since reformed, China keeps an economic growth rate of 9.7% annually for 30years. This economic growth is based on labor's sacrifice. However, Chinese fast economic growth causes side effects such as increasement of the gap between the wealthy and the poor, increasement of unbalanced development between regions, and the increasement of conflict between labor and management. Especially, according to changes in labors' level of consciousness, the labors recognized that their rights and interests are exploited by employers. Therefore, the labor dispute is continuously increasing. Chinese government changes their policy from the policy focusing on enterprise development to the policy protecting labor's rights and interests. In order to protect labor's rights and interests, China conducts labor contract law and labor dispute conciliation arbitration law in 2008. This kind of changes in Chinese labor environment affect a lot to Korean companies which already entered into China or are willing to enter. According to studying on present situation and resolution system in Chinese labor dispute, this paper suggests the proper countermeasure related to labor dispute of Korean companies which entered in China. First, the success rate of labor dispute conciliation by enterprise labor dispute conciliation committee is around 20% during recent several years and the success rate by year is in decline. Therefore, when labor dispute is occurred, our companies which entered into China better use other labor dispute methods such as negotiation and arbitration than conciliation in order to settle a conflict. Second, from the Korean enterprises entered in China point of view, there exists a problem not to sue except special cases which provided in the law even though they are dissatisfied with arbitrate judgment. Thus, when labor dispute occurred, Korean enterprises try to do best to settle the dispute through negotiation. However, in case of that the dispute cannot be settled by negotiation, they have to attend in the arbitration as if it is a last chance. Third, Korean enterprises keep in mind that dispute handling procedures between labor union and users or between labor group and users are different, and then deal with separately. Thus, dispute between labor and users have to follow arbitrate procedures as a necessary procedure, but in case of dispute related to group contract, namely dispute against labor union, labor dispute can be settled by arbitrate or suit, so after figuring out the situation exactly, it is necessary to select more advantageous way in order to settle the dispute. Moreover, in case of the dispute between labor union, they have to keep in mind that conciliation procedures cannot be used.

Important-Satisfaction Analysis as a Management Strategy of Suncheon Bay Ecological Park (순천만 자연생태공원 관리를 위한 중요도.만족도 분석)

  • The coastal area is the place where two conflicting values provide opportunities for recreation, tourism and conservation of the natural environment. Most of these coastal areas have been disregarded in terms of tourism because of the high value placed on natural resources. Management strategy has usually been first on the priority list of natural. resources. However, due to the significant number of visitors, the Important-Satisfaction Analysis(ISA) was applied as a mean of complement since the 1970s. This study analyzed the difference between visitor satisfaction and the importance of the main management strategy targeting visitors to Sun-cheon Bay Ecological Park on weekdays and weekends. Results show that Sun-cheon Bay Ecological Park and the city government have paid a lot of attention and invested a lot of money, but efficiency of publicity didn't come up to their afford. Therefore, we should prepare information facilities, public education facilities and human power. Also needed are visitors' temporal-spacial control to set specific programs and a guide for information education control. It means visitors' company forms change depends on weekday and weekend. In addition, a breeding space for birds should be built for observation, education and exhibition to help meet visitor expectations. Visitors' positive satisfaction might be provided in establishing strategy as a very important measure in limited area. In conclusion, this study might be provided as preliminary data when the management strategy and related guidelines are established through the management priority of coastal regions where importance and satisfaction conflict.
