항만하역업 안전관리 개선방안에 관한 연구 (A Study on Improvement of Safety Management by Port Stevedoring Industry)

  • 최근 국제 교역량 증가에 따른 물동량 폭증은 항만하역업 내 위험 노출 및 안전사고 증가로 이어지고 있다. 그리고 2021년 1월부터 중대재해처벌법이 시행되면서 항만하역업 내 안전을 중요시하고 생명을 보호하는 각종 지침과 법안들이 제정되고 있다. 하지만, 이러한 노력에도 불구하고 항만하역업 내 중대형 안전사고는 지속적으로 발생하고 있다. 한국산업안전보건공단에 따르면 2016년부터 2019년 4년 동안 항만하역업 내 재해자수는 연평균 4.2%씩 증가하였다. 항만하역업 사고의 효율적인 사후관리나 안전 관련 법/제도를 마련하기 위해서는 사고 원인과 피해를 고려한 위험도 분석이 진행되어야 현실적인 사고 저감방안 및 방지대책을 수립할 수 있다. 따라서 본 연구에서는 5년간 한국산업안전보건공단에서 집계된 항만하역업 사고사례 1,039건을 바탕으로 위험성 평가를 진행하여 항만하역업 내 주요 위험요인 및 예방대책을 도출하였다. 이후 IPA분석과 Borich 요구도 분석, The Locus for Focus 분석을 진행하여 예방대책에 대한 우선순위를 결정하였다.

  • In cold season, the developed extratropical cyclones and associated cold fronts, and NW winter monsoon are encountered very frequently in the North Pacific, especially in the northwest part of it. The two sea areas, namely, the northwest part of North Pacific, especially the eastern area far off Japan east coast, and Burmuda Triangle in the North Atlantic are generally known as two of the most dangerous areas in the world because of high incidence of sea casualties. Even large ocean going vessels were sunk frequently due to strong winds and very high seas caused by NW monsoon or developed cyclones during the winter months. The purpose of this paper is to analyse the real state of heavy weather and high sea phenomena on the vesscls at sea, thus helping mariners operate in such conditions.

우리나라 해난구조기업의 실태분석에 관한 연구 (A Study on the situation analysis of Korean Salvage Company)

  • The amount and quantity of sea casualities are increased by both an increasing sea-borne cargoes and heavy sea traffic. This paper analyzed the situation of Korean salvage company in order to activate on civilbasis, compared with the nature of common enterprises, and reported the object, the necessity, and the cha-racter of salvage company. For the purpose of this study, three parts are considered in order to analyze the environment of salvage company(the trend of sea casualties, sea-borne cargoes-passengers, ship tonnage/age) the effective planning to activate Korean salvage company are abstracted as follows : 1.the political assistance of concerned government authority. 2.the cooperation system of concerned business field. 3.the self-developing management of salvage company.

  • In general, marine casualities take palace by the composite action of three elements such as waterway condition, vessel condition and man condition. One of the important characteristics of most marie casualties for small cargo vessels in maritime transportation of near-coastal and greater-coasting seas in that the same kind of casualities take place repeatedly in spite of the apprent causes, Because, it takes much time and effort for seamen to master waterway, vessel or operatin technique only to the practical and sensible level. In these days, with the development of our economy, our shiypping industry has grown and therefore the demand of marine officers has increased. This economic growth brought about undesirable situation like the evasion of seamen and frequent casualities of Korea vessels. These marine casualities are being caused mainly by the unskilfulness of operating technique as well as the bad waterway condition and ship's installation condition. Therefore, I conclude, in this paper, that the most efficient and economic preventing measures of marine casualities are seeking causes and removing them in advance under the close coperation system among all concerned parties.

  • Since 1960 tankers and bulk carriers have rapidly increased in size up to 500, 000 dwt. in operating as main system of transportation for the international trade at sea, and studies are doing carried out by various groups with a view to increasing the size still further. However, the service speed of these ships has remained almost constant, and steering devices of them have nearly not changed, comparing with regular size of a dry cargo ship. This creats the dituation where stopping distance and advance are proportionally longer for larger ships. In case of collision at sea, these vessels have been arised some serious casualties, such as sinking, fire and oil pollution. This paper analyzers a study for the handling of super huge vessels to avoid collision at sea, basing on the results of the crash astern test and turning test of them.

