Analysis the Appropriate Schedule for the Installment Payment Amount and Establishment of the Post sale System and Policy in the Apartment Construction (공동주택 건설사업에서 후분양의 제도 및 정책 수립을 위한 분담금 납부 적정시기 분석)

  • Since the 2016 "Housing Act Partial Amendment" and the "2018 Housing Comprehensive Amendment Plan", interest in the pre sale system and post sale system of apartment houses has been on the rise. In order to compare the advantages and disadvantages of the pre sale system and the post sale system of apartment houses, and to establish the basis for the institutional policy of the post sale system, a questionnaire survey method was used for tenants of the apartment house from the public side, and issues of time and cost. The time series analysis method is intended to suggest an appropriate time for payment of contributions. Accordingly, through a review of existing theories and literature, the post sale system of public and private institutions was organized, and through a questionnaire survey, the path to securing pre sale money, product information of the model house, and the degree of awareness of the effect of the post sale system were investigated. For the post sale fund support and payment method, it is necessary to increase the commercial line for existing financiers from the user's point of view, and it is necessary to operate in consideration of the economic power of the pre sale market by region. Both 60% post sale and 80% post sale have a price range of up to KRW 10 million, and the total interest rate is 5.0%, and the annual interest rate is about 2.8% for 60% post sale, and about 2.1% for 80% post sale, which is lower than the current 3.1%. I need an interest rate. The research is a perception survey targeting a total of 5,213 households in a sample of after sale apartments in public institutions. As the actual values are analyzed using a time series on the effects of market supply and demand and market prices, there is a limit to applying them to prospective residents of private apartments. In addition, to respond to first time tenants, a questionnaire survey was conducted on five complexes that have moved in within the last five years.

An Extended Benefit-Cost Analysis of Land Consolidation and On-farm Development Project -With Respect to Jigok Land Consolidation and On-farm Development Project in Seosan, Chungnam Province, Korea- (경지정리사업의 확장편익-비용분석 - 충남서산시 지곡지구를 중심으로 -)

  • The economic feasibility analysis including benefit-cost ratio and internal rate of return of a land consolidation and on-farm development project was mainly depended upon the direct benefits and costs arising during project life. Therefore the projects were neglected in allocating the government's financial funds and loans on account of the low economic rate of return of the project. Accordingly the extended benefit-cost analysis method should be introduced and adapted to cover not only the benefit s such as non-market values of environmental and food security fun ct ions of the project but also market values of the project outputs. The main purposes of this study are (1) to prepare a guide line for economic feasibility analysis based on the IBRD and ADB guidelines, (2) to estimate the benefits from productivity increase, labor saving, savings of O&M cost of farm mechanization and project facilities, savings of farmer's burden for their public health, increasing environmental and public functional value of paddy fields, improving food security condition and formation of peaceful and uncontroversial rural society by implementing the land consolidation and on-farm development, (3) to introduce the newly adapted analytical method as the extended benefit cost analysis which could make possible to be included the values of non-market goods such as the food security and the environmental public function of paddy fields. To carry out this study, the existing publications on the guidelines for economic agricultural projects were reviewed and consultation was made with a For the post evaluation study of the land consolidation and on-farm development project, field survey in Jigok and other comparative area were made to get available information. According to the project completion report, Jigok land consolidation and on-farm development project has 55ha of benefit area out of 69ha of gross area. The project was started in November 11th, 2000 and completed october 30th, 2001. The total project costs were amounted to 2,548 million won and the annual project benefits were estimated at 335million won evaluated by domestic market prices. The ERR(Economic Rate of Return) and SRR(Social Rate of Return) of the project based on the shadow pricing system were estimated at 4.4% and 16% respectively. On the other hand, the ERR and SRR based on the domestic market value system were amounted to 6.37% and 14.62%. In conclusion, Korean land consolidation and on-farm development projects have not carried out from the view point of economic rate of return under shadow pricing system but from the view point of domestic pricing system. For the future feasibility studies on land consolidation projects have to be carried out including the non-market values as environmental and food security function of the projects.

