  • International law provides for fundamental navigational rights called the right of transit passage in international straits as defined by UNCLOS. However, the Australian government published Marine Notice 8/2006 and the associated Part 54 of Australian Marine Orders which requires ships transiting the Torres Strait to engage the services of a pilot and imposes significant penalties for non-compliance on the basis of the IMO MEPC 133(53) which is just a resolution as a recommendation. This paper aims to study legal aspects in UNCLOS on the pilotage in the Torres Strait following the extension of the Great Barrier Reef PSSA neighbouring Australia.

  • In this paper, we design a prototype service in Telematics environment for providing safety warning notification at crooked roads efficiently using wireless sensor network. Through this study, we 1) analyze several requirements to be satisfied in the services, 2) design and implement the service architecture based on the requirements.

  • The problem of vehicle routing problem(VRP) with pair operations of pick up and delivery are well-known in real applications in logistics networks, as in planning the routes for automatic guided vehicles(AGVs) in an automatic container terminal(ACT), warehouses or in some just-in-time services. This paper will present a formulation to modeling the problem mathematically which can be used to generate optimal routes of carried vehicles in the field to reduce the incurred cost of moving goods. This selected model could be used in (semi-)automatic short-term planning systems for vehicle fleet working in ACT, or in modern warehouses which the long list of requests is parted and sorted in preprocessing orders systems.

  • This research proposed the method for application of SCORM in U-learning system. That is, I proposed the API broker to connect between U-learning and API Instance of RTE that is existing SCORM based learning object interface environment. The API broker operated handling process using request port and response port between SCORM and U-learning server. For efficient operation in each service, this system has learning contents service buffer in API broker.

  • The World has been rapidly changing into either technological aspects or perception of those who has utilised to the corresponding informational impact. Whatever areas we have actually been involved in are strongly connected with this evolution of informational technology in one way or another. Logistics is not a exception as well as trade. Two main routes in distribution channel such as commercial and physical flow of goods, have been operating in terms of I-business. In order to activate E-trade with E-commerce, E-logistics should be utilised and emphasized in more efficient and effective manner of doing job as a facilitator. So, in this paper, it studied the role of E-logistics to make E-trade better work as well as to look into present situations in E-commerce. Then, it was identified that some facilities as 3PL or shipping company have to adopt information in their business process with a view of valued add service providers. This means those who have implemented E-Logistics activities, should be more competitive in the market, only when they provide the value-added total logistics services.

  • Given the cyclicality, seasonality, and capital-intensiveness, the development of the shipping industry has long been contingent on corporate financing activities. As such, there have been a growing number of cities in East Asia pursuing a global maritime financial center in order to support their domestic shipping industry. However, it is widely accepted that financial services relevant to shipping in East Asia are quite under-developed compared to those of other leading maritime financial centers in Europe and North America. In this regard, this paper aimed to construct an evaluation index of maritime financial centers in terms of financial ecological environment for the purpose of highlighting the current status of development and suggesting future directions. Furthermore, this paper examined the development of shipping finance in Qingdao as a numerical example using the fuzzy comprehensive evaluation and compared results with those of Shanghai.

A Study on Implementation of Safety Navigation Mobile Application Converging Marine Environment Information and Location-Based Service

  • In this paper, we implemented a safety navigation mobile application that converged AtoN information and location-based services. When application user uses the smartphone's GPS sensor to transmit the user's vessel location data to the data server, the user receives information of which its providing range is considered, such as stored AtoN data, neighboring vessels information, danger area, and weather information in the server. Providing information is sorted based on the smartphone's direction and inclination and it will be also delivered via wireless network (5G, LTE, 3G, WiFi). Additionally the application is available to implement other functions such as information provision through voice and text alarming service when the user's vessel is either approaching or entering the danger area, and an expanded information provision service that is available in shadow area linking with data-storing methods; other linkable data such as weather and other neighboring vessels will be applied based on the lasted-saved data perceived from the non-shadow area.

  • Pusan Metropolitan City has developed 'HANARO Card' system. It is a sort of multi-function card systems which has devised to resolve many traffic problems, to improve public transportation services, to build advanced transit information systems, to encourage reasonable operation of the public transit companies, and to obtain basic informations for devising transportation policies. This study aims at reviewing the systems of 'HANARO Card', analysing the situation of usage of the card, and suggesting some issues for improving the system. Main finding is that the major effects of the introducing HANARO traffic card are convenience (to pay a charge) in using transit, public parking lots, city freeway toll for citizens, and saving in personnel expenses, maintenance expenses for buses, subway and taxi companies. It is also found that HANARO traffic card system needs to be expended to be compatible with other fields of economic activities.

  • A service platform was designed to provide smart aids to navigation services with the standardized format and to manage user authentication and access rights. To meet the requirements of the service platform, Keycloak, an open source OIDC implementation, was used for user authentication, and the S-100 feature catalogue versioning method was used for service management. To standardize internal service data to S-100, we designed a minimum standard format for mapping internal service data to S-100 data using JSON Schema.

  • Among domestic car carrier operating shipping companies, some shipping companies are operating a stowage planning system that is installed and executed on a computer, and most shipping companies are executing stowage plans with documents such as Excel. This is a study on how to utilize web service technology so that multiple users can use the planning system more efficiently in the cargo stowage planning process for car carriers.
