Recently, the buildings have gradually become higher, more massive and more complex with high growth of economy and varieties of the patterns of people's living. Therefore we study a performance and Improving Methods of the fire compartment as a measure to minimize the damage of the people and property from the fire. Currently, under the economic crisis situation, we do not consider about prevention of disaster safety enough; safety investment evasion, safety carelessness, and management relaxation etc. Also in the aspect of regulation system, industrial technology and plan engineering, Korean techniques of preventing fire disasters are far behind of other advanced nations. At this point, we are in need of improving about it. When considering like this situation, we need more studies on the practical improvement in order to assure fire prevention for buildings. The fire compartment prevent from magnifying the fire to the wide area by compartment into specific area. From this, it is possible to minimize fire damage and property and secure emergency exit for life safety. This fire compartment has primary function to extinguish fire easily, and the openings and penetrations are important passage which makes the smoke and fire go away from the fire area to the contiguous space. This study suggests improving methods of domestic fire compartment efficiency standard through comparative analysis of overseas advanced provision and domestic provision about base element of the building fire prevention.

연인원 3천만 명이 넘은 한국인 해외 여행객이 항공기를 이용하고 있다. 탑승객 중 기내 불법행위자가 급증하면서, 항공기 테러에 대한 불안감도 가중 되고 있다. 이러한 항공기 테러는 많은 인명피해를 야기하므로 현재의 항공보안 시스템상의 문제점을 분석하고 그 대안을 제시하는 것이 연구의 목적이다. 연구의 방법론으로는 항공기 테러의 현황과 현행 항공관련 법령과 테러방지법 등의 관련 규정들과 선행연구들을 검토하는 문헌적 연구방법론을 택하였다. 연구내용은 항공보안법과 테러방지법과 긴밀히 공조되지 못함과, 항공보안 인력양성의 문제점, 항공기 파손, 납치죄 등에 대한 처벌상의 문제점 등을 분석하였다. 연구의 결론으로는 공항에서의 위험화물과 기내 불법행위와 테러 위험 인물들을 사전에 찾아내는 보안업무, 항공기에 탑승하는 보안요원, 외사경찰, 정보기관 등의 역할과 개선방안, 처벌규정의 개선 및 법적인 사각지대와 흠결을 보완하는 대안을 제시하여 항공기 테러 방지를 통 한 항공보안 체계를 제시하였다. 시사점은 항공교통이 증가하는 현대 사회에서 항공보안을 위한 정책 수립과 개선입법에 활용 될 것이라고 전망된다.

The object of this study is to evaluate whether the means of egress of Jechon Sports Center and Miryang Sejong Hospital, where massive fire human casualties occurred in 2017 and 2018 respectively, comply with NFPA 101(Life Safety Code), and to suggest the need for supplementation of domestic means of egress regulations. The study evaluated the number and arrangement of the means of egress, travel distance, common path of travel, dead end and discharge from exit for each building by applying the means of egress regulations of NFPA 101. As a result of the evaluation through NFPA 101, the travel distance was appropriate, but some of the other items except for the travel distance did not meet NFPA 101. The regulations that need to be supplemented are 1)occupant load calculation 2)egress capacity calculation 3)continuous concept of means of egress 4)concept of common path of travel. It is especially necessary to revise the requirement for fire door of the evacuation floor(normal 1^st floor) of the stairwell in case of below the five story building.

Safety certification and inspection of dangerous machines and equipments used in industries are to save lives of workers and properties involved. Cause analysis of industrial accidents is essential to prove the effectiveness of such certification and inspection. This study focuses on suggesting systematic method for cause analysis of industrial accidents associated with dangerous machines and devices. Incorporating transition from the current user-oriented indirect regulations to more manufacturer and user balanced direct regulations, suggested method coupled with safety certification, safety inspection, safety management and safety education will guarantee more effective prevention of industrial accidents.

Product liability(PL) is the producer's compensation to customers for damage incurred by product defects. This paper studies on the organizational culture, promotion process, system construction, system level, product safety review, product safety assurance, system operation, and its effectiveness and necessity of recognition for the PL system of small and medium-sized firms in Gangwon-Do province. The results show that the firms have product safety regulations, but the number of firms which its employees understand the regulations is less than the number of firms which do not understand. Also the number of firms which is preparing PL prevention and insurance, and counterplan for accidents seems to be not in large numbers.

Slips and falls are associated with many public injuries in Korea. It is also estimated that slipping are major contributors to slip, trip and fall injury burden. The primary purpose of the present study is to determine if, and to what extent, the standard could be improved in present environment. In order to fulfill our objective, the regulations in Korea and foreign countries were investigated and reviewed. Many kind of standard, mandatory documents and guideline were also reviewed. And then, regulations, standard, guideline etc. reviewed were compared with each others. Also, some criteria was developed in this study. Standard and criteria developed in this study will help to prevent slip, trip, and fall injuries.

Cause analysis of accidents associated with industrial machines and devices is essential to improve the effectiveness and the efficiency of industrial safety system in Korea. This study focuses on cause analysis of accidents associated with industrial machines and devices. In particular, analysis of abstracts of accidents which are written in descriptive format and, therefore, inherently unstructured and exhibits characteristics of big data is suggested and tested. Automatic analysis of such big data performed in this study reveals the consistent results with the manual analysis results in previous studies. Analysis results also suggest that incorporating transition from the current user-oriented indirect regulations to more manufacturer and user balanced direct regulations will guarantee more effective prevention of industrial accidents at the early stage of generation of danger.

In this paper, reviews and analyses of literatures related to characteristics and status of disaster occurrence in steep slopes in Korea, its maintenance and regulations and laws about maintenance of slopes in abroad were carried out to propose the measures of regulation reform for disaster reduction in steep slopes. The regulation on disaster prevention in steep slopes (National Emergency Management Agency, 2007), the most effective and systematically arranged regulation out of the currently practicing regulations, was introduced to understand the overall and contents of this regulation. Therefore, problems related to disaster reduction in steep slopes from institutional, technical and financial points of view respectively were raised and their improving measures were proposed to treat the problems effectively and actively.

The Risk assessment regulation(RAR) is one of the essential articles of the Occupational safety and health law for the construction industry along with safety and health management expense and safety organization regulation. However, arguments regarding the working time of the safety assessment documents, the person in charge of documentation, weakness in legislative enforcement etc. are ongoing. Thus this study aims to analyze the effectiveness of RAR for the guidance of enhancing the effectiveness of RAR. The findings are; 1) the effectiveness of RAR is recognized, however the indirect effectiveness ie, enforcement of safety activities, previewing of drawings etc. are bigger than the direct effectiveness of accident prevention, 2) to enhance the effectiveness of RAR site inspection procedure has to be utilized, 3) further research for identifying and getting rid of negative factors in RAR is recommended.

In road tunnel, in order to prevents an accident and minimize the damage of an accident in the case of fire, safety facilities and equipments are integral parts. The type and amount of safety facilities are based on tunnel type and length, traffic flow rate, etc. Therefore many countries use a tunnel classification system that categories tunnel into groups, and specifies the necessary emergency equipment for each group. In this study, for the purpose of classifying tunnel based on tunnel ist investigated the domestic and foreign standards and regulations for safety of road tunnel. As a results, we suggest the method of classification of tunnel by traffic performance, tunnel grade, the volume of traffic, fraction of HGV, rules or regulations for transports of dangerous good through tunnel.
