고장파급 시나리오에 기초한 광역정전 해석기법 연구 (Analysis of Power System Wide-Area Blackout based on the Fault Cascading Scenarios)

  • This paper presents a novel framework for analysis of power system wide-area blackout based on so called fault cascading scenarios. For a given power system operating state, "triggering" faults or a "seed faults" are chosen based on the probabilities estimated from the hazard rates. The fault probabilities reflect both the load and the weather conditions. Effects of hidden failures in protection systems are also reflected in establishing the fault propagation scenarios since they are one of the major causes for the wide-area blackouts. A tree type data structure called a PS-BEST(Power System Blackout Event Scenario Tree) is proposed for construction of the fault cascading scenarios, in which nodes represent various power system operating states and the arcs are the events causing transitions between the states. Arcs can be either probabilistic or deterministic. For a given initial fault, the total probability of leading to wide-area blackout is estimated by aggregating the individual probability of each fault sequence route leading to wide-area blackout. A case study is performed on the IEEE RTS-79(24 bus) system based on the fault data presented by the North American Electrical Reliability Council(NERC). Test results demonstrate the potentials and the effectiveness of the proposed technique for the future wide-area blackout analysis.

  • Electric Power cable is the apparatus that receives electric power from the Korea Electric Power Corporation and supplies electric power to electric train and annex facilities of each railway station. With substantial ripple effect during power blackout accidents, such power blackout accidents must be coped with by discriminating the status of insulation deterioration of electric power cable in advance. Discrimination of insulation deterioration of the electric power cable is normally executed while the power is disconnected and it is very difficult to discover, at early stage, the insulation deterioration of the power cable in operational state since the duration of inspection is limited. This research aims to consider method of diagnosing the insulation deterioration of electric power cable in On-Line state rather than diagnosis in Off-Line state in order to secure reliability of power supply by reducing duration of power blackout (accidental blackout and blackout during works) and by seeking reduction in equipment and manpower used in diagnosis of deterioration through prevention of the accident itself prior to occurrence through early restoration of accident due to insulation deterioration of the electric power cable and assessment of performance of the cable under operation.

Characteristics on Stand-alone Operation of a Doubly-fed Induction Generator Applied to Adjustable Speed Gas Engine Cogeneration System

  • An application of doubly-fed induction generator (DFIG), which is one of adjustable speed generators, to a gas engine cogeneration system has been investigated. To operate during a blackout as an emergency power supply is one of important roles for the gas engine cogeneration system. However, the DFIG requires initial excitation for startup during a blackout because the DFIG has no excitation source. In this paper, we propose the "blackout start" as a new excitation method to generate a rated voltage at the primary side during a blackout. In addition, a stand-alone operation following a blackout has been investigated by using experimental setup with a real gas engine. Power flows in the generating set with the DFIG at the stand-alone operation have been investigated experimentally. Experimental investigation of the power flow suggests that the generating set with DFIG has optimal speed in minimizing whole system losses.

Ex-ante Evaluation of Economic Costs from Power Grid Blackout in South Korea

  • South Korea is recently under serious situation in supplying electricity with enough power reserve. A single fault of power plant at a peak-load time may lead to a total blackout for whole area connected by a single electric grid and isolated from other grids. Despite of the seriousness of blackout, however, there are scarce studies with ex-ante analysis of the economic costs from blackout. In order to evocate the seriousness, we calculate the economic costs for both industrial and household sectors with using some survey data and statistical methodologies. As a result, total economic costs are 39.23 trillion KRW (35.83 trillion KRW for industrial sector, 3.40 trillion KRW for household sector).

  • Since the crisis at the Fukushima plants, severe accident progression during a station blackout accident in nuclear power plants is recognized as a very important area for accident management and emergency planning. The purpose of this study is to investigate the comparative characteristics of anticipated severe accident progression among the three typical types of nuclear reactors. A station blackout scenario, where all off-site power is lost and the diesel generators fail, is simulated as an initiating event of a severe accident sequence. In this study a comparative analysis was performed for typical pressurized water reactor (PWR), boiling water reactor (BWR), and pressurized heavy water reactor (PHWR). The study includes the summarization of design differences that would impact severe accident progressions, thermal hydraulic/severe accident phenomenological analysis during a station blackout initiated-severe accident; and an investigation of the core damage process, both within the reactor vessel before it fails and in the containment afterwards, and the resultant impact on the containment.

