Improvement Method for the Post-Management End System of a Landfill by Applying Total Pollutant Load Concept (오염총량 개념을 적용한 매립장 사후관리종료제도 개선 방안)

  • A method of improving the post-management end system of a landfill that reflected total pollutant load was applied to the SUDOKWON 1st Landfill Site. Modeling results showed that the ratio of remaining methane, when compared to the total maximum potential of 2,521 × 106 Nm3, was estimated to be 8.8% in 2020, 7.0% in 2030, and 6.5% in 2040. If the average oxidation rate of 89.1% in 2005-2019 was applied, the ratio decreased by 1.01% in 2020, 0.76% in 2030, and 0.70% in 2040. This suggests that if the amount of methane generated is all emitted from the surface of the landfill after 2025, the real amount emitted to the atmosphere is less than that in 2019; therefore, the post-management end is possible. According to the results of trend analysis of the quality of leachate water, effluent criteria for Biochemical Oxygen Demand (BOD) can be satisfied in 2024, while those for Chemical Oxygen Demand (COD) and Total Nitrogen (T-N) can be satisfied in 2047 and 2117, respectively. If the post-management end system changed based on total pollutant load, the post-management can be terminated BOD today and COD within a few years; however, the fact that T-N could be terminated only after 2041 shows the need to fundamentally change management methods.

  • Performance measurement is not an easy task. However, it is necessary to measure the expected value of the informatization project to be invested, to help the successful progress of the informatization project, and to confirm the result of the informatization project. This study describes the evaluation systems of the defense informatization project in Korea used after the end of the informatization project (post-implementation evaluation stage). In the post-implementation evaluation stage of proposed system, the informatization project is evaluated in terms of performance achievement, project plan compliance, project management, and economic validity. For each element, this study suggests metrics and practical measurement method. With metrics and their method, it can be evaluated which project is better than others. Moreover, the lessons learned can be developed. Under scarce budget condition, defense organizations can make better performance from IT project with the evaluation system suggested in this study.

  • So far, Korean command post vehicles(CPs) have used voice-only radio communication among the mechanized troop units such MBTs and IFVs, etc. But digital data communication technology should be introduced to improve mission success capabilities and accommodate integrated combat capabilities through increasing SA(situation Awareness), or spatiotemporal synchronization of military operation in battle field environment. Therefore, conventional CPs, which have been operated without digital network, urgently needs to mount a battle management system which furnish with tactical information network, considering that korean new MBTs or new IFVs will be fielded soon. This study suggests some performance enhancement method which might be applicable to CPs which have a role of connecting Battalion unit to Brigade C4I system.

  • In this paper, we describe an intelligent monitoring and control system for pick-up/delivery service. This system applies geographical information system(GIS), global positioning system(GPS) and wireless communication technologies for managing pick-up/delivery operations more effectively. It consists of three subsystems, pick-up/delivery sequence planning system, pick-up/delivery monitoring system, and PDA execution system. Pick-up/delivery sequence planning system generates routes and schedules for pick-up/delivery using GIS and optimization techniques. Pick-up/delivery monitoring system monitors current positions of vehicles and actual pick-up/delivery results as compared with planned routes and visit times, while PDA execution system transmits information for vehicles positions and actual pick-up/delivery results using GPS and wireless communication technologies. The intelligent monitoring and control system is currently being used for the pick-up parcel service in a local post office of Korea Post.

