KOGAS, established in 1983 by law to ensure stable gas supply to the public, is responsible for the wholesale distribution to 30 city gas companies that deal with the retail distribution of natural gas in their geographic areas. The gas imported by KOGAS is measured by checking the level difference of LNG shipped in tankers before and after unloading. The analysis of gas composition is essential because the imported gas price is determined by its calorific value. The turbine meter is widely used for measuring the gas sold to city gas companies. Unlike the metering system for power plants, there is no gas chromatograph since the custody transfer of gas to the city gas companies is not billed by calorific value, but by volume basis. The gas quantity that a city gas company has bought from KOGAS is not equal to the quantity that the company sold to its customers. There have been some discrepancies between the wholesale gas meter readouts and retail ones due to some inherent errors of meters and some operational issues of the meters. This paper investigates the controversies regarding the real quantity of gas between distributors and consumers. It will discus and suggest desirable policies, both technically and economically, in order to solve the discrepancies of gas measurement.

We propose a smart ocean meteorological observation system which is capable of real-time measurement of vulnerable marine climate and oceanographic conditions. Besides, imported products have several disadvantages such that they can't be measured for a long time and can't transmit data in real time. In the proposed system, smart ocean observation digging system, it observes real-time ocean weather with data logger methods. Furthermore, we also use existing dataloggers functions with various sensors which are available in the ocean at the same time. Also, we applied the Kalman-filter algorithm to the ocean crest measurement to reduce the noise and increase the accuracy of the real-time wave height measurement. In the experiment, we experimented the proposed system with our proposed algorithms through calibration devices in the real ocean environment. Then we compared the proposed system with and without the algorithms. As a result, the system developed with a lithium iron phosphate battery that can be charged by a system used in the ocean and minimized power consumption by using an RTC based timer for optimal use. Besides, we obtained optimal battery usage and measured values through experiments based on the measurement cycle.
As device dimensions approach submicrometer size in ULSI, the demand for interlayer dielectric materials with very low dielectric constant is increased to solve problems of RC delay caused by increase in parasitic resistance and capacitance in multilevel interconnectins. Fluorinated amorphous carbon in one of the promising materials in ULSI for the interlayer dielectric films with low dielectric constant. However, poor thermal stability and adhesion with Si substrates have inhibited its use. Recently, amorphous hydrogenated carbon (a-C:H) film as a buffer layer between the Si substrate and a-C:F has been introduced because it improves the adhesion with Si substrate. In this study, therfore, a-C:F/a-C:H films were deposited on p-type Si(100) by ECRCVD from $C_2F_6, CH_4$and $H_2$gas source and investigated the effect of forward power and composition on the thickness, chemical bonding state, dielectric constant, surface morphology and roughness of a-C:F films as an interlayer dielectric for ULSI. SEM, FT-IR, XPS, C-V meter and AFM were used for determination of each properties. The dielectric constant in the a-C:F/a-C:H films were found to decrease with increasing fluorine content. However, the dielectric constant increased after furnace annealing in $N_2$atomosphere at $400^{\circ}C$ for 1hour due to decreasing of flurorine content. Thermal oxidation and plasma enhanced chemical vapor deposition of tantalum oxide thin films on p-type (100) Si substrates were studied to examine the dielectric nature of T$a_2O_5$ as a Al/T$a_2O_5$/p-Si capacitor. Microstructure and dielectric properties of the capacitors were investigated by XRD, AES, high frequency C-V analyzer, I-V meter and TEM. XRD analysis showed that the structure of T$a_2O_5$ films were amorphous, but the films were crystallized to hexagonal $\delta$-T$a_2O_5$ by 65$0^{\circ}C$ thermal oxidation treatment. It was found that the stoichiometry of the films was more or less close to 2 : 5. Leakage current density and relative dielectric constant of thermal oxidation T$a_2O_5$ film at 60$0^{\circ}C$ was 5.0${ imes}10^{-6}$/A/c$m^2 and 31.5, respectively. In the case of PECVD T$a_2O_5$film deposited at 0.47W/c$m^2 they were 2.5${ imes}10^{-5}$/A/$ extrm{cm}^2$ and 24.0, respectively. The morphology of the films and interfaces were investigated by TEM.
The existing smart grid device authentication system is concentrated on DCU, meter reading FEP and MDMS, and the authentication system for smart meters is not established. Although some cryptographic chips have been developed at present, it is difficult to complete the PKI authentication scheme because it is at the low level of simple encryption. Unlike existing power grids, smart grids are based on open two-way communication, increasing the risk of accidents as information security vulnerabilities increase. However, PKI is difficult to apply to smart meters, and there is a possibility of accidents such as system shutdown by sending manipulated packets and sending false information to the operating system. Issuing an existing PKI certificate to smart meters with high hardware constraints makes authentication and certificate renewal difficult, so an ultra-lightweight password authentication protocol that can operate even on the poor performance of smart meters (such as non-IP networks, processors, memory, and storage space) was designed and implemented. As a result of the experiment, lightweight cryptographic authentication protocol was able to be executed quickly in the Cortex-M3 environment, and it is expected that it will help to prepare a more secure authentication system in the smart grid industry.

