A Method of Improving Air Quality Impact Assessment and Prediction (대기질 영향평가와 예측방법에 대한 개선방향)

  • When we conduct environmental impact assessment, main contents consist of summary, project outline, environmental conditions, environmental impacts due to the project, mitigation devices, and alternative measures of harmful impact on environment. In this Paper, to understand how they really conduct air quality impact assessment and prediction and examine their effectiveness, we considered the provisions and actual case of environmental impact assessment in Korea with that in Japan. As a result, we propose a method of improving air quality impact assessment and Prediction, such as reflection of the result in environmental impact assessment, detailed assessment focused on relatively important environmental impact elements, field measurement investigation over four season and seven sucessive days, the uniformity of units, the proper model development to predict environmental concentration and a biennial environmental impact assessment for ex post management.

A Study on the Guidelines for Creating Alternative Habitats through Environmental Impact Assessment (환경영향평가 협의 시 대체서식지 조성을 위한 가이드라인 마련)

  • The purpose of this study is to suggest a guideline that can be used as a standard for consultation and review by environmental impact assessment consultation and review practitioner to enhance the practical effectiveness of creating alternative habitats. The consultation stage of environmental impact assessment was significantly divided into 1) preparation of draft environmental impact assessment reports and gathering of consensus thereon, 2) preparation of environmental impact assessment reports and consultation thereon, 3) follow-up survey of environmental impacts(under construction) and 4) follow-up survey of environmental impacts(in operation). And it was suggested that the procedures of creating alternative habitat by each consultation stage were linked in order of 1) planning, 2) designing, 3) construction, and 4) post-monitoring and maintenance. The basic principles were also proposed for each stage of consultation on environmental impact assessment and procedure for the creation of alternate habitats. Then, issues and methods to be reviewed by the consulting agency and review agency of environmental impact assessment were presented in detail. The guideline of this study provides important information not only to environmental impact assessment consultation and review practitioner, but also to developers and environmental impact assessment agents who plan, construct, and manage alternative habitats.

Improvement of EIA Associated with Greenhouse Gases Subject Matter for the Preparedness of Post-2020 (Post-2020에 연계한 온실가스 항목의 환경영향평가 개선 방안)

  • In orderto cope with the post-2020 in accordance with the Paris Agreement, greenhouse gas (GHG)reduction in Environmental Impact Assessment (EIA) and its contributions to post-2020 were discussed. The 26 Environmental Impact Statement (EIS) administered by Geum-River Basin Environmental Office from 2010 to 2019 were analyzed for reviewing GHG mitigation measures. From the case study, it was found that the assessment of GHG emissions reduction and climate change adaptation were not appropriately performed. In this study, the following measures are proposed to improve the inappropriate assessment of 'GHG subject matter' associated with EIA according to post-2020, 1) allotment of enforced charge on GHG emission during the EIA process, 2) addition of the 'GHG subject matter' in 'establishing permissible discharge standards' which is based on "Act on the Integrated Control of Pollutant-discharging Facilities", and 3) the participation of stakeholders in early EIA stage for governance. A Case Study on the Comparison and Assessment between Environmental Impact Assessment and Post-Environmental Investigation Using Principal Component Analysis (주성분분석을 이용한 환경영향평가와 사후환경조사의 비교 및 평가에 관한 사례연구)

  • Environmental monitoring system has been adopted and supplemented as inspection measures for the quantitative and qualitative changes of environmental impact assessment (EIA). This study compares the results of environmental impact assessment with the results of post-environmental investigation using a correction and principal component analysis (PCA) in the housing development project. Correlation analysis showed that most of air quality variables including TSP, $PM_{10},\;NO_2$, CO were linearly correlated with each other in the environmental impact assessment and the post-environmental investigation. In the water quality, pH and BOD were well correlated with the DO and SS, respectively. As a result of correlation analysis in the noise and vibration, noise in day and night and vibration in day and night were related to each other between EIA and the post-environmental investigation. From the results of analysis of soil, Cu with Cd, Cu with Pb, and Cd with Pb were related to each other in EIA. Principal component analysis (PCA) showed a powerful pattern recognition that had attempted to explain the variance of a large dataset of inter-correlated variable with a smaller set of independent variables (principal components). Principal component (PC1) and principal component (PC2) were obtained with eigenvalues> 1 summing almost $90\%$ of the total variance in the all of the items(air, water, noise, vibration and soil) in EIA and post-environmental investigation.

