본 연구는 항만분권이 항만경영과 항만개발에 미치는 영향을 분석하고, 항만현장 중심성이 항만분권과 항만경영 및 항만개발 간의 관계에서 매개효과가 있는지 확인하여 시사점을 제시하고자 하였다. 이를 위해 항만정책을 입안하고 집행하는 중앙정부 및 지방정부 공무원과 연구기관을 대상으로 설문조사하고 다중회귀분석을 통해 변수들 간의 영향관계 및 매개효과를 분석하였다. 연구결과로 첫째, 항만분권의 세부요인인 항만권한 분권과 지역중심 항만정책은 항만현장 중심성에 긍정적 영향을 미치며, 항만권한 분권은 항만경영과 항만개발에도 긍정적 영향을 미친다고 분석되었다. 둘째, 항만현장 중심성은 항만경영과 항만개발에 긍정적 영향을 미치는 것으로 분석되었다. 셋째, 항만현장 중심성은 항만분권과 항만경영 간의 관계 및 항만개발 간의 관계를 매개하는 것으로 나타났다. 본 연구는 지방정부로의 항만분권이 효율적 항만경영과 항만개발에 미치는 긍정적 효과와 항만 현장 중심의 정책 마련이 필요함을 제시하였다는데 의의가 있다.

Because of a recent trend of the open and globalized world economy, international trade is getting bigger and there is a trade competition among many countries, resulting in competition between harbor industries. Therefore, as hub-port development of China, Japan and Taiwan is more actively progressing than any other times, Korea should prepare a powerful management system to take the initiative over them. Above all, a new recognition of the governmental officers in charge of political management about hub-port industry and early development of the northeast hub-port are needed. To maximize its distinctiveness from competitive ports, port sale should be actively managed. As well, as port functions are diverse, accompanied site development should be prepared. In conclusion, in order to improve functions of a port and develop the port as a general complex of physical distribution, the government should encourage the accompanied site development and support preparation of a customs-free area and a general system of physical distribution.

This study examined the port expansion plan for the fishery port at the east coast of Korea, in accordance with permission conditions for coastal ports such as a limit on the cargo volume and passenger demand for the coastal tourism belt formation. The site was chosen as a municipal coastal port attracting the new ocean industry and building waterfront zone as a hub of new marine tourism. Two different numerical models (Swan and Bouss 2D) were used. Before applying to the target sea area, some numerical tests were conducted for the variation according to Bouss-2D's strong/weak and nonlinear technique compared to the irregular diffraction of semi-infinite breakwater with a theoretical solution. As a result, there was a difference in strong nonlinearity with breaking waves and it was necessary to experiment with a strong nonlinear analysis technique for the actual site. Two numerical models were applied to the fishery port site and the tranquility of some alternatives were analyzed. The numerical results show the most suitable plan was ALT-1, with satisfied harbor tranquility and reasonable economic sense. The extension of the east breakwater and enlarged turning basin of the F-Land plan have brought generally more stable harbor tranquility than the ALT-1. The result can be used as a reference for the port expansion plan in the future.

The management strategies of each company has been changed fundamentally owing to the emergence of digital economics by using internet. Therefore the efficient management of global e-port causes the main issues not only effect the survival and growth of ports but also exert new opportunities and fatal threats on them. Under the circumstances of these change, the Kwangyang port have to introduce e-biz for the purpose of increasing the level of their competition. The focus of this article is to suggest some strategies on the implementation of Kwangyang Global e-port in Korea. To analyse the e-port realities, I first reviewed the trends of e-marketing and e-biz. I chose and analysed website of four ports like Hongkong, Singapore, Antwerp and Hamburg as successful global e-port models. This article is focused to suggest the theoretical background by analysing the strategic points of Kwangyang global e-port which are divided in 6C: Contents, Communities, Connection, Commerce, Communication and Customization. This paper analyses many problems of Gwangyang port and presents various develpment ways to activate Gwangyang port. In order to be a global e-port, first of all Gwangyang port must improve global web-site by 6C. And also Gwangyang port have to constitute logistics hub site, create infrastructure needed to run electronic business more easily over the internet, establish nationwide network of industries, build up marine and port logistics information system.

The composition of water-friendly space in the port and harbour developments provides the accessibility to the sea and thus resting & recreational function of the local citizen, which should be treated importantly for the eco-friendly coastal development. However, the high demand on water-friendly space can induce another environmental problem because most port and harbour developments require marine reclamation and the water-friendly space are made up on the reclamation area. The present study analysed the problems and suggested matters to be considered in composing the water-friendly space of port and harbour developments. The study also established the management direction by site characteristics of port and harbour. In addition, we attempt to find a plan to avoid the water-friendly space composition with environmental damage and to secure the environmental and public soundness in site selection, land use and facilities plan based on case studies.

