해양사고에 따른 해원(海員)의 과실책임에 대한 형사실무적 고찰 (A Study on Seaman's Criminal Responsibility of Marine Accidents)

  • 해양사고가 발생하게 되면 총론적으로는 해원의 형사책임은 자기부죄의 원칙상 해원이 직접 부담하지 아니할 수 없다. 그러므로 해원의 형사책임에 대한 대책은 형사상의 절차(영장실질심사제도, 구속적부심제도 등)를 최대한 이용하여 자신의 형사책임을 줄이는 방법 밖에는 없을 것이다. 기존법률의 개정을 통해 형벌을 낮추는 것도 하나의 방법이 될 것이다. 각론적으로 벌금 관련한 예로서 현행 해양오염방지법상의 과실로 인한 기름유출사고의 벌금인 3천만원은 유출량에 관계없이 최고액수가 벌금으로 나오는 경향이 있으므로 이를 유출량에 따라 차등화 시키는 것도 고려해볼 가치가 있을 것으로 판단된다. P&I의 벌금납부는 일반의 인식과는 달리 P&I가 법적의무를 부담하거나 P&I납부를 인정하는 경우에만 전보가 가능하다. 이러한 문제를 해결하기 위해서는 새로운 집단적 보험이나 공제제도를 신설하는 것도 하나의 대안이 될 것이다. 또한 해원들은 법률적인 문제에 대하여 전문가가 아니므로 법률적인 문제에 연루되게 되면 변호사 등 법률전문가의 조력을 체계적으로 받을 수 있도록 선주협회나 해기사협회 등에서 대안을 마련할 필요가 있다. (예 농어민무료법률구조지원사업 등). 끝으로 별도의 법률을 제정하든지 그렇지 않으면 기존의 교통사고처리특례법을 개정하여 해양사고부분을 삽입하는 것도 대안일 수 있을 것이다.

시화호 중형동물플랑크톤 군집의 시공간적 변동 (Spatial and Temporal Variation of Mesozooplankton Community in Lake Sihwa, Korea)

  • The purpose of this study was to investigate the temporal and spatial variability of taxonomic groups and major species of the mesozooplankton community in Lake Shihwa, Korea. Monthly collections were carried out at five stations in Lake Shihwa for a period of one year. The mesozooplankton community showed distinct seasonal variability with water temperature and salinity. Major mesozooplankton species in each seasonal community were derived from non-metric MDS and SIMPER as follows: winter community (Acartia hongi and Eurytemora pacifica), spring community (Acartia hudsonica and Polychaeta larvae), summer community (Acartia sinjiensis, Pavocalanus crassirostris, Evadne tergestina and Cirripedia nauplii) and fall community (Paracalanus indicus and Podon leuckarti). The succession of the seasonal species, A. hudsonica and A. sinjiensis, was the most remarkable event during the seasonal changes of the mesozooplankton community. The species response curve of these species fitted with the logistic regression in relation to water temperature and salinity. The curve also correctly represented the characteristics of the occurrence of A. hudsonica and A. sinjiensis in Lake Shihwa.

통합 부식 모니터링 및 통합 제어 시스템의 개발 (Development of Integrated Corrosion Monitoring and Control System)

  • Although there are various factors that threaten the security of ships, one of the most harmful is corrosion. It is not easy to find corroding areas and the status of corrosion, even though corrosion causes serious problems such as submergence and marine pollution as a result of leaking oil and polluted water. To monitor the corrosion of ships, non-destructive inspection, weight loss coupons, electrical resistance, linear polarization resistance, zero resistance ammeter, and electrochemical impedance spectroscopy have been developed. However, these methods require much time to detect corrosion, and most are not appropriate for real time monitoring. Coating, sacrificial anode, and impressed current cathodic protection (ICCP) methods have been developed to control corrosion. The ICCP and sacrificial anode methods are the most popular ways to prevent ship corrosion. However, ICCP is only appropriate for the outside of a ship and cannot be used for complex structures such as ballast tanks because these are composed of many separate chambers. Sacrificial anodes have to be replaced periodically. This paper proposes an integrated corrosion monitoring and control system (ICMCS) that can detect corrosion in real time and is appropriate for complex structures such as ballast tanks. Because the system uses titanium for an anode, exhausted anodes do not need to be replaced.