2차원적 음원추적에 관한 연구 II (A Study on 2-Dimensional Sound Source Tracking System II)

  • The whistle is a very important information source for the safety navigation under foggy weather. But navigator has no concern about this, because it must be achived by human hearing sense and considered as a vague signal. If the range and relative bearing of signal source can be detected automatically, it would be very useful system for preventing marine casualties making a lot of economic loss and environment pollution. Before the algorithm of 2-dimensional sound source tracking system was reported. This paper describes the method that can obtain the time lag between three signals and the theory of cross-correlation analysis and subtraction method for cauculating the time lag by using the digital signal data sequences. And a series of experiments were carried out for various position of sound source in the range from 200cm to 530cm. As a result, we have recognized that sound source tracking system is possible to the sea field with improvement of position error.

  • In the recent past, maritime safety research has been applied primarily to technological requirements and progression of regulations on standards of safety from which the ISM Code has resulted. Despite the engineering and technological innovations, significant marine casualties continue to occur, which indicates that human factors are an area requiring more focused attention. This paper aims to study the clear concept and its details of human factors in ship operating system through the investigation of researches presented so far. The purpose of studying human factors is to identify how the crew, the owners, the classification societies, and the regulatory bodies can work together to sever the chain of errors which are associated with every marine casualty. The human factors in ship operating system may be defined as the study and analysis of the interaction between the operator and system variables composing the system, most importantly the procedures and the crew and management follow.

수난구호법의 개정에 관한 비교법적 고찰 (A Study on Some Problems and Proposals of the Korea Life Saving and Rescue Act(Amendment, 1994))

  • In Korea, the System of search and rescue in water have came into force on the basis of the Korea Life Saving and Rescue Act. 1961. But It's a premodern administration law which is not fit for an international system of the search and rescue and become disconnected with reality in Korea. Recently the marine casualties occur frequently in Korea coastal area, therefore, we need to amend the 1961 Act. The amendment which is carried out by the Korea Maritime Police Agency is a provision to receive International convention(SAR, 1979). The amendment of this Act will give a epoch-making change to Korean policy of the life-saving and rescue, security to marine safety and contribution to National positon on system of "Search and Rescue". In this thesis, I propose a development scheme to be conductive to original task on "Search and Rescue" of International Convention in Korea Life Saving and Rescue Act(Amendment, 1994).t(Amendment, 1994).

우리나라 선박교통제제도의 개선방안에 관한 실증연구 - 포항항을 중심으로 - (An Empirical Study on the Improvment of VTS in Korea)

  • The purpose of this study is to find out the impacts of VTS on the marine safety and users' opinion on the VTS which have been being operated in the port of Pohang for the last 3 years and is to suggest a guideline to the successful operation of VTS in the future. This study is based upon the questionnaire survey and the respondents include 236 masters/mates of merchant vessels who have visited the port of Pohang and 6 pilots who have been working in the port. From the questionnaire results, this study notes the following conclusions related to the VTS operations. (1) A few of the respondents (mainly foreigners) do not understand the entering procedure of the port and the fundamental concept of VTS. Accordingly, the more active VTS services have to be provided for the mariners. (2) It was found that themost dangerous factors in tehvicinity of the port were the floating materials, fishing nets, andillegal fishing activities inthe fairway. Therefore, the proper surveillance, stricter enforcement of Acts and the instructive education for the fishermen are required to avoid the risks. (3) A majority of the respondents agreed the VTS has contributed to the safety of vessel traffic, and they pointed out ' the assiatances in reduced visibililty conditions' is the most important task of VTS. The amount of 75.6% of the respondents answered that they have experienced the assistance from VTS more than 1 time since the system was established in the port of Pohang . Also 44.2% of the respondents considered they were able to avoid marine casualties such as collision, ramming or agrounding with the VTS assistances. (4) 49.2% of the respondents preferred the passive information services , while, 38.8% of them preferred the positive control advices in the case of encountering any potential risks. VTS iperators have to consider seriously when they provide the positive control advices of ship's course and speed. (5) A majority of the respondents confirmed that the prot and its approaches is suitable for the VTS coverge . To extend the service areas of the VTS and to improve radar detecting ability, the use of radar transponders are seen as the ideal method. (6) A minority of the respondents pointed out 'the improper orders or recommendatinos caused by the poor decision making' firstly, ' the language problem(sea-speaking in English)' secondly, as the deficiency of personal qualification. It seems, therefore, theat the personal efforts of the operators and systematic training programmes for them are necessary to solve the problems.
