A Study on the Selection of Optimal Candidates for Free Trade Area in Incheon Port using CFPR Method (CFPR 방법을 활용한 인천항 자유무역지역 최적 후보지 선정에 관한 연구)

  • Incheon Port urgently requires designation of a free trade zone to pursue development linked with the port hinterland while promoting continuous growth of the port. This study aims to evaluate the optimal location and derive policy implications for the designation of a free trade zone and analyzed factors property divided by groups. This study used the Consistent Fuzzy Preference Relation (CFPR) analysis technique to derive a practical construction direction by quantifying and evaluating linguistic measures. As a result, the Incheon New Port hinterland showed the highest location competitiveness among the four candidate areas of Incheon New Port hinterland, Aam Logistics Complex 2, North Port hinterland, and Gyeongin Port hinterland. Among the eight evaluation factors consisting of qualitative and quantitative factors, the Incheon New Port hinterland ranked no. 1 in all the four qualitative factors and one quantitative factor and received the highest total score. Also, Group 1 presented 'possibility to attract tenant companies' as first. Group 2 was 'complex size' and Group 3 was also 'possibility to attract tenant companies'. This study has the implication for suggesting the factors and evaluation structure of Free Trade Zone. Future research requires detailed empirical studies, such as expanding the subject of study or selecting factors that reflect the interests of each group.

Consideration of Urgent Facing Strategies for the Designation of Customs Free Zone of Incheon City (인천항 관세자유지역 지정시 당면과제 고찰)

  • This study is intended for the development of urgent facing strategies for the designation of a CFZ(Customs Free Zone) in Incheon city. First, it analyzes the current status of the Incheon CFZ. Next, it suggests several strategies for successfully growing the CFZ of Incheon City. Finally, it develops and proposes a method for establishing an integrated management system for the effective management of the CFZ. The key findings of this study are as follows: First, the CFZ should provide state-of-the-art movement of port logistics, create new added value caused by the movement of logistics, and provide other public support. The Incheon CFZ should be developed in three stages: an inducement stage in 2002-2005, a growth stage in 2005-2008, and an implementation stage in 2008-2011. Second, The parties responsible for the management of the CFZ would be as follows: for the port area, the Ministry of Maritime and Fisheries; for the back space of CFZ, Incheon City; and for port management, port management companies. However, a committee for CFZ management is strongly suggested for the improved efficiency and effectiveness of CFZ management. Furthermore, additional regulations ensuring the role of local government will likely be necessary for the sucessful designation and sustainable management of the CFZ. Third, For the creation of additional revenue, reformation of the current laws of the CFZ are recommended in the area of business administration. Fourth, A strategic marketing plan that supports the successful management of the companies of the CFZ will be a key component in the success of the CFZ. Thus, the new marketing plan should be developed in the near future based on case studies of other CFZs. Fifth A method for an integrated CFZ management system was developed and suggested for the comprehensive and transparent management of port logistics.

A New View on Mokpo Port Development Strategies (목포항 물동량 변화에 따른 항만개발전략)

  • The purpose of this study is to suggest the new port development concepts in relation to the Mokpo port development. To analysis, we examine the relationship between the trade volumes which the port have and the capacities of the port facilities with 8 Korean seaport data. As a result of analysis, the trade volumes of port were found to be the major factors positively influencing the capacities of the port facilities in Korean ports. This findings shows that Mokpo port which trying to increase the trade volumes should have the new alternatives for Mokpo regional development. The new alternatives on the Mokpo Port's development are the model which constructing the Free Trade Zone(FTZ) and port city.

  • For the selection of attraction industry of foreign investment in the free trade zone of Gwang Yang Bay, an overall consideration should be made considering aspects such as the industry development strategy of Gwang Yang Bay and the regional industry development strategy of the local government. For Gwang Yang Bay to grown into the E-Hub Port of Northeast Asia, the development of the back zone of should be accelerated. There is a need to offer custom made incentives for the core businesses. Packaging is a field of combined science and a future industry. Packaging industry, which has close association with regional industry and regional college's research human resources, should be combined with design and set up a packaging industry complex.

