Optimal Transmission Expansion Planning Considering the Uncertainties of the Power Market

  • Today, as power trades between generators and loads are liberalized, the uncertainty level of power systems is rapidly increasing. Therefore, transmission operators are required to incorporate these uncertainties when establishing an investment plan for effective operation of transmission facilities. This paper proposes the methodology for an optimal solution of transmission expansion plans for the long-term in a deregulated power system. The proposed model uses the probabilistic cost of transmission congestion for various scenarios and the annual increasing rates of loads. The locations and the installation times of expanded transmissions lines with minimum cost are acquired by the model. To minimize the investment risk, the Mean-Variance Markowitz portfolio theory is applied to the model. In a case study, the optimal solution of a transmission expansion plan is obtained considering the uncertain power market.

  • This paper proposes a method for choosing the best composite power system expansion plan considering a contingency security criterion. The proposed method minimizes the investment budget fer constructing new transmission lines subject to contingency criterion. it models the power system expansion problem as an integer programming one. The method solves for the optimal strategy using a branch and bound method that utilizes a network flow approach and the maximum flow-minimum cut set theorem. Although the proposed method is applied to a simple sample study, the test results demonstrate that the proposed method is suitable for solving the power system expansion-planning problem subject to practical future uncertainties.

  • The outage cost has very important position for determination of the optimal level or optimal range of reliability in power system expansion planning. Establishing the worth of service reliability is a very difficult and subjective task. This paper addresses the role, need and assessment algorithm and methodology of the outage cost on power system expansion planning. Furthermore outage cost has been assessed using macro approach for our country 15years(1986-2001) in the case study.

  • This paper describes the minimum cost expansion planning which is based on the economical aspect under the various conditions on the power system expansion planning. It presents not only linear cost characteristics analysis but also stepwise cost characteristics analysis which satisfies practical condition in the power system. The latter analysis must be handled by integer programming (IP), because the relation between the cost and the capacity has stepwise characteristics. In order to proceed the latter analysis, the solving procedure is illustrated in detais by using branch and bound method which includes the network flow theory and maximum flow-minimum cut theorem.

  • This paper presents a probabilistic approach of reliability evaluation and economic assessment for solving transmission network expansion planning problems. Three methods are proposed for TNEP, which are reorganizing the existing power system focused on the buses of interest, selecting candidates using modified system operating state method with healthy, marginal and at-risk states, and finally choosing the optimal alternative using cost-optimization method. TNEP candidates can be selected based on the state reliability such as sufficient and insufficient indices, as proposed in this paper. The process of economic assessment involves the costs of construction, maintenance and operation, congestion, and outage. The case studies are carried out with modified IEEE-24 bus system and Jeju island power system expansion plan in Korea, to verify the proposed methodology.

  • Korean government has been preparing the introduction of Emission Trading as part of the framework convention on Climate Change as a relief of negative downstream effect over electricity industry. This paper develops a mathematical model amenable to analyzing the economic impact of introduced emission trading system on the national generation expansion planning. The developed model was also employed with a case study to verify its applicability.

  • The demise of the native franchise markets and the emergence of competitive markets in electricity generation service is substantially altering the way that operation and planning activity is conducted and is making it increasingly difficult for market participants such as generation firms to prospect the future electricity markets. Traditional generation expansion planning (GEP) problems which centrally determine the least-cost capacity addition plan that meets forecasted demand within pre-specified reliability criteria over a planning horizon (typically 10 to 20 years) is becoming no more valid in competitive market environments. Therefore, it requires to develop a new methodology for generation investments, which is applicable to the changed electric industry business environments and is able to address the post-privatization situation where individual generation firms seek to maximize their return on generation investments against uncertain market revenues. This paper formulates a new generation expansion planning problem and solve it in a market-oriented manner.

  • WASP which is used to plan generation expansion has disadvantages that can't manage environmental factors and regional supply-demand planning. But with the effectuation of the United Nations Framework Convention on Climate Change (UNFCCC) and Kyoto Protocol, it is expected that reducing greenhouse gases affects power system in its long-term generation expansion planning. Therefore national countermeasures is needed. This paper formulates a mathematical model considering CO2 emission constraints and Emission Trading that will be enforced. This model is based on the MEFISET (Model for Economic Feasibility of Interstate Electrical Ties) which was made by Korea Energy Economics Institute and Hong-ik university and manages generation expansion planning. And this mathematical model is verified by studying a case system.
