Integrated Waterfront Cultural Planning through Regeneration of Former Industrial Harborfront (산업항만지역의 재생을 통한 워터프론트 문화도시 통합계획)

  • Purpose: The purpose of this study is to propose a direction planning integrated waterfront cultural city in terms of urban economic revitalization through regeneration of former industrial harborfront and the creation of cultural living spaces based on regional history in order to pursue urban activities. Method: Analyzing planning waterfront and historical cultural space based on MM21's development policy and strategy under the growth process and development of Yokohama. Results: MM21 is the core public project out of the six major projects promoted by Yokohama, which is on the brink of satellite cities for the expansion of Tokyo with a goal of qualitative transformation of former harbor. It is planned to be developed as a creative cultural waterfront city for an integrated urban development. Conclusion: Planning waterfront cultural city, which takes advantage of the former harbor city derived through MM21 analysis, provides the cityscape towards the sea and the port via the viewing point and opens the waterfront open to the port and the sea Space and Esplanade landscape development, preservation of historic buildings and cultural assets, recycling as cultural art space, waterfront space planning that cooperates with public culture art and pedestrian network.

An Empirical Study on Evaluating the Value of Port (항만가치의 평가에 관한 연구)

  • Inter-port competition is fiercer than in the past because of technological evolution in transport systems : the increasing side of containerships implies only a few calls in three or four ports at each end of the trade and the rest of the traffic being served by smaller feederships. It is therefore essential for big ports to be selected as one of these calls by the main shipowners, consortia and alliances to avoid rmarginalisation. In order to compete effectively, many ports have been obliged to modernise and extend considerably its existing ports or to build new port facilities. With the advent of major environmental legislation around the world, however, amenities such as fish and wildlife, clean air and water, access to the waterfront, and view protection took on greater importance. Ports are now being forced to incorporate environmental considerations into their planning and management functions in order to avoid additional costs or timing delays. The aim of this paper is to analyse the port value by which port comparison(or selection) will be made with HFP(Hierarchical Fuzzy Process) method. This was done by extracting and grouping the evaluation factors of port value by port experts : facility and location factor, logistics service factor environment and amenity factor, city and economic factor, and human and system factor. For empirical test of this method, 6 major ports in Northeast Asia were chosen and analysed. The order of importance for five evaluation factors were 1) facility and location factor 2) logistics service factor 3) human and system factor, 4) city and economic factor, and 5) environment and amenity factor. This means that geographical location and logistics services are still being considered as the most important factor to call the port by port users. even though environment and amenity factor shows relatively low figure. Among 6 major ports, Port of Kobe was ranked the first position in a comprehensive evaluation, while Ports of Busan and Kwangyang were 4th and 5th respectively. This implies that Port of Busan should make much efforts to enhance the existing facilities as well as management system.

A Priority Analysis of Equipment Operation Plan for Container Terminal in Gwangyang Port (광양항 컨테이너터미널의 장비 작업계획 우선순위 분석)

  • This paper is concerned about applying the AHP(Analytic Hierarchy Process) for a priority analysis of equipment operation plan to improve productivity of the container terminal in Gwangyang port. In this study, main elements of container terminal are assumed as into yard equipment area, transport equipment area, berth equipment area and C/Center area. A questionnaire is used to collect the opinions of equipment operating department and operational planning department. On the whole, the result of the analyses reveals that the most important area is yard equipment area. Examining each department is responses, equipment operating department preferred the C/Center area to other areas, on the other hand, operational planning department preferred yard equipment area. The result of this study suggests some guidelines for deciding priority of operation plan in the container terminal.

  • Recently, 8,000TEU class containerships has started operating the shipping service and the mega-containership of over 10,000TEU is on planning. A unit cost in relation to shipping service is decreased by the bigger ship based on the economy of scale. Most of the previous studies have been performed and focused on the total operation cost from mega port to mega port. However, the purpose of this paper is to estimate economic efficiency of selected hub ports from point of view of total cost such as service cost(or operation cost), port charge and feeder cost, etc. First, the service-network of mega containerships is based on data of a domestic shipping company operated main line and economic analysis of individual scenarios on the cost and traffic when 10,000TEU mega containerships offer the services. The three scenarios presented in this paper set up the hub ports which are the port of Busan, Shanghai and Yokohama The results show that port of Busan is economically the most efficient one among others.

  • The current increasing size of container vessels affects the container port's situation. The containerization has changed the inter-modal handling process, which brought more flexibility and comfortableness in the shipping industry sector. Thus, it is very crucial to analyze the efficiency of container ports in the regional sphere. Such kind of efficiency analysis provide a powerful management tool for port operators and shipping managers in the Mediterranean market, and it also helps to form an information for planning new regional and national port operations. This paper aims to analyze the ports' technical efficiency of Mediterranean major container ports. It is conducted to establish the model of port performance and efficiency through the empirical test of the various factors. Regarding to the panel data collected from the 48 DMUs (decision making units), this study attempts to provide the empirical basis of the port efficiency relative to another factors in the total port performance. Due to the complexity of the various activities carried out at container ports, the study focuses only on the technical efficiency at the level of the Mediterranean container port. Unlike the practice of cross-sectional data analysis, originally established by Charnes et al. (1985), the panel data in DEA window analysis applications are used. The main focus of this study is the relative technical efficiency of 12 container ports from 7 countries in the Mediterranean market. The selection of ports under study is based on their high handling capability and rankings in World Top 100 (Containerization International, 2018).