시화호.인천연안 환경자료의 오차범위 분석 (Error Bounds Analysis of the Environmental Data in Lake Shihwa and Incheon Coastal Zone)

  • The characteristic analysis of the estimated population parameters, i.e., standard deviation and error bound of coastal pollutant concentrations (hereafter PC, i.e., COD, TN, and TP concentrations), was carried out by using environmental data with different sampling frequency in Lake Shihwa and Incheon coastal zone. The results clearly show that standard deviation of the PC increases as its mean value increases. The error bounds of the annual mean values based on seasonally measured DO concentrations and PC data in Incheon coastal zone were estimated as ranges 2.26 mg/l, $0.68{\sim}0.86\;mg/l$, $0.62{\sim}0.80\;mg/l$, and $0.074{\sim}0.082\;mg/l$, respectively. In terms of annual mean of the DO concentration and PC in Lake Shihwa, the error bounds based on monthly measured data from 1997 to 2003 were also estimated as ranges 4.0 mg/l, 3.0 mg/l, $0.5{\sim}1.0\;mg/l$, and 0.05 mg/l, respectively. The error bound on the basis of real-time monitoring data is $7{\sim}13%$ only as compared to that of monthly measured data.

해상교통 상황인지 향상을 위한 합성 데이터셋 구축방안 연구 (A Study on Synthetic Dataset Generation Method for Maritime Traffic Situation Awareness)

  • Ship collision accidents not only cause loss of life and property damage, but also cause marine pollution and can become national disasters, so prevention is very important. Most of these ship collision accidents are caused by human factors due to the navigation officer's lack of vigilance and carelessness, and in many cases, they can be prevented through the support of a system that helps with situation awareness. Recently, artificial intelligence has been used to develop systems that help navigators recognize the situation, but the sea is very wide and deep, so it is difficult to secure maritime traffic datasets, which also makes it difficult to develop artificial intelligence models. In this paper, to solve these difficulties, we propose a method to build a dataset with characteristics similar to actual maritime traffic datasets. The proposed method uses segmentation and inpainting technologies to build a foreground and background dataset, and then applies compositing technology to create a synthetic dataset. Through prototype implementation and result analysis of the proposed method, it was confirmed that the proposed method is effective in overcoming the difficulties of dataset construction and complementing various scenes similar to reality.

한강 하구역에서 섬모충류 군집의 조석 및 계절에 따른 변동 (Tidal and Seasonal Variations in Ciliate Abundance and Biomass in the Han River Estuary)

  • Ciliate abundance and biomass were determined at three anchored stations in the Han River estuary trimonthly from May 2006 to February 2008. The total abundance of ciliates ranged from 0-13,853 cells $l^{-1}$ and biomass ranged from $0.00-73.98\;ugC\;l^{-1}$. Owing to the large seasonal temperature variation (range 0.20-$27.2^{\circ}C$), ciliate abundance displayed marked seasonal variation, being higher in summer than in other seasons. Tintinnids dominated the ciliate communities at station YC where suspended sediment was highest. Difference of ciliate biomass between ebb tide and flood tide were irregular. Seasonal variations of ciliate carbon biomass at each station were related to temperature, suspended sediment and chl.a, especially nano chl.a. Geographical variations of ciliate carbon biomass in each season were related to suspended sediment and salinity.