본 연구는 신규로 건설되는 국제여객터미널의 최적 항만운영안을 제시하는 것을 목적으로 한다. 컨조인트 분석을 활용하여 최적 항만운영이 될 수 있는 대안을 분석하였다. 또한 사용자 관점과 실사업 주관입장인 인천항만공사와 인식차이 비교분석을 실시한다. 사용자 컨조인트 분석결과 '임대료 산정방식'이 신국제여객터미널 항만운영 방안에서는 가장 중요한 요인으로 도출되었다. 다음으로 자동화구축, 부지면적 순으로 분석되었다. 수준별 효용결과를 살펴보면 임대료 산정방식에서는 '국유재산법 적용방식', 자동화구축에서는 '야드장비의 자동화', 부지면적에서는 '61,000평~66,000평'순으로 효용성을 보였다. 신국제여객터미널 실사업 주관자인 인천항만공사의 경우, 사용자 결과와 마찬가지로 중요도에서 '임대료 산정방식'이 신국제여객터미널 항만운영방안에서 가장 중요한 요인으로 나타났으며, 자동화구축, 부지면적 순으로 도출되었다. 각 요인의 수준별 효용결과로는 임대료산정방식에서는 '투자비 보전방식', 자동화구축에서는 '야드장치장의 자동화', 부지면적에서는 '43000평~48000평' 순으로 효용치를 보였다.

In Jeju, in order to efficiently manage and coexist fishing boats and passenger ships in narrow ports, it is necessary to establish reasonable policies. The survey was conducted on 99 fishing ports, from December 1 to 31, 2018. A site survey was conducted on 30 parties (15 in Jeju City and 15 in Seogwipo City) concerning with the use of fishing ports in Jeju to review the appropriate conditions for selecting fishing ports as control subjects. The survey determined size of pleasure craft mooring within fishing port (20%), size of fishing boat mooring (20%), and accessibility of fishing port (20%) under on-site survey factors as well as willingness to form a consultative group between fishing boat and pleasure craft users (20%). Upon the request of the survey, positive and negative opinions were collected on the establishment of a safety control center in the fish port. Based on the survey results, the factors mentioned above were applied to each and every fishing port within Jeju. The bottom five fishing ports in Jeju with the lowest total factor scores were identified and selected as control subjects for review and study. Of the five fishing ports selected as control subjects amidst the 99 fishing ports in Jeju, Dodu Fishing Port had the lowest score of 22% among the national fishing harbors. Among the local fishing ports, Hwabuk Fishing Port had the lowest score of 18%, followed by Sagae Fishing Port with a score of 22%. Hamdeok Fishing Port had the lowest score of 24% among the fishing port villages, whereas Ojo Fishing Port had the lowest score of 24% among the small fishing ports.

In other works may companies are investing for Electronic Commerce to change their industries....so there are lots of company to introduce electronic commerce in his industrial fields and this kind of tendency is increasing now, because electronic commerce has a lot of advantages this kind of tendency has been trying in the shipping industrial fields... so we an find lots of marine electronic commerce sites in the internet by a searching engine. these sites insist their site is real portal in the shipping field.. But actually their sites just e-commericalize a field or some fields of shipping, So they cann't insist their site is a real portal site But in this kind of tendency, real shipping portal site will be made someday but not so long.. so we want to show contents and strategy real shipping portal site should possess by comparison and generalization with existing shipping portal sites.

It has been said from previous studies that the preconsolidation pressure (p$\sub$c/)of Nangton Rive. deposit is considerably less than the in situ effective burden pressure (p'$\sub$$\upsilon$ο/). Question has risen whether this small pc vale is due to under consolidation or unsuitable laboratory test including low small quality. As a cooperative research program between PHRI (Port and Harbor Research Institute) and Pusan National University, an extensive soil investigation was carried out at a site of Yangsan, Pusan, using the Japanese sampler. It Is found that although p$\sub$c/ value at the site is slightly greater than p'$\sub$$\upsilon$ο/, its over consolidation ratio (OCR) is quite small compared with aged normally consolidated clay in Japan.

Choryang Waekwan was the biggest Japanese settlment to house the Japanese diplomatic mission and traders in Korea. Waekwan means Japanese Pavilion literally, but the reality of this Waekwan exceeded much the scale of single architecture. Since Choryang Waekwan was closed in the second half of the nineteenth century, the site of this settlement grew rapidly as the downtown of Busan, which was the first port open to foreign countries in modern Korea. The formation of modern port owes much to the presence of Japanese settlment in Lee Dynasty as long as Choryang was officially designated as the trading port toward Japan and vice versa. Busan is the nearest city to Japan, in fact. Within a day ships could reach Tsushima Island, the island region north of Fukuoka, which played an intermediary role between Seoul and Edo. No architectural remain could be seen on the actual site of Choryang Waekwan. The site has become one of the busiest centers in Busan with quantify of office buildings and shops. The former Busan City Hall was located in this area. The field survey of the site as well as the analysis of historical documents, which were newly found both in Korea and in Japan, enabled to reconstruct the architecture and cityscape of Waekwan by way of computer graphics.