Waterfront Development and Cultural Policy in Yokohama City, Japan (일본 요코하마시의 수변공간개발과 문화정책)

  • This article aims to understand the meanings of urban regeneration utilizing culture and art focusing on a case of the waterfront development in Yokohama, and consider the role of culture and art playing in the cultural city strategy within the revitalization of regional cultures as a main intention by means of interrogation into the cultural policy and its practice in the waterfront development of a sea-port city. Yokohama has proceeded successfully the waterfront development through the creation of culture and art space by using the characterful and attractive urban scape and regional sources around the waterfront. In the cultural policy of 'the Creative City, Yokohama' as a part of 'Culture and Art Creatvie City' strategy of Japan, 'National Art Park plan' as a space planning policy realizes the regeneration of the waterfront through the creation of culture and art space. The examination on the basic intention of this venture and its practice helps comprehend a role of culture and art playing in the waterfront development of a sea-port city and shows the direction that the cultural policy would take in the waterfront regeneration.

  • The traction power demand highly varies with time and train positions and the traction load is a large-capacity current at single phase converted from 3-phase power system. Subsequently, each phase current converted from 3-phase power system cannot be maintained in balance any longer and thus the traction load can bring about imbalance in three-phase voltage. Therefore, the exact assessment of voltage unbalance must be carried out preferentially as well as load forecast at stages of designing and planning for electric railway system. The evaluation of unbalance voltage in areas, such as electric railway depots should be a prerequisite with more accuracy. The conventional researches on voltage unbalance have dealt with connection schemes of the transformers used in ac AT-fed electric railroads system and induced formulas to briefly evaluate voltage unbalance in the system(3). These formulas are still being used widely due to their easy applicabilities on voltage unbalance evaluation. Meanwhile, they don't take into account detailed characteristics of ac AT-fed electric railroads system, being founded on some assumptions. Accordingly. accuracy still remains in question. This paper proposes a new method to more effectively estimate voltage unbalance index. In this method, numerous diverted circuits in electric railway depots are categorized in three components and each component is defined as a two-port network model. The equivalent circuit for the entire power supply system is also described into a two-port network model by making parallel and/or series connections of these components. Efficiency and accuracy in voltage unbalance calculation as well can be promoted by simplifying the circuits into two-port network models.

Searching for Best Practices in Developing Ports as Logistics Centers

  • Global firms are seeking to implement their global logistics strategies in two ways: the use of centralized inventories and/or postponement of final assembly. These strategies stress the importance of regional logistics centers. In most cases, regional logistics centers are located in or near ports so that changing demands can be met with economy, reliability and flexibility, The port can profit not only from the activities of logistics center itself, but also the increasing flow of cargo through the logistics center. A number of ports respond to this trend by shifting their emphasis from traditional cargo-handling services to value-added services. This paper presents guidelines drawn from the best practices of ports to be successful logistics centers to provide many aspects of value-added logistics services. These include: Effective Planning and Development of Logistics Centers; Institutional Incentive Scheme; Development of Free Trade Zones; Financing Infrastructure related to Logistics Centers; Developing Logistics Service Providers and Logistics Professionals; Development of Information Technology; and Regulatory and Administrative Issues. These guidelines will help managers of ports and policy makers of governments in the East Asian region learn to recognize, analyze and adopt the best practices for use.

A Study On the Safe Width and Alignment of the Navigational Channel (선박의 안전을 위한 최적 항로배치 및 항로폭 결정에 관한 연구)

  • Although the studies carried out in recent years have provied much new information about channel widths and alignment, they are not consistent in their results. In addition, as a result of variations in local condition and type of traffic accommodated, the dimensions of the channel widths vary over a wide range. Therefore, the recommendation made by the maritime engineering organizations over the world, do not offer detailed and decisive optimal design criteria and are all different. It, therefore, was attempted in this paper to draw a decisive guideline on the optimal widths and alignment of the navigational channels, which can be utilized by the port designers at the stage of the planning. The guideline was drawn through the comparison and analysis of the existing guidelines of the U.S.A, Japan and PIANC and simulation experiment. The simulation experiment was carried out using the "Off Line Port and Waterway Design Simulator" to find the optimal dimensions of the widths of the navigational channels. 90 different simulation runs were conducted at the 3 different secenario channels. New guidelines, the result of the study, is expected to be used usefully by the Korean port designers when designing the rapodly developing ports in Korea. in Korea.

  • The objective of this study is to evaluate the effectiveness of new operation system for port container terminals. We assumed that the operation system of container terminal consists of monitorig & control system, operation system, planning system, and information technology, and we selected total 19 technology alternatives. Through the results of questionnaire and interview received from field expert, we established the evaluation model and analyze the productivity improvement by estimating the weight and the priority of productivity for operation system. From the developed model, we provide useful implications to introduce new technologies of operation system for domestic container terminals.
