An Empirical study on improvement of operation for feeder vessel route between Busan and west coast of Japan

  • In this paper, practical problems for current feeder service between Busan port and west coast of Japan were extracted through in depth interviews with Japanese feeder vessel companies, shippers, and port authority based upon which major criteria (elements) for improvement of the feeder network are structured in hierarchic order and weighed relative importance through AHP method. From the questionnaire answered by Korean and Japanese port users and experts the weights of criteria were calculated and the shipping service was ranked the first by both parties with 0.235 and 0.217, respectively. The port service and support system ranked the second and the third, whereas the port marketing was shown to be the lowest of all. Considering the overall weights, the increase in a port loading and unloading speed of port service was followed by provision of dedicated deck for feeder vessel of port facilities for Korean respondents. Therefore, speed up of the port operations and providing docks for feeder vessel are to be firstly provided for more efficient feeder operations, which would be the basis for the construction of optimal transportation network.

  • In these days, a scale of system is more and more complex and large. The centralized system has the operation management method to be limited in the large scale system. In this paper, we proposed ACOS(Autonomous decentralized Container terminal Operating System). It is applied to container terminal using by autonomous decentralized system which can solve the problem of the centralized operation system. Also, we can defined a function of the ACOS's sub-system and showed a flowchart on operation method for the ACOS.

  • Recently, container terminal managers make an experiment on the double cycle and dual cycle operation, which ship loading and unloading were carried out simultaneously, for increasing the productivity of quay side. However, if we make an experiment on dual cycle operation in a real job site, the efficiency is poor up to terminal operation method as YTs(Yard Tractors)' allocation method, QCs(Quay Cranes)' working speed, and position of export containers. So, this paper examine more efficient terminal operation method, when terminal uses dual cycle operation.

  • This study is aimed to extract the key role of port operation organizations for the development of region ports and identify the operating efficiency priorities of three ports such as Busan, Incheon and UIsan port operated by PA(port authority). The Factor Analysis(FA) and Fuzzy Method were used as the analysis methodes. As an important role of port authority and regional maritime affairs & port office, thirteen sub-evaluation factors and four top-level evaluation factors were selected using the FA. Among the top-level evaluation factors i.e. 'port security, information management', service for regional society and customers', 'port marketing' and 'customer attraction', the most important factor was identified as 'port marketing'. The total port efficiency was evaluated using these factors and Fuzzy Method. As a result, Busan ranked 1st, followed by Incheon and Ulsan.

  • A Port Authority system has been regarded as one of the efficient ways of port management. The Korean government is thus now planning to set up such a system into the Busan Port. Busan New Port is located in Kadok Island but divided Busan and Kyongnam administrative district, so complicated in the appropriate selection to Busan New Port Administration. The research method which was used in this study accounted for overlapping between attributes, and introduced the HFP( Hierarchical Fuzzy Process) method that can perform an operation.

  • The main subject to become a hub port is automation. The automated container terminal has already operated in advanced ports and it has been planned for the basic planning and operation design in domestic case. The key of automated container terminal is effective operation of both ATC(automated transfer crane) and AGV(automated guided vehicle) which is automated handling equipments. This is essential to productivity of automated container terminal. This study suggests the most optimal method of equipment operation in order to minimize loading time using each three types of effective ATC operation methods and AGV dispatching rules in automated container terminals. As the automated equipment operation causes unexpected deadlocks or interferences, it should be proceeded on event-based real time. Therefore we propose the most effective ATC operation methods and AGV dispatching rules in this paper. The various states occurred in real automated container terminals are simulated to evaluate these methods. This experiment will show the most robust automated equipment operation method on various parameters(the degree of yard re-marshaling, the number of containers and AGV)

A Study on the Reasonable Service Charges for Incheon North Port(berth 3) under the Private Investment Project

  • Recently, port development has been actively in progress through a private investment project. Incheon North Port functions as an auxiliary port for Incheon Port to solve its chronic demurral and freight congestion and to treat materials such as wood, iron material, feed materials. Service charges is one of important factors in the port choice to treat general goods. In general, service charges can be calculated by two methods such as cost accounting method and market price method. This study will review the characteristics of the Incheon North Port (berth 3), which is under the progress of the private investment project and estimate the reasonable service charges for general goods on the basis of market price. This will help a concessionaire to maximize the operation efficiency.

  • The efficiency of port operations is an important indicator of port development. Moreover, there is excess handling capacity in Chinese ports, which results in a slower speed of development. Under the detrimental environment of the international shipping market, it is necessary to improve the operation efficiency of ports for long-term development. This paper provides an assessment of the competitiveness of Chinese seaport companies using the Boston Consulting Group's matrix, and efficiency measurements using a data envelopment analysis and the Malmquist method. This analysis showed that highly efficient companies reformed their development strategies, which should be a solution considered by less efficient companies, such as Shenzhen Yan Tian Port Holdings Co., Ltd.. Although, having high throughput should be reformed in the investment structure. This research will assist port companies in gaining effective operating experience, and governments in establishing strategic planning to enhance the efficiency of port development.

  • In this paper, we propose a 3D visualization system that expresses the simulation results of port container operation monitoring and planning in terms of the movements of the surrounding environment including static and dynamic objects. It also enables us to objectively evaluate the operation model by way of animating the actual port operations. With XML-based design of object states, the port simulator visualization system (PSVS) that we propose has been implemented so as to maximize the interoperability with the existing port operation simulation (CATOS), and express the realtime animation of large-scale objects. The design method of PSVS system is explained, and its validity is experimentally examined.

The Analysis on the Determinations Factors of Container Port Competitiveness (컨테이너 항만경쟁력 결정요인 분석)

  • The aim of this study is to analysis factors that determine the competitiveness of container ports using the KJ and AHP methods. For this, 54 detailed attributing factors were identified both by previous studies and port users. 24 attributing factors were identified by a group of port experts. also, These were grouped 18 detailed attributing factors into 6 attributing factors by a group of port experts using the KJ method. These were made into a model of hierarchical structure with 3 levels, taking 1 goal factor, 6 evaluation factors and 18 detailed evaluation factors. The collected date of questionnaires were analyzed by a group of port experts using the AHP method. The analysis result of the evaluation factors in container port shows that port cargo volume is the most important factor, followed by port location, port cost, port service, port facility and port management. The analysis results of detailed evaluation factors in container port shows that import and export cargo volume is the most important factor, followed by transshipment cargo volume, distance from main trunk, cargo handling cost, distance from the point of importing and exporting, speediness of cargo handling, stability of cargo handling, vessel/cargo cost in port entry and leaving, punctuality in port entry and leaving, number and length of berth, collateral service cost, terminal area, hinterland accessibility, ability of terminal operation company, front depth of berth, etc.
