Risk-based approach to develop a national residue program: prioritizing the residue control of veterinary drugs in fishery products

  • Veterinary drugs are widely used to protect production-related diseases and promote the growth of farmed fish. The use of large amounts of veterinary drugs may have potential risk and cause adverse effects on both humans and the environment. In this study, we developed risk-based ranking based on a scoring system to be applied in the national residue program. In this approach, the following three factors of veterinary drugs that may occur as residues in fishery products were considered: potency (acceptable daily intake), usage (number of dose and withdrawal period), and residue occurrence. The overall ranking score was calculated using the following equation: potency × usage (sum of the number of sales and withdrawal period) × residue occurrence. The veterinary drugs that were assigned high score by applying this approach were enrofloxacin, amoxicillin, oxolinic acid, erythromycin, and trimethoprim. The risk-based approach for monitoring veterinary drugs can provide a reliable inspection priority in fishery products. The developed ranking system can be applied in web-based systems and residuemonitoring programs and to ensure safe management of fishery products in Korea.

Developing Concentration Index of Industrial and Occupational Accidents: The Case of European Countries

  • Background: From only frequency rate of industrial accidents, it is difficult to define the industry composition of accident statistics in a nation. This study aims to propose and develop a new index for measuring the degree of concentration of industrial accidents using the concept of the Herfindahl-Hirschman Index in the case of European countries. Methods: Using the concept of the Herfindahl-Hirschman Index, the concentration index of accidents in the country is developed, and the conditions of European countries are compared using indexes of frequency rate and concentration ratio. Results: The frequency rate and concentration ratio of fatal and nonfatal accidents in European countries are compared. According to the economic condition and geographical position, different patterns of accidents concentration are presented in terms of frequency rate and concentration ratio. Conclusion: We develop the concentration index of industrial and occupational accidents that identifies the industrial ratio of accident occurrence, and the differentiated strategy can be formulated such as approaches to reducing frequency and prioritizing target industries.

  • This paper presents a unified model based assessment framework to quantify threats and vulnerabilities associated with control systems, especially in the SCADA (Supervisory Control and Data Acquisition) system. In the past, this system was primarily utilized as an isolated facility on a local basis, and then it started to be integrated with wide-area networks as the communication technology would make rapid progress. The introduction of smart grid, which is an innovative application of digital processing and communications to the power grid, might lead to more and more cyber threats originated from IT systems. However, an up-to-date power system often requires the real-time operations, which clearly implies that the cyber security would turn out to be a complicated but also crucial issue for the power system. In short, the purpose of this paper is to streamline a comprehensive approach to prioritizing cyber security risks which are expressed by the combination of threats, vulnerabilities, and values in the SCADA components.

A PROMETHEE Method Based Heuristic for Disassembly Line Balancing Problem

  • Disassembly of discarded products takes place in the process of remanufacturing, recycling, and disposal. The disassembly lines have been taken as available choice for automated disassembly; therefore, it has become essential that it be designed and balanced to work efficiently. The multi-objective disassembly line balancing problem seeks to find a disassembly sequence which provides a feasible disassembly sequence, minimizes the number of workstations and idle time, and balances the line for the disassembly of post consumed product by considering the environment effects. This paper proposes a multi-criteria decision making technique based heuristic for assigning the disassembly tasks to the workstations. In the proposed heuristic, the PROMETHEE method is used for prioritizing the tasks to be assigned. The tasks are assigned to the disassembly workstations according to their priority rank and precedence relations. The proposed heuristic is illustrated with an example, and the results show that substantial improvement in the performance is achieved compared with other heuristics.

