A preliminary study on operation-effectiveness analysis of marine traffic safety facility (해상교통안전시설의 운영효과분석에 관한 기초연구)

  • This paper studied safety benefit of operation-effectiveness analysis on marine traffic safety facilities. In the operation-effectiveness of marine traffic safety facilities the benefits can be divided as safety benefit, transport benefit, and other benefit. Safety benefit was produced as the loss aversion cost of marine traffic caused by the reduction of marine accidents after establishing and operating marine traffic safety facilities. First of all the reduction rate marine accidents was estimated to do it, and the detail model of loss aversion cost was constructed Then each variable in the model was defined and the method of computation presented.

Predictive Speed Modeling on Urban Freeway Ramp Junctions under the ITS Setting (ITS 상황하의 도시고속도로 유출입 램프 영향권 속도 예측모형 구축에 관한 연구)

  • Today travel demand continues to increase with spread of economic zones. Also, urban freeway plays an important role in intra-zone transportations as a major corridor in a big city. However, most of urban freeways experience a severe congestion with the excess of inflowing or outflowing traffic through freeway ramps. The purpose of this study is to identify the traffic characteristics, analyze the relationships between the traffic characteristics and finally construct the speed predictive models on the ramp junctions of urban freeway under the intelligent transportation system(ITS) settings. From the analyses of traffic characteristics following results were obtained: ⅰ) 24 hours average traffic characteristics flow, occupancy, speed under the ITS settings showed about 40%, 38%, 8.8% increase each on urban freeway junctions period when compared with that under the non-ITS settings each other. Free flow speed and traffic flow on the mainline sections of urban freeway under the ITS settings also showed about 20% and 17% increase when compared with that under the non-ITS, respectively. ⅱ) The upstream when compared speed( $S_{u}$)and downstream occupancy( $O_{d}$) were especially shown to have higher explanatory powers on the stable flow ramp junctions, but the upstream speed( $S_{u}$) and downstream flow( $V_{d}$) were especially shown on the unstable flow ramp junctions of urban freeway under the ITS settings.ngs.ngs.

Effect of Maritime Traffic Control Radar Interference by a small number of Wind Turbines (소수의 풍력발전기에 의한 해상관제 레이더 간섭 영향)

  • This paper presents a methodology to analyze the interference of maritime traffic control radar by wind turbines installed in the sea, and the interference result of the maritime traffic control radars by a small number of wind turbines installed in sea near Gunsan port (Gunsan vessel traffic services). A ray based electromagnetic analysis software is used to analyze the interference. The geographic information system map containing altitude data, drawing of wind turbines, and sea with waves are imported to the software to analyze the effect of the terrain and the wind turbines. According to the analysis, a small number of wind turbines, not large scale wind farms, has no severe impact on the operation of the radar.

  • This paper estimated the future traffic volume incoming and outgoing in Incheon port, and analyzed the value of information serviced by tidal current signal operation center in Incheon. The cargo traffic in 2020 will increase twice as much as in 2005 according to the national ports basis plan. The maritime traffic will increase greatly consequently. Also, MOMAF has operated tidal current signal operation center to prevent marine accidents caused by current influence on vessels navigating through Incheon. However the quantitative effect is not known because there is no analysis about its value. Therefore the value of information serviced by tidal current signal operation center in Incheon was calculated with contingent valuation method(CVM), and the information value was analyzed considering future traffic in this study. Thus, the annual information value was calculated at about $170{\sim}280$ million won, considered traffic volume using the information of tidal current directly in 2020 since 2006.

  • In Vessel Traffic Service, the management information on marine traffic control is almost transported by VHF. It is so difficult to exchange a lot of the related information necessary for marine traffic control exactly and in real time. Aiming at improved visualized data transporting network, we examine the methods for transporting and displaying the data on marine traffic controls. In this paper, we design the information networks established by broadcasting method and by internet method using home page in order to manage marine traffics in Masan port.

Challenges and Possible Ways to Facilitate Busan New Port Logistics (국내외 물류환경 변화에 따른 부산 신항의 항만물류상 문제점과 활성화 방안)

  • All the major ports around the world as well as those in Korea have been exploring their own strategies to survive rapidly changing marine transport environment worldwide. In particular, Busan New Port under development still fails to meet expected logistical traffic, although it operates 6 berths. That is why it is necessary to point out current challenges in logistical strategy of Busan New Port for fully dealing with logistical traffic. Therefore, this study can propose the following ways to facilitate logistical traffic of Busan New Port. First, it is necessary to apply equal tariff to incentives given to shipping agent under the associations between existing harbors and Busan New Port. Second, it is required to increase governmental subsidy for truck freight transport. Third, it is demanded to seek possible ways to transport export and import freight and thereby create independent logistical traffic. Fourth, it is necessary to contact shipping agents residing in new ports and establish a logistical program for shipping freights via Europe, Middle East and Russia as well as those by way of North America, Japan, Korea and China, ultimately making sustainable marketing strategy to create a series of continuous transshipment freight, not temporary one. Finally, it is advisable to operate networked logistical programs with small- or medium-sized overseas shipping agents in business association with large-scale overseas shipping agents.

Enlargement of Harbour limit and Anchorages according to the development of New Ulsan Port (울산 신항 개발에 따른 항계 및 정박지 확장에 관한 연구)

  • Ulsan Port is the biggest base port for liquid cargoes in Korea and is pushing in earnest for the development of the 'Ulsan New Port' and 'Northeast Asia Oil-Hub' to prepare for continuous shipment growth. However, Ulsan is in the situation which the harbour limit and anchorages are narrower than other trading ports and the occurrence probability of marine accidents is very high due to heavy marine traffic. We will find and suggest the plan to enlarge the harbour limit essentially needed to expand anchorages considering the geomorphological features of Ulsan and the volume of marine traffic in this research. For the enlargement of harbour limit needed to expand anchorages, the anchorage area needed for Ulsan New Port was calculated after the quantitative analysis of enlargement range through the mutual comparison of the area of harbour limit and anchorages with berths and the volume of marine traffic. The reasonable type of harbour limit, which is based on the survey by a group of experts, was also determined after the decision of the range of harbour limit to accommodate the relevant anchorages.

