도시 주택시장의 변동성과 부동산 정책의 한계 : IMF 위기 이후 서울을 중심으로 (Volatility of Urban Housing Market and Real Estate Policy after the IMF crisis)

  • IMF 위기로 위축되었던 도시 주택시장은 당시 정부의 경기부양 정책과 더불어 대규모 도시개발 및 부동산 관련금융의 팽창으로 활성화되면서 주택가격의 폭등으로 이어졌고, 지난 정부의 부동산 규제 강화 정책에 의해 겉으로 어느 정도 안정되었다. 그러나 주택시장에 내재된 문제점들과 2008년 중반 이후 국제금융위기의 영향으로, 한국 특히 서울을 중심으로 수도권의 주택시장은 금융위기 및 실물경제 위기와 맞물려 붕괴될 우려를 자아내게 되었고, 현 정부는 이에 대한 강력한 규제완화 정책을 펴고 있다. 이와 같은 도시 주택시장의 역동성은 기본적으로 자본축적을 위한 지속적인 대규모 도시(재)개발, 주거지분화와 독점적 자산이득(즉 독점지대)의 전유, 그리고 부동산의 금융자본화 및 부동산 시장과 금융시장의 결합에 기인한다. 이러한 상황에서 현재 도시 주택가격이 완만한 하향세를 보이고 있지만, 이로 인한 국내 금융위기 발생의 우려를 명분으로 현 정부는 각종 탈규제정책을 시행하고 있다. 그러나 이러한 탈규제정책들은 오히려 부동산 투기와 주택가격의 폭등을 초래할 가능성을 가진다. 따라서 현재와 같은 완만한 가격하락은 부동산 시장, 나아가 사회경제 전반에 긍정적인 효과를 가져 올 것임을 전제로, 대안적 정책이 수립되어야 할 것이다.

조선시대 성균관 유생 식당의 급식운영 고찰 및 급식비용의 추정 (A Study of Operation of Sungkyunkwan(成均館) Dining Room and Estimation of Food Cost)

  • The purpose of this study was to review the operation systems and estimate the food cost of the dining room(進士食堂) in Sungkyunkwan, the highest national education institute of confucianism in the Chosun dynasty. ${\ulcorner}$the true records of the Chosun dynasty(朝鮮王朝實錄)$\lrcorner$, $\ulcorner$Taehak-Ji(太學志)$\lrcorner$ and $\ulcorner$Banjungjabyoung(泮中雜詠)$\lrcorner$were reviewed. Because the foodservices for the students were related to the Wonjeom(圓點) regulation, the qualification for the national examination(大科), Chosun dynasty government took the much considerations for the operation of the foodservice. Especially, YangHyunGo(養賢庫) was established to support the finances for Sungkyunkwan and took an important role to procure all the supplies including food. The budget of the foodservice was on a large scale. Over 960 suks(石) of rices were needed for the 200 students, and it can be converted as 276,480,000 won for the current price and the food cost per meal can be estimated about $4,000{\sim}5,000$ won.

Forecasting Methodology of 3G Mobile Services with Consideration of Policy Issues

  • In most countries, mobile subscribers are already experiencing 3G-like services. At the moment of launching 3G services, lots of studies showed estimates of the number of subscribers for 3G services, using long-term demand curves, econometric methods or survey methodologies. Those studies mainly focused on the potential number of subscribers and the point of rapid growth rather than precise estimates for the services. Even though we've already experienced parts of 3G services, full length of 3G services are expecting in near future. Therefore, now we need to have more accurate estimates for 3G services. While we thought that 3G services were moved from 2G, in real place 3G services are being evolved from 2G services. In the process of evolving, regulators' policy affects service demand and diffusion significantly. For the more accurate estimates, we need to consider policy issues which influence service diffusion practically in real place. This study aims to present a model which shows better estimates for 3G services with consideration on policy issues, such as numbering issues, price regulation, and competition policy. The consideration can provide more accurate estimates for 3G services with service providers. The methodology could help academicians In forecasting of similar telecommunications services as well.

1.6MW급 가스엔진의 개발 및 엔진성능평가 (Development and Performance Evaluation for 1.6MW Gas Engine)

  • 최근 엔진 메이커들은 원유가 인상 및 대기환경 규제에 대응하기 위하여 디젤엔진의 대안으로서 가스엔진 개발에 대한 관심이 증가되고 있다. 이에 STX는 22HLX 디젤엔진을 기초로 한 1.6MW급 가스엔진을 개발하였다. 예연소실 방식의 개발된 가스엔진은 엔진속도가 1000rpm에서 제동평균유효압력이 21bar이고 질소산화물 배출량이 50ppm(공기 중 산소함유 15% 기준)의 우수한 성능을 가진다. 특히 열효율 45%의 우수한 연료 경제성을 가지며 이산화탄소 배출량은 디젤엔진의 약 75%수준으로 온실가스 저감에도 효과적이다.