This means that the influence power of vegetable doest not appear according to the physical constitution but it appears accidently according to the examinee's emotion about the material such as vegetable etc. as favor or unfavor. 3. It was found that the result of O-Ring Test is the same at any time and at any place was not true. there is no reemergence character. 4. The import of O-Ring Test method to the physical discriminatio disregarded that the mental facor influences absolutely to the physical heath in the ideological physical constitution medicla science. 5. 'O-Ring Test method is a objective judgement method'. is wrong judgement. As you see on the above result, Bi-Digital O-Ring Test set the changeable voluntary muscle as the standard of the judgement, that was first mistake logically, second in spite of leass influence of mental influence by the examiner and examinee than the vegetable discrimination influence, the test disregarded the influence. Thire, only grasp of some material on hand can influence to the voluntary was a wrong theory disregarding the physiology. Finally the misunderstaning his subjective view as an objective view in spite of examiner and examinee's strong influence. Therefore such kind of physical descrimination method must be sublated.
This paper suggests how to design a ZigBee-chip-based communication module to remotely measure radiation level. The suggested communication module consists of two control processors for the chip as generally required to configure a ZigBee system, and one chip module to configure a ZigBee RF device. The ZigBee-chip-based communication module for remote radiation measurement consists of a wireless communication controller; sensor and high-voltage generator; charger and power supply circuit; wired communication part; and RF circuit and antenna. The wireless communication controller is to control wireless communication for ZigBee and to measure radiation level remotely. The sensor and high-voltage generator generates 500 V in two consecutive series to amplify and filter pulses of radiation detected by G-M Tube. The charger and power supply circuit part is to charge lithium-ion battery and supply power to one-chip processors. The wired communication part serves as a RS-485/422 interface to enable USB interface and wired remote communication for interfacing with PC and debugging. RF circuit and antenna applies an RLC passive component for chip antenna to configure BALUN and antenna impedance matching circuit, allowing wireless communication. After configuring the ZigBee-chip-based communication module, tests were conducted to measure radiation level remotely: data were successfully transmitted in 10-meter and 100-meter distances, measuring radiation level in a remote condition. The communication module allows an environment where radiation level can be remotely measured in an economically beneficial way as it not only consumes less electricity but also costs less. By securing linearity of a radiation measuring device and by minimizing the device itself, it is possible to set up an environment where radiation can be measured in a reliable manner, and radiation level is monitored real-time.

To overcome the difficulties of discharge measurements during flood season, MWSCM(micowave water surface current meter) which measures river surface velocities without contacting water has been applied in field work since its development. The existing version of MWSCM is for floods so that its applicability is low due to the short periods of floods. Therefore the renovative redesign of MWSCM to increase the applicability was conducted so that it can be applied to the discharge measurements during normal flows as well as flood ones by extending the measurable range of velocity. A newly developed high-performance MWSCM for general use can measure the velocity range of 0.03-20.0 m/s from flood flows to normal flows, whereas MWSCM for floods can measure the velocity range of 0.5-10.0 m/s. The improvement of antenna isolation between transmitter and receiver to block the inflow of transmitted singals to receiver and the improvement of phase noise of oscillator are necessary for detecting low velocity with MWSCM technology. Separate type antenna of transmitting and receiving signals is developed for isolation enhancement and phase locked loop synthesizer as an oscillator is applied to high-performance MWSCM for general use. Microwave frequency of 24 GHz is applied to the new MWSCM rather than 10 GHz to make the new MWSCM small and light for convenient use of it at fields. Improvement requests on MWSCM for floods-stable velocity measurement, self test, low power consumtion, and waterproof and dampproof-from the users of it has been reflected on the development of the new version of MWSCM.

This paper reports a Surge Protective Device (SPD) that is used to protect an automatic metering interface (AMI) power supplies of communication equipment on a low-voltage distribution system from a lightning current. The surge protective device (SPD) can be classified as one-port SPDs and two-port SPDs with decoupling elements depending on the connection type. The protection of internal systems against the lightning current may require a systematic approach consisting of coordinated SPDs. To deal with this, the definition of a lightning protection zone (LPZ) was studied and interpreted through a theoretical review. Because the lightning current resulting from a lightning surge is considerably high, there is limited protection from one SPD; therefore, coordinated cascaded MOV-based SPDs are installed to solve this problem. Regarding the power grid mentioned in this paper, a class II SPD for the low-voltage distribution system installed on the border of LPZ1 and LPZ2, which establish a protection coordination with the Arrester (LA, SA) that corresponds to the LPZO installed on the MOF stage connected to one system were designed to protect various communication (control) equipment, including the automatic meter reading system inside the branch-type electric supply panel of a building, not the incoming side of one system. In addition, performance-related tests were done by a comparison with the existing method through testing, and the optimal design was achieved for the 1-port SPD that uses a series connection and can bleed load current without any decoupling element.
Objective: This study was conducted to investigate the effects of resistant exercise on the gait performance of a patient with systemic lupus erythematosus (SLE) patient. Design: A case study. Methods: A 30-year-old male adult who had been diagnosed with systemic lupus erythmatosus (SLE) in April 2013, right middle cerebral artery infarction, and with left hemiplegia agreed to participate in this case study. Patient was unable to walk due to being affected with adynamia. Due to developing necrotizing vasculitis on the left lower extremity, patient underwent a myotomy on the left thigh. The patient was trained with a progressive resistant exercise program for 8 weeks. An intensity of 15 RM was used for the resistant exercises and the resistance level was increased progressively in order to improve the muscle power of the patient. Methods used to increase resistance included changing positions, providing mechanical resistance instead of manual resistance, transitioning from open kinetic chain to closed kinetic chain exercises, and changing the colors of the theraband to those with increase level of resistance. Outcome measures included the 5-repetition sit-to- stand test (5RSST), Timed Up & Go (TUG), and 10-meter walk test (10MWT). In addition, the GAITRite was used to assess the spatio-temporal gait variables, including gait speed, cadence, stride length of the left side, and double limb support pre and post-intervention. Results: The patient was able to perform sit-to- stand after two weeks of performing the resistant exercises. The patient was able to walk after 4 weeks, and the patient's overall gait performance had improved after 8 weeks. All of the variables had improved after each week. Conclusions: The results of this case study may be used to enhance future efforts to objectively evaluate resistant exercises during gait performance in persons affected by SLE.