A Study on the Verification Method of Ships' Fuel Oil Consumption by using AIS

  • Since 2020, according to the International Convention for the Prevention of Pollution from Ships (MARPOL) amended in 2016, each Administration shall transfer the annual fuel consumption of its registered ships of 5,000 gross tonnage and above to the International Maritime Organization (IMO) after verifying them. The Administration needs stacks of materials, which must not be manipulated by ship companies, including the Engine log book and also bears an administrative burden to verify them by May every year. This study considers using the Automatic Identification System (AIS), mandatory navigational equipment, as an objective and efficient tool among several verification methods. Calculating fuel consumption using a ship's speed in AIS information based on the theory of a relationship between ship speed and fuel consumption was reported in several examples of relevant literature. After pre-filtering by excluding AIS records which had speed errors from the raw data of five domestic cargo vessels, fuel consumptions calculated using Excel software were compared to actual bunker consumptions presented by ship companies. The former consumptions ranged from 96 to 123 percent of the actual bunker consumptions. The difference between two consumptions could be narrowed to within 20 percent if the fuel consumptions for boilers were deducted from the actual bunker consumption. Although further study should be carried out for more accurate calculation methods depending on the burning efficiency of the engine, the propulsion efficiency of the ship, displacement and sea conditions, this method of calculating annual fuel consumption according to the difference between two consumptions is considered to be one of the most useful tools to verify bunker consumption.

임해도시 실업계 고등학교 학생의 해양환경에 대한 관심과 개선방안 (Concern and Improvement of the Ocean Environment by Vocational High School Students in a Seaside City)

  • The purpose of this study is to prepare the way for the prevention and improvement of the ocean environment pollution and destruction by researching and analyzing the degree of interests in the ocean environment which the students of seaside vocational high schools have. The concerns of this study are as follows: 1. The vocational high school students in the seaside cities of Busan and Pohang have recognized that the ocean is the object of the highest potential of development and that through the degree of their recognition that they should better preserve the ocean environment prior to a high degree of local seaside development. 2. Although they have recognized that the ocean environment has a great influence on the life of people, their interests in the environment is low. Also, it is shown that they get their knowledge and information through TV. 3. They've understood that the main factor of ocean contamination concerns the home and the causes of ocean contamination are sewage and waste material from daily life. Moreover, their answers reveal that they believe that they should participate in a sanitization activity for the ocean environment voluntarily and put trash into nearby trash cans as opposed to inconsiderately throwing away trash on the beach. 4. Their answers also show that they recognize the elements that can best preserve the ocean environment start at home and with government, and school services through experience activities are the most effective for the education of the ocean environment.

방류관의 설계 및 배치에서의 법적 혼합역의 필요 (Requirements for Regulatory Mixing Zone on Outfall design and positioning)

  • 해양에 방류되는 오폐수의 흐름형태 즉 흔합특성을 제어하고 설계하기 위해 다양한 연구가 진행되고 있다. 최근 들어 선진국을 중심으로 바람직한 수질관리를 목표로 법적혼합역과 관련한 수질기준을 정하여 오염무의 방류로 인한 해양수질환경의 오염을 최소화하고자 하는 노력이 진행되고 있다. 본 논문에서는 이러한 근역 및 원역에서의 법적혼합역을 CORMIX 모델로 구현하고 법적혼합역의 필요성을 강조하며 이를 효율적으로 규제하기 위한 방안을 모색하고자 하였다. 이는 보다 개선된 방류수 모델링을 제안하고 나아가 효율적인 해양방류관 설계뿐 아니라 건전한 항만의 설계 및 개발에 기여할 것이다.

직접분사식 디젤기관에서 연료소비율 및 배기배출물 특성에 미치는 바이오디젤유의 영향 - 유채유를 중심으로 - (Effects of Biodiesel Fuel on Characteristics of Specific Fuel Consumption and Exhaust Emissions in DI Diesel Engine - Using Rape Oil -)

  • 산유국으로부터 에너지 독립을 하고 대기오염방지를 위한 배기배출물을 저감시키기 위하여 대체연료에 많은 관심을 가지고 있다. 폐유나 새로운 식물성 기름과 동물성 기름으로부터 생성할 수 있는 바이오디젤유가 압축점화기관인 디젤기관에 구조적인 변화없이 사용될 수 있다. 이 논문에서는 4행정 직접분사식 디젤기관을 이용하여 순수 디젤유와 바이오디젤 혼합유(바이오디젤 10% 및 20% 함유)의 연료소비율과 배기배출물에 미치는 영향을 제시했으며, 특히 실험에 사용된 바이오디젤 연료는 우리 실험실에서 유채유로부터 직접 생산되었다. 이 연구 결과 바이오디젤 혼합유가 디젤유 보다 연료소비율과 질소산화물은 약간 증가 되었고 일산화탄소와 매연은 상당히 감소되었다.