The Influence of How the Trauma Care System Is Applied at the Trauma Center: The Initial Experience at Single Trauma Center (외상 센터에서의 외상 진료 시스템 도입에 따른 변화: 단일 외상 센터에서의 초기 경험)

  • Purpose: To evaluate the influence of how the trauma care system is applied on the management of trauma patients. Methods: We divided the patients into a pre-trauma system group and a post-trauma system group according to the time when we began to apply the trauma care system in our institution. We compared the general characteristics, injury severity score, initial response time to the trauma patients, number of preventable deaths, and clinical outcomes between the two groups. Results: The numbers of patients in the pre-trauma system group and the post-trauma system group were 188 and 257, respectively. No differences in the patient's median ages, trauma scores (ISS, RTS, TRISS) and proportions of severe trauma patients (ISS>15) were observed between the two groups. The number and the proportion of patients who were admitted to our hospital were increased in the post-trauma system group. The time interval from trauma CP activation to emergency surgery or angio-embolization, and the patient's time spent in emergency room were shortened in the post-trauma system group. However, the lengths of the ICU stay and the hospital stay, and the number of in-hospital mortalities were not improved in the post-trauma system group. In severe trauma patients (ISS>15), there were no differences between the two groups in the number and the proportion of admitted patients, and the time interval from trauma CP activation to performing a diagnostic and therapeutic procedure was not shortened in the post-trauma system group. Conclusion: Application of the trauma care system has shortened the time between the initial response and patient management. However, this improvement was not enough to result in better clinical outcomes. More trauma physicians, multidisciplinary cooperation, and a well-organized trauma management process will be needed if the maximum efficacy of the trauma system is to be achieved.

Performance Analysis Framework for Post-Evaluation of Construction Projects through Benchmarking from Advanced Countries (선진국 사례 벤치마킹을 통한 건설공사 사후평가 성과분석 체계 개발)

  • Development of social overhead capital (SOC) requires huge national finance, and performance issues such as cost-efficiency, safety, and environment have been constantly raised. However, currently each construction client has limited access to its own projects' performance without analytic methodology for industry-level comparisons and benchmarking for improvement. To overcome this problem, this study proposes a comprehensive performance analysis framework for post-evaluation of large-scale construction projects. To this end, this study performed a case study of advanced countries (the U.S., the U.K. and Japan) and consultation with related experts to develop a tailored performance analysis framework for the Post- Construction Evaluation and Management system in Korea. The developed framework covers three categories (project performance, project efficiency, and ripple effect), nine areas (cost, schedule, change, safety, quality, demand, benefit-cost ratio, civil complaint, and defect), and 31 detailed metrics. Using industry-level project performance database and statistical techniques, the proposed framework can be used not only to diagnose excellent and unsatisfactory performance areas for completed construction projects, but also to provide reference data for future similar projects. This study can contribute to the improvement of clients' performance management practices and effectiveness of construction projects.

  • This research made a evaluation indicators of public management system for operating efficient urban and housing redevelopment. We analyzed how satisfaction of participants about the evaluation indicators are used to parameters and affects intension of participation structure by using PLS structural equation model. We choose result evaluation tools: Foucs Group Interview and Balanced Score Card for appraising public management system. Specifically, We categorized setting business planning and selecting business tool, operating participation groups, motivating participation, post management and sustainability, and economics of business. As a results of the evaluation, setting business planning and selecting business tool, post management and sustainability, and economics of business influence comprehensive satisfaction. Post management and sustainability, economics of business, and setting business planning and selecting business tool turned out that they are very influential in the arranged order.

Case Study of Microseismic Management Systems for Basel EGS Project (Basel EGS Project의 미소진동관리 사례연구)

  • In this case study, I examined the microseismic safety management system of Deep Heat Mining Basel (DHMB) as EGS Geothermal Project which was conducted in Basel, Switzerland. EGS Geothermal Power projects which require induced seismic event by stimulation for creation of EGS geothermal reservoir have to be controlled pressure and flow rate of stimulation by establishment of microseismic safety management system. Traffic light system and Communication response procedure of DHMB project to respond step by step corresponding microseismic event intensity through continuous monitoring during stimulation period have been managed and established in advance of stimulation. However, the project was discontinued because of an earthquake to occur larger than expected one due to post-injection seismicity occurring in the geothermal reservoir after completion of injection for stimulation. The result of post analysis, Real-time traffic light system was verified to need a establishment of new microseismic safe management system to be considered post-injection seismicity phenomenon.