A Study on Redefining the Concept and Standard Range for Small Enterprise

  • Purpose - This study aims to clarify the meanings of small enterprise and modify criteria for explaining its range. Prioritizing the number of full time workers first and the sales next are proper as a new concept and range. Research design, data, and methodology - In research, 'small company' is a basic concept because the range of its standard is categorized as a 'small company' in the policy system of small & medium business. This study focuses on the solutions with ① evaluation on sales, ② standard for excluded ones ③ regulation for excluded business types in 'Act on Protection and Support for Small Enterprise'. Results - Clarifying the range of standard with maintaining the title is advisable. The scope should resist the current criteria or adopt a new standard which contains not only full time workers but also the sales. The new one may raise the policies' effectiveness because it can sort the 1% people of small enterprises. Conclusions - However, there should be a preventive system for sorting out the non-eligible ones not conformed to the CAP for small company. Therefore, it is desirable to prepare the system with 'unsuitable ones list' or regulate large income·inappropriate business types in 'Act on protection and support for small enterprise'.

  • This study has intended to perform comparative analysis of climate change adaptation-related recognition between public officials and citizens in ChungCheongBukDo-Province, Korea. To reach this goal, we identified difference between the two groups by prioritizing target group's adaptation policies for climate change, and analyzing climate change adaptation-related recognition in each sector. Climate change adaptation policies can have great policy utility when the boundaries between policy makers and detainees are blurred. Therefore, this study has suggested some measures to reduce the recognition gaps between the target groups by analyzing the characteristics of the groups.

  • Prioritizing the design specifications among many alternatives is necessary at the stage of concept design. Design specifications have trade-offs between cost and performance, and the relationships among them, in the standpoint of various functional requirements, are complex. AHP(Analytic Hierarchy Process) method is one of the most popular ways of solving the priority setting problem. However, it is impossible to monitor the interim findings in the middle of the process, it is hard to predict the difference when changing pairwise comparison conditions, and the operation done by one person makes it hard to share the process simultaneously. This paper shows a new method of priority setting in this kind of decision making problem. This method is designed to support the realtime priority setting among many design specifications with regards to many functional requirements. A new algorithm and visualization methods are introduced, and the usability is verified in an exemplary concept design stage.

Development of sewer condition assessment and rehabilitation decision-making program(SCARD) (하수관거 평가 및 정비 우선순위 의사결정도구 개발)

  • A CCTV inspection method has been widely used to assess sewer condition and performance, but Korea lacks a proper decision support system for prioritizing sewer repair and rehabilitation (R&R). The objective of this paper is to introduce the results that we have developed in the Sewer Condition Assessment and Rehabilitation Decision-making (SCARD) Program using MS-EXCEL. The SCARD-Program is based on a standardized defect score for sewer structural and hydraulic assessment. Priorities are ranked based on risk scores, which are calculated by multiplying the sewer severity scores by the environmental impacts. This program is composed of three parts, which are decision-making for sewer condition and performance assessment, decision-making for sewer R&R priority assessment, and decision-making for optimal budget allocation. The SCARD-Program is useful for decision-makers, as it enables them to assess the sewer condition and to prioritize sewer R&R within the limited annual budget. In the future, this program logic will applied to the GIS-based sewer asset management system in local governments.

A Novel WBAN MAC protocol with Improved Energy Consumption and Data Rate

  • Wireless Body Area Networks (WBANs) are introduced as an enabling technology in tele-health for patient monitoring. Designing an efficient Medium Access Control (MAC) protocol is the main challenge in WBANs because of their various applications and strict requirements such as low level of energy consumption, low transmission delay, the wide range of data rates and prioritizing emergency data. In this paper, we propose a new MAC protocol to provide different requirements of WBANs targeted for medical applications. The proposed MAC provides an efficient emergency response mechanism by considering the correlation between medical signals. It also reduces the power consumption of nodes by minimizing contention access, reducing the probability of the collision and using an efficient synchronization algorithm. In addition, the proposed MAC protocol increases the data rate of the nodes by allocating the resources according to the condition of the network. Analytical and simulation results show that the proposed MAC protocol outperforms IEEE 802.15.4 MAC protocol in terms of power consumption level as well as the average response delay. Also, the comparison results of the proposed MAC with IEEE 802.15.6 MAC protocol show a tradeoff between average response delay and medical data rate.