  • This Study is to propose the archival description in accordance with the paradigm shift of the archival science. The academic world of archival science in North America treated the electric record in 1990 and the authenticity of electric record in the beginning of 2000, the flow of Study recognizing the microscopic and the cultural discussion appeared recently. This may be called the paradigm shift of archival science. This may be according to the influence of the informatization and the technology. However, the community archives, the everyday life archives recognizing the microscopic and the cultural discussion, etc. Namely, the everyday life, the village, the community archives are the effort to leave the excluded and the neglected voices from the existing discussion of archival science on record. However, the currently existing methodology to archive the community archives based on the perception of these switched recognition is limited. Especially the description of the various standards being used in the public territory is being adapted as it is. The characteristic and the individuality of the community and the community archive cannot be reflected through the archival description standard. We should understand the community archive in accordance with the paradigm shift, need the archival description method capable of expressing this suitably. The post-standard not the existing archival description method has been necessary. This should be carried out together in accordance with the view point of the paradigm shift and the view point of the objective and the direction of community. Hence, first the archival description and the paradigm shift have been examined theoretically and the archival description of community archive being operated currently has been analyzed. The archival description is to be proposed in accordance with the paradigm shift capable of calling 'the archival description of Korean Human Right' by pointing out the limit of archival description standard through the analysis and further by investigating the archival description of the fraternity archive project.

An Efficient Method for Korean Noun Extraction Using Noun Patterns (명사 출현 특성을 이용한 효율적인 한국어 명사 추출 방법)

  • Morphological analysis is the most widely used method for extracting nouns from Korean texts. For every Eojeol, in order to extract nouns from it, a morphological analyzer performs frequent dictionary lookup and applies many morphonological rules, therefore it requires many operations. Moreover, a morphological analyzer generates all the possible morphological interpretations (sequences of morphemes) of a given Eojeol, which may by unnecessary from the noun extraction`s point of view. To reduce unnecessary computation of morphological analysis from the noun extraction`s point of view, this paper proposes a method for Korean noun extraction considering noun occurrence characteristics. Noun patterns denote conditions on which nouns are included in an Eojeol or not, which are positive cues or negative cues, respectively. When using the exclusive information as the negative cues, it is possible to reduce the search space of morphological analysis by ignoring Eojeols not including nouns. Post-noun syllable sequences(PNSS) as the positive cues can simply extract nouns by checking the part of the Eojeol preceding the PNSS and can guess unknown nouns. In addition, morphonological information is used instead of many morphonological rules in order to recover the lexical form from its altered surface form. Experimental results show that the proposed method can speed up without losing accuracy compared with other systems based on morphological analysis.

A Study on the Systematic Integration of WASP5 Water Quality Model with a GIS (GIS와 WASP5 수질모델의 유기적 통합에 관한 연구)

  • In today's environmental engineering practice, many technologies such as GIS have been adopted to analyze chemical and biological process in water bodies and pollutants movements on the land surface. However, the linkage between spatially represented land surface pollutants and the in-stream processes has been relatively weak. This lack of continuity needs to develop a method in order to link the spatially-based pollutant source characterization with the water quality modeling. The objective of this thesis was to develop a two-way(forward and backward) link between ArcView GIS software and the USEPA water quality model, WASP5. This thesis includes a literature review, the determination of the point source and non-point source loadings from WASP5 modeling, and the linkage of a GIS with WASP5 model. The GIS and model linkage includes pre-processing of the input data within a GIS to provide necessary information for running a model in the forms of external input files. The model results has been post-processed and stored in the GIS database to be reviewed in a user defined form such as a chart, or a table. The interface developed from this study would provide efficient environment to support the easier decision making form water quality management.

Situations and Challenges of ODA for Sustainability of Asian Cultural Heritage (아시아 문화유산의 지속가능성을 위한 ODA 현황과 과제)

