Test of Fit for the Log-Normalness of the Post Dialling Delay

  • Delay has influenced customer satisfaction while using a telephone. It has been ranked second after transmission impairments in annoyance to customers. Therefore, it is important to analyze its behavior not only to increase the quality of service for the customers, but to provide its information to network planners and administrators and to designers of equipment and systems. In this paper, we consider a log-normal model as a candidate for describing the statistical behavior of the post dialling delay, i.e., the time to connect a call to the telephone network after dialling. Based on the real data, the log-normalness of the post dialling delays are convinced for the long distance calls, but not supported for the local calls. Uses of graphical plotting paper and statistical test of fit art discussed.

사후적 이윤율 규제에 대한 이론적 평가 (Ex-Post Rate-of-Return Regulation on Oliopoly Market)

  • The present paper analyzes performance of a variant of rate-of-return regulation called the ex-post adjustment regulation put in effect in the Korean petroleum refinery sector. Unlike the traditional rate-of-return regulation on a monopoly, the regulation is first for the oligopolistic industry as a whole and second of the ex post nature. Under the regulation, at the end of each year, each firm is responsible to pay a certain portion of the excess of the total realized profits in the industry over the allowed profits. It is shown that if the excess profits are completely collected(including the interests), the social optimum can be realized. When only a portion of the excess profits can be collected, the regulation generally increases consumer surplus by making the firms more competitive. Each individual firm's production under the regulation depends on whether the firm's output is regarded as a strategic substitute or complement of other firms'output.

CIO제도의 임용 이전과 임용 이후 요인에 대한 연구 (What Makes CIOs Successful?: Ex-Ante vs. Ex-Post Appointment Factors)

  • In order to investigate how firms appoint and manage successful CIOs, this study reviews previous literatures and finds major factors affecting the performance of CIOs, Eight factors are found and classified into two groups based on time horizon characteristics: ex ante factors before appointment and ex post factors after appointment. These eight factors are also re-classified into three groups based on the degree of interaction between CIOs and CEOs: CIO factors, CEO factors, and interaction factors between CIOs and CEOs. In order to investigate how these sub-groups affect the performance of CIOs, we have conducted case studies on 6 firms that are considered to have successful CIOs. The results indicate that ex ante factors, for instance, a factor whether the CIO is appointed from inside or outside of the firm, need to be carefully considered for the successful ex post management of CIO positions. This study derives several managerial guidelines and finally proposes a future research model for empirical studies.

이미지 보간기법의 성능 개선을 위한 비국부평균 기반의 후처리 기법 (Non-Local Mean based Post Processing Scheme for Performance Enhancement of Image Interpolation Method)

  • Image interpolation, a technology that converts low resolution images into high resolution images, has been widely used in various image processing fields such as CCTV, web-cam, and medical imaging. This technique is based on the fact that the statistical distributions of the white Gaussian noise and the difference between the interpolated image and the original image is similar to each other. The proposed algorithm is composed of three steps. In first, the interpolated image is derived by random image interpolation. In second, we derive weighting functions that are used to apply non-local mean filtering. In the final step, the prediction error is corrected by performing non-local mean filtering by applying the selected weighting function. It can be considered as a post-processing algorithm to further reduce the prediction error after applying an arbitrary image interpolation algorithm. Simulation results show that the proposed method yields reasonable performance.

  • Many enterprises have implemented packaged enterprise resource planning (ERP) solutions rather than system development on the promises of feasible strategic benefits. Typical feasible benefits include adoption of global standards and processes through a proven integrated system, continuous version upgrading by vendors, and thus the easiness of system maintenance. The objectives of this research are to identify what makes a post-implementation success of ERP system and to figure out the critical issues and factors for the successful upgrade of packaged ERP systems. This case study was conducted based on five different organizations that have experienced system upgrade implementation. Success factors of ERP system upgrade include (1) clear statement of upgrade goals, (2) good coordination and communication among the implementation partners, (3) thorough management of customization and maintenance history including documentation, (4) Planning of system requirements of higher version, and (5) redefinition of role between business departments and IT department.

  • This study investigates whether the post-merger bad performance of merging firms was caused by the increase of cost and which cost is responsible for that, if it were. To do this, it is investigated whether there is any difference in terms of cost between pre-merger versus post-merger firms. Also the comparison of cost is used between merging firms and non-merging control groups. The finding is that the merging firms have a bigger cost than the non-merging control group and the post-merger firms have a bigger cost than the pre-merger firms. Especially labor cost to revenue and depreciation cost to revenue are statistically very different among them. Thus it is suggested that there are inefficiency of manpower and assets.

  • This paper deals with a network model for the efficient transportation of post and consists of the formulation based on the network model and the LINGO programming model including the operations of the post transportation. This network model is represented by using Time Space Network. The generalized formulation is built up with the input variables and the decision variables, which are defined on the basis of the network model. And LINGO programming model to be proposed with DB and LINGO is constructed in consideration of how to manage the post transportation and the intermodal transport. The results of the model implementation were represented on Time Space Network and they are analyzed and verified. The LINGO programming model is used as the module to be set in application software. Specifically with using GEOmania, GIS tool, the LINGO Model is applied to develop the application for Mail Transportation Decision Support System.

Evaluation System for Defense IT Project in Korea: Post-Implementation Stage

  • Performance measurement is not an easy task. However, it is necessary to measure the expected value of the informatization project to be invested, to help the successful progress of the informatization project, and to confirm the result of the informatization project. This study describes the evaluation systems of the defense informatization project in Korea used after the end of the informatization project (post-implementation evaluation stage). In the post-implementation evaluation stage of proposed system, the informatization project is evaluated in terms of performance achievement, project plan compliance, project management, and economic validity. For each element, this study suggests metrics and practical measurement method. With metrics and their method, it can be evaluated which project is better than others. Moreover, the lessons learned can be developed. Under scarce budget condition, defense organizations can make better performance from IT project with the evaluation system suggested in this study.

  • The construction industry in South Korea is experiencing great changes: it is becoming developed on a larger scale, specialized to a high degree and rapidly incorporating with other industries. This development has resulted in higher demand of construction industry. Accordingly, the transparency and an objective method of evaluation in the process of projects in the construction industry are gaining more importance. Clients' and customers' needs also require more specific objective evaluation to find whether their projects are successfully performed or not. This study aims to discuss problems on the current post-evaluation items including the qualitative item analysis such as customer satisfaction. Moreover, this paper suggests the improved ways in which enable the application of the effective evaluation system to the construction industry.

Successful Management of Post-Attenuation Neurologic Signs and Portal Hypertension in a Dog with Congenital Portoazygos Shunt

  • A 6-year-old neutered male Poodle with a body weight of 2.7 kg was diagnosed with a congenital extrahepatic portoazygos shunt presented with progressive hepatic encephalopathy. Five days after surgical attenuation, the patient showed post-attenuation neurological signs (PANS) such as generalized tonic-clonic seizure, dull mentation, and tremor. PANS were successfully managed with antiepileptic drugs, but third-space fluid accumulation (ascites and peripheral edema) and phlebectasia were newly identified, suggesting marked portal hypertension (PHT). Telmisartan, spironolactone, carvedilol, and prednisolone were sequentially administered. Three months after surgery, both abnormal clinicopathological values such as anemia and hypoalbuminemia, and clinical signs completely resolved. Herein, we report successful management strategies for PANS and PHT in a dog following surgical attenuation of a congenital portoazygos shunt.