  • The parameters of electromechanical modes offer considerable insight into the dynamic stability properties of a power system. This paper presents a results of a LFO(low-frequency oscillation) based on the time-synchronized signals measured by synchrophasor in the rolling blackout. Spectral analysis was performed, and critical parameters were estimated using the data acquired from synchrophasors installed in the KEPCO system. As significant modes, a 0.68 Hz oscillation mode that occurred prior to the forced load shedding in the rolling blackout was estimated. Such an oscillation mode can cause an uncontrollable blackout. Therefore, the system should be operated so that significant oscillation modes are not activated. This results can serve as a reference in the future for reliable system operation in the event of a similar blackout.

  • Nowadays, a DC microgrid that can link various distributed power sources is gaining much attention. Accordingly, research on fault situations, such as line-to-line and line-to-ground faults of the DC microgrid, has been conducted to improve grid reliability. However, the blackout of an AC system and the oscillation of a DC bus voltage have not been reported or have not been sufficiently verified by previous research. In this study, a 20 kW DC microgrid testbed using a power HIL simulation technique is proposed. This testbed can simulate various fault conditions without any additional grid facilities and dangerous experiments. It includes the blackout of the DC microgrid caused by the AC utility grid's blackout, a drastic load increment, and the DC bus voltage oscillation caused by the LCL filter of the voltage source converter. The effectiveness of the proposed testbed is verified by using Opal-RT's OP5707 real-time simulator with a 3 kW prototype three-port dual-active-bridge converter.

  • KEPRI has completed to develop KP-ROTS Ver 1.1 and applied to 12 power transmission district offices and Je-ju branch office in KEPCO, which was updated from the exiting power restoration training simulator related to power restoration project. This program has functions such as black-start line analysis for all network blackout, restoration training on wide blackout and simple study on outage plans. KEPCO expects that local operators will train well for restoration procedures against wide blackout by using KP-ROTS.

  • This paper presents a Combined solar-wave Power Generation (CPG) concept that the CPG unit is maintained as buoyant at the level of sea water and it is also supported by a submerged tunnel, with the aim of supplying emergency electric power during the station blackout events of nuclear power plants. The CPG concept has been motivated from the 2011 Fukushima-Daiichi Accidents due to the loss of both offsite AC power and emergency diesel power caused by natural hazards such as earthquake and tsunami. The CPG is conceptualized by applying different types and different sites for emergency power generation, in order to reduce common cause failures of emergency power suppliers due to natural hazards. Thus, the CPG can provide a new mean for supplying emergency electric power during station blackout events of nuclear power plants. For this application, the CPG requirements are described with a typical configuration at the ocean side of a submerged tunnel.

Primary Restorative Transmission Line Selection for Myanmar's Electric Power System

  • Power system restoration following a massive or complete blackout starts with energizing the primary restorative transmission system. During this primary restoration process, unexpected overvoltage may happen due to nonlinear interaction between the unloaded transformer and the transmission system. In the case of the Myanmar electric power system, there are so many wide outage experiences, including complete blackout cases, caused by 230kV line faults and so on. Consequently, Myanmar's system operators have been well trained to deal with wide blackouts. Howver, system blackout restoration has been conducted by relying on the experience of only a few specialists. So, more scientific analysis is required to meet the requirements necessary to ensure fast and reliable system restoration. This paper presents analytical results on the primary restorative transmission system of Myanmar, focusing on the problems during the early restoration process. Methodologies are presented that handle load pick-up, terminal voltage and the reactive capability limitation of black-start generators to compensate the Ferranti effect. Static and dynamic simulation with the PSSolution and EMTDC programs respectively for the six cases are performed in order to select the primary restorative transmission lines.
