Humidifier disinfectant lung injury, how do we approach the issues?

  • A large portion of the Korean population has been exposed to toxic humidifier disinfectants (HDs), and considering that the majority of the victims are infants, the magnitude of the damage is expected to be considerably larger than what has currently been revealed. The current victims are voicing problems caused by various diseases, including but not limited to lung, upper respiratory tract, cardiovascular, kidney, musculoskeletal, eye, and skin diseases, etc. However, there has been difficulty in gaining validation for these health problems and identifying causal relationships due to lack of evidence proving that toxic HD is the specific causes of extrapulmonary diseases such as allergic rhinitis. Furthermore, the victims and bereaved families of the HD case have not received any support for psychological distress such as post-traumatic stress disorder, depression, feelings of injustice, and anger caused by the trauma. In addition, because the underlying mechanisms of the toxic materials within the HDs such as polyhexamethylene guanidine phosphate, poly(oxyalkylene guanidine) hydrochloride, chloromethylisothiazolinone /methylisothiazolinone have yet to be determined, the demand for information regarding the HD issue is growing. The victims of the HD cases require support that goes beyond financial aid for medical costs and living expenses. There is a desperate need for government-led integrated support centers that provide individualized support through health screenings; in other words, we need an integrated facility that provides the appropriate social support to allow the victims to recover their physical and mental health, so as to well prepare them to return to a normal life. The implementation of such a plan requires not only the close cooperation between those departments already directly involved such as the Ministry of Environment and the Ministry of Health and Welfare, but also active support on a national scale from pan-governmental consultative bodies.

Analysis on Topographic Normalization Methods for 2019 Gangneung-East Sea Wildfire Area Using PlanetScope Imagery (2019 강릉-동해 산불 피해 지역에 대한 PlanetScope 영상을 이용한 지형 정규화 기법 분석)

  • Topographic normalization reduces the terrain effects on reflectance by adjusting the brightness values of the image pixels to be equal if the pixels cover the same land-cover. Topographic effects are induced by the imaging conditions and tend to be large in high mountainousregions. Therefore, image analysis on mountainous terrain such as estimation of wildfire damage assessment requires appropriate topographic normalization techniques to yield accurate image processing results. However, most of the previous studies focused on the evaluation of topographic normalization on satellite images with moderate-low spatial resolution. Thus, the alleviation of topographic effects on multi-temporal high-resolution images was not dealt enough. In this study, the evaluation of terrain normalization was performed for each band to select the optimal technical combinations for rapid and accurate wildfire damage assessment using PlanetScope images. PlanetScope has considerable potential in the disaster management field as it satisfies the rapid image acquisition by providing the 3 m resolution daily image with global coverage. For comparison of topographic normalization techniques, seven widely used methods were employed on both pre-fire and post-fire images. The analysis on bi-temporal images suggests the optimal combination of techniques which can be applied on images with different land-cover composition. Then, the vegetation index was calculated from the images after the topographic normalization with the proposed method. The wildfire damage detection results were obtained by thresholding the index and showed improvementsin detection accuracy for both object-based and pixel-based image analysis. In addition, the burn severity map was constructed to verify the effects oftopographic correction on a continuous distribution of brightness values.

A Study on the Architectural Design Utility of Object-based CAD System (객체기반 CAD 시스템의 건축설계적 효용에 관한 연구)