  • Procedures to establish well-balanced development and effectiveness of environmental impact assessment need include various stakeholder's participation in writing and reviewing document of environmental impact assessment, collecting public opinion, and post monitoring. Accordingly, to encourage effective and efficient collection of resident's opinion analyze present conditions and problems and suggest institutional and politic alternative proposals of it. This study resulted in following conclusions. In institutional aspects, (1) Proposal for drafting document of environmental impact assessment (2) Composition of committee for collecting and regulating stakeholder's opinion (3) Width of civil participation scale. In politic aspects, (1) Use of local community (2) Guide of local information from local society and environmental specialist (3) Understandable document and data of environmental impact assessment (4) Strength of roles and duties of local government.

  • Environmental Impact Assessment (EIA) is composed of various procedures, such as screening, scoping, inventory survey, prediction, assessment, alternative assessment, mitigation measures, and post management. Environmental monitoring data for air quality or water quality, etc. is applied in the EIA process, especially in prediction and post management. As an effective tool of environmental monitoring, the remote sensing method, introduced recently, was used in collecting nationwide data concerning ecosystem and land use. This article explains the current monitoring status in Korea. Monitoring factors include air quality, water quality, soil, ocean, odor, noise, and ecosystems. This report explains the organization of the environmental monitoring system managed by the Ministry of Environment in Korea. Furthermore, it shows the environmental criteria and environmental policies applied to EIA in Korea.

The Study on the Improvement of Environmental Assessment Method through Analysis of Environmental Investigation Results of Taean Thermal Power Plant (환경영향평가와 사후환경조사의 비교에 관한 연구 - 태안화력발전소 사례분석 -)

  • This study compares the results of environmental impact assessment with the results of post-environmental investigation, using the case of Taean thermal power plant construction. The atmospheric and water qualities were not greatly changed before and after the construction of the power plant. However, the site of the highest concentration predicted by the atmospheric quality modeling in environmental impact assessment was different from that after operation of 4 power plants. There was also a difference in the diffusion range of thermal discharge water between the measured result(1km) and the predicted value(1.5km) with the model. Thus, environmental impact evaluation should be based on long-term (more than a year) environmental monitoring data. For the modeling of atmospheric quality and numerical thermal discharge water diffusion, appropriate models for each plant should be selected and the numerical modeling should be accompanied by computer simulation, wind tunnel test, etc. Moreover, environmental evaluation should focus more on the degree of impact on surroundings than the prediction of changes in surroundings caused by operation of plants.

  • This study investigated the status and problems of the post-project environmental management for development projects and suggested improvements of the system to achieve effectiveness for the system of the sea area utilization consultation. The post-project environmental management has had several problems such as the neglect of implementations and checks for the consultation items, the lack of actions and notifications of results, the absence of awareness and expertise of the post-project environmental management. In addition, although it is very important to verify results of actual change and modelling of marine environment before and after the projects, the marine environmental monitoring and assessment have been perfunctorily carried out. Thus, for the improvements of the post-project environmental management to the system of the sea area utilization consultation, it is extremely necessary for related stakeholders to raise awareness of the post management and implement it faithfully, and establish the post management system for conflict resolution and enforce sanctions and accountability against executory items. Furthermore, it should establish systematic monitoring system of marine environmental impact survey.

  • This paper shows the possibility to have a accurate record and analysis of all data of pre/post-environmental impact assessment. For the experimental test, a surveying was carried with aerial photos by non-metric camera of remote controlled model airplene, aeial camera, LANDSAT data. The three approaches are briefly described. Finally, author suggest an environmental impact assessment method using aerial photogrammetric method. This will lead to more accurate and effective method in the environmental impact assessment.