  • Various opinions and discussions have been actively in progress which are connected with cultural heritage since 'Sustainable Development Goals, SDGs' was announced by UN Sustainable Development Summit 2015 as Post-2015 Development Agenda. Apart from SDGs, conservation of cultural heritage itself stands on the basis of sustainability that originality, characteristic, diversity of cultural heritage should be permanently preserved. From that point of view, it is necessary to understand practical ODA for cultural heritage, far from theoretical approaches and policies. This paper is intended to look into the domestic and overseas situation related to ODA of Asian cultural heritage and the mentioned problems, future plans and challenges. First, the background and concepts about ODA were described and then ODA projects which have been carried out by Japan and China as typical ODA countries for Southeast Asia were introduced. ODA of cultural heritage in Korea has relatively recently started for restoration work for historic sites of Laos and Cambodia and its scale and performance do not come to much yet. Therefore, to develop ODA of cultural heritage, there are suggestions as in the followings. First, it is necessary to have a long-term master plan of ODA projects for sustainability of cultural heritage. Second, based on the view from the long-term perspective, the selection and focus for ODA partner countries should be considered, avoiding short-term projects aiming at a number of countries. Not widespread existing projects by other countries, but the model of Korean ODA for cultural heritage only Korea can conduct should be prepared. The next thing is connection with sustainability, and ultimately the conservation of cultural heritage should result in benefit to the natives by giving an impetus to economy as well as fostering tourism of local areas. To accomplish that connection, educational training and building capacity are suggested as the most suitable alternatives. Cultural heritage of each country reflects its indigenous originality and characteristics, therefore, the restoration work should be conducted by people in each country as the best way. From this point of view, ACPCS held by National Research Institute of Cultural Heritage will take a role of a specialized training program in Korean way. Lastly, establishment of a control tower for ODA in Korea is necessary. JCIC(Japan Consortium for International Cooperation in Cultural Heritage), which was set up in Japan for sharing information, establishment of cooperation system and prevention of overlapped projects will be an example we can take into consideration.

Inquiry on Post Surgery Induced Consumption in HyungSang Medicine View (우울증(憂鬱症)에 대한 형상의학적 고찰)

  • I looked into hypochondria, an increasing social problem, in psychological and Korean medical aspects and these conclusions were made through 16 clinical cases based on HyungSang medicine. Hypochondria is a disorder that is caused when feeble minded person could not fight the reality. It is caused by deficiency and stagnation of Ki which connects body and mind. In Korean medical view point mind and body is the same. Particularly, in HyungSang medicine believes that everyone's way of life and how to deal with situation differs according to the characteristics and traits. HyungSang medical treatment in hypochondria Mind and body is in line with each other, so manifestation of mental activity is caused by deficiency of combining action of vital Ki. Medication that helps combining force of vital Ki is needed. As the way people handle situation is different, according to characteristics and trait it is valid to differ counselling and treatment according to the criteria. Looking at 16 case studies of hypochondria patients, in gender wise, woman with astriction quality and engaging in much mental activities are more vulnerable. In view of vital substances, more cases were found in Jung type and Ki type. In animal type, bird and reptile type were, and in six meridian type, Tae yang, Yang Myong, Tae Eum and Kwolum type were more susceptible. Especially, cases of Indang being stagnant was noticeable. Moreover, the pulse activated parallel with the Heart which is a leading organ that manifests mental activity and controls seven emotions, so many cases were found that was far from Heart-Small intestine and Heart-Gall Bladder relationship.

  • Purpose: Maximizing human comfort in design of medical environments depends immensely on specialized architects particularly critical care design; the study proposes Evidence-Based Design as an apparent analog to Evidence-Based Medicine. Healthcare facility designs are substantially based on the findings of study in an effort to design environments that augment care by improving patient safety and being therapeutic. On SPSS (Statistical Package for Social Science) t-test is applied to simulate two independent variables of PDR (Pre Design-Research) and POE (Post- Occupancy Evaluation). PDR is conducted on relatively new hospital Hallym University Dongtan Sacred Heart Hospital to analyse visibility from researchers' point of view, here the ICU is arranged in I-Shape. POE is applied on Dongguk University Ilsan Hospital to simulate walking on LogWare where two NS are designed based on L- Shape and Seoul St. Mary's Hospital, The Catholic University of Korea where five NS are functional for ICU Intensive Care Unit, Surgical Intensive Care Unit (SICU), Medical Intensive Care Unit (MICU), Critical Care Unit (CCU), Korean Oriental Medical Care Unit which are mostly arranged in U-Shape, and walking pattern is recognized to be in a zigzag path. Method: T-Test is applied on two dependent communication variables: walkability and visibility, with confidence interval of 95%. This study systematically analyses the Nurse Station (NS) typo-morphology, and simulates nurse horizontal circulation, by computing round route visits to patient's bed, then estimating minimum round route on LogWare stop sequence software. The visual connectivity is measured on depth map graphs. Hence the aim is to reduce staff stress and fatigue for better patients care by minimizing staff horizontal travel time and to facilitate nurse walk path and support space distribution by increasing effectiveness in delivering care. Result: Applying visibility graph and isovist field on space syntax on I- Shape, L- Shape and U- Shape ICU (SICU, MICU and CCU) configuration, I-shape facilitated 20% more patients in linear view as they stir to rise from their beds from nurse station compared to U-shape. In conclusion, it was proved that U-Shape supply minimum walking and maximum visibility; and L shape provides just visibility as the nurse is at pivot. I shape provides panoramic view from the Nurse Station but very rigorous walking.