  • As architectural forms tend to be large-scaled, high-storied and complicated, use of computer for processing design information has been generalized. However, CAD use in the process of developing architectural design has been neglected greatly in the educational field of architectural field due to the surging of recognition that it may limit the essential property of architectural design. It may be resulted from the limitation of CAD system, that is, it is because of tardy speed of application development for the related areas with the lack of simplicity and clarity of flexibility to be secured on the drawing and user interface. Recent CAD systems, however, overcome such a limitation, convert into object-based design from entity-based drawing, drafting and modeling for implementing design concept of architects and it connects with internet linked to superspeed information communication network and changes process and stream of architectural design. Therefore, this study deals with utility of object based CAD system with products of Autodesk Co. and consequently obtain the following conclusions. First, it expands architect's design areas by supporting cooperative design system based on model-based architectural design and internet. Second, it reduces consumption of personal and material resources and time in the process of drawing production for improving architectural design works. Third, it can reduce the frequent design changes by improving understanding of architectural space with visualization of immediate 3D information, escaping from traditional methods to deliver design information to building owner through 2D drawing or model and perspective drawing requiring much cost and time. Fourth, it keeps exactness without omission or duplication of design information and generate and renew information of all related drawings on a drawing. Fifth, it is possible to change difficult and boring architectural design work into a pleasure owing to immediate modeling and drawing of design idea. In addition, digital drawing generated by using object-based CAD system can playa role of establishing Urban Information System to be used for protecting from building in disaster and urban disasters in connection with GIS numerical map and be used for reference of all kinds of information required fro post-management of buildings. However, what is more important is that surplus time from introduction of object-based CAD system should be used for consideration to be recognized as a good space and building built as a product of this project for comfort to urban people.

The Study on the Countermeasure Plans about Leakage, Explosion and Fire Accidents of Atmospheric Storage Tank (옥외저장탱크 누출, 폭발 및 화재사고 대응방안에 관한 고찰)

  • A crude oil leakage from a large atmospheric storage tank occurred on 4 April 2014 at 14:50 in Ulsan City, while storing the crude oil in the tank. Emergency Rescue Control Group was deployed in the scene. The company, Fire Service Headquarters and associated agencies got together in Command Post (CP) for discussing an effective corresponding strategy. Many solution plans were drafted in the debate such as power down, stopping the facilities, checking the density of inflammable gas, suppressing oil evaporation, moving the leaked crude oil to a nearby tank and a processing plant and avoiding marine pollution. All the solutions were carried out in cooperation with several agencies and partners. The oil leakage accident was successfully settled up within the process of responding, The Fire Service Headquarters and the company thought that the most important thing was the suppression of oil evaporation and the elimination of ignition source. With Fire Service Headquarters and several agencies' every effort, an explosion and a fire didn't occurred in the scene. This study suggest the improvement of the operating system in Emergency Rescue Control Group in case of petroleum leakage, explosion and fire accidents of atmospheric storage tank, different from a ordinary disaster. Assuming that petroleum leakage in atmospheric storage tank develop the explosion and fire accidents, the spreading speed of the flame and the burning time was experimented and compared with each other. Furthermore, this study concentrates on the effective field response plan prepared for the afterward explosion and fire accidents from petroleum leak in a storage tank, with the database experimented and analyzed in accordance with the angle of radiation in the foam nozzle and the pressure of pumping in a fire engine.

Relationships Between Edge Formation of Burned Forests and Landscape Characteristics with Consideration on Spatial Autocorrelation (공간 자기상관성을 고려한 산불피해지 경계 형성과 경관특성변수들과의 관계)

  • It has been known that edges of forest fire areas play significant roles in post-fire change of forest ecosystem and recovery process. The purpose of this study was to analyze the relationships between edge formation of burned forests and landscape characteristics with consideration on spatial autocorrelation. Samcheok fire site burned in 2000 was selected as the study area. Seven hundred fifty three of 500 $m^2$ grid cells were generated for measuring landscape characteristics. This study used the topographic variables including slop, elevation, topographic wetness index, solar radiation index and proportions of fuel and land use types. In delineating landscape characteristics correlation analysis with modified t-test were performed for exploring the relationships between edge formation and landscape characteristics. The results indicated that edge formation of burned forests was positively correlated with most variables including TWI, SRI, water, paddy, developed, farm, grass, bare soil, and negatively related with elevation, slope and all fuel types. Especially TWI (r=0.437) showed a strong positive correlation with edge formation. According to the results, edge of burned forests were likely formed when proportions of heterogeneous land use types were high with mild slope and low elevation.