Exploring Determinants of Performance Indicator and Customer Satisfaction of Accommodation Sharing

  • The study aims to investigate determinants of performance indicator and perceptions of existing and potential customers in accommodation sharing. This study uses data of Airbnb in Busan and Jeju from January 1 to December 31 in 2018, provided by AirDNA. The total number of listed accommodation sharing were 5,109 accommodations in Busan and 11,502 accommodations in Jeju. More than 90 property types of registered accommodation are subcategorized and re-classified in this study. Study 1 examined current usage and effects of factors on performance indicator in tourism destinations by applying Airbnb data. Study 2 investigated effects of perceived factors on satisfaction, intention to use, loyalty, and tourism competitiveness by applying online survey data. This study applies statistical analyses such as factor and regression analyses, ANOVA, t-test, and MANOVA. Results of Study 1 showed that usage and effects of accommodation sharing differ from regulation that is related to sharing types. Effects also differ based on travel destinations. Results of Study 2 showed how customers perceive accommodation sharing differ from pure meaning of sharing. The results of Study 1 and 2 found significant effects of price and service factors on performance indicator and customer satisfaction. The findings of Study 2 showed significant effects on loyalty and tourism competitiveness.

통신서비스 보편화 이슈 분석 : 초고속인터넷과 이동전화를 중심으로 (Expansion of Universal Service into Broadband and Mobile Communications : The Case of Korea)

  • In general universal service in telecommunications means a regulatory tool to secure the availability of basic communication services like fixed telephony at an affordable price throughout a country. A re-evaluation of the scope of existing universal service, however, is becoming a core issue as the penetration and usage of broadband and mobile communications matures and a new ICT ecosystem emerges. This study examined whether the universal service polices in Korea need adapting and updating to include broadband and mobile telephony in the universal service, which is based on the necessary and sufficient conditions derived from previous research and foreign countries' experiences : geographical ubiquity of a certain service and the market's ability to provide the service. The result shows the nationwide ubiquity of broadband and mobile communications exists but the ultimate goal pursued by universal service polices trying to make them available and affordable for all is being fulfilled by market dynamics in Korea. Thus, the inclusion of both services in the scope of universal service is regarded as an unnecessary regulation at present time and the expansion of universal service could be addressed as a long-term issue depending on market conditions in the future.

  • 현재 우리나라의 철골공사에서 생산성은 철골부재의 중량으로 되어있다. 그러나 철골공사의 생산성은 부재의 중량보다는 피스 수에 더 많은 영향을 받는다. 이에 따라 새로운 철골공사의 생산지수가 필요하다. 본 연구에서는 우리나라 철골공사의 문제점을 분석하고 문제점을 개선할 수 있는 새로운 생산지수를 개발하고자 한다. 이를 통해 전 과정을 통일된 수치화하고 이 수치를 관리함에 따라 복잡한 관리를 보다 효과적으로 통합관리 할 수 있도록 한다.

유사경유 및 정상경유 미립화특성과 배출가스 환경성평가 (The Characteristics of Spray and Exhaust Emissions Environmental Assessment of Adulteration and Convention Diesel)

  • Adulterations fuel have been using in the vehicle in these days. Because gasoline, diesel prices are rising every day. so people find more cheap price fuel. Adulterations fuel caused a serious air pollution problems. Adulteration fuel were made from waste engine oil, waste paint. According to Government regulations permit to be used recycle fuel(adulteration fuel) only in industrial boiler. Unburned fuel pollutants are effected to human health. In this paper, the hazardous air pollutants characteristics in the diesel vehicles according to adulterations of vehicle fuels were carried out in the NEDC test mode in chassis dynamometer. It is revealed that the all of the regulation pollutants (THC, NOx, CO and PM) emission in the adulterations of vehicle fuels was increased also the green house gas, $CO_2$ was increased. In the hazardous air pollutants characteristics, the VOCs(Volitile Organic Compounds) BTEX(Benzene, Toluene, Ethylbenzene, Xylene) emissions in the adulterations of vehicle fuels showed higher level than these in the diesel fuels.

  • 본 연구는 IMO 2020 시행에 따른 국내외 선사의 대응전략을 살펴보고, 선사의 주요 대응방안인 저유황유로 연료를 전환할 경우 국적선사가 부담해야 할 추가비용과 그것이 선사의 수익성에 미치는 영향을 시나리오별로 분석하였다. 분석결과, 저유황유 사용 시 국적선사는 상당한 추가 비용이 발생하게 되고 이로 인해 모든 시나리오에서 영업이익 적자를 기록하는 등 수익성이 악화될 것으로 분석되었다. 이러한 결과는 대화주 운임교섭력이 약한 근해선사의 경우 연료유 가격에 탄력적으로 적용할 수 있는 합리적인 BAF 설정 기준이 필요하며, 또한 정유사, 화주, 선사 간 상호협력을 통해 상생할 수 있는 방안을 모색할 필요가 있음을 시사한다.

동중국해에서 중국 해면어로어업의 전개와 지역어업의 재편 (The Development of China′a Marin Fisheries and Reorganization of Region Fisheries in the East China Sea)

  • This study discusses the development structure of China's Marine Fisheries in the East China Sea. China's marine fisheries have developed since the 1980s along with it's economic expansion. The total catch in the East China Sea has increased especially during the 1990s. The Chinese fishery has developed remarkably through individual management, expansion of their fishing grounds from inshore to off-shore, and increase of the catch in both pelagic and bottom species. In other words, the trawl fishery in China has led to higher production. We can say that the progress in Chinese fisheries is the result of their expansion policy. Their boats have been coming closer and closer to the Japanese and Korea fishing grounds during the 1990s. Chinese fisheries is exploiting the low cost and thus strengthening its quantity. Based on rising fish price, expanding domestic fish markets as well as expels, China is enjoying the high income. However, in trawl fishery, productivity is stagnant and profit is going down due to the rising cost. In accordance with the new 200 mile EEZ system in the East China Sea, China's fisheries will be restricted mostly by the new regulation which requires the reduction of fishing efforts and the application of resource management.