A Clinical Study of Soft Tissue Changes of the Midface after Mandibular Setback Surgery (하악골 후방이동시 중안면부 연조직의 변화양상에 대한 임상통계학적 연구)

  • Prediction of the soft tissue changes following hard tissue movement is very important from the esthetic view point for patients who have orthognathic surgery. There are many cephalometric analysis of facial bone and soft tissue on the lower lip and chin region but few soft tissue analysis on the midface after mandibular setback surgery. This study was performed to obtain whether the mandibular posterior movement has influence on the midface and the predictable ratio of post-operative measurement values of the soft tissue changes following mandibular setback surgery. Fifteen patients (8 males and 7 females) who had undergone mandibular setback surgery were selected and analyzed the soft tissue movement on the upper lip and the cheek region. Post-operative changes of the soft tissue measurements after mandibular surgery were examined on pre- and post-operative cephalometrics and the ratio of changes were analyzed after drawing the reference line on the face with the barium sulfate solution. The reference lines were perpendicular to the intercanthal line from infraorbital foramen and lateral canthus. The results obtained were as follows : 1. There were tendancy of anterior movement of soft tissue adjacent the nose after mandibular surgery 2. There were incerased tendancy of the amount of anterior movement from the nasal crease to the cheek region. 3. The amount of anterior movement of the soft tissue was larger below the palatal plane compared with above the palatal plane in the cheek region. 4. The upper lip length was increased and moved posterior direction after mandibular setback surgery 5. The lower lip was moved posterior direction by posterior movement of the mandibular structure 6. Soft tissue of the midface around the nose moved anterior direction after mandibular setback surgery but there was no correlation between the amount of mandibular setback and the amount of the soft tissue changes

Analytic Study of the Hospital Self Inspection Results with the Medical Insurance Inpatient Fee on the View-point of the Hospital Management. -based on the University hospital Pre-discharge inspection- (병원관리에서 의료보험 입원진료비의 병원자체심사 결과의 분석 연구 - 일 대학병원의 퇴원전 심사를 중심으로)

  • The purposes of this study were to evaluate the results of the hospital self inspection with the medical insurance and to offer basic materials to the medical insurance inspection and the education of medical insurance. The study was undertaken with 4,730 cases among the total 13,810 medical insurance in patients from Jan. 1990 to Dec. 1990 at one university hospital in Pusan. The major contents of the inspection were the omission of diagnosis and medical fee, curtailment, application mistake, the rates of inclusion, subtraction and total accumulation. The data were collected using patients charts and bills. The results of the paper analysis were as follows. 1. From the pre-discharge hospital self inspection, major omission were treatment and material fee but medication fee were moderately high and high curtailment was operation fee. 2. Decreasing order of operation fee adjustment were digestive(22.4%) muscular(22%) and neuro system operation(21.4%). Majority of the medication fee adjustments were injection form of medication(95.7%). 50% of the treatment fee adjustments were composed of injection fee(27.9%) and dressing or post-operative dressing fee(22.3%). 74.7% of material costs were composed of oxygen(30.6%), blood and the blood composed materials(44.1%). 3. Pre-discharge inspection showed 6% adjustment rate, 4.3% addition and 2.1% curtailment rate. Most of the adjustment were omission(66.1%). 4. Omission were divided by event omission(92.6%)and application mistake(7.4%). The decreasing order of omission fee were operation(21.84%), treatment(18.71 %) diagnosis(18.68%), medication (14.53%) and material costs(10.84%). So operation and treatment part were the major part of the total omission fee(40.55%). 5. The average omission of diagnosis were 1,800 per month.