Stochastic finite element based seismic analysis of framed structures with open-storey

  • While constructing multistorey buildings with reinforced concrete framed structures it is a common practice to provide parking space for vehicles at the ground floor level. This floor will generally consist of open frames without any infilled walls and is called an open-storey. From a post disaster damage survey carried out, it was noticed that during the January 26, 2001 Bhuj (Gujarat, India) earthquake, a large number of reinforced concrete framed buildings with open-storey at ground floor level, suffered extensive damage and in some cases catastrophic collapse. This has brought into sharp focus the need to carry out systematic studies on the seismic vulnerability of such buildings. Determination of vulnerability requires realistic structural response estimations taking into account the stochasticity in the loading and the system parameters. The stochastic finite element method can be effectively used to model the random fields while carrying out such studies. This paper presents the details of stochastic finite element analysis of a five-storey three-bay reinforced concrete framed structure with open-storey subjected to standard seismic excitation. In the present study, only the stochasticity in the system parameters is considered. The stochastic finite element method used for carrying out the analysis is based on perturbation technique. Each random field representing the stochastic geometry/material property is discretised into correlated random variables using spatial averaging technique. The uncertainties in geometry and material properties are modelled using the first two moments of the corresponding parameters. In evaluating the stochastic response, the cross-sectional area and Young' modulus are considered as independent random fields. To study the influence of correlation length of random fields, different correlation lengths are considered for random field discretisation. The spatial expectations and covariances for displacement response at any time instant are obtained as the output. The effect of open-storey is modelled by suitably considering the stiffness of infilled walls in the upper storey using cross bracing. In order to account for changes in soil conditions during strong motion earthquakes, both fixed and hinged supports are considered. The results of the stochastic finite element based seismic analysis of reinforced concrete framed structures reported in this paper demonstrate the importance of considering the effect of open-storey with appropriate support conditions to estimate the realistic response of buildings subjected to earthquakes.

Longitudinal Change in Health Status after the Sewol Ferry Accident among Bereaved Parents (세월호 참사 후 희생자 부모의 건강상태 변화)

  • Objective : The present study had examined the psychiatric symptoms and physical health consequences for the bereaved parents of the high school students who died in the 2014 Sewol ferry accident. Methods : Forty bereaved parents participated in the study. The authors administered self-report questionnaires about the parents' health behaviors and psychiatric symptoms. The authors also conducted laboratory tests to assess the parents' physical health at 18 and 30 months after the accident. Univariate descriptive statistics were performed to report the prevalence and severity of psychiatric symptoms and health-related behaviors. Paired t-test and Mcnemar test were performed to compare the 18-and 30-month findings. Correlation analysis between psychiatric symptoms and laboratory findings were performed to find a relationship between the two variables. Results : At 30 months after the accident, most of the bereaved parents still appeared to suffer from complicated grief (97.5%), post traumatic stress disorder (80%), insomnia (77.5%) and severe depression (62.5%) based on the scores on the Inventory of Complicated Grief (ICG), the PTSD Check List-5 (PCL-5), the Insomnia Severity Index (ISI) and the Patient Health Questionnaire-9 (PHQ-9). One quarter of the bereaved parents reported high-risk drinking, and 47.5% reported increased drinking amount and frequency after the accident. In objective laboratory results, 55% of the bereaved parents were obese as defined by body mass index ${\geq}25$. The parents' mean low-density lipoprotein shows a significant increase over time (118.5 mg/dL at 18 months. vs. 132.5 mg/dL at 30 months. paired t-test t=-4.061, $$p{\leq_-}0.001$$). Total cholesterol and low-density lipoprotein at 30 months after the accident were in clinically borderline high range. In correlation analysis, triglyceride was positively correlated with ISI. Conclusion : The loss of children in the Sewol ferry accident, a disaster caused by human error, continued to have considerable impact on the victims' parents' mental and physical health 18 and 30 months after the accident. A longitudinal study following the parents' physical health would be necessary to investigate the long-term effects of this traumatic experience on physical health.