Waterfront Development Project Pattern Analysis of the Coastal Zone Management of the Osaka Bay

  • Study of the background and state of Osaka's waterfront space development and analysis of the functions of 22 chosen major facilities of development project reveals the following four types: amenity-oriented development, large-scale synthesis type development, renewal compound area type development, exchange communication promotion type development. Osaka bay area has served primely as the base of harbors, industry and energy, while analysis of the ongoing project has found that the city has been making a functional transition to a type of development to live up to the needs of the times, suggesting that is wise that Korea's future direction of waterfront development be oriented toward environmental-friendly development by taking advantage of low-density area's natural resources. Given the plurality and complexity of the law of coastal zone, what is needed is a legal maintenance for coastal zone's clear-cut coordinating function and for environmental-friendly development with the limitations of seaside and coastal functions in mind.

  • This study is designed to analyze the production, employment, value added and income impacts tha, in the event of designation and development of Haeundae as 'Convention, Movie, Marine Leisure Special Zone', its marine sector would have on the local economy. The realization of marine leisure special zone of Haeundae in Busan is expected to lead to a direct and indirect investment of approx. \13.6 billion, resulting in \68.0 billion in production impact, 850 jobs in employment impact, \28.0 billion in value added impact and \14.5 billion in income impact. This is expected to give a boost to a stagnant local economy, offering opportunities for the revival of Busan's tourist industry.

Application of Tidal Computations for Mokpo Coastal Zone (목포해역에서의 조석모형 적용)

  • A horizontal 2-D model which includes the wetting-drying treatment technique in the intertidal zone is applied for the prediction of tidal changes. The flow model is applied to Mokpo coastal zone and verified by measurement data. Comparing computation results with observed values for the M2 tidal constituent, agreeable correspondence is detected. The validity of the model is also proven by applying it to such areas which have narrow width and rapid velocity, irregular topography and complex geometry. Thus, this model can be used as the compatible prediction model for the tidal change and pollutant transport due to the development of Mokpo coastal zone.

The development of Masan Port through comparison of Free Trade Zones (자유무역지역 제도비교를 통한 마산항 발전방향)

  • The purpose of this paper is to investigate CFZ(custom free zone) and FTZ(free trade zone) in Korean FTZ System and develop Masan Port in Korea Local Port. The main point of this discussion is to approach the efficient method ill developing Masan Port through comparison CFZ and FTZ. For this purpose, this paper is searched the present situation of logistics in Korea and Northeast Asia, also discussed the concept of FTZ in international status. Then CFZ accepted by Korean government started from the concept of FTZ and is the logistic-centered FTZ in the middle of three model, production-centerde model, production-logistic combination, and logistic-centered FTZ. But CFZ in centering logistic excepted the fundamental manufacture in Korean production. and is almost the same about other various sides, i. e. law and enforcement ordinance. etc This problem is decreasing the efficiency in Korean commercial system. Thus this paper indicate the view point and rightness of region economic through study of FTZ and CFZ in Masan Port. This paper says that FTZ is better then CFZ in Masan Port with comparing superior position about economic development direction, industrial structure, Foreign investment attraction, business fluctuation, national-local renovation. Therefore this paper concludes that the development of Masan Port needs the effort as follow : first, Masan Port must apply in enlarging FTA into Free Tree Area. Second, the government must develop the high-density and medium-small scale in Masan Port. Third, the local government must promote the amount of demand in Masan Port logistic. Forth, the government must actively propel great-sphere development in present Masan Port.

Comparative Analysis on the Competitiveness between Busan New Port and Shanghai's New Yangshan Port (상하이 양산항과 신항(Busan New Port)의 경쟁력 비교분석)

  • The purpose of this paper is to analyze the competitiveness between Busan New Port and Shanghai's New Yangshan Port, on an island 20 miles off the Chinese mainland coast. For this aim, the paper examines backgrounds of Yangshan Port construction and its related projects, namely, Donghai Bridge and Luchao Logistics Park including operation strategies of Yangshan New Deepwater Port. The main results of this paper are as follows: Busan New Port has competitive advantage over Yangshan Port in terms of ideal location, especially in Asia-North America route, and connection between terminal and hinterland logistics park. Because Busan New Port is operated by fully on-dock system. Nevertheless, Yangshan Port has more strength in its centrality, port tariff and port productivity, which are represented by crane productivity, quay productivity and area productivity. Therefore, Korean ports are recommended by transformation from cargo attraction-type to cargo generation-type port through early activation of port logistics center along with Free Economic Zone.