A Study on the Traffic Improvement at an Approach Area of Busan Harbor (부산항 제1항로 진입 해역의 통항 개선에 관한 연구)

  • In approaching sea area of Busan harbour, there are many traffic vessels and external forces such as strong seasonal wind and lateral flow are existed. Since the area caused the risk of navigation and ship operators feel hard to enter/depart on Busan port, we carried our the evaluation of traffic risk and propriety at Busan no.1 fairway. In order to assess the safety in the fairway, we analyzed ship's traffic stream based on the marine traffic survey and evaluated the traffic safety of present Traffic Separation Schemes(TSS) and suggest TSS in the research using full mission ship-handling simulators. As a result, the suggested TSS has an effect on improving the traffic safety. In addition, this paper was to suggest the dredging area of depth of water, the passage of towing vessels and control of warships for preventing of maritime accidents in the Busan no.1 fairway.

Macroscopic Analysis of Traffic Flow in the Korean Coastal Waterway (한국연안의 해상교통류분석(I))

  • Generally, the development of shipping is characterized by the amount of traffic flow (traffic volume) and seaborne cargo in the sea. Movement of ships is an essential element of constructing the traffic flow which is represented the dynamic movement of ships in the sea, but on the other band the numbers of arriving and departing the port is the basic factor consisting of the static movement of ships. The amount of cargoes by coastal vessels and ocean trade vessels have increased tremendously with the great growth of the Korean economy these days. This increase of the seaborne cargoes has made the Korean coastal traffic flow so congested that this can be a cause of large pollution as well as great marine casualities such as a loss of human lives and properties . And also the future coastal traffic is expected to increase considerably according to our economic development and high dependence upon foreign trade. Under the circumstance, to devise the safety of coastal traffic flow and to take a proper step of a efficient navigation, there is a necessity for analyzing and surveying the coastal traffic trend and the characteristics of cargo movement. In order to grasp the dynamic movement of ships in the Korean coast, O/D analysis is executed. This paper aims to secure the basic data necessary for a comprehensive plan and estimation of vessel traffic management system for the enhancement of safety, order and efficiency of vessel traffic in the Korean coast. The analyzed results of the traffic flow and seaborne cargoes of the Korean coast are summarized as follows : 1) The congestion by the vessels occurred around the ports such as-in proportion of ship's number (proportion of tonnage) -Incheon 18.5%(14.8%), Pohang 5.9% (9.9%), Samil 5.2%(8.3%), Mokpo 8.6%(0.8%), Pusan 13.5%(36.4%), Ulsan 9.1%(16.2%). 2) It is found that the area adjacent to Incheon, Pusan, Ulsan, Channel of Hanryu and South-western area are heavily congested. 3) It is confirmed thatthe area adjacent to Incheon, Pusan, Ulsan, Channel of Hanryu and South-western area are heavily congested. 3) It is confirmed that the coastal vessels are main elements constituting the coastal traffic and that there are much traffic flow among five ports as following through the precise O/D analysis of ship's coastal movement. Incheon-Samil, Ulsan, Pusan, Jeju Pusan -Samil, Ulsan, Incheon, Jeju Pohang -Samil, Inchoen, Jeju Pohang -Samil, Incheon, Jeju Ulsan -Samil, Incheon, Jeju Samil -Ulsan, Pusan, Incheon 4) The amount of cargoes to abroad are in proportion about 81% of total and the amount of coastal cargoes are about 19%. Of those, cargoes in and out to Japan are about 26% and to South-east Asia are about 27%. 5) The chief items of foreign cargoes are oil(38.33%), iron ore(13.98%), bituminoous coal(12.74%), grain(8.02%), lumber(6.45%) in the import cargoes and steel material(21.96%), cement(17.16%), oil(6.81%), fertilizer(3.80%) in the export cargoes. 6) The 80.5% of total export cargoes and 92.4% of total import cargoes are flowed in five main ports. 7) The chief items of coastal cargoes are oil (42.45%), cement(16.86%), steel material (6.49%), anthracite(6.31%), mineral product(4.3%), grain, and fertilizer. Almost 92.24% of total import and export oil cargoes in Korea is loaded and unloaded at the port of Samil & Ulsan.

A Study on Navigation Speed of Jet-foil Ships in Busan Port (부산항내 제트포일 여객선의 항해 속력에 대한 연구)

  • There are more than 10 ships and jetfoil passenger ships with speeds of 30~40 kts navigating between Japan and Busan ports per hour. Busan port has the highest density of traffic among the Korean ports and waterways. Jetfoil ships are the most frequently encountered amongst other vessels and about 18 % of passing jetfoil vessels violated port regulations. Based on the analysis of traffic survey carried out for 10 days, jetfoil vessels often overtook other vessels in route and deviated with high speed. This paper verified a proper speed and how to navigate in or out route of jetfoil ships by marine traffic flow simulation. A acceptable navigation speed for jetfoil vessel's mariner was calculated at less than about 32kts in Busan Port. It is a little different that shiphandling difficulty of jetfoil was almost the same whether passing in and out route in Busan Port. This paper proposes that the passing time of jetfoil ships should avoid the peak time to improve the traffic safety in Busan Port.
