Since 2008, the Presidential Committee on Library and Information has conducted 'National Library Management Evaluation,' and almost all of the public libraries have participated in the evaluation. In order to find the effect of the Evaluation on the public libraries, this study analyzed four years of the performance scores (2010~2013) during the period of the $1^{st}$ National Library Development Plan 2009~2013, which used the same measurement, were analyzed by the size groups and regions. The results indicated positive effect on the quality of the internal process such as planning and collection building. Yet attainment gab remains between metropolitan and the other regions, and also different relationship exists between input and attainment among the public library size groups. It suggested the policy development considering the library size and the regional difference.

For a society to be constantly sustained, it needs its past memories to be made present into cultural memories. The state of oblivion resulted from the time difference of the past and the present is commonly made present into commemoration days or memorial spaces. Each has its own form of representation it reflects, but all are related to how past is remembered and how it will be formed. Records, especially the authentic records the nation secured, have an ontological feature of proof that is able to persuade the current present of the past present, and inherent in it is faith that originates from fundamental objectivity. Therefore the image of silence that such strictness of records creates realizes the detonation of specific memories through the act of visual exhibition. Hence, this paper endeavors to examine how the national records, particularly the photographical records, was utilized and how it influenced the people and the society after its organization, through analysing examples of memorial spaces.

This study intends to design a model that can effectively service policy data necessary for the implementation of new national agenda in order to provide high-quality policy information services that go beyond those of the existing Policy Information Portal (POINT) of National Sejong Library. To this end, it was determined that providing an integrated search environment, in lieu of data search through individual access, was necessary. Subsequently, four possible models for a national agenda service model were presented. First, designing a computerized system for both interface and electronic information source aspects was proposed for the national agenda service system operation. Second, designing the Linked Open Data system and the time-series service system for national policy information, providing the translation service of overseas original data, and securing the researcher's desired data were presented for the national agenda service information source operation. Third, strengthening public relations for policy users, building and promoting the site brand, operating SNS channels, and reinforcing the activation of auxiliary materials and the accessibility of external services were proposed for public relations of national agenda service. Fourth, expanding the information network with Open API, cloud service, and overseas libraries was proposed for collaborating and cooperating with the agenda service.