Asymmetric Bias of the Ferry Sewol Accident News Frame Discriminatory Aspects and Interpretive of Media (세월호 사고 뉴스 프레임의 비대칭적 편향성 언론의 차별적 관점과 해석 방식)

In particular, this study confirmed theoretically how domestic media biased frame when it presents problem definition, causing interpretation, moral evaluation, and post-prescription on the ferry Sewol accident, In addition, the bias of the frame was analyzed comparing what is the difference between the conservative newspapers and liberal newspapers. Findings are as follows. First, in diagnosis of ferry Sewol accident, news slanted fragmentation frame>personalization frame>authority-disorder frame. The Chosun Ilbo focus on fragmentation bias, meanwhile Hankyoreh focus on the authority disorder relatively. Second, in accident evaluation, responsibility frame> moral frame> problem-solution frame. The Chosun Ilbo focus on responsibility frame and moral frame. But Hankyoreh focus on responsibility frame and problem-solution frame. Third, in the matter of responsibility, government frame>personal frame>organizational frame. Chosun Ilbo biased responsibility of the government and individuals, while the Hankyoreh is relatively more emphasis on government responsibility and the responsibility of the organization also showed. Fourth, in problem solving, thematic frame and episodic frame bias appeared as rough and level. Chosun Ilbo showed episodic frame, Hankyoreh showed thematic frame. News frame and bias as well as ideological differences of media on ferry Sewol accident was discussed in the context of the social dimension.

Establishment of Korea National Counter-terrorism System and Development Plan (국가대테러체제의 구축 및 발전방안)

  • As the post-cold war era and globalization go on, national security problems which were not traditional national security problems such as terrorism, crime, environmental disasters, economic crises, cyber-terrorism, diseases, and energy problems threat humanity and nations and demands changes. Also, with the change, the concept of "big government" has emerged as the role of nation expanded. The modern society sees every country change from small government to big government in order to realize the establishment of welfare state. A comprehensive interpretation of security is needed in order to comprehensive protection of citizens beyond outside invasion such as crime, new disaster, terrorism. In Korea, incidents such as Cheonan-Ham, Yeonpeyong-Do, foot-and-mouth disease, Ddos terrorism, pirates hostages, mad cow disease, AI are happening and the humanitarian support for North Korea and the summit of South and North Korea are at a standstill. Also, National emergency management system, comprehensive emergency management center, countrol tower, national security system, cooperation with citizens, establishment of legal and institutional system are needed. The importance of this research is on the reestablishment of new national security and emergency management system according to the comparison between the national security and counter-terrorism system of Korea and that of the United States which is a leading country in this field. Also, the establishment of national emergency management act is needed as a statute for effective function as currently various laws and administrative organizations are dispersed.

Estimating of the Greenhouse Gas Mitigation and Function of Water Resources Conservation through Conservation of Surface Soils Erosion and Policy Suggestion (표토유실 보전을 통한 온실가스배출 저감과 수자원 보전 기능의 산출 및 정책제안)

  • Soil erosion is often extreme in Korea due to high rainfall intensities and steep slopes, and climate change has also increased the risk of erosion. Despite its significane, erosion-induced soil organic carbon (SOC) emission and water resource loss are not well understood, along with the lack of an integrated surface soil erosion protection policy. Therefore, to design adequate protection policies, land users, scientists, engineers and decision makers need proper information about surface soil and watershed properties related to greenhouse gas emission potential and water conservation capability, respectively. Assuming the total soil erosion of $346Tg\;yr^{-1}$, soil organic matter (SOM) content of 2% (58% of SOM is SOC), and mineralization rate of 20% of the displaced carbon, erosion-induced carbon emission could reach $800Gg\;C\;yr^{-1}$. Also the available water capacity of the soil was estimated to be 15.8 billion tons, which was 14 times higher than the yearly water supply demand in Seoul, Korea. Therefore, in order to prevent of soil erosion, this study proposes a three-stage plan for surface soil erosion prevention: 1) classification of soil erosion risk and scoring of surface soil quality, 2) selection of priority areas for conservation and best management practices (BMP), and 3) application of BMP and post management.
